POLICY DIRECTIVE

Product Realization
Cargo Acceptance Restrictions and Prohibited Items

1. GENERALLY ACCEPTABLE
These are commodities/items which are usually considered as a personal item(s). The items include but
not limited to:
a. Clothing/ Shoes
b. Vehicle accessories or parts (without active component listed in the prohibited items or
non-motorized parts)
c. Furniture (properly packed, preferably crated for sensitive items-i.e. with glasses or
brittle materials)
d. Textiles/textile samples
e. Documents (with or without commercial value)
f. IDs
g. Books
h. Bicycles (tires must be deflated when sent via air)
i. Children toys (should be accepted without the batteries, except to toy guns and similar
items)
j. Grocery items (other than prohibited ones)
k. Flowers (as gifts and with packaging, not potted ones or with roots)

2. ACCEPTABLE ITEMS WITH SPECIAL PROVISION


These are the items that are, at times, acceptable, or requires special packaging and proper
declaration.
A.SPECIAL PACKAGING REQUIREMENT
This special packaging is necessary to ensure items can withstand risks involved in movements (from
loading to trucks, to the third party airline handling, to distribution center consolidations).
Examples are such as but not limited to the following:
a. Electronics

Computer Set
Cellular Phones
Ipods/Ipads or other Tablets
Laptops
Game gadgets
Other Electronic items that cannot be used as detonators, no signal
emissions etc.

Special Provision:
o For LAPTOPS, TWO WAY RADIO and CELLULAR PHONES batteries
must be attached to the unit and secure that the item is TURNED
OFF.
o Spare batteries, lithium metal batteries (i.e. AA, AAA batteries
regardless of brand) are not allowed to be shipped via air.
o For shipments that already have the power supply inside, rechargeable
devices or non-detachable (i.e.Watches, Calculators, Apple Products Iphone, Ipads, Ipods), customer associates must ensure that the item is
turned OFF, or cannot be operated.

b. Cosmetics

Deodorants (as long as not pressurized or in a canister)
Hair and/or shower gels, Shampoo
Cologne (water-based only and not pressurized)

Special Provision:
The item to be shipped should be properly sealed. Do not ship any
liquids sealed with only a friction-top, or push down cups/bottles (I.e.
Lotions, Shampoo), without reinforcing it with tapes.

c. Commodities that are prone to Breakage
1. Wines
2. Glassware (i.e. Mirror, Kitchen wares, Laboratory Equipment,
bartending equipment)
3. Ceramics (i.e. cookware, plates, cups vases or even tiles are
acceptable)
Special Provision:
o Shipping of wines or any breakable items should observe a special
packaging so to avoid breakage.
o Fragile Sticker should be attached to the shipment

d. Perishable items
Perishable products may be subjected to harsh environmental conditions, such as
excessive temperature or humidity, on the way to their destination. As of now LBC
does not provide temperature-controlled shipping services for express shipments.
However, we consider shipping those goods that may reach the consignee in good
condition.
Special Provision:
o For Fruits
o Should not spoil three (3) days after computed delivery date.
o Place adequate absorbent material such as pads/papers, or
paper towels in the bottom and side of the box, so as not to
damage the Outer Box when the fruits moist. (Note: absorbent
materials should be provided by the customer)

o For dishes
o Should be in a securely sealed container. There should be no
leaks.
o If the dish contains liquid or perishable products that could
contain liquids, put it into a plastic bag and secure that it is
properly closed. (Please follow the Plastic Bag Closure
Instruction)
o The perishable sticker should be attached to the shipment.

e. Medicines and Health Supplements


1. Pharmaceutical products- Over the counter medicines are acceptable
(e.g. paracetamol), other medicines must be properly labeled.
2. Health Supplements should be properly labeled e.g. packed
fruit/vegetable extracts- ampalaya plus and the likes
f. Nonflammable and nonhazardous liquids (refer to IM2014 010)
1. Water and other drinks, syrups (as long as not in can/pressurized)
2. Liquid/viscous food like soup, honey, concentrates
3. Inks
4. Pastes, including toothpaste
5. Liquid-solid mixtures
6. Jam/Marmalade
7. Liquid medicines
8. Any other item of similar consistency
Special Provision:
o Should have an inner packaging/container/plastic bag. Securely
sealed/No Leak. Use LBC tapes to reinforce the sealing cup or portion

B. PROPER DECLARATION REQUIREMENT
Declaration is necessary to protect both the customers (particularly the shipper) and the
companys interest. With the understanding that customers are looking forward to what is being
sent, we provide the clarity of our scope of liability as the carrier and allows them to pursue
pertinent cost recovery.
a. Gift Check
The shipping documentation: POD and Official Receipt must clearly
state, Content: Gift Check
The equivalent monetary value should be the declared value.
b. Fancy Jewelries/ Fashion Accessories
The total value of the shipment must not exceed the maximum value of
Php 5,000.00 per transaction.
Should be properly declared in both POD and Official Receipt with the
notation, Said to Contain: Fancy or imitation Jewelries and/or
Accessories. and include a detailed description of the commodity.
c. Watches
Considered as jewelry are restricted to 5 pieces per transaction only.
Following the released PD2012_041, if the item(s) is worth Php 10,000
and above here are the guidelines for acceptance;
a. Process as V-Cargo
b. Ensure proper packaging that can withstand multiple
movements. Original box is preferred.
c. If available, must indicate the following under the
content field in POS.
Brand
- e.g. Tissot/Rolex
Strap/bracelet make - e.g.Metal/Leatherette/Plastic
Model
- e.g. PR 100
Serial #
- e.g. SG132567091

3. REGULATED
To assist our branches to identify regulated items, see Annex C: List of regulated and
prohibited items per mode of transport contains the commodities not acceptable or limited
for acceptance per mode of transport. The restrictions are on a per transaction basis.
Restricted items are sometimes acceptable, depending on volume, material type or
composition/contents, or on the packaging.

Alcoholic beverages acceptable but up to 70% alcohol content only.


Perfumes acceptable up to (1) One Liter per transaction only.
- Several bottles are allowed as long as it will not exceed the maximum (1) liter per
transaction.
Knives, kitchen and construction tools with sharp edges (i.e. Chisel, Rasps, Hand Saw),
and other sharp objects that may be used as a deadly weapon are acceptable as long as it
is in the original packaging or use proper packaging material that will cover all the sharp
edges.
Fertilizers and Powder Toners - requires MSDS (Material Safety Data Sheet is a detailed
information bulletin prepared by the manufacturer or importer of a chemical that
describes the physical and chemical properties, physical and health hazards, routes of
exposure, precautions for safe handling and use, emergency and first-aid procedures.
See Annex D for sample), but even though the customer was able to provide the said
document, the items are subject to airlines verification, and might be subject to delay.
Original, Personal, Blank or Company CD/DVD/VCD are acceptable with the total
maximum quantity of 10 (Ten) pcs per transaction only, and should be properly declared
in the POS.
Plants - requires permit from Bureau of Quarantine Service.
Antiseptic or disinfectant alcohol products must be at most 70% by volume which is on
the label.
Two Way Radio requires NTC permit, and shipped with battery attached to the unit and
TURNED OFF.
Astringents - maximum of 5 bottles per transaction
Grocery Items
i. Vinegar maximum of 5 bottles per transaction
ii. Cooking Oil maximum of 5 bottles per transaction
Automotive, Motor Engines Brand new only (if VIA AIR)
Generator Brand new only (if VIA AIR)

4. PROHIBITED
PROHIBITED (NOT ACCEPTABLE) VIA AIR BUT ACCEPTABLE VIA LAND AND/OR
SEA
Prohibited for these Routes only: NCR to VISMIN & PALAWAN, LUZON to VISMIN & PALAWAN and
vice versa (For other provinces via air, please see Mode of Transport Matrix)

All pressurized items are not acceptable via air


Solar Panel
Cement
Appliances with Fumes (i.e. Air Conditioner, Refrigerator)
Power banks
Hoverboards and other similar self-balancing vehicles (said to run using the high-powered
lithium-ion batteries)

Emergency Lights/ Rechargeable Lamps, UPS


Spare/ recalled batteries/ or Shipping Batteries alone are not allowed (LITHIUM ION AND/OR
LITHIUM METAL BATTERIES)
Grocery Items that are identified to have corrosive components
i. Salt
ii. Body/ Baby Oil
iii. Anything in aerosol form (i.e. Air Refresher)
Fake/ Pirated DVD(s), VCD(s) and CD(s)
Alarm Devices(gas or battery powered)

Brake Fluid

PROHIBITED FOR ALL MODES OF TRANSPORT

Any shipment that may cause damage or delay to other shipments, to personnel or instruments
Corrosive materials (e.g. wet cell/car batteries, mercury, acids, battery fluids)
Infectious substances (e.g. insecticides, live virus materials)
Hazardous materials
Explosive materials (e.g. gun powders, acetone, Aerosols, butane, Insecticide Gases )
Flammable liquid
Illegal goods (e.g. marijuana, drugs)
Live animals/insects (e.g. Snakes, Spider)
Firearms and ammunitions
Human corpses/Carcasses (dead species)
Human remains including ashes
Body parts and blood are considered dangerous goods.
Lottery or gambling devices (e.g. casino chips)
Any unidentified liquid (or no labels)
Anything with these labels or dangerous goods

following documents;
ANNEX A: Packaging guidelines a step by step procedure on proper packaging of items by its
categories.

ANNEX C: List of regulated and prohibited items per mode of transport - contains the commodities not
acceptable or limited for acceptance per mode of transport.
