Synopsis:
This Request for Information (RFI) is issued for planning purposes in accordance with FAR 15.201(e): a)
The Government is conducting initial market research to identify, as potential sources, companies that
may possess the expertise, capabilities, and experience to competently and competitively respond to
requirements for the design, development, test, production, integration, installation, and sustainment of
the Advanced Pilot Training (APT) (T-X) Maintenance Training System (MTS) for use by the United States
Air Force to train APT (T-X) aircraft maintenance personnel.
The purpose of this RFI is to announce that members of the APT (T-X) MTS team will attend the I/ITSEC, in
Orlando, FL from 28 Nov through 2 Dec 2016.
Interested parties are encouraged to discuss possible solutions to the APT (T-X) MTS procurement under the
following conditions:
(1) The APT (T-X) team will not discuss the upcoming solicitation for the APT aircraft or its Ground Based
Training System.
(2) The Team will limit all discussion with each interested party to 45 minutes
(3) Responses to this RFI notice are not considered offers and cannot be accepted by the Government to
form a binding contract. Vendors participating in this initial market research are advised their
participation in this survey may not ensure participation in future solicitations or contract award(s)
(4) The Government will not reimburse vendors for any expenses associated with this activity.
(5) MTS-specific information provided by the Government in this RFI should be viewed as representative
in nature and may be revised as the Government continues to refine its planned approach

(6) Nothing in this RFI is intended to suggest a particular MTS approach or contract solution

Purpose/Description: The Government envisions an APT (T-X) MTS that integrates various forms of media
into a blended training solution. For purposes of this RFI, this blended solution includes the appropriate mix
of hardware and software, Interactive Multimedia Instruction (IMI), system-level trainers, interactive
courseware, virtual trainers, desk-top trainers, and/or high-fidelity Maintenance Training Devices (MTDs).
The APT (T-X) MTS IMI shall be interfaced to real-time aircraft systems simulation and produce high quality
interactive graphics viewed in 3-D realistic environments. Additionally, the APT (T-X) MTS will include
classroom instruction and will represent relevant system behaviors necessary to prepare, train, test, and
enable maintenance personnel in the respective disciplines. Training content will include
aircraft/maintenance theory, maintenance procedures, systems knowledge, and troubleshooting.
1) INNOVATION: While the Government intends to foster innovation and remains open to a range of
solutions, companies responding to this RFI should consider the following types of MTDs:
Avionics/Cockpit trainers, Flight Controls trainers, Engine / Auxiliary Power Unit trainers,
Seat/Canopy/Egress trainers, Landing Gear trainers, and Fuel Cell trainers. The Government
envisions MTDs that will fully and accurately replicate actual aircraft functions and sequences in a
manner that enables the student to interact with the simulated aircraft systems as they would with
the aircraft in real-time. For purposes of this RFI, these representative MTDs would incorporate
diagnostic and troubleshooting capability as well.
2) BEST TRAINING VALUE: Additionally, the Government requests recommendations and supporting
rationale for these MTDs and any other type or combination of MTDs which the company believes
would result in the best training value and cost-effective solution compatible with current/emerging
technologies. The MTDs may be augmented with the IMI capabilities in order to assist students in
locating components, performing maintenance procedures, observing internal system responses and
providing a physical interface for hands-on, hardware-related tasks.
3) NETWORKED SOLUTION: For purposes of the RFI, all facilities, classrooms, training devices, and the
Training System Support Center (TSSC) shall be networked to facilitate software updates and access
to shared multimedia data throughout the training facilities. Additionally, the Government envisions
a training network that is configurable for collaborative training across classrooms and MTDs based
on the curriculum and instructor needs.
4) KNOWLEDGE, SKILLS, and PROFICIENCY LEVELS: For purposes of the RFI, the APT (T-X) MTS shall
introduce required knowledge and skills to allow the students to become proficient in servicing and
maintaining the aircraft, performing operational checks, and troubleshooting aircraft systems.
Representative Air Force Specialty Codes (AFSCs) expected to train with the APT (T-X) MTS include:
2A5X1-Aerospace Maintenance Specialty (Crew Chief), 2A5X3A Communication/Navigation/Missions
Systems, 2A5X3B-Instrument and Flight Control Systems, 2A5X3C-Electronic Warfare Systems, 2A6X1Aerospace Propulsion, 2A6X4-Aircraft Fuel Systems, 2A6X5-Aircraft Hydraulic Systems, 2A6X3-Aircrew
Egress Systems, and 2A6X6- Aircraft Electrical and Environmental Systems. Additional AFSCs may be
identified in future analyses.
5) MILSPEC IMI FORMAT: For purposes of this RFI, IMI products shall be provided utilizing MIL-HDBK29612-3A, Development of Interactive Multimedia Instruction (IMI) (Part 3 of 5 Parts)
specifications/guidance. Additionally, IMI products shall include Interactive Courseware (ICW) and
the software management tools used in support of instructional programs, and be compliant with
the latest version of DoD Sharable Content Object Reference Model (SCORM) Technical Standards.
The APT (T-X) MTS courseware shall also be accessible in a self-paced, anytime, anywhere,

distributed learning capability.


6) HARDWARE: APT (T-X) MTS may incorporate touch screen technologies and the IMI may be
portable and accessible on commercially available hand-held devices.
