and opportunities we see, as well as a bit
about our initial ideas.

THE SITE

The existing site

The site consists of two adjacent


plots, either side of a small road
that branches off Scrubs Lane. It
is located along the northern bank
of the Paddington branch of the
Grand Union Canal, with Hythe
Road on its northern edge. The
site is currently used by a refuse
and metal recycling plant.

Mitre Yard sits within the Old


Oak and Royal Park Opportunity
Area, where sustainable urban
regeneration is promoted by the
London Mayor. Specifically, the Old
Oak and Park Royal Opportunity
Area Planning Framework, adopted
in November 2015, states that
the area has enormous potential
to implement new state of the art
and sustainable technologies and
will surely be one of Londons most
exciting areas in which to live, work
and play.

UNDERSTANDING THE SITE

The site is currently light industrial in


character, much like the wider Old Oak
Opportunity Area. Over the years the site has
become tired and it is now reaching the end of
its useful life.
Scrubs Lane is home to a number of studios,
car washes, small factory units as well as
Cargiant, a large motor vehicle dealership.
As we start to think about the future of the
Mitre Yard site there are a number of points to
consider:
We

understand that any development must


complement, and where possible enhance,
the connection from the site to the Grand
Union Canal.

We

need to ensure that the design reflects


and respects the surrounding buildings and
our neighbours.

The

site currently provides a number of jobs.


It is important that whatever we do with the
site we create new jobs and employment,
ideally for local people.

Scrubs

Lane is a busy main road, which


could create some issues of noise, traffic and
air quality.

The

railway line, while providing a natural


border, denies any access or permeability for
pedestrians and cyclists to and from the west
of our site.

EMERGING DEVELOPMENT PROPOSALS


This is an opportunity to revitalise
the site, create a positive addition
to the Old Oak Opportunity Area
and support the local community.
At the start of the development
process we have set out five
principles that underpin our plans.
The diagram show how we can
start to layout the site to achieve
these goals.

NEW JOBS
The site can provide space for
new jobs and a new location for
local businesses, start-ups and
independent retailers to thrive.

NEW HOMES
There is the chance to create
much needed new homes for local
people, with a mix of sizes and
including affordable homes.

IMPROVED ACCESS
The site can be used to create and
improve publicly accessible space,
given its links to the Grand Union
Canal and Wormwood Scrubs.

PART OF WIDER AREA


REDEVELOPMENT
Scrubs Lane, although
underutilised at present, is well
placed to become a new centre for
local businesses.

ARCHITECTURE
High quality architecture that sets
a high standard for the area.

OUR EARLY IDEAS

We are at an early stage of developing ideas


for the site, and no firm decisions have yet
been taken about our proposals. We want to
make sure that any development here makes
a strong contribution to the local environment.
Our early ideas are for a new mixed-use
development that will provide new jobs and
homes for local people, as well as a number
of public benefits.
Our

initial idea is for two structures, of


between six and nine storeys, set either
side of a small connecting road.

We

have thought about including a slender


20 storey tower set back towards the north
of the site between Scrubs Lane and the
railway line. The rest of this building will
step down facing onto Scrubs Lane and the
Grand Union Canal.

These

include the provision of both


commercial and residential units with
sizes ranging from one bedroom to three
bedrooms. There will be affordable housing
on site.

We

want to create a number of ground


floor workshop areas on site, intended to
encourage local businesses and start-ups
to settle here.

PUBLIC REALM & LANDSCAPING

Alongside new commercial and residential space, our


vision is to provide public areas and open spaces that
enhance the appearance of the site, contribute to the
biodiversity of the local area, and make Scrubs Lane
a better place to live and work. Our ideas include:
Connecting

our scheme to the Mary Seacole Memorial


Park. This could include a lively retail courtyard space
fronting onto this, which overlooks the canal.

An

active working yard off Scrubs Lane will include


a retail frontage, encouraging shoppers to visit the area.

A

tree-lined boulevard along Scrubs Lane - making it


a much more attractive space to live and work.

TRANSPORT & CONSTRUCTION


TRANSPORT & ACCESS
This

will be a car free


development (with the exception
of off-street provision for the
mobility impaired), to encourage
the use of sustainable transport
options in conjunction with the
OPDC aspirations for the area.

An

attractive environment for


pedestrians and cyclists will be
created.

All

servicing of the commercial


units and refuse collection and
deliveries for the residential
units will occur in dedicated offstreet servicing areas.

CONSTRUCTION
With

regards to construction,
our contractors will be part of
the Considerate Constructors
Scheme. This means that we will
limit the hours of working and
noisy works.

Furthermore,

we will take
special care to manage
construction vehicles. There will
be a concerted effort to make
sure that construction vehicles
will not park in neighbouring
streets and will arrive only when
they are needed. We are working
to establish the appropriate
route for construction vehicles.

After this exhibition we will be taking a bit of
time to develop our ideas. We will be holding
a second public exhibition in the new year to
present our evolving design proposals.
