ASEAN DEFENCE INDUSTRY COLLABORATION

(ADIC)
WORKSHOP

INTRODUCTION
The workshop was held at Hotel One Helang, Langkawi on 30 March 2013. The
workshop was attended by 24 officers from ASEAN Member States including
Malaysia and the ASEAN Secretariat. The participants who attended the workshop
were mostly defence (military and civilian) personnel who have knowledge and have
involved in the administration of defence industry in the respective Member States.
The workshop was organized by Defence Industry Division, Ministry of Defence
Malaysia.

OBJECTIVES
The workshop has the following objectives:
a.
To listen to and discuss the presentations by the Member States on
respective defence industry capabilities and/or requirements;
b.
Discuss and finalize Terms of Reference for Consultative Group of ADIC; and
c.
Discuss other matters of cooperation.

SUMMARY OF THE WORKSHOP


The Workshop was chaired by Datuk Dr Ismail bin Haji Bakar, Deputy Secretary
General (Policy) Ministry of Defence Malaysia. It was highlighted that the Workshop
was a continuation of the first workshop held on 18 April 2012 in Kuala Lumpur. The
main aim of the Workshop was to better appreciate the status of the defence industry

in Member States to formulate more efficient framework in materializing collaboration


in defence industry at ASEAN level. The Workshop also intended to discuss
potential matters and activities in order to move ahead in pursuing the ADIC
initiative.
All Member States gave briefings on their defence industry capabilities and / or
requirements which gave the Workshop members better understanding of the
different levels of capabilities and requirements across ASEAN Member States.
Workshop members then discussed the Terms of Reference (TOR) for Consultative
Group (CG) that is to be established to operate ADIC activities. The Workshop
members actively discussed the provisions of the TOR which would be the guiding
document for the conduct of the CG and the carrying out of the related activities. As
there were matters that require consideration and approval of higher authorities of
the respective Member States, some matters in relation to the TOR were not
finalized during the workshop.
The Workshop also discussed other potential and future activities including holding
of other similar workshops or meetings and other confidence building activities by
other ASEAN Member States apart from Malaysia to keep up the pace and
proactively pursue ADIC and bring it to a higher level.

OUTCOME OF THE WORSHOP


The Workshop enabled better understanding of the varied situation of the defence
industry across ASEAN Member States. The Workshop also managed to share
ideas to plan for better arrangement of ADIC activities in the future, in terms of the
infrastructure and what aspects that the Member States could collaborate in. In
addition, the Workshop managed to serve as a platform that strengthened closer ties
and network between the ASEAN Member States.

CONCLUSION
The attendance of all Member States to the Workshop only shows that they are
collectively committed to pursue collaboration in defence industry at ASEAN level.
This is so despite there exists notable differences in the level of capabilities and
capacities as well as the requirements of each Member State. Due to the
commitment and readiness of the Member States to discuss ADIC initiative, in
addition to the spirit of togetherness and ASEAN solidarity, the Workshop was very
fruitful and became a success.
