IMS (Intelligent Metering System)
I. Requirements related to the Installation of Domestic Water Meters:1. Domestic water meters shall not be installed outside or on roof of
the buildings without proper protection from direct sunlight, high
tempera~ure, humidity, condensation, corrosion etc.
2. For ground installations such ~s yilla~. s~ec;ts J~tc;,, .water meters
shall be installed in m~ter cabinets on the ol.Jtsid~ wall, -Of . the
premises.

3. In case th~ .ril~ter is to be in~talled in a chamber/manhole, meter


shall b~ jnstalled in horizontal position and the chamber shall be
constrOcted as p~r DEWA approved specification (the guidelines
giy!1 for 'instaHation of Bulk Water Meters' shall be strictly followed
forthis type ofconnections).
4. For buildings water meters shall be installed in meter rooms.
5. All-time maintenance of the meters shall be taken into account
while installing new meters.
6. Pipes and fittings shall be high quality, heavy duty, non-toxic, non
corrosive material approved by DEWA.
7. Isolation valves shall be installed before and after the meter to stop
water flow from both directions.
8. Both valves should be fully open while the meter is in service and
no control of flow should be made by regulating the inlet valve.
9. A threaded joint/union shall be provided after the meter in buildings
to make length adjustments for meter connection in accordance
with the meter length.
10. Sufficient space (at least 20cm.) shall be provided between and
around water meters to permit installation, reading, servicing and
removal of the meters.
11. Meters shall be installed at a height of 120cm from the floor/ground
level.

12. The pipes shall be adequately anchored to avoid displacement of


the same while removing the meter.

13. Meter shall be protected from the risk of damage by shock or


vibration induced by the surroundings.

14. Meter shall be protected from the risk of damage by extreme


water/ambient temperature and humidity.

15. Water meter and its associated fittings/pipes shall not be part of
electrical earthing.

2.1 . All connections shall be checked thoroughly for leak after


installation of the meter.

22. The meter room shall be suitable for the Technician to stand
straight and remove/refix the meter easily.
23. Meter room shall have adequate illumination to read the meter and
to carryout maintenance of the meter easily.

24. Means such as A/c. No. & Flat No. plates shall be affixed
immediately adjacent to the meter (not on the meter) for
identification.
25. While connecting a new meter or changing a stop/defective meter
the pipeline shall be thoroughly flushed to remove any dirt inside
the meter and fittings.

26. There shall be drain in the meter room to remove the flushed water.
27. Meter room flooring shall be clear from obstacles, and shall be
even, rigid and not slippery.
28. Water from the meter room should not flow to the passage or other
floor areas.

29. The electrical fittings and all other items in the water meter room
shall be waterproof.
30. The 'Water Meter Room' plate in Arabic and English language shall
be affixed on the door and meters shall be accessible to DEWA
staff at any time .

II. Requirements related to the Installation of Bulk Water Meters:1. Bulk water meters shall be installed in Meter Chambers in
horizontal position in accordance with the arrows shown on the
body and the register shall be arranged in the most convenient
position for reading. Meters should not be allowed to fall or receive
impact damage as this may affect the operation and accuracy of the
meter. Pipeline shall be flushed thoroughly before the installation of
the meter.

2. The meter shall be installed oh straight length ofplp~'th~ ,$Cl,(l1e


diameter as the rneter and equivalent in length to 10 times th_e~''>
meter diameter .afthe inlet and 5 times the meter diameter at the
outlet.
3. Any typ~ of disturbances/obstruction such as flange joints, partly
clo~'ed valve, bends, tees etc., upstream or downstream of the
meter shall be avoided.
4. The meter shall be installed at the lowest point to ensure it is fully
flooded at all times to avoid air flow through the meter.
. 5. Full-bore valves shall be fitted upstream and downstream the meter
to enable the meter to be removed for maintenance works.
6. The valve before the meter shall be fully open at all times and any
regulation of flow shall be carried out on the valve after the meter.
7. A Strainer shall be fitted on the inlet side of the meter to protect the
meter.
8. Utmost care shall be taken to install the meter as per the
manufacturer's 'Installation Instructions' supplied with the meter.
9. All connections shall be checked thoroughly for leak after
installation of the meter.
10. The meter shall be installed in a chamber (meter shall not be
buried) suitable in size for fitting in, maintenance, removal and in
situ dismantling of the meter.
11. The meter body shall not touch on ground and proper support shall
be provided. Care shall be taken not to cover the flange or any part
of the meter by concrete.

12. The meter chamber shall be waterproof, clear of obstacles, even,


rigid and not slippery. There shall be a sump pit inside the chamber
,
for draining water.
13. GRP ladder shall be provided permanently for easy access to the
meter.
14. Meter chamber shall be protected from getting buried by sand,
flooding, rainwater, and parking the vehicles on the chamber.
15. Meter chamber cover shall be clearly and indelibly marked with
DEWA logo and the wording 'Water Meter' on the cover in Arabic
and English language.

Requirements related to the Water Metering Cabinet:-

1. The size of water meter cabinet shall be 600mm height, 400mm width
and 190mm depth.

accordance with the meter length.
14. The (face to face) distance between the downstream isolation valve
and union shall be 1OOmm.

15. While installation sufficient space shall be provided around the water
meter inside the cabinet to permit servicing, in situ dismantling and
removal of the meter easily without any obstruction.
16. The meter cabinet shall be fixed at standard height and the meter shall
be at a height of 1200mm so that the meter can be
read/repaired/replaced/ removed easily without the use of any ladder
etc.

IV. Communication: Field Requirements of Civil, Electrical, etc. related to Water Meter
& Data Concentrator

i) Residential and Commercial Buildings:-

A. 1) IP 55, PVC box in water metering room (each floor) with


mounting plate for fixing the water meter communicationinterfacing units.
- Size of the IP 55, PVC box shall be minimum 50cm (L) x 40cm
(W) x 15cm (D)
(for up to 1ONos. water meters).
- Mounting height of the PVC box shall be minimum 2 mtrs. from
the finished floor level and clearance from. the water service
points shall be minimum 2 mtrs, if no separation I partition is
available between the same.
2) Electricity connection, single phase with flex outlet supply in the
above PVC box for the PLC (power line carrier) communication
with the water meter communication interface units.
- Flex outlet supply shall be connected to the same area SMDB,
through a separate PVC conduit with 3CI2.5 sq.mm cable and
protective devices.
- Protective devices shall be fitted in the SMDB cabinet with 30mA,
2 poles ELCB & 6Amps SP MCB set.
- Clearance between electricity and water service points shall be
minimum 2 mtrs, if no separation I partition is available between
the same.

B. 1) IP 55 enclosure (GRP type) on the wall or inner side of the


compound wall adjacent to the main water meter chamber with
mounting plate for fixing the main water meter communicationinterfacing unit and calculator part.
- Size of the IP 55 enclosure shall be minimum 40cm (L) x 30cm
(W) x 20cm (D)
- Mounting height of the IP 55 enclosure shall be 2 mtrs. from the
finished floor level

2)

Electricity connection, single phase with flex outlet supply in the


above IP 55 enclosure on the wall or inner side of the_ compound
wall for PLC (power line carrier) communication with the main
water meter communication-interfacing unit.
- Flex outlet supply shall be connected to the ground floor 08-LL,
with armored cable and protective devices.
-Armoured cable size shall be minimum 3 core, 2.5 sq.mm
-Protective devices shall be 30mA, 2 poles ELCB + 6Amps SP
MCB set.
3) 2Nos. PVC conduits between the main water meter chamber and
the above
IP 55 enclosure on the wall o~ inner side of the

- Size of the PVQJ.~~c)rtduits shall be minimum 25mm for length up td
6 mtrs and minWilum 32mm required for length more than 6 mtrs.

?Location of the data concentrator in LV room shall be adjacent to


the entrance for direct access.
- l\llinimum space requirement for one data concentrator is 40cm
(1-1) X 30cm (W).
- Flex outlet supply for data concentrator shall be installed at a
height of 125cm from the finished floor level
- For two or more data concentrators, clearance between the 3ph.
. flex outlet supply from the respective LV panels shall be minimum
. .30cm.
; . Protective devices shall be provided in the LV panel-metering
compartment with 4Amps fuse + carrier set - 3Nos & neutral
connector.
2) PVC conduit between MDF I main telephone room and LV room
with necessary junction boxes and pulling rope for
interconnecting the telecommunication cable with data
concentrator.
- Size of the PVC conduit shall be minimum 32mm for length up to
6.111trsartd minimum 50mm required for length more than 6mtrs.

- Size of the PVC junction boxes shall be minimum 20mm x 20mm.


-Junction box in the MDF I main telephone room shal_l be adjacent
to the main telephone control panel.
-Junction box in the LV room shall be adjacent to the data

- Additional junction boxes shall be provided in every 1Omtrs
interval, if the distance between the MDF I main telephone room

l.b Meter Room Details:The following Rules and Conditions are to be followed for water Meters
Rooms:

Carrying out the life long maintenance of water meters is to be taken into
account while providing new connections.
Sufficient space (at least 20cm.) shall be provided between and around water
meters to permit
installation, reading, servicing and removal of the meters.
Meters shall be installed at a height of 100 - 120cm from the ground/floor level.
The meter room shall be suitable for the Technician to stand straight and
remove/refix the meter easily.
The pipes shall be adequately anchored to avoid displacement of the same
while removing the meter.
Meter shall be protected from the risk of damage by shock or vibration induced
by the surroundings.
Meter shall be protected from the risk of damage by extream water/ambient
temperature and humidity.

Water meter and its associated fittings/pipes shall not be part qf electrical
earthing.

In case of breakage/leakage of main pipe line/polyethylene pipe the Contractor has to

facility as a whole and to provide accurate records of consumption (tariff class meters):
A. For all buildings with a cooling load of at least 1 megawatt (MW) or gross floor area of 5,000 sqM or
greater , additional water metering must be installed tO record consumption data for major water use
of the building and major water uses in and around the building.
B. The building operator shall be responsible .for recording water consumption for each Individual
meter. Rl!cords must be kept for five (5) years.
C. Each individual tenancy in the building must have a sub-meter installed when a building tariff meter
is not present
D. Where a Building Management System (BMS) or Central Control and Monitoring System (CCMS) is
installed, metering must be integrated into the system to allow real time profiling and management of
water demand and consumption:
E. All meters must be capable of remote data access and must have data logging capability and
complying with DEWA specifications. All meters should be approved by DEWA.
F. Virtual meters using run-hours are not acceptable as sub-meters.
G. The sub-meters should be used for demand management and cost allocation purposes.
