Heat phase (A) and phase (B) separately to 70C.

Add phase (B1) to phase (B) and disperse as long as the Pemulen is well dispersed.
Add phase (B/B1) to phase (A) and homogenize until the median particle size is < 0.40 m.
Cool to 35C and dilute with phase (C) under stirring.
Add phase (D) and homogenize for a while.
Add phase (E) under stirring.
