BRIEF HISTORY OF THE DORMITORY

During the Second Semester of the School Year 2008, the Indigenous Knowledge and
Traditions Center (IKAT) of Saint Marys University conceptualized a project proposal for the
construction of a Ladies Dormitory for Ambaguio High School, Ambaguio, Nueva Vizcaya through
its spiritual director, Rev. Fr. Gerry Bouckaert. The said proposal was submitted to a funding agency
so named as the Province of West Flanders, Belgium, represented by Mr. Dirk De Temmerman,
thus, Project NZ-2008-112 was approved.
The project consisted of three phases. Each phase necessitated a counterpart from the Local
Government Unit of Ambaguio, represented by then Mayor Moises G. Amokla Sr. and the ParentsTeachers Association of Ambaguio High School headed by the principal. A terminal report for each
phase and documentations of finished works were submitted to the funding agency for the
approval of the next phase. In December of 2010-2011, phase 2 of the dormitory was completed.
All through the construction of the dormitory, problems hampered its completion. The
hauling of needed aggregate materials from lowland Bayombong to upland Ambaguio proved
difficult given the municipalitys rugged terrain and unpaved roads, high elevation, and weather
condition, notwithstanding some financial constraints on the part of the LGU. These factors
impeded much of the work.
During the first semester of 2011, phase three of the project was approved. Under the IKAT
Centers leadership, stakeholders meetings were conducted with LGU officials, Ambaguio High
School Teachers and administrators, PTA Officers and barangay officials vis a vis the status of the
project and its imminent completion. A Memorandum of Agreement was crafted which specified
the roles of the various stakeholders in the dormitory and leadership training seminars were
conducted to Ambaguio High School student-leaders. But yet again in 2012, similar problems
hindered the continuance of the project.
By the second quarter of 2013, the third phase of the project was completed. Rev. Fr. Gerry
Bouckaert realizing the need to address the deficiency in lavatories and a safer cooking area
extended the project to include the building of additional six shower rooms with lavatories and a
cooking area at the back of the main building. This was completed in November of 2013.
In 2013, the new parish of St. Damien de Molokai in the Municipality of Ambaguio was
inaugurated. Its first and newly assigned parish priest, Rev. Fr. Gerry Bouckaert anticipates the
need to construct a multi-purpose hall for the various needs of the boarders and to carry out
activities relevant to the thrust of the dormitory.
I: DESCRIPTION
The Abong Nihi Ina Maria is intended to be a home for Ambaguio High School Ladies whose
homes are away from School.
VISION AND MISSION STATEMENT
Provide a secure, modest but decent home for young girls of Ambaguio High School in view
of:
1. Forming a community of mature Christian individuals emotionally, intellectually, socially and
spiritually;
2. Establishing an atmosphere of friendly and harmonious relationships in the spirit of love and
respect regardless of differences in religion, personalities and social status;
3. Discovering and enhancing their potentials for leadership, intellectual growth and academic
competence;
4. Instilling and nurturing in them the values of service and concern for others by reaching out
to the needy and less fortunate; and
5. Training them to become active Christians in the larger community with Mother Mary as
their model.
SPECIFIC GOALS
The Dormitory specifically aims to:
1. Develop better study habits and skills for improved academic performance;
2. Build the boarders self esteem and confidence for better social interaction;

3. Train them to become responsible in the tasks assigned to them;


4. Deepen and strengthen their faith-commitment within the dormitory and community as a
whole;
5. Promote the virtues of self-discipline, self-respect, honesty, diligence and cooperation; and
6. Set an atmosphere of love, peace and harmony in the dorm community.
II: THE DORMITORY ADMINISTRATION
A. THE ADVISORY BOARD
The advisory board is a policy-making body created to serve as overseer of the entire
operations of the Ladies Dormitory.

DUTIES AND RESPONSIBILITIES OF THE ADVISORY BOARD


The members of the Advisory Board are expected to:
1. Provide pieces of advice on policies, rules and procedures in the operation of the Ladies
Dormitory;
2. Ensure overall safety of the lady boarders, including security matters and other concerns
through the dorm matron;
3. Hear and decide cases involving disciplinary problems, issues and concerns among lady
boarders;
4. Reviews and approves the admission and selection processes of occupants;
5. The Members of the Advisory Board shall meet twice a year, at the start and end of the
year; however, they may be required to attend special/emergency meetings in cases of
exigency of need.
B. THE DORM MATRON
The dorm matron and an alternate preferably shall be faculty members of Ambaguio High
School who have closer contact and easy access with the lady-boarders. They will be selected and
appointed by the Chairman of the Advisory Board in consultation with the other members of the
board. Their appointment is for a period of one school year, renewable every year unless
terminated by either parties.
DUTIES AND RESPONSIBILITIES OF THE DORM MATRON
Among their prime duties and responsibilities are:
1. Act as surrogate mothers of the lady-boarders and look at their welfare during their stay at
the Dorm;
2. Supervise the lady-boarders in all activities in the Dorm;
3. Plan program of activities for the total human development of the lady-boarders;
4. Assign tasks and responsibilities for the lady-boarders and check that these are carried out;
5. Keep parents informed about their childrens condition and performance at the Dorm;
6. Conduct regular meetings with the lady-boarders;

7. Handle with reason and fairness disciplinary problems that may arise;
8. Consult the Advisory Board on disciplinary matters that need serious deliberation;
9. Prepare an inventory of materials/equipment of the Dorm for easy checking of loses and
damages;
10.Report to the members of the Advisory Board materials/equipment that need repair and
replacement; and
11.Collect the monthly fee of seventy five pesos (Php 75.00) and remit the collection to the
designated Treasurer or Finance Officer of the Advisory Board.
C. THE BOARDERS AND THEIR RESPONSIBILITIES
Female students enrolled at Ambaguio High School who choose to reside at the Dormitory
are carefully selected and screened. Therefore, their admission in the dormitory implies
willingness to follow and abide by the rules and regulations as well as other policies set forth by
the administration of the dormitory. Foremost, the lady - boarders are expected to:
1. Accept the authority of the administration and its duly designated personnel (dorm matron
or her alternate) to supervise the conduct of her stay at the dormitory;
2. Respect the authority of the administration to formulate and implement rules and
regulations for the greater safety and harmony in the dormitory;
3. Authorize the dorm matron or her alternate to bring her to the hospital or any medical
facility in urgent health cases, however, expenses shall be charged to the parents;
4. Relieve the dorm matron or her alternate of any responsibility for incidents that happen
after logging out from the Dormitory;
5. Cooperate willingly with the administration in the implementation of the policies for her
safety, welfare, and for the greater harmony among boarders;
6. Pay diligently monthly financial obligation due to the administration as stipulated in the
rules and regulations of the dormitory for the sustained operation of the dormitory; and
7. Respect the decision of the Advisory Board for any major disciplinary infraction committed
by her, which may result to her dismissal from the dormitory.
DUTIES AND RESPONSIBILITIES OF THE PARENTS OR GUARDIAN
The dormitory while at best considered the second home for the lady-boarders can not
provide everything for them; but it strives to create and maintain a healthy, friendly, safe and
secure environment where one can develop their intellectual, social, moral, physical and spiritual
well-being.
Parents or Guardian are expected to abide by the following:
1. Visit their child/ward regularly (or at least once a month) to boost their confidence;
2. Be in constant communication with the dorm matron/alternate regarding their child/wards
situation at the dorm;
3. Continue fulfilling their roles as parents even when away from the child;
4. Attend important meetings called for by the matron or her alternate, and the High School
Principal;
5. Sign the Letter of Agreement when their child is accepted; and
6. Abide by the rules and regulations contained therein.
III: APPLICATION, SCREENING AND SELECTION OF DORM-APPLICANTS
For guidance purposes, the following policies on application, screening and selection of
applicants will be applied:
1. The applicants from the barangays shall apply to the Dorm Matron/alternate specifying their
intention to stay at the dorm.
2. The application form shall be made available at the office of the Principal;
3. The application should be duly signed by the applicant, parents or guardian;
4. Background check will be done by Ambaguio High School teachers and the principal;
5. Initial screening shall be done by the Dorm Matron/alternate together with the Principal;
6. Review and approval of application shall be done by the advisory board.

IV: RULES AND REGULATIONS


A. GENERAL RULES AND REGULATIONS:
1. Religious Activities: Prayer provides the boarders opportunities to commune with God.
Monthly masses for birthday celebrants and for special events are scheduled to build
community life among boarders; they are expected to attend Sunday masses and other
religious obligations;
2. Silence: Silence shall be observed at all times. Restrained conversation or talking is
expected from the lady boarders;
3. Cleanliness and Orderliness: Boarders are expected to observe cleanliness anywhere in
the dormitory and to do their share in keeping the individual rooms and common facilities,
like bathrooms, corridors, lobby, and refectory clean. Cleaning areas are assigned to each
boarder or group of boarders to be accomplished everyday. These areas should be cleaned
before going to school. General cleaning should be done every week or before going home
on weekends.
4. October and summer breaks: The dormitory is closed during vacation breaks (October
and summer) but general cleaning shall be done prior to vacation time. This is to make the
dorm ready for occupancy when the boarders and the dorm matron return back to the dorm;
5. Curfew Time: Daily curfew time is 7:00 in the evening. However, for important reasons to
be late, permission must be obtained from the dorm matron;
6. Lights Off: Lights off is at 10:00 pm;
7. Meetings: All boarders must attend meetings. If there is a conflict of schedule or activities,
the boarder must inform the matron/alternate;
8. Logbook: When leaving the premises of the dormitory and upon arrival, a logbook is
provided for boarders to fill up;
9. Monthly Payment: To ensure continuing operation of the dormitory, a minimal fee of
seventy five pesos (Php 75.00) per month shall be collected from the boarder. Said amount
shall be used to pay for monthly electricity and water bills, for continuing improvement of
the dorm facilities and a minimal allowance for the Dorm Matron/Alternate;
10.Personal Belongings: The boarders should provide themselves cooking materials and
utensils, and other personal belongings. Boarders who intend to bring or use personal
devices that utilize electricity shall ask the permission of the Dorm Matron/Alternate. The
Matron/Aternate will not be responsible for the lost things of the boarders especially if the
boarder is remised in following the Security and Safety Measures;
11.Lost and Found Articles: Lost and found articles must be reported immediately to the
dorm matron. Important personal belongings may be allowed to bring home during vacation
breaks;
12.Visitors: Visitors are allowed up to the receiving area only, except for mothers and lady
guardian but with the permission of the Matron;
13.Study Sessions: Boarders are greatly encouraged to do their assignments and projects up
to 10:00 in the evening. Reading pocketbooks is not allowed during study periods. Lights off
prevail immediately after 10:00 pm.
B. SPECIFIC RULES AND REGULATIONS:
1. Study Area / Receiving Area:
a. Silence in the study/receiving area must be strictly observed;
b. Respect and consideration for others during the study period are demanded of each
one;
c. After use, the study/receiving area must be kept clean and in order so that incoming
user can readily avail of the place;
d. No personal or group things should be left in the area;
e. Vandalism is prohibited in the study area or any other areas in the dormitory;
f. Boarders are required to dress up appropriately;
g. The use of receiving room must be with permission of the matron/alternate, and be
subject to the dormitory guidelines;

h. Priority in the use of the receiving room is given to boarders with visitor/s and boarders
are requested to give way to fellow boarders with guest;
i. Privacy in the receiving room must be respected. It should be appreciated that those
who are not part of the conversations keep away from hearing distance;
j. Sleeping in this area is strictly not allowed; and
k. Proper decorum is observed among lady-borders at all times.

Observe cleanliness at all times;


Keep the table and cooking area clean for the next user;
Provide ones own lock for the food locker;
The refectory and kitchen should not be used for recreation and study;
The boarders are requested to clean their utensils and keep them in their respective
lockers.
Cooking is allowed at the dirty kitchen. All boarders are encouraged to practice the
CHSF, which stands for Clean, Healthy, Safe and Friendly environ;
Left-over foods should be disposed of properly;
No boarder is allowed to open other boarders lockers unless allowed by the owner to
avoid loss of foods or materials; and
The boarders are expected to segregate trash according to labels such as biodegradable,
non-biodegradable and recyclable materials.

3. Bathroom, and Lavatory


a. Cleanliness and respect for others are the basic rules in bathroom and lavatory use;
b. Personal things like soap, underwear, slippers, face towels, etc. must not be left in the
bathrooms/ lavatories;
c. Proper waste disposal and segregation should be observed;
d. Laundry works must be done in the washing area;
e. Close all the faucets and water outlets well when not in use;
f. When there is water interruption, close all faucets after trying to open them; and
g. Report any leakage and damage.
V. CODE OF DISCIPLINE:
The basic code of discipline for all boarders is genuine and deep respect for persons,
for themselves, and for others. The code of discipline is made not to limit the lady-boarders
rights and freedom but to ensure that there is harmony in the dorm and that respect for
themselves and others is carried out.
1. DISMISSAL OF AN ERRING BOARDER
Repeated violation of dorm rules and regulations will subject the erring boarder to
disciplinary actions and eventual dismissal. The following misconduct should be by all means
avoided: drinking intoxicating beverages, smoking, possession and use of illegal drugs, vandalism,
stealing, immorality, fighting or physical assault, gambling, and gross violation of dorm rules.
2. DISCIPLINE PROCEDURES
In instances when infringement of the rules and regulations is committed, the matron shall
conduct the investigation prior to any decision. If the case can not be appropriately decided upon
by the matron, such case shall be elevated to the Advisory Board. However, any boarder, who in
good faith has left the dorm, may be welcomed again for the resolution of the problem. The
Advisory Board will investigate the problem and shall hand down decision/s based on the merit of
the case and done with prudence.
VII. SECURITY AND SAFETY REMINDERS

The aphorism, prevention is better than cure holds true in the dormitory. But in Case of
Emergency every boarder is at all times encouraged to have:

Presence of mind;
Awareness of exits;
Knowledge where the keys are kept in case of emergency;
Unruffled composure particularly when earthquakes or fires occur. Stampeding must be
avoided;
Receptivity to notify the dorm matron about cases of illness among the boarders or any
other emergency situations for proper management;
Dependability that all dangerous materials such as kitchen knives, forks, etc are kept in the
lockers;
Constancy and vigilance that in case of brownouts, flashlights and rechargeable lamps can
be used but which should be used with caution; and
Courage to report to the dorm matron any imminent disorder or misunderstanding between
and among lady boarders that may result to physical assault or fighting.

VIII. SAMPLE LETTER OF AGREEMENT
