Professional Experience
Partner, Humanitarian Outcomes, 2009 to date (based in Uganda)
Co-founder of Humanitarian Outcomes, an independent team of professionals
providing evidence-based analysis and policy consultations to governments,
and international organisations on their humanitarian response efforts.
Consultations, evaluations and commissioned studies are regularly undertaken
for donor governments, the United Nations, and non-governmental agencies.
Research Fellow, Humanitarian Policy Group, Overseas Development
Institute, 2002-2008
Led a cluster of research on international humanitarian architecture,
including examining aid financing trends, humanitarian reform agenda,
operational security in humanitarian action; military-humanitarian relations in
humanitarian action and the role of DAC and non-DAC donors in humanitarian
response.
Departmental Adviser for the Australian Agency for International
Development (AusAID), to the Office of the Parliamentary Secretary to
the Minister for Foreign Affairs, Australian Senate, Parliament House,

policy and programming issues regarding the implementation of the

Adviser to the Peace Monitoring team on the political and development issues
of relevance in the peace process and ceasefire agreement, as well as advice
and planning on the rehabilitation of Bougainville.

Overseeing agreements with UN humanitarian and development agencies
