Vision
We are the leading provider of progressive outdoor-based non-formal education committed to
develop morally straight, disciplined, concerned, self-reliant citizens in the best tradition of
World Scouting.

Mission

To inculcate in our Scouts love of God, country and fellowmen;

To prepare the youth for responsible leadership; and

To contribute to nation-building according to the ideals, principles and program of


Scouting.
Scouting was introduced in the Philippines by the Americans as early as 1910. However, the
earliest recorded all-Filipino troop was organized in Zamboanga by a young second lieutenant
by the name of Sherman L. Kiser through the sponsorship of Mrs. Caroline S. Spencer, an
American widow who was in the Philippines to do works of charity with the people of Sulu in
1914. The troop was composed of 26 Muslim boys and was known as the Lorillard Spencer
Troop in honor of Mrs. Spencers son who was an active Scout in the U.S.A.

In 1923, the Philippine Council BSA was formed through the efforts of the Rotary Club of Manila
mainly to launch Scouting as a nationwide movement and provide guidance to the troops which
had been independently organized throughout the country. Eventually, through the issuance of
Commonwealth Act No. 111 by then President Manuel L. Quezon on October 31, 1936, the Boy
Scouts of the Philippines was established as a public corporation tasked to, according to Section
3 of the law.
to promote through organization and cooperation with other agencies, the ability of boys to do
things for themselves and others, to train them in Scout craft, and to teach them patriotism,
courage, self-reliance, and kindred virtues, using the methods which are in common use by Boy
Scouts.
From the early troops in 1914, the Boy Scouts of the Philippines prides itself today as one of the
largest Scout organizations in the world, in terms of the number of Scouts against the number of
young people of Scouting age, with over 2 million members nationwide.

Robert Baden-Powell, 1st Baron Baden-Powell

Chief Scout of the World

Lord Robert Baden-Powell of Gilwell (1857-1941) was a decorated soldier, talented artist,
actor and free-thinker. Best known during his military career for his spirited defense of the small
South African township of Mafeking during the Boer War, he was soon to be propelled to
extraordinary fame as the Founder of Scouting.
Robert Stephenson Smyth Baden-Powell, known as B-P, was born at 6 Stanhope Street (now 11, Stanhope
Terrace) Paddington, London on 22nd February 1857. He was the sixth son and the eighth of ten children
of
the
Reverend
Baden
Powell,
a
Professor
at
Oxford
University.
His father died when B-P was only three years old and the family were left none too well off.
B-P was given his first lessons by his mother and later attended Rose Hill School, Tunbridge Wells, where
he gained a scholarship for admittance to Charterhouse School. Charterhouse School was in London when
B-P first attended but whilst he was there it moved to Godalming in Surrey, a factor which had great
influence later in his life. He was always eager to learn new skills and played the piano and the violin.
While at Charterhouse he began to exploit his interest in the arts of scouting and woodcraft.
In the woods around the school B-P would hide from his masters as well as catch and cook rabbits, being
careful not to let tell-tale smoke give his position away. The holidays were not wasted either. With his
brothers he was always in search of adventure. One holiday they made a yachting expedition round the
south coast of England. On another, they traced the Thames to its source by canoe. Through all this
Baden-Powell was learning the arts and crafts which were to prove so useful to him professionally.

The Scout sign shows you are a Scout. Give it each time you recite the
Scout Oath and Law. When a Scout or Scouter raises the Scout sign, all
Scouts should make the sign, too, and come to silent attention.

Salute

The Scout salute shows respect. Use it to salute the flag of the United
States of America. You may also salute a Scout leader or another Scout.
Give the Scout salute by forming the Scout sign with your right hand
and then bringing that hand upward until your forefinger touches the
brim of your hat or the arch of your right eyebrow. The palm of your
hand should not show.

Handshake
The Scout handshake is made with the hand nearest the heart and is
offered as a token of friendship. Extend your left hand to another Scout
and firmly grasp his left hand.
Only use this handshake when both people are in uniform.

History of the Girl Scout Movement


It was started in 1906 by an Englishman and an army officer named Lord Robert
Baden Powell. From that time on to the present, Scouting had a great impact on
young people all over the world.
Aids to Scouting, an army manual prepared by B-P (as Baden Powell was fondly
called) was the first guide for Scouting activities. This consisted of tests and games
of character and intelligence, physical health and endurance.
B-P originally intended the manual to help his soldiers to have self-reliance,
confidence and discretion through challenges and games in small groups. He called
these groups PATROL.
Later, the Manual became "Scouting for Boys." It grew out of the personal,
exciting experiences of B-P. It established the basic structure, the Promise and Law
and the Patrol System.
To practice the theories in this manual, B-P held an experimental camp at the
Brownsea Island, off the coast of Great Britain. This was from July 19 - August 8,
1907. This experiment was a success. In 1908, educators hailed BP's Scouting
theories as a "revolution in education methods, a new way in character training."
The rest is history.
Scouting spread widely and found its way to other lands.
What about the Girl Scouts? How did they come into the picture?
In 1909 at the memorable Crystal Palace rally of the Boy Scouts of England, a
group of uniformed, self-styled Girl Scouts came out in the open and voiced their
appeal to B-P to form a similar movement for girls.
B-P gave in to their clamor. He engaged his sister Agnes to help him put a
movement for girls. Thus, in May, 1910, Agnes Baden-Powell became the first
president of the Girl Guides.
