Over the past several years, Government agencies and the Asian
Development Bank (ADB) and other stakeholders (academics, nongovernment organizations (NGOs), private sectors and communities)
participated in a dialogue leading to preparation of the Citarum Roadmap
and Integrated Citarum Water Resources Management Program (ICWRMP),
a strategic plan of priority projects and activities to improve water
resources management and restore the environment in the river basin,
with
vision:
The government and community working together for clean, healthy, and
productive catchments and rivers, bringing sustainable benefits to all
people
of
the
Citarum
River
Basin
The Investment Program is a-15 year program (2009-2023), with
implementation of the Project-1 will be more than five years from year
budget 2009. Cost estimation for the Investment program is Rp 9.1 Triliun
or
$103.4
million.
The proposed investment program is very comprehensive and will result in
a range of outcomes for the people of the basin. These will include:
(i)

improved

condition

of

water

catchments

in

the

upper

basin;

(ii) adequate quantity and good water quality in streams and reservoirs;
(iii) more reliable water supply and improved sanitation to urban centers
(including the Jakarta conurbation that receives about 80% of its water
from the Citarum River Basin via West Tarum Canal) and rural
communities;
(iv) reduced damage and loss of life from flooding and other water-related
disasters;
(v) improved agricultural outputs resulting from more effective delivery of
water for irrigation and more efficient irrigation practices; and
(vi) more equitable and economically efficient allocation and sharing of
limited
water
resources.
The desired impact of the Investment Program is that, by the year 2023,

poverty, health and living standards in the Citarum River Basin will be
significantly improved.

Description
The program will fund a
range of interventions
across the water sector
that
relate
to
water
and land
management
that are necessary to pursue the
introduction of integrated water resources
management in the Citarum river basin.

The selection of interventions was made based on a Roadmap (strategic

investment plan) for basin wide integrated water resource management.
The roadmap sets out the set of agreed (future) interventions up until
2023 that will be required to achieve key Integrated Water Resources
Management (IWRM) objectives. Initial estimates of the cost of the full
suite
of
roadmap
interventions
total
around
$3.5
billion.
Background/Rationale
The Citarum river basin is considered by the Government to be the most
strategic river basin in the country because it provides 80% of the surface
water supply to the capital city of Jakarta. It supports a population of more
than 28 million people and 20% of the countrys industrial output. The
basins water resources have come under increased pressure over the last
20 years due to urbanization and industrial growth, leading to severe
water pollution and acute water stress and depletion of groundwater in
several
locations.
Components:
The component subprojects selected for inclusion in the Investment
Program all come from the roadmap and were prioritized by basin
stakeholders in a participatory, planning process with selection criteria
including: importance and urgency of the intervention; potential
contribution to implementation of IWRM; whether the intervention was
likely to be funded by other donors or the Government itself; wherever
possible minimizing the number of implementing agencies and sectors
where ADB can add value or has traditionally partnered with the
Government.
The planned component projects (outputs) are grouped by key IWRM areas
as follows: (i) institutions and planning for IWRM; (ii) water resource
development and management; (iii) water sharing; (iv) environmental
protection; (v) disaster management; (vi) community empowerment; (vii)
data, information, and decision support; and (viii) program management.
Benefits/Beneficiaries
The beneficiaries of this Investment Program will be the inhabitants of the
Citarum River Basin, as well as those Jabodatebek residential, agricultural
and industrial users that are supplied with water from the basin, via the
West Tarum Canal. In particular, the Investment Program has been
designed to address the needs of a broad range of basin stakeholders, and
support to communities to plan and undertake their own water and land
management
measures.
