PC Site Plan Review for Proposed Synagro Plant, a new biosolids processing
facility
ZONING OFFICE COMMENTS
(All Sections refer to the Zoning Ordinance)
-My correspondence in my November 17th letter indicated that the applicant stated the
proposed use, Biosolid Processing Facility, was similar to an Agricultural Industry. This
Zoning Officer stated the proposed use was more related to the Recycled Products
Manufacturing Facility and/or a Recycling Processing Facility. The applicant agreed on
the change. However a zoning hearing board appeal asking for a Special Exception was
still required under Section 311.5.C.11 under the Commercial/Industrial zoning district.
-Upon further analysis, this Zoning Officer now considers the proposed Industrial
use (Biosolid Processing Facility) to be more related to a Material Separation
Facility, defined in Sec. 201.B, which is permitted by right and only in the Solid
Waste Processing and Disposal District (SW). A site plan (PC) review is required
under Sec. 409, and additional requirements fall under Sec. 315.B.35.
Relief is required from the Zoning Hearing Board for two (2) issues.
1. A variance is required for the Biosolid Processing Facility to be located in
the (CI) zoning district.
2. A variance is required for the allowance of an additional use on the
property. Sec. 401 states: No more than one (1) principal use shall be
permitted on a lot, unless specifically permitted by this ordinance.

The applicant has asked for a variance to exceed the maximum height of the
proposed silo and elevator from the allowable Industrial Use Height of
(50), Sec. 311.5.F to a proposed height of the Silo (52.5), and Bucket
Elevator ( 60) for the processing facility. Under Section 403.B, the accessory
structures (the silo and elevator) cannot exceed (150%) of the allowable
building height in the CI zoning district. No variance is necessary for the
proposed Silo and Elevator heights.
