Order No 1 Discipline Base Duties
1.
Crisis Control Cell & Help Line for Families. Tel No 5555 / 5557 Defcom 415555
Mobile 0323-9415555 / 0323-9415556. All personnel are advised to immediately dial
these numbers if they witness a suspicious activity / occurance happening in their
surroundings.
2.
The officers detailed as per Appendix A to this BRO are to perform the duties as
Night Supervisors on the dates as mentioned against each. Night Supervisor No 1 will
take over the duty and make an entry in register placed in Base Adjutants Office. He must
ensure collection of security light / performa from Base Adjutants office during working
hours and after completion of duty will handover the security light / performa to Night
Supervisor No 2. Registers would be placed at various points for signatures of
supervisors after carrying out the security round.
3.
The personnel detailed as per Appendix B to this BRO are to perform Base duties
on the dates as mentioned against their names. Duty Officer/Orderly Officer are to sign
in the duty register at Base Adjutants Office one day in advance at 0900 hrs
positively. Strict disciplinary action will be taken in case of non-compliance. Duty
SNCO / Duty Clerk are to sign in the duty register at BWO Flt / Civil Admin Office one day
in advance at 0900 hrs positively. All Duty Officers are to remain present at their residence
after cease of work and inform ATC about their contact numbers. Duty officer of the day is
to reach 20 minutes before the arrival & departure of any VIP movement. All duty officers
are to collect/deposit the duty band from Base Adjutants office personally. All duty Officers
/ DMOs are to positively visit the Guard Room after sunset.
4.
As decided during a meeting held at Base Conf room on 15 October, 2016, Wings /
Units detailed as per Appendix C to this BRO are to perform Duty at Crisis Control
Cell. Units are to forward names of officers detailed for this duty directly to O i/c CCC, one
day in advance.

Some army officers are receiving a Whatsapp message from an Indian Mobile No
addressing them by name. Message comprises some useful info with a link supposedly
leading to other important info / docs. The link actually directs users to some malicious code
that is designed to get complete access of the victims' mobile.
10.
All users of sensitive organizations need vigilance and awareness. Following few
recommendations are hereby made in this context:(a) Do not follow web links and attachments in suspicious emails or messages.
(b) Be wary of Unknown people on the Internet.
(c) Treat all messages from unknown numbers as SPAM and delete them.
(d) Keep your systems and mobile updated with latest patches / updates
(e) Any suspicious message or link received from foreign numbers especially from
India be reported to Dte of Cyber Warfare.

Dress Regulations for Living-in Officers during Visit of SNCOs Mess
3.
As per Air Staff directive living-in Officers should regularly visit Airmen and
SNCOs Messes on each Monday night for taking dinner with Airmen, SNCOs & JCOs as
a gesture of caring and mutual understanding of each other. Officers visiting Airmen and
SNCOs Messes are required to abide by the following Dress Regulations while their
visit.

Uniform
(b)
Kurta/Kameez and Shalwar with Waist Coat/Shirt Coat/Pullover.
(c)
Bush Shirt and trousers.
(d)
Pant Shirt with or without tie.
(e)
Full suit or combination.
(f)
Shoes with socks or leather chapels (with rear strap).
(g)
Blazer with trousers may be worn on sports functions
Security Deposit Flat Rate Members : SNCOs Mess
4.
Security deposit of Flat Rate members has been increased from Rs. 2500/- to Rs.
5000/- in General Mess Meeting held on 31 August, 2016 duly approved by CFA and will be
charged in mess bills. All Flat rate members are required to bring their original security
deposit certificate / cash receipt for issue of new cash receipt while depositing their mess
bills for the month of October, 2016.
Security of Telephonic Communication
5.
The existing PAF and Defcomm networks are extensively used by all categories of
personnel, for communication within the PAF, sister services and outside agencies. These
networks provide only a certain degree of protection against un-authorized monitoring.
Similarly, communication through PTCL / NTC, cordless phones, Walkie Talkie sets and
cellular networks is also not secure. Therefore extreme caution and restraint is necessary,
while communicating through these networks.

USE OF CORDLESS TELEPHONE: - Use of cordless and steno telephone
sets on Defcomm extensions is strictly prohibited.

In case a JCO is not willing to occupy the three room service married
accommodation as per BRO offered to him will be considered as unwilling and his name will
be deleted from waiting list for minimum of 03 months. The said individual may apply after
03 months for inclusion of his name in the waiting list.
8.
In case a JCO is on leave / temporary duty, then respective Unit Adjt / Section
Commander is to detail a rep for acceptance of accommodation well in time on behalf of
JCO. In case JCO is unable to report at BWO Flt for allotment of Qtr, he will be considered
as unwilling for allotment of accommodation. Loose minute of leave / temporary duty will
not be considered.
Collective Marriages : Wards of Low Paid Employees
9.
In order to facilitate low paid employees for marriages of their sons / daughters,
Collective Marriage Ceremonies shall be conducted on 30 November, 2016. The
arrangements for an austere marriage ceremony (including food) shall be managed by the
Base and sponsored by local NPF & CNPF.
10.

Air Staffs directive on the collective marriage ceremonies is appended below:(a)

The activity shall be conducted on Bi-annual basis.

(b)
Activity shall be undertaken only when 3 to 4 or more marriages are planned.
Base authorities will specify the time and venue for the ceremony in coordination
with the families.
(c)

Complete admin arrangements (Chairs, Shamianas, food and PA system)

PAFWA.
(g)

PAF band may be used for the occasion subject to availability.

(h)

A maximum of 75 guests per family may be allowed.

(j)
Due to security reasons the activity shall be arranged in an open and isolated
venue and sufficient security personnel shall be deployed by the base.
(k)
Decoration / lighting of the venue shall be the responsibility of the Base
through local resources on availability.
11.
All Unit commanders are requested to direct their willing personnel to furnish data to
Edu Sqn latest by 30 November, 2016 as per appended format:Name

Note: - The Night Supervisors will take round of entire security setup as per list and remain
in technical area/office. In case of non availability of Night Supervisor No 1 or 2 Unit
Adjt should immediately inform Base Adjt during working hours. If not informed in
time, the unit be will responsible for replacement.

(a)
Night Supervisor No 1 and Night Supervisor No 2 will make an entry of
handing over duty with timings in duty register
(b)
After completion of duty the observation (if any) to be noted down in the
register and fill up the duty Performa.
(c)
Officer on duty at crisis control cell will be responsible to forward the register
along with the Performa to Base Adjutant for perusal of the Base Commander
(d)
The Night Supervisor No 1 shall hand over the charge to Night Supervisor
No 2 at 0230 hrs before leaving and making entry/observations in register at CCC
(e)

On weekends the security light / performa and register would be placed in
