Special Education
Special Education funding has become a concern over the past few years. Special Education
students have been at a loss over the past few years due to decreases in the amount of funds
given to each school. These funds are necessary to the children with learning disabilities to allow
them to grow into their full potential. Special Education does not receive the appropriate funding
needed for its students to thrive because it requires special equipment, teaching materials are
more costly, and the teacher to student ratio is smaller.
IDEA (Individual with Disabilities Education Act) is referring to how governments
money for special education is disturbed under the act. The Individual with Disabilities
Education Act in 1999 provided school districts with $4.3 billion to help make special education
and related services available to all students with disabilities,some of the costs of services
provided to poor children under the act may be covered by Medicaid. Federal distributed through
three state grant programs and several optional grant program more like funding disabled
children . It provides formula grants to assist the 50 states. In order to be able to get the funding,
the states must give all the the children with disabilities between the ages of 3 to 21. They are not
allowed to serve children ages 3 to 5 or also 18 to 21 years of age if they have an irregular ways
with the law or order of the court. If there is a state that does not give a free suitable public
education to children with disabilities ages 3 to 5 can not get a full payment abilities more than
likely to the age group. First, each state is assigned an amount so each is even and gets the same
amount that it received for the fiscal year. 85% of the funds are assigned based on the amount of
children in the common population in the age span for when the states warranty with, Free
Appropriate Public Education (FAPE) to the children with disabilities. 15% of the last funds are

assigned upon the amount of children living in poverty that are in the age span for when the
states warranty with, Free Appropriate Public Education (FAPE) to the children with disabilities
(Wedell).
The IDEA is the main federal statute that approve federal care for the education of more
than 6 million children with disabilities nationwide. Part A to the law is that the due process to
supply detailing the parental rights. Part B is an indefinite approval grant program that gives
federal funding to the states. States that get federal fund are in need to supply a FAPE to the
children with disabilities in the least restrictive environment. A more inside look on FAPE. F
stands for Free which means that all students with disabilities are eligible and will be educated at
the public cost. There will be no cost to the student or parent. If anything they will have to pay
for other expenses such as club memberships, sports just like any general education student. A
stands for Appropriate which means that the student with the disability is qualified to an
education that is suitable for him/her. It will be adjustably planned to meet the needs of the in
Individualized Education Program (IEP). P stands for Public it directed towards the Public
School System. Children with disabilities have the right to be educated under the public
administration. Many children will be educated in public schools, other special education
children can be educated in private schools. E stands for Education it must be required for the
every student with a disability that is allowed for public or private school. FAPE will guarantee
that the student will get a public education that will come with the helping hand that will
summarize in her Individual Education Program (IEP). The program should help the student get
ready for the future plans such as job opportunities, living by themselves, further education
(College, other schooling).

The learning resources are more costly for children with a learning disability in public
and private schools. Art activities provide the opportunities for children with special needs and
children with disabilities to toughen hand-eye coordination for undeveloped children. There is a
program that helps provide the materials and equipment needed for special education students.
Kaplan offers lots of choices of supplies for art such as soft pliable dough, finger paint, and
paint brushes with bigger handles on it so the special needs children can handle it better. It is
designed to benefit children with limited abilities. Also for children who are visually impaired,
Kaplan also offers brightly colored beads, wooden puzzles, toys with numbers or letters that
could encourage them to be creative and learn, to do problem solving skills. The company
opened their first toy store in 1951, they make unique toys and gifts that helps use learning by
playing. As they continued to make into the investment, the business started to become more and
more noticeable. The way Kaplan looked at the business world started to get bigger, by
designing toys that can actually start help to teach and develop them by the materials that are
shareable with the parents, teacher, caregiver, or the parental that they stay with.
Special needs students get distracted easy, in order to keep them from wandering off they
need toys or supplies for the classroom such as fidgets, wiggle seats (exercise balls if safe),
therapy balls, therapy bands. Those toys are sensory items and prepare for academic work. Often
students have a difficult time in reading or with paying attention or keep track of the words they
are reading, special education students can skip lines. Supplies to help this program are
highlighter strips or a reading tracker. It helps keep them focus on one line at a time. There are a
lot sensory-based items, it is a way to practice word work. They practicing spelling words in
shaving cream, learn the formation of numbers in colored sand, or finding hidden words in a

bowl of rice. Hands on designs are a learning tool for students in all classrooms not just special
education classrooms. Teachers for special education students recognize good behavior. They
can use tokens, stickers, old toys or new ones that are not that expensive. It will help avoid the
negative behavior. Many companies can give Hi-Lo books for students that struggle with
reading. Hi-Lo books have an advantage of choosing books that look similar to chapter books
and are about interesting topics but are easily readable for the grade level that the student reads
at. Researchers say most all students in these generations love technology. The teacher can give
them the exact same assignment on a computer that the teacher could in a workshop format, but
since it is on a computer or some type of technology it becomes more interesting. Certain schools
provide iPads for their students or chromebooks and they receive assignments online and also
provide a larger variety of information.
Most schools restrict $4.3 billion to help support the materials and equipment. There is a
program called Do2Learn, it began in 1966 it goes through a National Institution of Health Small
Business Innovative Research Grant. It is a group that go out and search for the most creative
and talented teachers across the world. The individuals go and work with the technical experts to
move their knowledge into ways that are suitable for special education students. It has grown
into a world wide course with over about 11 million hits a month. Special education teachers use
various techniques to encourage learning. Depending on the disability, teaching ways are
different such as individual instruction, problem solving assignments, and small group work.

When students with special needs help understanding in order to take test. A special education
class is a class who have been grouped together because of the individual needs so they can get

special designed with special direction. In classes with special education students, the content,
the technique, and the way the instructions are giving is adapted to make sure that the student
understands the general syllabus and to also ensure that the students meet the educational
standards that apply to all the students. Special class and the other special education supports are
not classified to the main core subjects such as Science, Math, English, and History. The help
the students need to engage in the general syllabus and teachers need to ensure that they achieve
the Individual Education Plan (IEP) the objective must be individually determined the point of
each students ability and needs for each subject or the area of direction. Many special education
teachers are no longer full-time special class programs, the reform did not change the teachers
rights with respect to the program. Special Education teachers at all levels have the right to
indicate the likely for the program appointment and age range.
The special education teacher is responsible for designing and presenting the instruction
in the classrooms. Students receiving special class services may also require extra help supports
including services that are related things like, adapted physical education and assistive
technology and travel training. Class sizes need to be adjusted to take into account the number
of special education students in order to give all the students the attention needed. With an
increase in class size and the combination, also an increasing in the numbers of students who
need specific help in the special education programs, resources and assistance. It will also
increase how complicated it and hard it could be for every student in that classroom to get the
individual attention that they need, in the exact special need student. Determining how the group
of special needs students can participate in activities that help them understand schooling and
learning better, also what they are being taught to learn. When helping special need students the

teacher needs to set a goal for each individual student to reach by the end of a certain period.
There is an act called the No Child Left Behind Act (NCLB). Every deserves the special
attention and time. Every special education needs to be successful at something even if it is
small, they deserve an opportunity just like the general students (Farrish). Angela Simpson, 1st
grade inclusion teacher at Central Elementary, expert in the field explains why she teachers the
inclusion class. Because I wanted to work with students that could truly benefit from my help
and I wanted it to be a challenge! I feel like God made these students to be special and I want to
have the opportunity to make a difference no matter how small in their lives!
While materials is needed for Special Education classrooms more general teachers are in
need of materials as well, such as computers for students to go online to do research for different
topics. For elementary schools, toys are needed for small children to play with while also getting
a learning experience from it just like the special education classrooms would with the certain
materials needed. The practice of educating all children in the same classroom, including
children with physical, mental, and developmental disabilities. Inclusion classes often require a
special assistant to the classroom teacher because of the number of students not just one person
can do it all. The difference between special education/inclusion students and just the general
student is that they have a disability of some kind, require special instructional help to reach
their full potential in life and their education career. Inclusion improves learning for both
classified and unclassified student meaning students with disabilities learn on their own and
students without disabilities learn on their own as well. It does not mean you are segregating
them into a whole different world it means that you are willing to help that child reach the goals

they need to in life and what they need for educational purposes, with school work or longer time
on a assignments, or going over it longer and in more depth.
Including Special Education students into the general classroom with regular students.
The benefits of the inclusion could be the special need students meet more people and make
more friends which could help them if they are getting picked on by another student, the friend
could step in and take up for the special needs student. It will increase social initiation,
relationships, and networks, Social initiation means more that having the special needs student
get into social groups, society would call them clicks. Most social groups can be made of
different cultures of people. Peer role models for academic, social and behavior skills. If
somebody watches another person doing something that seems cool and make people laugh,
others will catch on and start following their peers. Peer have a lot of influence on what others
do. When in regular classes compared to special needs classes the teachers will expect more from
the student such as the work ethic. The entire context of American education is changing. We
need teachers skilled in using computers as a powerful teaching tool, and many more teachers
well-versed in teaching English as a second language. Our teachers need to teach to a higher
level of achievement, and be prepared to teach all of Americas childrenthe gifted and talented,
our many new immigrants, the college-bound achiever, and the disabled child who is learning so
much more because he or she is now included.

American Education, February, 1997). Riley is trying to make a point that students that are
special needed and just general should be put together, that it should not matter what your ability

is that the teacher teaching should know how to handle each and every kind of student that they
get.
Supporting of the Special Education Services and Supports includes programs and ways
to support the local school districts in their ways to provide special education and related actions
to students with disabilities. Visually impaired children are in need of materials. The more
general kids are beginning to get mini ipads, the visually impaired are in need of a regular size
ipad so they have the ability to zoom in and out. The machinery for the visually impaired is very
expensive, they have a computer to where you put the worksheet under it and it will magnify it
where the student can move it up and down, also zoom it in and out. The computer magnifier is a
lot more convenient than a regular magnifying glass because you do not have to physically hold
it, you can just look at the computer screen.
Activities for the special education classrooms are better if they are hands on, it is a
learning experience for the better. The activities such as getting sand and having the students
trace their name in it. From theraputty to fidgets, to weighted blankets, swings, it helps the
students with school work and reduces distractions within the classroom and other students.
Little things such as rubber bands around ends of the desk so the students can fidget there feet
around, because sitting still for a period of time can get tiring and boring for these students. The
company Kaplan provides supplies for special education classrooms such as art activities to
strengthen hand-eye coordination. Kaplan offers a variety of art supplies, such as soft pliable
dough, finger paint and big knob paint brushes designed to benefit children with limited mobility
or motor impairments for easier grip/hold. For visually impaired children, Kaplan offers brightly

colored beads, wooden puzzles and sorting toys to develop problem solving skills and sensory
skills. Working with special education children has to take a lot of patience, and creativity.
