TECHNICAL SPECIFICATION FOR TOPOGRAPHICAL SURVEY

1.

Name of the Work:


Topographical Survey of plot of land(s) at Boulsinga Village, Bhatli Tehsil, Bargarh, Odisha.

2.

Scope of Work:
i.

Surveyor shall carry out topographical survey of plot of land, prepare plans, and submit
report of the entire area as indicated to locate land and other details.

ii.

Surveyor shall carry out Bench Mark (GTS or any other reference bench mark approved by
EngineerinCharge) at site under survey by parallel levelling, establishing and constructing
bench mark / grid / reference pillars in the field if required, spot level survey of entire area
at specified intervals, development of contours etc.

iii. Collecting Khasra / Mouza maps of surveyed area, superimposing the same on surveyed
grids. To prepare the list / table indicating Khasra/ Mouza no., area in acres, land use, name
of Khatedar etc. and to be included in the report.
iv. Providing necessary survey instruments and all other tools, materials, labour, qualified
surveyors, scaffoldings if necessary, transport, supervision by competent engineers/
surveyors, insurance and any other incidental items as may be necessary for successful
completion of survey and mapping the work.
v.

Furnishing all field data & drawings in soft copy (on CDs) apart from hard copies.

vi. Furnishing of survey report as described in the succeeding paragraphs, which is included in
the scope of work.
3.

Tender Drawings:
The enclosed village Map/Vicinity Map indicates tentative location of area to be surveyed for
locating the project.
The location/area indicated in Vicinity Map is subject to change during the actual execution of
work. The work shall be carried out as per the instructions of Engineer-In-Charge.
The Surveyor must visit the site prior to submitting the quotation, to acquaint himself fully with
the nature, type and scope of work and involvement therein. The rates quoted shall remain
firm during entire period of execution till completion of work and any additional claim for lack
of knowledge shall not be entertained.

4.

Specification:
The work shall be executed according to the specifications and standard practices necessary to
fulfill the objective of survey work, strictly in accordance with the instructions and to the
satisfaction of Engineer-In-Charge.
The specifications shall be read in conjunction with the description of items in the schedule. For
any discrepancy which may exist between drawings, specifications, and items in schedule, the
decision of Engineer-In-Charge shall be final and binding on to the Surveyor.

5.

Carrying out and Setting up of Bench Mark & Reference Pillars:


i.

Surveyor shall carry out Bench Mark by fly-levelling from nearest GTS Bench Mark or
available source as approved by Engineer-In-Charge and establish the same on a
permanent feature. All subsequent transfer of levels shall be carried out with respect to
this Bench Mark.

ii.

The fly levelling should be carried out using two good quality levels simultaneously. The
levelling instruments should always be kept free of collimation error which should be
checked and adjusted before start of work every day. A record of adjustments should be
kept in the field book.

iii. While carrying bench mark to the project site, levels shall be established on the permanent
objects like culverts etc. at least on one object in every 1.0 km, if available along with the
route. Adequate description about objects and levels shall be maintained & mentioned in
the survey report to facilitate locating these objects later on. The route for transferring the
levels shall follow the existing roads wherever available and this route shall require the
approval of Engineer-In-Charge.
iv. Closing error in leveling should be limited to 12 L mm, where L is length of route in Kms.
6.

Topographical Survey and Mapping:


The positions, both in plan and elevation, of all natural and artificial features of area like
waterways, railway tracks, trees, cultivation, houses, fences, pucca and kutcha roads including
culverts and crossings, foot tracks, other permanent objects like telephone posts and
transmission towers etc. are to be established and subsequently shown on survey maps by
means of conventional symbols (preferably, symbols of survey of India maps). Also, all hills and
valleys within the area are to be surveyed and plotted on maps by contours.
The levelling work of entire area to be surveyed and plotted on maps by establishing horizontal
location so that location and sketching of contours for the area can be done at specified
intervals and in specified scales on maps. Method of survey, contour intervals etc. shall be
decided by Engineer-In-Charge on site in case of steep slopes, dense jungle etc. where gridding

is not possible. Any unusual condition or formations on the ground, locations of rock outcrops
(if visible on the surface) and spring/falls, possible aggregate deposits etc. shall also be noted
and plotted on the maps.
The field work shall be done with Total Station Equipment in the following steps:
Establishing horizontal and vertical controls, locating reference grids and bench mark in the
area.
Surveying for establishing spot levels and plotting contours.
Surveying for locating natural and manmade details as described.
The grids for survey work shall be established in N-S & E-W direction (corresponding to
Magnetic North) or the Plant North as directed by Engineer-In-Charge.
7.

Traversing:
i.

Triangulation or Traversing or combination of two methods shall be adopted for the


purpose of establishing horizontal control in order to determine the exact relationship
between various existing points on ground so that surveys required under present scope of
work and future survey may be co-related.

ii.

Total intelligent station instruments should be deployed to achieve specified accuracy of


work. Proper precautions for avoiding graduation errors and other instrumental and
personal errors should be scrupulously observed.

iii. From main traverse/triangulation station, subsidiary station shall be established at suitable
intervals to cover the entire area. Levels of these station shall be based on the Bench Mark
established in the survey area. Occupying the main & subsidiary stations, all major details
shall be surveyed by Total Station instrument. Further classification of details, if necessary
shall be carried out with plain table method.
iv. The closing error in traverse shall not exceed one in twenty five thousand (1:25000) in
terms of length or LN seconds total in angular measurement, whichever is less (were L is
the least count of instrument and N is the number of stations).
8.

Contouring:
Surveyor shall carry out spot level survey at an interval of 25 meters for contouring the area.
Levels shall also be taken on all traverse stations and on salient points at random over the area
(ground points). The contours are to be interpolated at 0.50 m intervals after the points are
plotted. The contours shall not be just interpolated but properly surveyed on the ground so
that features falling between the two successive levels are also picked up. Sufficient points
properly distributed over the entire area shall be located and levels taken so that accurate
contouring can be done at places of sharp curvature or abrupt change in direction and

elevation, points selected shall be close to each other. Salient points on ridge lines and valley
lines shall also be measured.
Transfer of levels shall always start from Main/Subsidiary stations whose levels are based on
bench mark established in the survey area.
9.

Latitude and Longitude:


Surveyor shall tie up survey grids of area to be surveyed with latitudes and longitudes.

10.

Preparation & Submission of Survey Maps:


i.

The Surveyor shall submit survey maps of site in 1:4000 scale indicating grid lines and
contour lines, demarcating all permanent features like roads, railways, waterways,
buildings, power lines, natural streams, trees etc. Each area shall have two originals, one
showing the spot levels & contours with grid lines and other with grid lines, contour lines
and permanent features.

ii.

One map in 1:4000 scale indicating land classifications as mentioned in para 12 (v) should
be submitted.

iii. One map titled Vicinity Map in 1:5000 scale or as directed by Engineer-In-Charge to be
prepared. The map should cover location of plant indicating permanent features like roads,
National Highways, Railway Lines with their names, rivers/nallahs, villages, major contour
and other available features and/ or as per directions of Engineer-in-Charge. The horizontal
and vertical grids of map should be marked along with Latitude & Longitude values at 1
minute intervals.
iv. Mauza and Khasra map of the area should be collected by the Surveyor from the local
revenue authorities and survey grids be superimposed on the permanent feature maps
and/or as directed by Engineer-In-Charge. The list / table indicating Khasra/Mouza no. area
in acres, land use, name of Khatedar to be included in the report.
v.

One composite map in 1:10000 scale indicating all features as mentioned in para 11 (i) and
contour at an interval of 5.00m.

vi. All the maps should be prepared in digitized forms using Inkjet/Pen plotter and standard
computer software like AutoCAD or as directed by Engineer-In-Charge. The block of name
plate of all drawings should be as per BPCL standard.
vii. Surveyor shall submit two copies of all maps for review and approval of Engineer-InCharge. After approval, 2 (Two) prints of all maps and soft copy in CD(s) shall be submitted.

Hard copies of maps and soft copy in CD(s) shall be submitted in proper card board covers
indicating index of drawings.
11.

Submission of Field Data and Report:


i.

Surveyor shall submit all data pertaining to the survey in original to the Engineer-in-Charge
including all levels & co-ordinates in X-Y-Z format for the entire area on CD.

ii.

All field data shall be submitted to BPCL from time to time as per progress of work.

iii. Two copies of draft report shall be submitted on the completion of field work for review
and approval of Engineer-In-Charge. The report should give introduction of site,
methodology adopted for surveying the area, calculation of errors, transfer of bench mark,
calculation for connecting area with latitudes & longitudes and any other calculation
required for surveying and preparation of survey maps.
iv. The agricultural survey (Land Use Pattern) and population survey (village wise population)
of the area surveyed shall form the part of Survey Report.
v.

The agricultural survey shall give details about various types of land e.g. cultivated, private
land, Abadi land, Govt. reclassified land, forest land, Gram Samaj land etc. falling within the
area surveyed including its ownership type and number of crops grown throughout the
year, system of irrigation adopted and prevalent cost of each type of land, duly
authenticated by the competent authority of State or from local enquiries.

vi. The population survey shall include the number of huts, pucca houses, tube wells, lined
wells, number of families & family members (male, female, minor children) coming within
the surveyed area.
vii. The details of trees with their name, numbers and girths shall form part of survey report.
viii. The survey report should also cover the following;
The general site observation such as location of access roads, rivers and nallahs, irrigation
canals etc.
Presence of any well and/or tube well in the site or adjoining areas and water level in
them, likely ground water table in the area, any rock outcrops within 1 km from the site,
details of earlier uses of site i.e. mining/quarrying/agriculture etc., existing drainage
pattern of site, possibility of water logging and high flood level of the area.
ix. Final survey report shall be submitted in 2 copies of standard A4 size sheets properly
bound and printed using good quality paper/ material and soft copy in CD with proper
packing.

APPENDIX-1A
SPECIAL TERMS AND CONDITIONS FOR TOPOGRAPHICAL SURVEY WORK
1.

Scope of Work:
Scope of Work to be rendered or to be performed by Surveyor is detailed in the Specifications
enclosed with Enquiry documents.

2.

Deployment of Resources:
For the scope of work under the contract, as detailed in Specifications, the Surveyor shall
mobilize the following instruments as minimum requirement;

Note: Accessories like stands, staffs, ranging rods, plane tables, steel tapes, stationery etc.
should be made available at site.
Additional instruments shall be mobilized to match the work schedule and as per the direction
of Engineer-In-Charge.
3.

Drawings:
The drawings shall be prepared directly on computers using standard software like Auto Cad or
Auto Civil etc.

4.

Progress Report:
Surveyor shall prepare and submit to the Engineer-In-Charge, progress report in 3 copies every
fortnightly indicating status of setting out of grids, total area surveyed, grid pillars constructed,
methodology adopted for surveying and instruments deployed including staff working on the
site, difficulties encountered during execution of work etc. Submission of such reports and
review thereof by BPCL shall not be deemed to absolve the Surveyor of his responsibility of
timely completion of assignment as per the time schedule indicated.

5.

Payment Terms:
i.

No advance shall be paid.

ii.

Progressive payments shall be made against monthly invoices of Surveyor setting out there
in the details of work completed in line with provisions of Schedule of Items in
accordance with the following terms:

75% on completion of field work and submission of survey drawings for the area
surveyed and certification by BPCLs Engineer-In-Charge.
25% on submission of final report, drawings and certification by Engineer-In-Charge.

iii. All payments shall be released by BPCL against Surveyors invoice subject to verification
and certification by BPCLs Engineer-In-Charge.
6.

Completion Period:
Time is the essence of the Contract. Surveyor shall strictly adhere to and complete all works as
per the time schedule.
The entire survey works including submission of Final Report shall be completed within 03
(three) weeks from the date of LOI or handing over of site whichever is later.
Time being the essence of this contract, the completion period mentioned in the contract shall
be strictly adhered to and no variation shall be permitted except with prior authorization in
writing from the Owner.
The contractual completion period is inclusive of mobilization of manpower, instruments,
transportation or any other activity whatsoever required to be accomplished for effecting the
completion of survey work.

7.

Liquidated Damages for Non-Completion:


If the tenderer does not complete works in the stipulated time, the Corporation reserves the
right to recover Liquidated Damages at the rate of 0.5% of the actual contract value per
week of delay or part thereof, subject to a maximum of 5% of the actual contract value. Such
liquidated damages may be deducted by the Corporation from any money due to the tenderer
and any further amount due from the tenderer shall be paid by the tenderer to the Corporation
forthwith.
