1 Introduction

1 Introduction
1.1 Scope
This document describes the working principles of the UE Behaviors in Idle feature.

1.2 Intended Audience


This document is intended for:

Personnel who are familiar with WCDMA basics

Personnel who need to understand UE Behaviors in Idle feature

Personnel who work with Huawei products

2 Overview

2 Overview
The UE enters the idle mode immediately after being switched on. The feature UE Behaviors in Idle
feature ensures that the UE is ready to start a service (for example, to make a call or pick a call).
The behaviors are as follows:

PLMN selection
This procedure ensures that the PLMN selected by the UE provides services properly.

Cell selection and reselection


This procedure ensures that the UE finds a suitable cell to camp on.

Location registration
This procedure is used by the UE to report its status to the network. This procedure is of two types:
periodical location registration and the location registration necessitated by changes in the location
area.

In addition, the UE in idle mode takes the following actions:

Paging reception
The network sends paging messages to the UE in CELL_PCH or URA_PCH state.
The UE detects the paging indicator on the PICH within the predefined time and receives
corresponding paging messages on the S_CCPCH. If the cell and the UE in CELL_FACH support the
HS-DSCH function, UE in CELL_PCH or URA_PCH state receives paging messages on the
HS-PDSCH.

Broadcast information reception


The network broadcasts the network information to the UE that camps on the cell. Upon reception of
broadcast information, the UE obtains the network information and takes actions accordingly.

This feature enables the UE to:

Receive system information from the PLMN

Prepare to establish the RRC connection

Prepare to respond to paging messages

Receive cell broadcast services

Report the UE state to the network periodically or in event-triggered mode

3 PLMN Selection
When the UE is switched on, or the coverage is restored, or the UE selects a cell that belongs to another
PLMN, the UE selects the registered PLMN or its equivalent PLMN. If no registered PLMN or equivalent
PLMN is available, or if registration fails, the UE performs one of the following two procedures,
depending on its operating mode:

Automatic selection
The UE automatically selects a PLMN according to the priority order.

Manual selection
The UE shows all available PLMNs to the subscriber. The subscriber then selects a PLMN.

For more details of the PLMN selection, refer to 3GPP TS 25.304 and 3GPP TS 23.122.

PLMN Selection Procedure


The PLMN reselection procedure for the two mode is the same. The procedure is as follows:
Step 1 Either the HPLMN (if the EHPLMN list is not present or is empty) or the highest priority EHPLMN
that is available (if the EHPLMN list is present) ;
Step 2 Each PLMN/access technology combination in the "User Controlled PLMN Selector with Access
Technology" data file in the SIM (in priority order);
Step 3 Each PLMN/access technology combination in the "Operator Controlled PLMN Selector with
Access Technology" data file in the SIM (in priority order);
Step 4 Other PLMN/access technology combinations with received high quality signal in random order;
Step 5 Other PLMN/access technology combinations in order of decreasing signal quality.
Step 6 The previously selected PLMN/access technology combination.

The HPLMN are the PLMNs of which the MCC and MNC are the same as that in the IMSI of the UE. The
HPLMNs are the network that the UE subscribed.
The VPLMNs are the PLMNs that the UE camps on except the HPLMNs.

Roaming in the VPLMN


If a UE stays in a VPLMN, it periodically searches for the HPLMN and higher-priority PLMNs for better
services.
For this purpose, a value of T minutes may be stored in the SIM. Either T is in the range 6 minutes to 8
hours with a step of 6 minutes or T indicates that no periodic attempts shall be made. If no value is
stored in the SIM, a default value of 60 minutes is used.
When the UE attempts to access the HPLMN or the PLMN with higher priority, the UE must adhere to
the following rules:

After the UE is switched on, a period of at least two minutes and at most T minutes shall elapse before
the first attempt is made.

Periodic attempts shall be performed only by the UE in idle mode.

Only the priority levels of equivalent PLMNs of the same country (which serve as the current serving
VPLMN) can be compared with the priority level of a selected PLMN.

After the PLMN is selected, the UE starts to select a suitable cell that belongs to the selected PLMN to
camp on and to resume normal services. For details, see 3GPP 25.304.

4.1 Cell Selection


4.1.1 Cell Selection Procedure
Figure 4-1 shows the cell selection procedure for the UE in idle mode.

To select a new PLMN, go back to position 1 in the procedure, as shown in Figure 4-1.

Table 4-1 describes the UE state involved in the cell selection.

Figure 4-1 also shows the following items:

Initial cell selection


If no cell information is stored for the PLMN, the UE starts the initial cell selection. For this procedure,
the UE need not know in advance which Radio Frequency (RF) channels are UTRA carriers. The UE
scans all RF channels in the UTRA band according to its capabilities to find a suitable cell of the
selected PLMN.
On each carrier, The UE has to search for the strongest cell. Once a suitable cell is found, this cell
shall be selected.

Stored information of cell selection


For this procedure, The UE has to know the central frequency information and other optional cell
parameters that are obtained from the measurement control information received before, such as
scrambling codes.
After this procedure is started, the UE selects a suitable cell if any. Otherwise, the initial cell selection
procedure is triggered.

Cell selection of the UE leaving the connected mode


When returning to the idle mode from the connected mode, the UE shall select a suitable cell to camp
on. Candidate cells for this selection are the cells used immediately before the UE leaves the
connected mode.
When returning to the idle mode after an emergency call on any PLMN, the UE shall select an
acceptable cell to camp on. Candidate cells for this selection are the cells used immediately before the
UE leaves the connected mode.
If no acceptable cell is found, the UE shall continue to search for an acceptable cell on any PLMN in
the state "Any cell selection".

4.1.2 Cell Selection Criteria (Criteria S)


The cell selection criterion S is fulfilled when:

MaxUEPower: maximum RF output power of the UE (dBm)

MaxAllowedUlTxPower is set by the network according to the designed cell coverage.


When the maximum UE power is lower than the value, the effective cell coverage for
this UE is actually reduced by Pcompensation.

The parameters Qqualmin and Qrxlevmin can be set through the MML command ADD
UCELLSELRESEL or ADD UINTERFREQNCELL.

If the parameter InterNCellQualReqFlag is set to Ture, the values of Qqualmin and Qrxlevmin
which are set through ADD UINTERFREQNCELL will be used and broadcast through SIB11.

Otherwise, the values of Qqualmin and Qrxlevmin which are set through ADD UCELLSELRESEL
will be used and broadcast through SIB3.

4.2 Cell Reselection


The signal strength of both serving cell and neighboring cells varies with the movement of a UE and so
the UE needs to reselect the most suitable cell to camp on. This process is called cell reselection. Cell
reselection involves three parts: cell reselection process, measurement start criteria, and cell reselection
criteria.

4.2.1 Cell Reselection Process


The cell reselection process is as follows:
Step 1 The UE calculates the serving cell SX according to the following formulas:

For detailed description of the formulas, see 4 Cell Selection.

Figure 4-1 shows the cell reselection of the UEs in idle mode.

Step 2 The UE decides whether to start the intra-frequency or inter-frequency measurement according
to the Sx and the UE movement state.

To start the intra-frequency, inter-frequency, or inter-RAT measurement, go to Step 3. For details, see
4.2.2 Measurement Start Criteria.

Otherwise, end the cell reselection.

Step 3 The cells are queued according to the measurement results. The UE selects a suitable cell to
camp on according to the cell reselection criteria. For details, see 4.2.3 Cell Reselection Criteria.

4.2.2 Measurement Start Criteria


The Hierarchical Cell Structure (HCS) may affect the measurement start criteria for cell reselection.

Measurement Start Criteria with HCS Disabled


Figure 4-2 shows the intra-frequency, inter-frequency and inter-RAT measurement criteria in the case
when the system information broadcast in the serving cell indicates that the HCS is disabled.

Intra-frequency measurement
If

Squal > Sintrasearch, the UE need not start the intra-frequency measurement.

If

Squal Sintrasearch, the UE need to start the intra-frequency measurement.

Sintrasearch is set through IdleSintrasearch or ConnSintrasearch on the RNC side.

UE Speed Estimation
The criteria with HCS enabled needs to consider the UE speed. The UE speed estimation is performed
by RNC.
When HCS is enabled, the RNC determines the UE movement state according the following condition:

When the UE is in the slow movement state


If the number of cell reselection within a period TCRmax is more than CRMaxNum, or the RNC notify
the UE that the UE is in fast movement, the UE is in the fast movement state.

When the UE is in the fast movement


If the number of cell reselection within a period TCRmax is less than CRMaxNum, the UE keeps in the
fast movement state for a hysteresis period (TCrmaxHyst).
During the hysteresis period, even if the conditions for fast movement are not met, the UE still stay in
the fast movement state until the hysteresis period expires.

Measurement Occasion
When a UE is in the Idle, CELL_PCH or URA_PCH state, the UE can perform intra-freq, inter-freq or
inter-RAT measurement during paging occasion.

When a UE is in the CELL_FACH state, the UE can perform intra-freq at any occasion and can perform
inter-freq or inter-RAT measurement during FACH measurement occasion.
When a UE is in the CELL_DCH state, the UE can perform intra-freq at any occasion and can perform
intre-freq or inter-RAT measurement during the gap of the compressed mode.

4.2.3 Cell Reselection Criteria


Definition of H criterion and R criterion
H criterion and R criterion are used for cell reselection.
The quality level threshold criterion H for the HCS is used to determine whether the prioritized ranking
based on the hierarchical cell reselection rules shall apply. If the system information indicates that the
HCS is not used, the quality level threshold criterion H does not apply.

Qoffsets, n is set through the parameter IdleQoffset1sn (RSCP) or IdleQoffset2sn


(Ec/No).

TEMP_OFFSETn (TempOffset1 for RSCP and TempOffset2 for Ec/No) is used as an offset to the H
and R criterions for the duration of PENALTY_TIMEn (TpenaltyHcsReselect) after a timer Tn (count
from zero) is started for that neighboring cell.

TEMP_OFFSETn and PENALTY_TIMEn are only applicable when the system information indicates that
the HCS is enabled. So TQn is only applicable if the usage of HCS is indicated in system information.

Cell Reselection Procedure


Figure 4-3 shows the cell reselection procedure. The procedure describes the measurement start and
criteria relations. The actual procedure varies with UE implementation.

Firstly, the UE shall select a cell set in the following procedure:

If HCS is not used (UseOfHcs is set to NOT_USED), the UE selects the cells that fullfills the Criteria
S.

If HCS is used (UseOfHcs is set to USED) and the UE moves slowly,


If

there are cells that fullfill the Criteria H (H>=0), the UE selects the cells with the highest HCSPrio in
those cells that fulfill the criterion H 0 and Criteria S.

Else

if there is no cell that fullfills the Criteria H (H>=0), the UE selects the cells that fullfills the
Criteria S.

If HCS is used (UseOfHcs is set to USED) and the UE moves fast,

If

there is no cell that fullfill the Criteria H (H>=0), the UE selects the cells that fullfills the Criteria S.

If

there are cells that fullfill the Criteria H (H>=0),

If there are cells with HCS prioritys lower than the HCS priority of the serving cell, the UE selects the
cells that have the highest HCSPrio (lower than that of the serving cell), fulfill the criterion H 0 and
Criteria S.
If there is no cell with HCS prioritys lower than the HCS priority of the serving cell, the UE selects the
cells that have the lowest HCSPrio (higher than that of the serving cell), fulfill the criterion H 0 and
Criteria S.
Secondly, the UE shall rank the cells according to the R criterion as described in the following cases.

The cells shall be ranked according to the R criteria specified above, deriving Qmeas,n and Qmeas,s and
calculating the R values using CPICH RSCP, P-CCPCH RSCP and the averaged received signal level
for FDD, TDD and GSM cells, respectively. The best ranked cell is the cell with the highest R value.

If a TDD or GSM cell is ranked as the best cell, the UE shall reselect that TDD or GSM cell.

If an FDD cell is ranked as the best cell and the quality measure for cell selection and reselection is set
to CPICH RSCP (QualMeas = CPICH_RSCP), the UE shall reselect that FDD cell.

If an FDD cell is ranked as the best cell and the quality measure for cell selection and reselection is set
to CPICH Ec/No(QualMeas = CPICH_ECNO), the UE shall perform a second ranking of the FDD cells
according to the R criterion specified above.
In

this case, however, the UE uses the measurement quantity CPICH Ec/No for deriving the Qmeas,n
and Qmeas,s, and then calculating the R values of the FDD cells. The offset IdleQoffset2sn is used
for Qoffsets,n to calculate Rn, and the hysteresis IdleQhyst2s is used for Qhysts to calculate Rs.

If

the system information indicates that the HCS is enabled, TempOffset2 is used to calculate TQn.
Otherwise, TEMP_OFFSETn is not used to calculate Rn. Following the second ranking, the UE shall
reselect the best ranked FDD cell.

In all the previous cases, the UE can reselect a new cell only when the following conditions are met:

The R value of the new cell is larger than the R value of the serving cell during a time interval
Treselections.

More than one second has elapsed since the UE camped on the current serving cell..

5 Location Registration

5 Location Registration
Location registration is used for the PLMN to trace the current status of the UE. Location registration
ensures that the UE is connected to the network when the UE does not perform any operation for a long
period.

5.1 Classification of Location Registration


Location registration refers to the location update for non-GPRS and the route update for GPRS.
Location registration is of the following three types:

Normal location registration

Periodic location registration

IMSI attach/detach

5.2 Normal Location Registration


The UE performs normal location registration in the following conditions:

After being switched on, the UE selects a suitable cell that belongs to a new LA or RA. That is, the LA
or RA is different from that recorded in the USIM before the switch-off of the UE.

The UE in idle mode enters the cell of a new LA or RA.

5.3 Periodic Location Registration


Periodic location registration may be used to periodically notify the network of the availability of the UE. It
is controlled by a Periodic Location Update timer (T3212, for non-GPRS operation) or a Periodic Routing
Area Update timer (T3312, for GPRS operation).
The value of T3212 is sent by the network to the UE in SIB 1. The value of T3312 is sent by the network
to the UE in the messages ATTACH ACCEPT and ROUTING AREA UPDATE ACCEPT. The value of
T3312 shall be unique within an RA.
T3212 is set through T3212 on the RNC side. T3312 is set on the CN side.
The description of the timer T3212 is as follows:

When the UE is switched on or the system information indicates that periodic location registration shall
be applied, and the timer T3212 is not running. Then, the timer shall be loaded with a random value
between 0 and the value of T3212, and shall be started.

When the timer T3212 reaches its expiry value, the UE shall initiate the periodic location registration.

The timer T3212 shall be prevented from triggering periodic location update in connected mode. When
the UE returns to the idle mode, T3212 shall be initialized with respect to the broadcast timeout value
and then be started.

If the UE performs a successful combined routing area update, the timer T3212 shall be prevented
from triggering the periodic location update until the UE starts location update, for example, because a
network operation mode changes or the UE uses non-GPRS services only.

5.4 IMSI Attach/Detach


The IMSI attach/detach process facilitates the fast location registration of the UE in specific conditions.
When the IMSI attach/detach operation applies, the UE shall send the IMSI detach message to the
network when the UE is switched off or the SIM is removed while being in the UPDATED state. This IMSI
detach message will not be acknowledged by the network.

5 Location Registration

The system information contains an indicator indicating whether the IMSI attach/detach operation is
mandatory in the cell. The UE shall operate in accordance with the received value of the indicator. This
indicator, however, shall not be considered in GRPS attach/detach.
If the UE still stays in the same LA or RA after being switched on again, the UE shall perform an LR
request indicating IMSI attach. Otherwise, the UE shall perform an LR request indicating normal location
update.
You can set the IMSI attach/detach indicator by setting ATT.

By receiving paging messages, the UE is notified of the service requests made by the CN and the
changes in system information.
This section involves the following feature

WRFD-010301 Paging UE in Idle, CELL_PCH, URA_PCH State (Type 1)

WRFD-010302 Paging UE in CELL_FACH, CELL_DCH State (Type 2)

6.1 Paging Types


There are two types of paging:

Paging UE in Idle, CELL_PCH, URA_PCH State (Type 1)


When an UE is in idle, CELL_PCH, or URA_PCH state, UTRAN sends a paging message to the UE
through the PCCH.
Paging type 1 procedure is used to transmit paging information to the selected UEs in idle mode,
CELL_PCH or URA_PCH state using the PCCH. With this feature, upper layers in the network can:

Trigger UE establishing a RRC signaling connection.

Trigger CELL UPDATE procedure of UE in CELL_PCH or URA_PCH state.

Trigger reading of updated system broadcast of UE in idle mode, CELL_PCH or URA_PCH state.

Trigger releasing signaling connection of UE in CELL_PCH or URA_PCH state.

Paging UE in CELL_FACH, CELL_DCH State (Type 2)


The network can control the UE in CELL_FACH or CELL_DCH state which has DCCH with paging type
2 procedures.
In paging type 2, UTRAN sends a paging message to the UE in CELL_FACH or CELL_DCH state
through the DCCH or FACH.

6.2 Reception Process


When a UE stays in idle mode, the paging to the UE is performed within an LA or RA or the whole RNC.
The UE receives the paging information from the PICH, and reads the information on the S-CCPCH.

6.3 Reception Technology


To reduce power consumption, the UE can read the information from the PICH only at a particular time.
This is known as the Discontinuous Reception (DRX) technology. The interval between two consecutive
receiving occasion is called DRX cycle.
For Frequency Division Duplex (FDD), the DRX cycle length shall be 2k frames, where k is an integer
and is determined by the following three parameters:

CN domain specific DRX cycle length for CS

CN domain specific DRX cycle length for PS

UTRAN DRX cycle length coefficient

This parameter value is sent to the UE through the RRC CONNECTION SETUP message without
distinguishing specific CN domain types.
The UTRAN DRX cycle length is set through DRXCYCLELENCOEF on the RNC side.
For a UE in idle mode, the DRX cycle length equals the shortest value of the stored DRX cycle length
for the CN domains where the UE is attached, with no signaling connection established.
For a UE in CELL_PCH state or URA_PCH state, the DRX cycle length equals the shortest value of
the following lengths:

Upon receipt of broadcast information, the UE obtains the network information and takes actions
accordingly.

7.1 System Information Reception


Structure of System Information
The structure of system information is like a tree, which includes the following items:

MIB
Master Information Block (MIB) provides reference and scheduling information for a number of SIBs in
a cell or one or two Scheduling Blocks (SBs) in a cell. The MIB contains only the PLMN types
supported and the corresponding PLMN identities.

SB
Scheduling Block (SB) provides reference and scheduling information for other SIBs. The scheduling
information of an SIB may be included in the MIB or SB.

SIB
System Information Block (SIB) contains actual system information. It consists of system information
elements (IEs) with the same purpose.

When selecting a new cell, the UE reads the MIB. The UE may locate the MIB through the predefined
scheduling information.
The UE may use the scheduling information in the MIB and SB to locate each SIB to be acquired. If the
UE receives an SIB in a position according to the scheduling information and considers the content as
valid, the UE will read and store the SIB.

System Information Reception


The UE shall read system information broadcast on a BCH transport channel when the UE is in idle
mode or connected mode (CELL_FACH, CELL_PCH, or URA_PCH state). Then, the UE takes actions
on the following occasions:

When the UE is switched off


Except the SIBs stored in the USIM and used for the stored information cell selection, the UE shall
consider other stored SIBs as invalid.

When the UE is switched on


The UE shall store SIBs with an area scope (cell, PLMN, or equivalent PLMN) and their value tag.
These SIBs are used when the UE returns to the cells.

When the UE selects a new cell in a new PLMN


The UE shall consider all current SIBs with an area scope (cell or PLMN) as invalid, and shall store
and use a new SIB. If the identity of this PLMN does not match the identity of the previously selected
PLMN, the UE shall consider all SIBs with an area scope (equivalent PLMN) as invalid.

When the UE selects a new cell in the current PLMN

The UE shall consider all current SIBs with an area scope (cell) as invalid, and shall store and use a new
SIB.

A UE supporting Cell Broadcast Service (CBS) can receive Broadcast/Multicast Control (BMC)
messages in idle mode. The UE receives BMC messages during time intervals that do not conflict with
the UE specific paging occasions.

7.3 MBMS Reception


If all of the following conditions are met:

The UE has activated MBMS services.

The MBMS is available in the cell, that is, the MBMS point-to-multipoint Control Channel (MCCH)
information is provided on the Broadcast Control Channel (BCCH).

The UE is permitted to receive MBMS in the cell.

Then, the UE performs the following operations:

Receives the MCCH.

Receives each FACH. The FACH refers to the one on which the MBMS point-to-multipoint Traffic
Channel (MTCH) is mapped, and the MTCH refers to the one that carries an activated MBMS service
without the need of setting up an RRC connection.

Participates in MBMS counting.

The UE may monitor the MBMS notification Indicator Channel (MICH) and receive the MBMS
point-to-multipoint Scheduling Channel (MSCH).

CELL_PCH), and thus increase the load of network
signaling and the consumption of UE batteries. Set a
proper measurement hysteresis to reduce as much as
possible effect of the slow fading as well as ensuring
timely cell updates of the UE. According to the CPICH
RSCP emulation report of inter-frequency hard
handovers, the measurement hysteresis ranges 4 dBm to
5 dBm and is set to 4 dBm by default when the slow
fading variance is 8 dB and the relative distance is 20 m.
In the cells where the slow fading variance is low and the
average moving speed of UEs is high, for example the
suburbs and countryside, reduce the measurement
hysteresis to guarantee timely location updates of UEs.
The higher the measurement hysteresis is, the less likely
it is for various types of cell reselections to occur, and the
better the slow fading resistance capability is, but the
slower the system reacts to the environment changes.

the soft-switch area of the cell. In this way, the
unnecessary location updates, cell updates, and URA
updates are avoided.
3. Consider the difference between cells that cover
different areas, for example the cells covering highways
and cells covering densely populated areas. TIf the
parameter is set to a comparatively low value, the
ping-pong reselections may be caused. The parameter
can be increased in populated area and reduced in
high-speed movement. If the parameter is set to a
comparatively high value, the cell reselection delay may
become excessively high, and thus cell reselections may
be affected.
