Dear Neighbor:
The City of Minneapolis has begun the process of revoking the rental license of your landlord, Stephen
Frenz. This is being done as a result of violations of the citys rental license requirements. Mr. Frenz has 10
days to correct the defects.

At this time, you do not need to take any action.

This letter will provide you with information about the process.
We know this is a difficult situation and the City of Minneapolis is committed to being as transparent as
possible with how we proceed through this process.
Since many of you may have questions about the process or how it impacts you, the City is hosting two
meetings to share information regarding the rental license revocation process:
Wednesday, November 16 at 6 p.m.

Looking to the future, I want you to be aware of some potential next steps.
The process of revoking Mr. Frenzs license is complicated
and may take several months to one year (or more) to be
complete. You will be notified by the city if and when the
revocation becomes final.
If Mr. Frenz does not appeal the revocation, the City will
place a red placard on your building and begin the
revocation process. The placard is to the right.

Further down the road, if the Minneapolis City Council approves revoking all of Mr. Frenzs rental licenses
and all legal challenges are exhausted, you will be notified about this action and will be given advance
notice and time to find new housing before the City of Minneapolis takes any action that would require
your building to be vacated.

This Citys process does not require you to take any action until the
process is complete.

Do I have to move?
You do not have to move as a result of this action. This is the beginning of a process that will take some time. If
the City Council decides to revoke the rental license, tenants will be notified and will be given time to move.

If the City Council does revoke the rental license, how much time will I be given to move?
The City has broad discretion regarding determining a moving date. We know moving can be disruptive and we
will try to diminish the inconvenience as much as possible. With respect to personal lives, we understand there
may be concerns such as school year calendars and a tight rental housing market. We will try to give as much
notice as possible once a vacate date has been determined for your building.

Should I continue paying rent?

Your building continues to be a licensed rental property until the City Council takes final action OR the landlord
does not renew his rental license. The revocation action does not affect your lease. To learn about your legal

paying rent may result in an eviction.

Why did this happen?

This revocation action happened because the property owner did not complete one or more of the requirements
in order to maintain a rental license. These rental license requirements are to protect residents and to assure that
rental housing in Minneapolis is safe and well-maintained.

Can I move now, even if I have a lease?

The revocation process does not affect your lease nor any other agreement you have with the property
owner/manager. Your lease will only be affected if the City Council decides to take final action and revoke the
rental license for your building. You will be notified if the City Council takes this action.

Where do I obtain legal assistance regarding my rental situation?

To learn about your legal rights during this process, contact HOME Line, a legal service available to Minneapolis

When will the City Council make a final decision regarding revoking the rental license of Stephen Frenz?
It could take many months before the City Council makes a final decision regarding revoking the rental license of
Stephen Frenz. The landlord has ten (10) days to appeal this first decision to revoke his rental licenses. If he does
not appeal the decision, the City will proceed with the revocation process. Most likely, the earliest the City Council
would vote on the revocation would be spring of 2017. Without Mr. Frenz appealing the revocation, the earliest
the building would need to be vacated would be spring of 2017. If he does appeal, it will take much longer.
If the landlord appeals, the appeal will be heard by the Community Development & Regulatory Services
Committee of the City Council. The Committee will make a recommendation to the City Council. The City Council
will make a final decision regarding revoking the rental license. If the City Council decides to revoke the rental
license, the landlord has sixty (60) days to appeal this decision to a Minnesota Court of Appeals. If the Court of
Appeals decides to hear the appeal, this could up to or more than one year for a final decision. If the Court of
Appeals decides to revoke the rental license, the landlord can appeal the decision to the US Supreme Court. If the
US Supreme Court decides to hear the appeal, this could take up to or more than one year.

When will I know that I have to move?

Tenants should contact 311 to report any concerns or issues with rental units. An inspector will contact the tenant
directly to set up a time to inspect the unit.
