Survey Conducted between March 2000 to May 2001
This is a PRELIMINARY LIST of the Heritage Buildings of the Walled City of Ahmedabad, which have been surveyed and prepared
under the General Development Control Regulations (GDCR), Notification Vide No. GH/V/67 of 2001/DVP/1599/1368/I, Dated 4-52001, second paragraph of Clause No. 17.20, which states that:
The detail regulation for conservation of artifacts, structures and precincts of historical and/or aesthetical and/or
architectural and/or cultural value (Heritage buildings and Heritage precincts) shall be formulated on the basis of
Hyderabad Development Authority and Urban Development Department, Maharashtra State, Bombay. The same shall be
submitted to the Government for sanction and shall be implemented accordingly.
A part of the Clause No. 17.20, stated in the above has already been passed under the GDCR, Notification Vide No. GH/V/59 of
2002/DVP/1599/1368/L Dated 18-5-2002, which states that:
No development or redevelopment or change of use or engineering operations or additions, alterations, repairs,
renovations including the painting of buildings, replacement of special features or demolition of the whole or part thereof
or plastering of heritage buildings and/or heritage precincts and plots shall be allowed except with the written permission
of the competent authority.
This is a PRELIMINARY LIST and shall be subjected to revision, improvement and additions as advised by the Heritage Committee
formed under the above regulations.
The list has been prepared under the guidance and protocol signed between AMC and Government of France for the conservation
and revitalization of the Walled City of Ahmedabad.
The Heritage Buildings and Heritage Precincts have been graded following the Guidelines of The Heritage Regulations for Greater
Bombay, 1995, prepared by the Urban Development Department, Bombay, which are as follows:
Grade I
Grade II
Grade III
Heritage Grade I comprises of

buildings and precincts of national or
historic importance embodying
excellence in architectural style,
design, Technology and material usage
and/or aesthetics; they may be
associated with a great historical event,
personality, movement or institution,
spiritual or symbolic value. They have
been and are the prime landmarks of
the city.
Heritage Grade II (A & B) comprises of

buildings of regional or local importance,
possessing special architectural or
aesthetical merit, cultural or heritage
value, though of a lower scale than in
Heritage Grade I. They are local
landmarks, contributing to the image and
identify of the city. They may be the work
of master craftsmen, or may be models of
proportion and ornamentation, or
designed to suit a particular climate.
Heritage Grade III comprises of buildings

and precincts of importance for townscape,
they evoke architectural aesthetics or
sociological interest though not as much as
in Heritage Grade II. These contribute to
determine the character of the locality, and
can be representative of a lifestyle of a
particular community or region and may also
be distinguished by setting on a street line,
or special character of the faade and
uniformity of height, width and scale.
Heritage Grade II deserves intelligent

conservation.
Heritage Grade III deserves intelligent

conservation and special protection to
unique features and attributes.
A DEFINITION
B OBJECTIVE
Heritage Grade I deserves careful
preservation.
Grade I
C SCOPE FOR CHANGES
No intervention permitted either on
the exterior or the interior unless it is
necessary in the interest of
strengthening and prolonging the life
of the buildings or any part or
features thereof. For this purpose
absolutely essential and minimal
changes would be allowed and they
must be in accordance with the
original.
Grade II
Grade III
Grade-II (A)
Internal changes and adaptive reuse may
by and large be allowed, but subjected to
strict scrutiny. Care would be taken to
ensure the conservation of all special
aspects for which it has been added in the
Heritage Grade II.
External and Internal changes and adaptive

reuse would generally be allowed. Changes can
include extensions, additional buildings in the
same plot or compound provided that
extension/additional building is in harmony with
and does not detract from the existing heritage
building/precinct especially i.e. that of height
and/or faade. Reconstruction may be allowed
when the building is structurally weak or unsafe
or when it has been affected by accidental fire or
any other calamity or reconstruction is required
to cover the permissible F.S.I. and no option
other than reconstruction is available.
Grade II (B)
In addition to above extension or
additional buildings in the same plot or
compound could in certain circumstances
be allowed provided that the
extension/additional building is in
harmony with (and does not detract from)
existing heritage buildings/precincts
especially in terms of height and faade.
Reconstruction may also be allowed in case of

those buildings which are under the provisions of
Regulations 33, 33(7), 33(9) and Appendix II and
Appendix III of Development Control
Regulations, 1991.
Reconstruction may be allowed for the buildings
being repaired/reconstructed by the MHADA.
However, unless absolutely essential nothing
should spoil or destroy the special features or
attributes of which it is placed in the Heritage
List.
Grade I
D PROCEDURE
Development permission for the
changes would be given by the

E VISTAS/SURROUNDING
DEVELOPMENT
All development in areas
surrounding Heritage Grade I shall
be regulated and controlled,
ensuring that it does not mar the
grandeur of or view from, Heritage
Grade I.
