out. I had just been preparing to take
up in this column an issue raised last
September at the ION-GNSS+ Plenary
Session. Literally at the very moment I
set pen to paper, notice of an extremely
positive response to the problem arrived
in my inbox. Hypercoincidental as it
may be, market forces can and do work
in mysterious ways, inexorably driving
forward progress.
The issue arose during lightning talks
as track chairs gave brief overviews of
material to be presented in the following
days. Thats when Paul McBurney tackled
the gorillas.
A former eRide co-founder and now
CEO of GopherHush Corp., a location
analytics company, he chaired the Mass
Market Application track. As he described
market players GNSS chip providers,
sensor providers, indoor location
providers, app providers, and operating
system (OS) providers he made this
statement: The OS providers are the
800-pound gorillas that we have a hard
time getting into this room. They have
to support their fusion layers over a wide
range of handsets and devices. They often
end up competing with the apps makers
they enable.
A couple of those gorillas were in
the room, in fact, and at least one more
prominent GNSS figure has since joined

their band. Were talking Google and


Apple, in case you hadnt guessed.
McBurneys point, as he later elaborated
to me: The OS manufacturers are really
driving/owning the requirements/feature
set of the mass-market chip providers.If
they wanted carrier phase to drive RTK in
the OS, everyone would have to step up to
provide it, and these chip makers would
lose their advantage in providing that to
higher paying customers. If chip makers
arent able to play, they are relegated
to the crumbs of the rest of the market.
Even car navigation is barely 1/10th of
mobile. OS providers also dictate where/
how sensor fusion/indoor location is
performed. Sensor chip providers are in
the same boat.
Id been thinking on and off about this
situation since September, and as said was
about to trumpet a call for the gorillas to
come down out of the mist or wherever
they reside to collaboratively and
constructively join the PNT community.
Thats when this message popped in
through the electronic transom:
Google I/O was this week and we announced we will open pseudoranges (raw
GPS measurements) to application developers. If you want, I can do a blog post
for you on this for the next magazine.
Well, you bet I do! Look for it in the
July issue. This is big news indeed. Check
the website for a bit of elaboration in the
meantime, and for the link to a YouTube
video of the Google I/O announcement.
McBurney has further thoughts on
this development, and youll see some
of those next month as well. For now,
he opines, I was thinking that Google
opening up pseudoranges shows that,
while they wield huge power, they still
understand the advantage of being open.

know where you are. 911
often cant determine the
location of an emergency,
even when the call for
help comes from a GPSequipped smartphone.
Often the 911 operator can
only zero in the nearest cell
tower, which can be several

miles away or in the next


county.
In the transcript of the
911 call from Princes house
comes this exchange:
911 operator: OK, whats the
address?
Caller: Were at Princes
house.
911 operator: OK, does
anybody know the address?
OK, your cell phones not
going to tell me where youre
at, so I need you to find me
an addressOK, have you
found an address yet?
Caller: Yeah, um, Im so

PNT accuracy, availability and


assurance will increase in
importance. UAV payloads for military
applications routinely require precise
PNT information to geolocate sensor
data for intelligence, surveillance, and
reconnaissance missions. High-end
commercial applications for survey
and mapping will require similarly
high levels of accuracy and availability.
As commercial UAV operations enter
the national airspace, PNT assurance
levels will increase with the need for
GNSS receivers designed for safety
critical applications.

Whether for military or commercial


use, the accuracy requirements
of a UAVs positioning, navigation, and
timing system depend on the UAVs
size/weight, the mission duration and
complexity, and the information being
gathered. Commercial UAV applications
such as mobile survey, mapping,
surveillance, and virtual imagery realtime overlays require higher levels of
accuracy, particularly for UAVs in urban
or heavily populated areas with tight
restrictions. Many higher-end UAV
accuracy requirements dictate the use of
FOG-based inertial systems.

As the growth of small UAS


operations increase in the
National Airspace System, it will be
interesting to track how PNT standards
and certifications evolve in order to
adapt to a more versatile UAV aircraft
certification system. Likely a tiered
system will be required to map PNT
requirements for lower risk, lower
accuracy, and lower cost applications
to higher risk systems or those which
require higher precision due to their
mission profiles.

Congress Yanks OCX Funding


SecDef Must Demonstrate Its Essential Nature

withheld the full amount
requested by the Pentagon
for Fiscal Year (FY)
2017 for OCX, the Next-Generation
Operational Control System (ground
control) for GPS, heretofore deemed
necessary to operate the next generation
of satellites, GPS III. The Pentagon had
asked for $394 million in the upcoming
funding cycle, to enable Raytheon to
continue work on the program.
If allowed by Congress to continue,
OCX may cost as much as $5.3 billion,
and there is no certainty that the bill will
not rise further.
The Senate committee will not
release the $394 million until the
Defense Department complies with
the requirements of the Nunn-McCurdy
Act governing defense programs.

Otherwise, Congress could act to


terminate OCX.
The terms of the Act now require
the Secretary of Defense to conduct an
in-depth review and then state that the
program is essential to national security,
is more important than other programs
that will have to be cut to accommodate
its cost overruns, and that there are no
acceptable alternatives.
From the Defense Department
point of view, the new GPS III satellites
are essential because of, among other
things, their signals improved resistance
to jamming and cyberattack, an oftcited peril in the modern global security
scenario.
How GPS III could be launched the
first satellite is scheduled for sometime
in 2017 and operated without OCX is
not entirely clear, although in February,
Lockheed Martin received a $96 million

contract to provide contingency control


operations for the first GPS III satellites
upon launch because OCX wont be
ready. Raytheon and the U.S. Air Force
announced a month ago that OCX
successfully passed the first formal
qualification test milestone needed
to check out the system and for the
early monitoring of satellites in orbit.
That validates the maturity of the
OCX launch and checkout system,
according to a statement by Bill Sullivan,
Raytheons OCX program director.
Raytheon won the OCX contract in
2010 with a bid somewhat more than
$1.5 billion. The Air Force recently made
its FY 2017 budget request for $393
million as part of an overall anticipated
program cost of $4.82 billion. However,
a Bloomberg news report states that
the total cost may have risen to $5.3
billion.

navigation satellites during the fiveyear period 20162020, said Ran
Chengqi, director of the China Satellite
Navigation Office, during the China
Satellite Navigation Conference in early
May. This would realize the countrys
three-step strategy to build a global
navigation system by 2020. A batch of 18
satellites will be launched before 2018.
China and Russia have agreed to make
BeiDou and GLONASS compatible, and
BeiDou has successfully synchronized
its frequency with Galileo, Chengqi
added.

Galileo satellites was expected
to launch into orbit on May 24:
the 13th and 14th satellites in the
constellation.
A second launch is planned for this
fall, carrying four satellites aboard a
customized Ariane 5 for the first time.
This would bring the count to 18 Galileo

satellites in orbit by the end of the year.

navigation payload to prime contractor
OHB System in Bremen, Germany. This
is SSTLs final payload under Galileo

South Korea Reboots eLoran Effort

outh Korea will build an eLoran system in


response to the latest series of GPS jamming
incidents emanating from North Korea. The
plan revives an eLoran initiative begun two
years ago that has apparently not hit targets.
The new version envisions a network of coastal transmitters
by the end of 2019.
The need for us is especially high, because of the
deliberate signal interference, said a government
spokesperson.
A jamming campaign from the North began March 31,
lasted nearly a week, and affected signal reception of more
than 1,000 aircraft and 700 ships. Jamming originated from
five locations along the border between the two countries.
South Korea first launched an eLoran program in 2011.
Progress has come in fits and starts, usually stimulated by
jamming from North Korea. After a spate of 2014 incidents,
in October of that year the South Korean government
signed a $12.6 million contract with a consortium led by
SK Telecom.
The two-phase contract called for initial implementation
of a maritime eLoran system for the West Sea of Korea,
employing three transmitters and two differential stations. If
first-phase performance were satisfactory, more transmitters

and differential stations would be deployed to cover other


areas. That work has apparently not achieved the desired
result. Thus the new initiative announced recently.
eLoran Global Roundup. A British-led initiative to create
an eLoran system was suspended after failing to keep other
European countries interested. Taviga, a joint venture
between United Kingdom-based Chronos Technology
and Unied States-based Ursanav, is in talks with European
governments to resume support for the long radiowave
technology that is far more resistant to jamming than GNSS.
When GPS/GNSS fail, transportation is impacted
immediately, said Dana Goward, president of the Resilient
Navigation and Timing Foundation. It slows down, becomes
more dangerous, and every mode can carry less capacity.
As short-term backup clocks start to desynchronize with
each other, cell phone towers start to fail, IT networks slow
down or fail, financial systems are impacted, management
of the electrical grid becomes problematic. That is the really
scary part.
The U.S., Russia and India are all reportedly looking into
deploying versions of eLoran.
The situation for this country is different, because there
have been real cases of deliberate interference, the South
Korean government official concluded. We need this.

and at the required price point.

The HX-DU1603D rover radio is an

CAST Navigation, LLC (CAST) leads the way with over three decades of GPS
experience, customer loyalty and product reliability. CAST simulators are engineering
tools designed to support navigation system research, development, systems

Windows-based satellite signal generator. Our proprietary generator uses FPGA

Product Research and Innovation


The CAST-SGX GPS Satellite Simulator, with its compact
size 7in(H) x 11in(W) x 3in(D) and weighing just over
4 pounds, is CASTs newest and smallest fully capable
CAST-SGX
simulator. This signal simulator provides the user
with dynamic, repeatable GPS RF signals for use in
the laboratory or in the field for a wide range of GPS
applications. The CAST-SGX simulator is capable of
generating up to 16 satellites of GPS CA code on
L1. The user can also add the P code capability as
an option. The SGX is based on CASTs state of the
CAST-EMT3500-1
art technology that has been developed for use in
our larger military products. The CAST-3500 series
is a reliable and portable EGI diagnostic tool that adds convenience for
CAST-3000
the end users. The EMT3500-1T, for example, is a laptop-sized tester
that allows the end user to perform a wide range of functions and tests without the
expense of removing the EGI unit (saving on cost, aircraft down time, and manhours). CAST also developed a 3D visualization tool that provides the user with a
three-dimensional animated view of the terrain surrounding the vehicle.

CAST has become a world leader in the design, development, manufacturing, and
integration of globally innovative GPS/INS Simulators and associated equipment
for a broad list of customers including the military, prime US and foreign vendors
and commercial users. Some of the platforms supported include: F-35 Lighting II,

Racelogic
The growth of GNSS-enabled devices has been exponential in
the last decade. The ability to integrate a satellite receiver into
everyday products has created an enormous market of devices
that are put to a wide variety of uses and with ever greater
reliance on the GPS, GLONASS, and BeiDou constellations.
LabSat 3 has made it possible for a great many developers
to accurately and easily create products which include a GNSS
receiver - in a wide variety of markets.

Record and Replay of GPS, GLONASS, and BeiDou


With a nearly complete constellation now in operation, Beidou
is becoming increasingly important in the GNSS world.
As more satellites are being launched, there is a growing
need to simulate these signals for use in test and development.
The LabSat 3 responds to the increasing need for developers to be able to test
Beidou enabled systems, with its capability to record and replay three channels
simultaneously: GPS + GLONASS + Beidou.

Multi-bit Capability
In addition to triple RF channels allowing simultaneous record or playback of GPS L1,
GLONASS L1 and Beidou B1 bands, LabSat 3 also features flexible multi bit capability.
This allows you to select 4-bit per channel or 2-bit per channel sampling to suit your
application.
For most testing applications such as navigation system testing, 2-bit sampling
provides a very good recording with less than 3dB of signal loss.
The benefit of 2-bit sampling is that the recorded data files are reduced by half
when compared with 4-bit files. When using the LabSat 3 4-bit mode, the IQ data is
sampled 4 bits at a time providing improved signal integrity with noise levels reduced
to less than 1dB.

Synchronised Video
LabSat has the unique ability to
synchronise with the video from
a Racelogic Video VBOX.
This enables you to record
live video and then replay it,
synchronised with the GPS data,
shown as a graphical overlay on
the video.

Integrated Additional Signals


LabSat 3 can record additional external signals at the same time as the RF data,
synchronized to within nanoseconds. This allows trigger events and digital data to be
recorded, and then replayed at the same time.
We have options for digital, CAN, RS232 and analogue signals useful if you are
developing a combined inertial and GNSS system, for example.

SDX: Software-Defined GNSS Simulator

SDX offers massive scalability. Hundreds of satellites can be simulated in real-time

(Python, C# and C++ open source client), on-the-fly scenario re-configuration, 6DoF
receiver trajectories, and much more.
The unique architecture of SDX enables many possible configurations and upgrade
paths. You can gradually increase the simulators capabilities by adding SDR and/
or upgrading modular components. This is all backed by our flexible licensing and
efficient in-field upgradability. If you already own the required hardware, you can get
the software license alone and build your own system. Either way, SDX solutions are
scalable and easily upgraded, and offer engineers a great alternative to inflexible,
pricey, and proprietary hardware platforms.

GSS9000
The newly released Spirent GSS9000 Multi-Frequency, Multi-GNSS RF Constellation
Simulator can simulate signals from all GNSS and regional navigation. The GSS9000
offers a four-fold increase in RF signal iteration rate (SIR) over Spirents GSS8000
simulator. The GSS9000 SIR is 1000 Hz (1ms), enabling higher dynamic simulations
with more accuracy and fidelity. It includes support for restricted and classified signals
from the GPS and Galileo systems, as well as advanced capabilities for ultra-high
dynamics. It can evaluate resilience of navigation systems to interference and spoofing
attacks, and has the flexibility to reconfigure constellations, channels, and frequencies
between test runs or test cases.
Hardware changes can be made in the field, supported by the new on-board
calibrator module. The GSS9000 is extensible and can support the widest range of
carriers, ranging codes, and data streams for the Galileo, GPS, GLONASS, and BeiDou
systems, as well as regional/augmentation systems. Multi-antenna/multi-vehicle
simulation for differential-GNSS and attitude determination, and interference/jamming
and spoofing testing are also supported.

CRPA Test System


Spirent's Controlled Reception Pattern Antenna (CRPA) Test System generates
both GNSS and interference signals. Users can control multiple antenna elements.
Null-steering and space/time adaptive CRPA testing are both supported by this
comprehensive approach.

GSS6425
The Spirent GSS6425 RPS quickly and simply records complex real-world RF
environments, capturing both GNSS signals and atmospheric/interference effects.
These environments can then be replayed repeatedly to the hardware software under
test; reducing project, travel, and engineering costs.

technologies are setting new standards in low axial ratios, tight
Phase Centre Variations, phase linear responses, low current,
and high multi-path signal rejection in compact sizes. All
antennas are manufactured in Canada.

Accutenna Technology
Tallysmans Accutenna technology is required in todays World of multiconstellation, multi-signals. It provides superior multi-path
signal rejection, tight phase centre variations (PCV), and
low axial ratios through the full bandwidth of the antenna.
Tallysmans Accutenna antennas can be used in traditional
code tracking applications as well as phase tracking (RTK /
PPP) applications. Whatever your requirements, Tallysman
likely has an antenna to fit your needs.
This technology is available in three different sized
magnetic mounts, through-hole mounts, and OEM formats.
Antennas are available in single band, dual band, and
triple band coverage. Some models also cover the L-band
correction services.
The antennas are all available with a wide variety of
connectors and custom cable lengths. The OEM antennas
can be custom tuned to work optimally within your housing.

antenna for Survey, Reference Stations,
and Monitoring stations applications
than a VeraPhase antenna.
Tallysmans VeraPhase technology
is proving to out-perform choke
ring antennas in many ways. This
technology provides millimetre Phase
Centre Variations (PCV), the lowest axial
ratios (<2dB) from horizon to horizon,
low current demands, and Phase Centre
Offsets (PCO) which are extremely close
across the frequencies. The technology
is in a light weight housing which is
available with either a flat or a conical radome.
VeraPhase antennas are available in full GNSS spectrum (including L-band
correction services), triple band coverage, and dual band coverage (with L-band
correction services).

Unicore Communications, Inc. is a technology company focused on the design &
development of highly integrated ICs, algorithms and GNSS receivers.
Using our own unique technology Unicore has successfully developed and fielded the
Nebulas series of multi-system, multi-frequency, high-performance System on a Chip
(SoC), the Humbird series of low-power GNSS SoC, and a range of high-precision, boardlevel GNSS receivers and navigation/timing modules.
Unicore is a one-stop provider of GNSS SoC chips and GNSS receivers, with extensive
experience in the design, verification, development, implementation and production
of highly integrated ICs, along with multi-system high-performance GNSS baseband
algorithms. The accuracy of Unicore GNSS receivers ranges all the way from meter,
though sub-meter and centimeter, down to the millimeter level. Applications include
Continuously Operating Reference System (CORS) reference stations, survey & mapping,
precision agriculture, positioning & heading, vehicle monitoring, autonomous vehicle
navigation, and precision timing along with a number of other industrial requirements.

forward flight. The UAV
is released and initiates
independent powered flight.
For recovery, a cable attached to the ground is carried aloft by FLARES and
tensioned by the hovering
octocopter. Scan Eagle then
flies into the cable and is
captured by a hook on the
leading edge, and the UAS
is recovered by ground operators.
FLARES is designed to
overcome use of the bulky
ground catapult, which is
normally used to launch Scan
Eagle.

Hell on Earth

n May 1, a wildfire ignited southwest of Fort McMurray,


Alberta, Canada. At first, wildfire MWF-009 seemed like
others residents had experienced smoke and haze, but
no real danger. Two days later, the winds shifted.
The fire swept through Fort McMurray, destroying more
than 1,600 homes and buildings and forcing the largest wildfire
evacuation in Albertas history. People described it as hell on
Earth, comparing the disaster to movies, war, and the apocalypse.
By the end of the week, the fire had grown to more than 101,000
hectares, significantly larger than the city of Calgary.
As of press time, the fires continue to spread across northeast
Alberta, impacting Canadas oil sand operations, and into the
neighboring province of Saskatchewan. The wildfire may become
the most costly disaster in Canadian history.

Unmanned tactical wheeled vehicles for logistics and route clearance missions provide a significant force protection advantage removing
personnel from targeted vehicles, extending standoff distance from explosives, and empowering a single operator to simultaneously supervise
multiple unmanned assets in convoy. This article discusses some of the enabling technologies and the motivations behind them, for safer and more
efficient logistics and route clearance operations in a tactical environment.

nmanned ground vehicles (UGVs) that can


semi-autonomously operate over complex
terrain represent a promising technological
enabler for effective logistics supply and
route clearance functions. Oshkosh Defense
has developed autonomous systems for tactical wheeled
vehicles (TWVs), working closely with government agencies
on autonomous appliqu systems with developed tactics,
techniques and procedures that together offer a more
efficient and less perilous means to perform critical missions
in theater. The system is designed to be unobtrusive, so

that the host platform retains its original mobility, payload


capacity, survivability (minimal impact to armor) and
manual operation. By upgrading existing fleet vehicles with
the capability for unmanned operation, the TerraMax UGV
technology can economically and innovatively deliver force
protection and force multiplication advantages.

MOTIVATION
Improvised explosive devices (IEDs) pose one of the greatest
threats to todays ground forces carrying out logistics
missions in hostile environments. While the up-armoring

of tactical vehicles has been effective
in reducing casualties, the warfighter
remains at risk to the ever-increasing
net explosive weights. By fielding
UGVs, militaries will be able to remove
personnel from TWVs and mitigate the
danger of armor overmatch.
To increase efficiency of a reduced
force structure, UGVs will serve as
force multipliers, enabling a warfighter
in a protected vehicle to supervise the
coordinated operation of multiple
UGVs from a safe standoff distance.
These UGVs will be able to operate
for extended periods of time, during
day and night, and through dust and
adverse weather conditions without
fatigue or loss of awareness. UGVs will
precisely maintain vehicle separation,
enabling greater security, improved
efficiency and fewer collisions.
Environment Drives Design. To be
sustainable in theater, unmanned
TWVs must equal their manned
counterparts in performance, reliability
and mobility in austere tactical
environments. For the purposes
of overcoming complex terrain,
prevailing TWVs are engineered to
be capable of feats such as fording
1.5 meters of water and traversing
60% gradients and 30% side slopes. In
addition, these vehicles are expected
to operate across broad temperature
extremes in dusty, sandy or muddy
environments, enduring all manner of
precipitation, vegetation and weather
conditions. The stringent operational
requirements of expeditionary forces
influence both individual component
selection and overall system design for
manned vehicles; the same is true for
an unmanned appliqu complement,
which must be capable of interpreting
and operating in these harsh and
complex environments.

independent benefits in the form of advanced driver


assistance system (ADAS) features to benefit manual driving,
reducing accidents and collisions.
To facilitate detecting errors absent in an in-vehicle
drivers intuition, the drive-by-wire system communicates
with core vehicle diagnostic sensors. It also utilizes add-on
sensors that enable monitoring of vehicle and auxiliary
subsystem attributes such as hydraulic and pneumatic
pressures, ambient and local temperatures, fuel and fluid
levels, battery charges and power usage.
All of this data is accessible from the control interface.
In addition, threshold values are configured for each
monitored sensor such that an operator will be advised if any
components exceed warning or critical levels. This ensures
that severe conditions do not go unnoticed by an operator,
who could be at a distance beyond direct line of sight and
may be preoccupied or otherwise unable to dedicate full
attention to monitoring multiple UGVs downrange.
Perception Sensors. The TerraMax UGV sensor suite
(FIGURE1) uses multiple sensor modalities to provide robust
sensing capability. The primary sensor for analyzing terrain
and obstacles is the high-definition (HD) laser detection and
ranging (LADAR), with 64 scanning lasers sweeping 360
degrees. In addition, radars are positioned around the vehicle
to detect moving obstacles such as other vehicles. Wide-

angle cameras are also positioned around the periphery to


give a remote operator the ability to visually check vehicle
surroundings. A navigation solution using GPS and an
inertial navigation system (INS) supports the ability to drive
accurately even with limited GPS signal availability. On the
roof facing forward are two cameras used for teleoperation
of the vehicle: a wide dynamic range (WDR) camera for
daytime use and a short wavelength infrared (SWIR) camera
for night operations.
Perception Software. The TerraMax UGV perception
software leverages a multi-sensor suite that compensates
for the weaknesses of one sensing modality with the
strengths of another; for example, relying upon the dustpenetrating ability of automotive radar when LADAR and
visible-spectrum camera feeds are obscured. The perception
software uses several modules to interpret the world around
it: terrain detection, which assesses roughness of the nearby
terrain and informs the selection of appropriate speeds;
terrain classification, which distinguishes among foliage,
dust or other airborne obscurants and obstacles (FIGURE2)
and enables traversability appraisals of the surrounding
area; and dynamic obstacle detection, which tracks vehicles
and dismounts and allows the UGV to exhibit defensive
driving behaviors. This software also affords situational
awareness and a means for remote supervision of the vehicle
by providing processed output for display at the operator
control unit.
In addition, fused sensor data are combined using novel
registration techniques that couple the vehicles perception
of its surroundings with ground-truth geospatial mapping
data to correct for errors in GPS position estimates. This
allows the system to be enhanced by, rather than dependent
upon, GPS and vehicle-to-vehicle data. Government testing
has demonstrated the ability of the TerraMax UGV system to
endure complete GPS blackout for more than 19 kilometers
with no noticeable impact on mission performance.
Key features of the perception system are:
operable in all environments under all weather and
lighting conditions;
installed inconspicuously on the base vehicle and capable of covert modes of operation;
able to deliver reliable system performance under extreme GPS degradation or denial.
Motion-Planning Software. This onboard software takes in
an operators objectives regarding routing, speed and intervehicle spacing as entered during mission planning or onthe-fly. It consequently observes processed sensor data from
the perception system and calculates and executes speed and
steering commands that guide the vehicle along an optimal
path. The motion planning software has been developed with
machine learning techniques to emulate smooth human

driving behaviors such as avoidance
of obstacles and terrain hazards while
maintaining appropriate vehicle speed
on various terrains.
Key features of the motion planning
system are:
intelligent speed and path selection
in all terrain, including secondary
roads and trails;
capability of sustaining high platform mobility (for example, handling fording and grade climbs);
ability to support high operational
tempo (OPTEMPO).
Modes of Operation. When enabled for
unmanned operation, a TerraMax UGV
can be placed in one of three different
modes: semi-autonomous, follower,or
tele-operation. The mode selection
for each vehicle is controlled from the
primary OCU that can be installed in
any other tactical or combat vehicle.

coordinates is supported. In addition,
mission plans can be created that
include information such as checkpoints, intended vehicle separation
distances, speed limits by region, and
exclusion zones. These missions are
planned from the OCU on a route
map that is produced from standard
geospatial vector data and predefines
the roads on which the UGVs may
travel.
This feature, illustrated in FIGURE 3,
allows for on-the-fly mission planning
and route changes by selecting via
points on the road network (similar
to a Google Maps functionality) that
are automatically connected into a full
route plan. This requires significantly
less effort than manually selecting
each individual waypoint for each
unmanned vehicle. Once a route has
been established, the UGVs traverse

global position estimates (leveraging
GPS signals as well as the sensorenhanced map registration to stay on
the road) and take advantage of the
data link between the vehicles to ensure
they maintain prescribed leading and
following distances.
In follower mode, no predetermined
mission plan is required; a manned

control vehicle (C2V) is simply


designated as the leader by the
operator, and the unmanned vehicles
will follow anywhere on the roadway
(while still performing intelligent
road-keeping and obstacle detection).
Two modes of leader tracking are
supported: coordinate-based and
direct observation. In the primary
mode of coordinate-based following,
the lead vehicle transmits its GPSbased position to the follower via the
radio data link. The follower vehicle
correlates this position to the route map
and subsequently appends a waypoint
to its upcoming path that would bring
the follower to a position on the road
directly behind the leader.
In tele-operation mode, an operator
assumes remote control of a single
UGV and directly commands vehicle
speed, steering and other functions
via a rugged handheld controller. The
operator has a selection of either live
video feeds, or an augmented reality
view supported by perception data
overlaid on aerial imagery, displayed
on the OCU display.

and unmanned vehicles. Route


information and convoy behaviors
can be pre-planned, saved, loaded and
modified as needed during operations.
Touchscreen and function keys
allow rapid input using relevant and
contextual menus including configurable preset values. Live position and
status of each vehicle is displayed on
a zoom-able overhead map, and camera feeds from any of the UGVs may
be displayed in a familiar picture-inpicture format.
A distilled version of the perception
information can be selectively overlaid, aiding the operators situational
awareness of the vehicles surroundings. Remote control and tele-operation is supported using a ruggedized
game-style controller for situations
when the operator wants direct control
of steering and throttle.

TRAINING
Because pre-deployment training
opportunities may be limited and
any near-term requirement for highly
specialized troops is untenable, ease

of skill acquisition is critical. In two
warfighter experiments for the U.S.
Marine Corps Warfighting Labs recent
Cargo UGV project, the TerraMax
system was demonstrated to be operable
by veteran motor transport operators
after a three-day training course
comprising classroom instruction,
a re alistic desktop simulation
environment, and hands-on exercises
with the vehicles.
The capstone experiment integrated
two TerraMax UGVs into a manned
logistics convoy, which was then subjected to a variety of realistic operational scenarios including unexpected
road blocks, simulated IED strikes and
night operations. Results showed the
novice users were able to successfully
complete mission objectives using the
unmanned systems.
At the conclusion of each of the
warfighter experiments for the Cargo

UGV project, operators believed they


could comfortably control three to
five UGVs from a single user interface
without suffering cognitive overload.

CONCLUSION
With onboard sensing and decisionmaking, these unmanned TWVs
can provide a force multiplier by
empowering a single operator to
simultaneously supervise several
unmanned assets traveling in convoy,
operating semi-autonomously for
extended-duration movements. This
advantage is significant because it
permits more efficient completion
of missions by lowering both risk
to, and demand for, ground forces.
The procurement, operations and
maintenance costs for a robotic
capability on TWVs will also be
minimized by modernizing existing
fleet vehicles with an appliqu kit, but

to become viable in theater operations,


unmanned TWVs must be able to
contend with the same performance,
reliability, and mobility in the austere
tactical environments as their manned
equivalents.
TerraMax UGV technology can
be applied to any tactical vehicle and
has already been prototyped on the
Medium Tactical Vehicle Replacement
(MTVR), Palletized Loading System
(PLS), Family of Medium Tactical
Vehicles (FMTV) and the Mine
Resistant Ambush Protected (MRAP)
All-Terrain Vehicle (M-ATV).

Using a Smartphone for GNSS Ionospheric Data Collection

GNSS observations are
required to capture the
ionospheric response to external
forcing from events such as the 2011
Tohoku-Oki earthquake and tsunami
or the 2003 Halloween geomagnetic
storms that severely impacted the U.S.
Federal Aviation Administrations Wide
Area Augmentation System. These
events, as well as other natural and
man-made disasters, have been shown
to produce structure of various scales in
the ionospheric total electron content
(TEC). TEC estimates can be directly
derived from dual-frequency GNSS
observations and so these observations
are a valuable source of information
about the ionosphere.
However, with the exception of a few
areas such as Japan, where the GNSS
Earth Observation Network (GEONET)
has an average spacing of 5 kilometers,
the density of ground-based GNSS
sensors needed to capture displacements
of the ionosphere is lacking. This is
primarily due to data acquisition costs.
Networks on the order of 50-kilometer
spacing would provide the density
of coverage needed to capture the
propagation of medium-scale traveling
ionospheric disturbances (TIDs),
which have horizontal wavelengths
of up to hundreds of kilometers and
speeds of hundreds of meters per
second. Irregularity structures in the
polar regions may require even denser
networks to capture the fine-grained
auroral structures.
The Mahali project, supported by
the U.S. National Science Foundation,

aims to improve the ability of the GNSS


community to perform large-scale
science by facilitating increases in the
density of required sensors. The last
mile data transport problem remains
critical, and Mahali explores new ways
to efficiently and effectively move data
from the many types of GNSS receivers
deployed across the world to the cloud,
at affordable cost. Kila Mahali means
everywhere in the Swahili language,
a term that epitomizes the projects
ambitions for data collection.
A short-term objective of Mahali
is to demonstrate the utility of mobile
phones as low-cost preprocessors and
relays that transport TEC observation
data to cloud-computing environments
for more advanced processing and
storage. We eventually envision an
ecosystem of open-source software,
which includes various smartphone
tools that aid researchers in interfacing
with GNSS sensors.
In this article, we present one such
smartphone software application
(hereafter denoted app) from the
Mahali software ecosystem that
researchers can install on their
Android smartphones. They can
then link the smartphone directly
to a dual-frequency GNSS receiver
over a USB port. Thus, data can be
immediately collected, pre-processed
on the smartphone, and sent to cloud
storage environments like Dropbox
whenever an Internet connection is
available. This approach tests out a
building block for large-scale datacollection networks, which can grow
incrementally by adding more GNSS
receivers and smartphones.

Modern mobile processors offer everincreasing computing capabilities.
For example, Nvidia offers mobile
multicore processors with four centralprocessing-unit cores and more than
60 graphics-processing-unit cores
on a single chip. While most mobile
applications are leveraging this power
for multimedia, photography or gaming,
these hardware capabilities are now
available for scientific data processing.
Everyday smartphones like the Samsung
Galaxy S5 smartphone have a quad-core
processor running at 2.5 GHz, 2 GB of
random-access memory, and a variety
of sensor and network connectivity
options.
The smartphone also features reliable
backhaul via Wi-Fi and the worlds evergrowing cellular data network, qualities
highly relevant for scientific applications.
Even in Africa, there was an average of
60 mobile-cellular subscriptions per
100 inhabitants in 2012 according to
the International Telecommunication
Union. Smartphones therefore have
a significant advantage over other
platforms for large-scale, distributed
applications.
Todays smartphones are typically
only equipped with single-frequency
GNSS receivers, and thus it is not
yet possible to entirely replace
dual-frequency GNSS receivers
by smartphones running a datacollection app. To make the necessary
scientific measurements to recover
TEC, receivers require dual-frequency
tracking capability. In the current
work, we focus primarily on using
smartphones as data-collection and

DO YOU REMEMBER YOUR FIRST PERSONAL COMPUTER? I do.
It was a Timex Sinclair 1000. Released in 1982, it used a Zilog
Z80A processor running at 3.25 MHz and sported a whopping
two kilobytes of memory and a wonky membrane keyboard. You
had to hook it up to a tape recorder to record and load programs
(in BASIC) and it used a TV tuned to channel 3 or 4 as a display
device. Weve certainly come a long way in the past almost 35
years. Now, I have computer I can hold in my hand with more
than one thousand times the computing power and more than
one million times the memory and a built-in interactive display.
Its an Apple iPhone 5S smartphone. I am one of the billions
of owners of a smartphone. In 2015 alone, almost 1.5 billion
smartphones were sold worldwide.
We use our smartphones for a wide range of tasks. Besides
voice phone calls, we use them to text, to wake us up, to listen to
our tunes, to watch movies, to take photographs and videos, to
surf the Web, to navigate. The list goes on and on. In 2015, there
were about 1.5 million applications or apps available for both

Apple and Android smartphones. Those with the ability can even
program their smartphones to perform tasks specific to their
lifestyles, hobbies, or professions.
In this months column, we take a look at the use of a
smartphone app to collect GNSS ionospheric data. Why would you
want to do that?
In the experience of the developers of the app, GNSS receivers
are often characterized by a complex, proprietary data interface
that differs for each manufacturer. In practice, this leads to
significant investments in understanding interfaces and software
tools. Human operators must familiarize themselves with the
commands used to configure each receiver as well as with
proprietary graphical user interfaces and tools specific to each
receiver. The authors' app-centric approach provides a software
framework and output format that remain the same for different
receivers. Receiver-specific commands are configurable within
the app, so users can easily attach new receivers while reusing the
existing infrastructures for data collection and processing. And
smartphones have more than enough power and connectivity to
do the job and can be easily moved from site to site.
The smartphone as a handheld device to help scientists study
the ionosphere? Probably not even Clive Sinclair foresaw that.

that future consumer demands, such
as precision navigation, will eventually
push dual-frequency capabilities into
next-generation mobile devices. In
that case, our app would not need to
be connected to external receivers, but
instead would use the smartphones
internal receiver.

MAHALI GNSS LOGGER APP


This section describes the Mahali
GNSS Logger App we developed at the
Massachusetts Institute of Technology
(MIT) to collect data from a GNSS
receiver and relay scientific data to the
cloud.
Setup. The app interfaces with a
GNSS receiver over a USB-to-serial
connector, as shown in FIGURES 1 and 2. It
collects observation data output from
the receiver, and stores it to files on
local storage on the smartphone. The
app allows the uplink of data files to a
cloud-based storage medium available
through the Internet, where further
data processing and analysis can be
performed. For our evaluation, we
demonstrate this uplink by interfacing
with Dropbox, a widely used cloud data
storage service.
The GNSS data logger app facilitates
the process of collecting GNSS data
from a variety of commercially available
receivers. The app was developed in the
Java/Android programming language
for deployment on mobile devices
running Googles Android operating
system (OS).
Usage Scenarios. FIGURE 3 illustrates the
concept of operations for a scenario
involving multiple smartphones
and GNSS receivers. Data is initially
generated by each GNSS receiver (step
1). A smartphone connected to each
receiver runs the app (step 2) and
gathers the data on local storage. After
establishing a connection to a cloudbased server, the app acts as a relay and
transmits the local data to the cloud
(step 3).

The app is intended for usage


scenarios in which a particular
smartphone connects to a single GNSS
receiver. The app collects the data from
the serial output of the receiver and
forwards that data to a cloud-based

storage location for subsequent analysis.


We focused primarily on Dropbox for
this purpose, used through Androids
share interface. In addition, the app
can also configure the GNSS receiver
by issuing specific commands on the
serial port.
User Interface. The app was structured
to provide a convenient user interface
for the quick commencement of datacollection sessions and upload of data
files to the cloud. FIGURE 4 illustrates the
typical user interface that a scientist
would see when starting the app,
and FIGURE 5 shows how scientists
can configure commands that the
smartphone issues to initialize a GNSS
device.
The Edit GPS Config button (item
1 in Figure 4) allows access to a basic
text editor screen (shown in Figure 5),
which lists a series of ASCII character
commands that are sent to the GNSS
receiver upon commencement of a
data-collection session. This approach
lets a user configure the app to work
with different types of GNSS receivers.
The Session control toggle button
(item 2 in Figure 4) allows the user to
start and stop a data-collection session.
When a session is created, it is assigned a
file name using a UTC time tag from the
smartphones clock and a file extension
corresponding to the GNSS receiver
type. The file is stored in a dedicated
directory in the smartphones external
bulk memory (such as an SD card). This
directory location is defined within the
app at a set location.
The real-time status display (item
3 in Figure 4) shows the name of the
current session file and the number of
bytes that have been collected from the
receiver interface and saved to the file.
The scrollable Previous Sessions
display (item 4 in Figure 4) lists all
previous session files found in the
external storage directory. The user
can tap on any session within the list
to upload the file to the cloud. The user
can delete session files from a submenu

accessible through the three dots at the


top of the screen.
File Formats. The app currently logs
data in a binary format that is dependent
on the particular GNSS receiver. An
example is the nvd format shown in
Figure 4. Once the data is in the cloud,
a variety of software tools are available
to convert these files to other formats,
such as the widely used RINEX format.
Currently, our post-processing
of nvd files stored in the cloud is
done in a custom Python script that
converts them to the RINEX format in
batch mode. To validate the generated
RINEX format, we use the TEQC tool
provided by UNAVCO.
Software Architecture. The Android
OS implements threads as a way
to let users run multiple tasks at the
same time, to manage multiple user
interface updates, or to perform various
background actions. Activity threads
handle a users interaction with the main
screen and GNSS configuration screens.
Other app-specific threads are spawned
by the main activity thread in response
to user prompts. The spawned threads
perform specific actions asynchronously
in the background, so the user can
continue to interact with the app while
uploads are in progress.
In particular, the main activity thread
handles the users interaction with the
main screen. The activity calls the
appropriate software functions that
respond to button taps. The main thread
also updates the user interface with the
latest status information and manages
the creation of new threads for serial
input/output (I/O) as well as uploads
to Dropbox.
The GNSS receiver config activity
thread presents the user with a lightweight text editor, which captures all
necessary GNSS receiver configuration
commands. In the current version of the
app, these commands are permanently
stored in the smartphone internal
bulk memory using the Android
SharedPreferences module. This can

be easily extended in the future, such


as to store and download command
configuration files to and from the
cloud.
When a user toggles the Session
Control button (in other words, a
Start Session event), the serial I/O

manager thread starts storing all the


bytes received from a GNSS receiver
to a GNSS session file. The bytes are
read from the smartphones USB serial
data interface and written to a file in
binary format. The file and its properties

TESTING IN THE FIELD


To test the app and the Mahali system concept, field trials
were conducted from January to February 2015 in Brazil at
the sites shown in TABLE 1. Data were collected from one multiGNSS scintillation receiver, and two older GPS scintillation
receivers, using two types of Android smartphones.
We chose Brazil for our test because it is in a region of
significant interest for space weather studies. Manaus, one of
the sites visited, is located at the magnetic dip latitude 5.1 N.
So Jos dos Campos, the other site visited, is located south
of the geomagnetic equator at a dip latitude of 18.9 S and
is within the equatorial, or Appleton, anomaly region. This
anomaly region, consisting of enhanced TEC, forms 10 to 20
degrees north and south of the geomagnetic equator due to the
well-known ionization fountain effect. During geomagnetic
storms, electric fields of magnetospheric origin can penetrate
into the equatorial region and directly influence ionospheric
density, neutral composition and temperature at low latitudes.
Geomagnetic storms generate large-scale gravity waves that
propagate from high to low latitudes. Because of Brazils location
in the tropics, gravity waves associated with tropospheric
convection patterns can also propagate upwards producing a
myriad of small- to medium-scale TIDs. Finally, it is suspected
that the South Atlantic Anomaly, a region of weakened
geomagnetic field that falls over Brazil, exerts considerable
influence on the development of space weather phenomena in
both hemispheres. Large day-to-night and day-to-day variations
in TEC are frequently observed in this region. For all of these
reasons, having a dense pattern of GNSS observations from
this region is of significant scientific interest.
Our test campaign was primarily motivated by a desire

Session object. The file itself is a raw byte file; it is formatted


in exactly the same way that the GNSS receiver outputs data.
When interfacing with one modern multi-GNSS receiver
specifically designed for scintillation studies and TEC
monitoring, every hour of data collected took about 18 MB
of storage. We have not yet tested the apps performance at
extremely high data output rates from a GNSS receiver, but
we expect that it should be able to support all standard serial
data rates.
When a user stops the data collection, the main activity
updates the Previous Sessions list with a new session. The
code ensures that at most one serial I/O manager thread is
created, that is, a GNSS receiver data stream can only be logged
to one session file at a time.
A DB (Dropbox) upload task is created upon user prompt.
The task sends the selected session file to a directory within a
Dropbox account specified by the user. The first time a user
attempts file upload, the app obtains the necessary account
authorization from the user.

to test the utility of the smartphonebased solution and to demonstrate the


feasibility of easily setting up remote
field sites for the purpose of filling
in gaps in data coverage. During this
campaign, we collected data at the
three sites listed in Table 1 using three
different receivers. About 220 MB of
data were collected in total at all of
the sites.
Table 1 summarizes the relevant
information about the field test sites.
The first field site visited was the
Universidade Luterana do Brasil
(ULBRA) campus in Manaus on Jan.
30, 2015. This site is in close proximity
to the geomagnetic equator. Because
the receiver at the ULBRA campus
is involved in ongoing scientific
observations, we were only able to
collect data for a short period of
time, approximately an hour in total.
Nevertheless, we were able to attach

the smartphone, configure the GNSS


receiver to produce the appropriate
data products and start data collection
all within about 10 minutes. In
total, only 20 minutes of GPS data
were collected at this location, but
the experience demonstrated how
quickly the app-based solution can
be installed.
The second and third field sites
visited were near So Jos dos
Campos on the campuses of the
Instituto Nacional de Pesquisas
Espaciais (INPE) and Universidade
do Vale do Paraba (UNIVAP). So
Jos dos Campos is well to the south
of the geomagnetic equator and in
the Appleton anomaly region. We
successfully collected observations
from both sites, but were only able to
conduct long-duration testing at the
UNIVAP site (approximately 9.5 hours
in total). This data is shown in FIGURE 6,

in total electron content units (TECu


= 1016 electrons per square meter) in
the bottom plot (with the four-letter
site name SAUN).
The other data in Figure 6 (site
names MCL1, RJCG, ONRJ) were
pro cess e d f rom GPS re ceivers
operated by Instituto Brasileiro de
Geografia e Estatstica (IBGE). These
observations show a progression of
TEC values as a function of latitude
and were collected on Feb. 5, 2015, a
day of minor geomagnetic activity (the
highest value reached of the Kp index,
an indication of global geomagnetic
activity, was 3.3) and of moderate
solar flux (10.7-centimeter solar flux,
an indicator of solar activity, was 142).
The data collected at UNIVAP covers
the period from 10:00 until 20:00
UTC. Note that for the earlier, more
geophysically active period shown
in Figure 6 between 0:00 and 5:00

UTC, the smartphone did not collect data due to resource


limitations on available battery power.
FIGURE 7 illustrates the overall geophysical picture. It shows
the locations of the data-collection sites overlaid onto vertical
TEC estimates obtained separately from the aforementioned
Brazilian GNSS receiver network and receivers owned
and operated by the Red Argentina de Monitoreo Satelital
Continuo (RAMSAC) continuously operating reference
station network of the Instituto Geogrfico Nacional de la
Repblica Argentina and the Low Latitude Ionospheric Sensor
Network. This data was averaged over 15 minutes and binned
in 1 by 1 bins. The southern Appleton anomaly region clearly
appears as a red band that extends diagonally north of So
Jos dos Campos parallel to the geomagnetic equator that
dips in this region. Because this day is geomagnetically quiet,
So Jos dos Campos lies in a region of smaller TEC south
of the anomaly region. During more geomagnetically active
conditions, it can lie directly under the anomaly.
By contrast, FIGURE 8 shows data that is neither binned nor
averaged over time. This alternate processing method using
the same underlying data set reveals TIDs moving across
the region. The low concentration of electrons in the region
4055 W longitude and 510 S latitude and the high

concentration of electrons in the region 4055 W longitude


and 1520 S latitude suggest the shape of a TID. Relevant
to the potentials of distributed Mahali sensor systems, better
interpretations could be made in this scientific context with
more data points.
Both Figures 7 and 8 clearly show the need for more
receiver sites to fill in the gaps in data coverage. This is
where the Mahali concept can make a real contribution, as
it enables receiver deployment in areas with less developed
infrastructure such as the Amazon area.
We have also recently undertaken a campaign in Alaska
and have reported on that experience elsewhere (see Further
Reading).

This article presents one app in the Mahali software ecosystem,


designed to directly connect smartphones to GNSS receivers for
scientific data collection. The initial Brazil field tests described
here have provided a proof of concept that smartphones can be
used as versatile relays of data to cloud storage environments.
The results have demonstrated that the Mahali concept can
make a new and fundamental contribution to observational
science by enabling receiver deployment in areas with less
developed infrastructure. Observations from these regions
contain crucial geophysical information and are at the forefront
of geospace scientific research.
We released the source code of our app on GitHub.com
under the MIT license. Released files of the Mahali project are
