The Clinton Birthplace Foundation Board has offered to gift President Clintons boyhood home
to the Clinton Foundation. Stephanie asked Debbie Shock and me to visit the home to assess its
condition. The following items are potential issues identified by Debbie that may need to be
addressed, if we accept the offer:
Existing plumbing may need to be repaired; existing lines may need to be updated with
new pipes.
Siding may need to be removed and replaced; water is getting in through the siding.
Foundation should be checked; there are numerous cracks (didnt crawl underneath the
house to check.)
Doors and weather stripping may need to be replaced; water damage around all doors.
New roof (installed spring 2008,) but there are some ceiling tiles that have water damage.
Floors in the home have been patched but may need attention; floor is very uneven.
Fences are in disrepair - both wood and iron.
HVAC and hot water tank are currently operational but very old.
An estimated cost to correct above issues (without knowing what will be found with the
plumbing and foundation) is approximately $20,000.
We met with Laura Miller, Superintendent for the Clinton Birthplace, and she said the National
Park Service could possibly find usage for the Boyhood Home (e. g., office, storage, or would
possibly interpret the home for the public). They will consider entering into a lease agreement,
paying utilities, etc. However, they ultimately would like to know President Clintons position
on the importance of preserving the home.
The home is currently occupied and the renter is paying $400/month (This covers the expenses
for utilities which remain in the Clinton Birthplace Foundations name for non-profit purposes);
currently, there is no written agreement with the renter.
The cost to maintain the property has not been identified; however, a list of specific property
maintenance or enhancements conducted by the Clinton Birthplace Foundation since acquisition
in 2005 is attached. Maintenance for the grounds was provided quarterly by the Arkansas
Department of Corrections from 2008 through October 2011, at which time the Foundation was
advised no more out of town service would be provided by the Department of Corrections.

13th St. sites maintenance or enhancement since acquisition of site in summer of 2005
from 5 donors: Mendoza Family 100,000 plus 4 donors of $5,000 each: M. Crow
Bergen, E. Smith, R. Swan and R. Tillman. (See other attachment re revised plaque
approved by BOD, but not purchasednot the one currently there) Continues as
appropriate need, especially if and when 13th returns to a public history site, open or
passive.
In 2005 site the property was empty, continuing only as a minimal storage site for prior
owners, with CBF maintaining electric & gas utilities at basic level, and addendum
insurance. New ED in Fall 2006, began reviewing public history use of site in Spring
2007.
.In Spring 2007 CBF requested that previous owners of property remove some remaining
storage & belongings so CBF could better maintain and use the site; to create a quiet
meeting site for the board of directors; and to install a passive information/exhibit in front
room of the house, visible through porch windows, that would explain the significance of
13th Sts in Clintons life, define its place, and route visitors to the 1st and primary site for
Clintons childhood.
Separate email attachment: an e-copy of CBFs April 2011 appeals letter in sample-test
fundraiser sent out and received by 40 known donors re importance of 13th St. in public
history. Crafted by CBF BOD & MB. Approximately $3,800.00 received plus CFF gift of
$3,000. thru July 2011.
