I.

RATIONALE

SOLID WASTE MANAGEMENT

Solid waste is an environmental problem that has reached critical


proportions in the Philippines. Due to a growing population, rapidly increasing
consumption and increasing urbanization, waste generated in the Philippines is
estimated at 19,700 tons per day. In some research, they projected that waste
generation will increase 47 percent or 28,875 tons per day.

Solid Waste Management (SWM) is the responsibility of local government


units (LGUs), i.e., barangays (the smallest political unit composed of 50-100
families), municipalities, cities and provincial governments. There are 41,392
barangays, 1502 municipalities, 116 cities and 71 provinces nationwide.

In the light of growing garbage problem in the country, Republic Act (RA)
9003 also known as the Ecological Solid Waste Management Act of 2000 was
enacted by the Philippine Government. The unsystematic disposal and
collection of our wastes have posed a tough job for our government. They are

expected to segregate their waste in three kinds: biodegradable, compostable


and recyclable. This was implemented to support the RA. # 9003 which is also
known as Ecological Solid Waste Management Act of 2000.
It is also observed that the most common problem in the school is the
waste management. As stated in the DepEd mission the school should have a
motivating environment.

The BPIS staff find ways on how to make this vision

put into reality. We must take good care of our environment.

One way to

minimize waste is by using Glass which is the program launched by the school
and known as ELHaG or Every Learner Has a Glass program.

II.

School Profile
Balibago Primero Integrated School is situated on the Northern

part of Tarlac City, along Mac Arthur Highway. It is approximately 4


kilometers away from the City Proper. It has a population of 646 students
with 30 teachers, 1 guidance counselor, 2 school clerks, Principal and 2
utility workers.

III. Solid Waste Management Profile


a. Existing Volume of Waste Generated
The average existing volume of waste materials generated in
our school is 10 sacks per day as reported in the last school year
however this was lessened when the school launched the ELHAG
Program.
b. Existing Method of Collection and Transfer
Waste materials are collected in every sorter and transferred
at the side of school especially the biodegradable ones. The non
biodegradable are placed on sacks and are collected by the garbage
truck of the city government once in a while.

1. Students are required to throw their waste materials in
every sorter placed around the school campus and trash
cans in every room.
2. Teachers must see to it that regulation no.1 is strictly
followed by all pupils.
3. To minimize the waste in the school every learner
including the teachers and staff should bring their own
glass.
f. Issues, Problems and Concern Regarding SWM in the school
1. There is no regular garbage collector.
2. Lack of funds in the construction of the MRF.

VI.

School Waste Management Regulations


The School Ecological Solid Waste Management Project is wide
undertaking project in support of RA 9003. In support and
cooperation on this Republic Act, Balibago Primero Integrated School
will fully support the project with the following regulations:
1. All waste materials must be segregated at source.
2. Teachers, parents and students shall throw their segregated
waste to the sorters placed on strategic places.
3. All segregated materials shall be transferred to the improvised
MRF.

4. Teachers, Parents and students shall be imposed of disciplinary


actions as penalties of not following the Solid Waste
Management regulations.
5. Learners including the faculty and staff should bring their own
glass to minimize the solid waste in the school.
