ABOUT ORGANISER
Hong Kong Computer Society (HKCS)
Founded in 1970, the Hong Kong Computer Society (HKCS), with
over 9,000 members hail from the entire spectrum of HKs ICT
community, is a well-recognised non-profit organisation focused
on advancing the interests of Hong Kongs ICT profession and
industry. The Society is committed to the following main goals:
- Talent cultivation and professional development
- Industry development and collaboration
- The effective use of ICT in our community
The 25 Members of the HKCS Council, and the Honorary Council Advisers, are recognised leaders from
major ICT vendors, academic institutions, and major corporations. One of its standing committees,
the CIO Board, is composed of CIOs whose ICT related procurement accounts for about 70% of all ICT
spending in HK. To promote ICT in Hong Kong, HKCS organises regular activities including conferences,
seminars, workshops and visits on various subjects related to ICT.
With Talent Cultivation and Professional Development being our primary goal, the Society persistently
encourages our youths to pursue ICT-related studies at our tertiary institutions and to take up ICT
as a career through talks, exhibitions, ICT Career toolkit and Portal. Our 7 special interest groups
(SIG) disseminate technical and application knowledge of topical interests to in-service professionals
through forums and networking activities. Over the years, HKCS has established a strong network
with local IT professional and organisations, with many co-organised and mutually supported events.
On the international front, an excellent example is its EXCO Membership of the Asia Pacific ICT
Alliance (APICTA) which conducts the annual Asia Pacific ICT Awards with HKCS organising an annual
delegation from HK to compete with entries from Asia Pacific economies.

Hong Kong International Computer Conference 2016 (HKICC 2016)


The Hong Kong International Computer Conference (HKICC) has been organised by the Hong Kong
Computer Society (HKCS) since 1978 to provide an open platform for IT professional in Hong Kong and
the region to present their research papers and to share their experience. This annual flagship event
is one of the best and most popular ICT conferences in Hong Kong. Near 500 delegates attended the
conference of last year, representing a variety of local and overseas participants from public and
private sector organisations, including renowned ICT professionals, academics, executives and senior
government officers.
The theme of our conference this year is Innovative Collaboration for the Connected Economy. As
highlighted in the book The Sharing Economy, recently published by the MIT Press, the unprecedented
advancement of IT in the past five years has disrupted, and continues to disrupt, not just a host
of industries but also people from all walks of life in our society. Innovation, collaborationand
connected economy are key terms or phrases we see and come across very often in different
media and channels, online or offline. This years HKICC focuses on important issues and topics with
this perspective in mind. They include Startup, Ecosystems, Smart City, IoT, FinTech, Cyber Security,
etc. Prominent and seasoned IT and business professionals, plus government officials, local and
overseas,are invited to speak at the Conference. We are confident that the platform provided can
generate valuable knowledge exchange and insightful discussions, and we of course are looking
forward to your participation in this years HKICC.

It is a pleasure to see the annual Hong Kong International Computer Conference entering
its 39th year. For decades, the Conference has been a valuable and resourceful platform for
idea exchange and collaboration among industry players and concerned parties from all
over the world.
The theme this year about Innovative Collaboration for the Connected Economy has
touched on some very intriguing and significant development in the industry. I believe the
featured topics on startups, blockchain, privacy, new business models and more will provide
strong implications and practical experience as to how Hong Kong should develop Fintech,
Smart City, IoT and other hot areas of interest, so as to bolster the growth of innovation and
technology here.

to the Hong Kong International Computer Conference 2016. With 39 years of successful
history, the Conference provides an interactive platform for both local and international
ICT industry leaders, academia and government, and representatives from the public and
private sectors, to exchange their views on emerging IT trends and best practices in the
digital world.
Collaboration, which used to be on the sidelines of the business agenda, is now at the center
of our quest of finding how our economy and society can best move forward in the hyperconnected world of the future. With the theme Innovative Collaboration for the Connected
Economy, the Conference consists of multiple keynote sessions from high-profile speakers,
both local and overseas, including prominent and seasoned IT and business professionals and
government officials, where delegates will acquire first-hand intelligence and explore proven
successful cases which support the requirements of todays disruptive and transformational
digital economy.
I would also like to take this opportunity to express my appreciation and gratitude to the

It has been my great honour to serve as the Chairperson of HKICC 2016 Organizing
Committee. It is no trivial undertaking to organize the flagship annual event of the HKCS,
but the dedication and enthusiasm of my fellow Committee members and other supporting
colleagues made it an efficient and pleasurable job. I would especially like to thank the
corporate sponsors who generously stepped up despite difficult times; without this financial
support HKICC 2016 could not have been.
Innovation, Collaboration and Connected Economy are the key words for this years
conference. This reflects the increasing ability of ICT to bring people and sectors together, as
well as to link the digital and physical realms. In industry, business and the public sector, an
understanding of these abilities and technologies is no longer optional, and indeed mastery
of them may be the key to success.
The Programme Committee has worked long and hard to put together an impressive
smorgasbord of learning covering a wide range of topics this year. I trust that our expert

On behalf of the Programme Committee of the HKICC 2016, it is my great honour and
pleasure to welcome you to this years HKICC. The theme of the Conference is Innovative
Collaboration for the Connected Economy.
As highlighted in the book The Sharing Economy, recently published by the MIT Press, the
unprecedented advancement of IT in the past five years has disrupted, and continue s to
disrupt m not just a host of industries but also people from all walks of life in our society.
Innovation, collaboration and connected economy are key terms or phrases we see
and come across very often in different media and channels, online or offline. This years
HKICC focuses on important issues and topics with this perspective in mind. They include
Partnership Ecosystem for Startup, Societal Enhancement, Transformation al and Disruptive
Business Model, Digital Ledger Implementation, Opportunities in Industry 4.0, and Cyber
Intelligence Sharing and Privacy. Prominent and seasoned IT and business professionals,
plus government officials, local and overseas, are invited to speak at the Conference. We
are confident that the platform provided can generate valuable knowledge exchange and

NOTES TO DELEGATES
Registration
The Conference Registration hours will start from 08:15 to 08:45 on 21 November and from 08:30
to 09:00 on 22 November. Please bring along your business name card to obtain your identification
badge at the Registration Counter. All speakers/panelists/questioners are required to arrive at least
40 minutes before his / her scheduled session.
Conference Sessions
Opening Ceremony: Meeting Room S221, 08:45 on 21 November; Closing Remarks: Theatre 2, 16:40
on 22 November. Conference Sessions will be held in Meeting Room S221 on 21 November and in
Theatre 2 on 22 November.
Language
English is the official language of the Conference.
Dress Code
Business suit or equivalent is recommended throughout the Conference.
Coffee / Tea Breaks
Coffee and tea will be served during the designated time at the S221/Theatre Foyer on the respective
dates.
HKCS Gala Dinner
The HKCS Gala Dinner will be held at Convention Hall (Level 1, Old Wing), at 18:00 (Cocktail Reception)
and 19:30 (Dinner) on 22 November. Theme of Gala Dinner this year is Back to the Future. Any
vegetarian menu arrangement please kindly contact HKCS on or before 11 November 2016. Please
be seated in the Speakers Tables. The table numbers can be checked at the display board placed at
the Foyer.
Identification Badge
For security reasons and for the purpose of better service, please wear your identification badge at
all times during the Conference. Your badge will serve as your admission to all Conference Sessions.
Personal Property
Please take good care of your personal belongings. Do not leave them unattended. The organiser will
not be responsible for any loss or damage of your personal property.
Punctuality
In order not to delay the proceeding of the Conference and cause unnecessary waste of time, we
specifically request your co-operation to be punctual.
Live Streaming on Facebook
To develop strong tie with the community, live streaming at Facebook will be available for Opening
Ceremony and all Keynote Sessions during 21 22 November 2016.
Weather Conditions
The Conference shall be immediately cancelled if the typhoon signal No. 8 is hoisted or Black Rainstorm
Warning is issued during the Conference. The morning session will be cancelled if the typhoon signal
No. 8 or Black Rainstorm Warning is still issued at 06:00; the afternoon session will be cancelled if the
above weather conditions persist at 11:30. Further arrangement due to such situation will be noticed.
