n 1979 el presidente Jos Lpez Portillo recibi a Fidel Castro en Cozumel,

Quintana Roo. Adems de la ceremonia y las reuniones protocolarias, el gobierno de

Mxico plane regalar a Cuba un qumico usado en la industria petrolera, pero el
gobierno de Estados Unidos no dio permiso para su exportacin, revelan nuevos
cables publicados por Wikileaks.
El lunes de esta semana, Wikileaks public ms de 500 mil comunicaciones de la
diplomacia de Estados Unidos correspondientes a 1979, justo el ao en que Fidel
Castro visit Mxico por primera vez como jefe de Estado.

De acuerdo a los documentos provenientes del Departamento de Estado, la

Embajada de Estados Unidos sugiri unos temas al presidente Lpez
Portillo para la reunin privada con Castro e incluso investig el operativo de
seguridad que rode al mandatario cubano.
Aqu la historia que relatan los documentos.
El 14 de mayo, el entonces secretario de Relaciones Exteriores, Santiago Roel,
inform al embajador de Estados Unidos en Mxico, Patrick J. Lucey, que el
Presidente de Mxico recibira a Castro entre el 17 y el 19 de mayo de 1979.
El Presidente Lpez Portillo le pidi (al titular de SRE) que me dijera si haba
cualquier cosa que podra hacer para ayudar a los intereses de los Estados
Unidos durante la reunin, dice el cable firmado por el embajador Lucey.
Dos das despus, el 16 de mayo, el Departamento de Estado envi a su embajada
mexicana una serie de temas que Lpez Portillo podra tocar en su junta con Castro:

Que no est en los intereses de ningn pas que Cuba intente intervenir en los
asuntos de otros gobiernos

La preocupacin de que Cuba tena un ejrcito (con aviones de combate y

submarinos) comparable al de un pas como Brasil, que tena 10 veces ms
poblacin

El desinters de Cuba en firmar el Tratado de Tlatelolco (para prohibir armas

nucleares en Amrica Latina y el Caribe)

El mismo da, un funcionario de la embajada envi los puntos al secretario Santiago

Roel, aclarando que se hicieron en respuesta a la peticin del presidente Lpez
Portillo.
CAMBIOS DE LTIMA HORA
El mismo 16 de mayo de 1979, un da antes de la llegada de Castro, el presidente
Lpez Portillo decidi modificar su gabinete: cambi a Santiago Roel por Jorge
Castaeda en SRE; a Jess Reyes Heroles por Enrique Olivares en la Secretara de
Gobernacin; y a Ricardo Garca por Miguel de la Madrid en la Secretara de
Programacin y Presupuesto.
Los cambios sorprendieron a la Embajada y concluyeron que se hicieron esa misma
tarde para minimizar los efectos por la visita de Castro.
Este cambio impidi a la Embajada de Estados Unidos investigar ms detalles sobre
la reunin privada que sostuvieron Castro y Lpez Portillo. En otros cables los
funcionarios diplomticos reconocen que no pudieron investigar ms detalles.
CANCELAN REGALO

Justo el da que Castro lleg a Mxico, Petrleos Mexicanos (Pemex) pidi permiso al
gobierno de Estados Unidos para enviar a Cuba un qumico usado en refineras.
Pemex compr el qumico (CBZ-1 Zeolite) a una compaa de Baltimore en 1977 por
36 mil dlares y lo utiliz en sus refineras, por lo que ahora quera enviarlo como un
regalo a la isla para su industria petrolera.
El oficio de solicitud fue firmado por Enrique Garca Cuellar y en l se aclaraba que el
qumico ya haba sido usado por Pemex y que no tena valor comercial.
El da que Castro lleg a Mxico, Garca Cuellar hizo llamadas telefnicas para saber
si se entregaba o no el permiso.
Segn la Embajada, Mxico pidi al gobierno de EU una respuesta rpida, porque
quera presentar el regalo a la llegada de Castro a Mxico.
Washington tuvo que decir no a tal peticin, dice un cable. Segn los
documentos, el tema se debati en las oficina de Comercio y el Departamento de
Estado
CASTRO EN MXICO
Durante sus dos das en Mxico, Castro habl ampliamente con la prensa sobre los
temas del momento: que Cuba no exportaba revoluciones, que la relacin con
Estados Unidos estaba perfectamente mal, que apoyaba los derechos de los
indocumentados mexicanos en EU, que las tropas cubanas no estaban interviniendo
en Angola y que no quera comprar productos petroleros a Mxico.
El entonces embajador de Cuba en Mxico dijo que su pas no firmara el Tratado de
Tlatelolco, para mantener abiertas sus oportunidad de autodefensa.
LA SEGURIDAD DE CASTRO
La diplomacia de Estados Unidos investig el operativo de seguridad que rode a
Castro en su visita a Mxico, citando a una fuente llamada Hernndez:

El 23 de agosto de 1960, al canciller peruano Ral Porras Barrenechea el gobierno de su pas
le instruy sumarse al cerco contra Cuba orientado por Estados Unidos en el seno de la

Organizacin de Estados Americanos, durante la reunin de Ministros de Relaciones

Exteriores que sesionaba en San Jos, Costa Rica.
Una disyuntiva, contada por l mismo, tuvo ante s el diplomtico: o le haca caso a un
mandato intervencionista, o responda a la peticin que un alumno suyo le acababa de remitir
con el deseo de no claudicar a las presiones del imperio. Porras Barrenechea dio la razn al
discpulo y se opuso a la resolucin anticubana. Aquel gesto le cost el puesto en la
Cancillera. El joven que le haba escrito era Arturo Corcuera, y contaba por entonces con dos
colecciones de versos publicadas, Cantoral y El grito del hombre.
No pasara mucho tiempo para su consagracin literaria. No delirante (1963) fue el ncleo
esencial de una obra potica en la que se reconoce una de las voces lricas de mayor hondura
en las letras latinoamericanas contemporneas, afincada en ttulos como Primavera triunfante
(1963), Territorio libre (1965), Las sirenas y las estaciones (1967), Poesa de clase (1968), Los
amantes (1978) Puente de los suspiros (1982), Prosa de juglar (1992) y A bordo del arca
(2006), merecedor este ltimo del Premio Casa de las Amricas.
Hace apenas unas horas Corcuera fue condecorado en la habanera Casa del Alba con la
Distincin por la Cultura Nacional. En un acto sencillo, ntimo, el ministro de Cultura, Abel
Prieto, puso sobre su pecho la medalla. Entre los presentes se hallaban Roberto Fernndez
Retamar, presidente de la Casa de las Amricas; Miguel Barnet, presidente de la Uneac; y
Guido Octavio Cornejo, embajador de Per en Cuba.
El poeta Waldo Leyva ponder no solo los valores de la obra del homenajeado, sino tambin
su vocacin por la justicia social, su indeclinable solidaridad con la Revolucin Cubana, y su
compromiso con las ideas de Fidel.
Al agradecer la distincin Corcuera ley un texto suyo elocuente, escrito en el 2006: Para
hablar de Fidel / hay que cederle la palabra al mar, / pedir su testimonio a las montaas. / El
Turquino canta y cuenta su biografa, / los pjaros la propagan, / saben su edad y repiten su
nombre. // La edad de Fidel / es la edad de los framboyanes en flor, / la enhiesta edad de su
barba verde olivo. // Todos lo sabemos, / los hroes no tienen edad, / tienen historia, / hacen la
historia, / son la historia.
