TheBoardrecognizesthatastelecommunicationsandothernewtechnologiesshiftthe
mannerinwhichinformationisaccessed,communicatedandtransferredthatthose
changeswillalterthenatureofteachingandlearning.Accesstotelecommunications
willincludebutisnotlimitedtoteachingstaffmembersexploringdatabases,libraries,
Internetsites,bulletinboardsandthelikewhileexchanginginformationwith
individualsthroughouttheworld.TheBoardsupportsaccessbyteachingstaff
memberstoinformationsourcesbutreservestherighttolimitinschooluseto
materialsappropriatetoeducationalpurposes.TheBoarddirectstheSuperintendentto
effecttrainingofteachingstaffmembersinskillsappropriatetoanalyzingand
evaluatingsuchresourcesastoappropriatenessforeducationalpurposes.
TheBoardalsorecognizesthattelecommunicationswillallowteachingstaffmembers
accesstolessrestrictiveinformationsourcesthathavenotbeenprescreenedusing
Boardapprovedstandardsoracceptablestandardsforminors.TheBoardtherefore
adoptsthefollowingstandardsofconductfortheuseofcomputernetwork(s)and
declaresunethical,unacceptable,inappropriateorillegalbehaviorasjustcausefor
takingdisciplinaryaction,limitingorrevokingnetworkaccessprivileges,instituting
legalactionortakinganyotherappropriateactionasdeemednecessary.
TheBoardprovidesaccesstoinformationandtelecommunicationtechnologyfor
administrativeandeducationalpurposesonly.TheBoardretainstherighttorestrictor
terminateteachingstaffmembersaccesstothecomputernetwork(s)/computersatany
time,forviolationofthispolicy.TheBoardretainstherighttohavethe
Superintendentorauthorizeddesignee,monitornetworkactivity,inanyform
necessary,tomaintaintheintegrityofthenetwork(s)andensureitsproperuse.

StandardsforUseofInformationandTelecommunicationTechnology
Anyindividualengaginginthefollowingactionsdeclaredunethical,unacceptableor
illegalwhenusingcomputernetwork(s)/computersshallbesubjecttodisciplineorlegal
action:
A.Usingthedistrict'sinformationandtelecommunicationtechnologyforillegal,
inappropriateorobscenepurposes,orinsupportofsuchactivities.Illegalactivities
aredefinedasactivitieswhichviolatefederal,state,locallawsandregulations.
Inappropriateactivitiesaredefinedasthosethatviolatetheintendeduseofthe
technology.Obsceneactivitiesshallbedefinedasaviolationofgenerallyaccepted
socialstandardsforuseofpubliclyownedandoperatedcommunicationvehicles.
B.Usingthedistrict'sinformationandtelecommunicationstoviolatecopyrights,
institutionalorthirdpartycopyrights,licenseagreementsorothercontracts.
C.Usingthecomputernetwork(s)inamannerthat:
1.Intentionallydisruptsnetworktrafficorcrashesthenetwork;
2. Degradesordisruptsequipmentorsystemperformance;
3. Usingthecomputingresourcesoftheschooldistrictforcommercialpurposes,

personalfinancialgainorfraud;
4. Stealsdataorotherintellectualproperty;
5. Gainsorseeksunauthorizedaccesstothefilesofothersorvandalizesthedataof

anotheruser;
6. Gainsorseeksunauthorizedaccesstoresourcesorentities;
7. Forgeselectronicmailmessagesorusesanaccountownedbyothers;
8. Invadesprivacyofothers;
9. Postsanonymousmessages;
10. Possessesanydatawhichisaviolationofthispolicy;and/or
11. Engagesinotheractivitiesthatdonotadvancetheeducationalpurposesforwhich

districtinformationandtelecommunicationstechnology,includingcomputer
network(s)/computers,areprovided.
Violations
Individualsviolatingthispolicyshallbesubjecttoappropriatedisciplinaryactionsas
definedbyPolicyNo.3150,Disciplinewhichincludesbutarenotlimitedto:
1.Useofthedistrict'sinformation,telecommunicationtechnologyand
network(s)/computers,onlyunderdirectsupervision;
2. Suspensionofnetworkprivileges;
3. Revocationofnetworkprivileges;
4. Suspensionofcomputerprivileges;
5. Revocationofcomputerprivileges;
6. Suspension;
7. Dismissal;
8. Legalactionandprosecutionbytheauthorities;and/or
9. Anyappropriateactionthatmaybedeemednecessaryasdeterminedbythe

SuperintendentandapprovedbytheBoardofEducation.
