Introduction
Globalization and technological change processes that have accelerated in tandem over the past
fifteen years have created a new global economy powered by technology, fueled by
information and driven by knowledge. The emergence of this new global economy has serious
implications for the nature and purpose of educational institutions. As the half - life of
information continues to grow exponentially, schools cannot remain mere venues for the
transmission of a prescribed set of information from teacher to student over a fixed period of
time. Rather, schools must promote learning to learn,i.e., the acquisition of knowledge and
skills that make possible continuous learning over the life time. The illiterate of the 21 st
century, according to futurist Alvin Toffler, will not be those who cannot read and write, but
those who cannot learn, unlearn, and relearn.
Information and Communication technologies (ICT) which include radio and television, as well
as newer digital technologies such as computers and the Internet- have been touted as potentially
powerful enabling tools for educational change and reform. When used appropriately, different
ICTs are said to help expand access to education, strengthen the relevance of education to the
increasingly digital workplace, and raise educational quality by, among others, helping make
teaching and learning into an engaging, active process connected to real life.
However, the experience of introducing different ICTs in the classroom and
other educational settings all over the world over the past several decades suggests that the full
realization of the potential educational benefits of ICTs is not automatic. The effective
integration of ICTs into the educational system is a complex, multifaceted process that involve

not just technology- indeed, given enough initial capital, getting the technology is the easiest
part! But also curriculum and pedagogy, institutional readiness, teacher competencies, and
long-term financing, among others.

This primer is intended to help policymakers in developing countries define a framework for the
appropriate and effective use of ICTs in their educational systems by first providing a brief
overview of the potential benefits of ICT use in education and the ways by which different ICTs
have been used in education thus far second, it addresses the four broad issues in the use of ICTs
in education- effectiveness, cost, equity, and sustainability. The primer concludes with a
discussion of five key challenges that policymakers in developing countries must reckon with
when making decisions about the integration of ICTs in education, namely, educational policy
and planning, infrastructure, capacity building, language and content and financing.

Meaning of ICT in Education

ICT is the Information and Communication Technologies. ICT in Education means
Teaching and Learning with ICT. Educational ICT can be divided into 3 categories: Input
source, output source and others.
Worldwide research has shown that ICT can lead to improved student learning and
better teaching methods. A report made by National institute of Multimedia Education in Japan,
proved that an increase in student exposure to educational ICT through curriculum integration
has a significant and positive impact on student achievement, especially in terms of Knowledge,
Comprehension, Practical skill and Presentation skill in subject areas such as mathematics,
science, and social study.
However, you can see that there are many education technology solutions provided
in the world which may cause confusion among educators about how to choose the right ICT
solution. Lets have a look at the advantages and disadvantages of ICT tools for education and
discover what kind of education ICT solution is suitable for your school needs.

ICT is concerned with the storage, retrieval manipulation, transmission or reception

of digital data. ICT is defined, as a diverse set of technological tools and resources used to
communicate, and to create, disseminate, store and manage information.
ICT (Information and Communications technology) is an umbrella term that
includes any communication device or application, encompassing: radio, television, cellular
phones, computer and network hardware and software, satellite systems and so on, as well as the
various services and applications associated with them, such as videoconferencing and distance
learning. ICTs are often spoken of in a particular context, such as ICTs in education, health care,
or libraries. The term is somewhat more outside of the United States.
ICT, an abbreviation for information and communication technology, refers to all
equipment, applications and services that involve communication. Computers, cell phones,
televisions, radios and satellite systems are all part of ICT.
The ever-changing field of technology has made the world a smaller place, as
information is easily and rapidly exchanged through devices of telecommunication. The internet
has proved a huge advancement in the ICT community. Videoconferencing and distance learning
allow people thousands of miles apart to speak together as if they were in the same room. ICT
involves more than just sharing of information, however. It also includes the quest to improve
communication throughout the world, especially to more underserved areas of the globe.
ICT means Information and Communication technology and refers to the
combination of manufacturing and services industries that capture, transmit and display data and
information electronically.
ICT stands for information and communication technologies and are defined, for the
purpose of this primer, as a diverse set of technological tools and resources used to
communicate, and to create, disseminate, store, and manage information. These technologies
include computers, the internet, broadcasting technologies (radio and television) and telephony.
In recent years there has been a groundswell of interest in how computers and the
Internet can best be harnessed to improve the efficiency and effectiveness of education at all
levels and in both formal and non-formal settings. But ICTs are more than just these
technologies; older technologies such as the telephone, radio and television, although now given

less attention, have a longer and richer history as instructional tools. For instance, radio and
television have for over forty years been used for open and distance learning, although print
remains the cheapest, most accessible and therefore most dominant delivery mechanism in both
developed and developing countries. The use of computers and the internet is still in its infancy
in developing countries, if these are used at all, due to limited infrastructure and the attendant
high costs of access.

Scope of ICT in Education

ICT encompasses all these gadgets that deal with the processing of information for better and
effective communication. In education, communication process takes place between teachers,
students, management and administrative personal which requires plenty of data to be stored for
retrieval as and when required, to be disseminated or transmitted in the desired format. The
hardware and software like OHP, Television, Radio, Computers and related software are used in
the educational process. However ICT today is mostly focused on the use of computer
technology for processing the data.
Students develop capability in using ICT for tasks associated with information access and
management, information creation and presentation, problem solving, decision making,
communication, creative expression, and empirical reasoning. This includes conducting research,
creating multimedia information products, analyzing data, designing solutions to problems,
controlling process and devices, and supporting computation while working independently and in
collaboration with others.
Students develop knowledge, skills and dispositions around ICT and its use, and the
ability to transfer these across environments and applications. They learn to use ICT with
confidence, care and consideration, understanding its possibilities, limitations and impact on
individuals, group and communities.

A person from village also can refer the latest information and research every day.
Television broadcast is one of the best communication media to educate students,

farmers, and sportsman.

The difficult experiments, advance surgery for medical students etc., can be viewed.
LCD projectors can be used for effective training.
The man power problem, the human mistakes can be avoided by on-line examination.

In online tutoring, the student logs into his or her tutor through the use of internet at home. The
student asks the question and teacher replies it by writing on smart board or using power Point
presentation.

Role of ICT in Education

Nowadays the role of Information and Communication Technology (ICT), especially internet in
the education sector plays an important role, especially in the process of empowering the
technology into the educational activities. Education sector can be the most effective sector to
anticipate and eliminate the negative impact of ICT. Technology (internet) in another side can be
the most effective way to increase the students knowledge.
Being aware of the significant role of ICT (internet) in our life, especially in the
educational activities, education authorities should be wise enough in implementing the
strategies to empower ICT in supporting the teaching and learning process in the classroom. ICT
is not just the bloom of the educational activities, but also it will be the secondary option to
improve the effective and meaningful educational process.
The main purpose of the strategy for Information and Communication in Education
is to provide the prospects and trends of integrating information and communication technology
(ICT) into the general educational activities.
There are some unavoidable fact in the modern education; first, the ICT has been developing
very rapidly nowadays. Therefore, in order to balance it, the whole educational system should be
reformed and ICT should be integrated into educational activities.
The influence of ICT, especially internet (open source tool) cannot be ignored in our students
lives. So, the learning activities should be reoriented and reformulated, from the manual source
centered to the open source ones. In this case the widely use of internet access has been an
unavoidable policy that should be anticipated by schools authorities.
The presence of multimedia games and online games by internet has been another serious
problem that should be wisely handled by the educational institutions. The students cannot be
exterminated from this case. They can have and do with it whenever and whenever they want.

Schools, as a matter of fact, do not have enough power and time to prevent or stop it after school
times. Meanwhile, most parents do not have enough times to accompany and control their
children. So, the students have large opportunities to do with multimedia games or online games
or browsing the negative and porn sites. Having been addicted, the students will have too little
time to study and even do not want to attend classes.

In such situation, education institutions play an important role to eradicate these problems. One
of which is by facilitating the students to do edutainment or educational games. Schools can let
their students be familiar with educational games adjusted by their teachers. Besides, they can
also support and facilitate their students to have their own blogs in the internet. A lotof Weblog

providers are free to the users, such as Word Press. In their blogs, the students can create and
write something, like an article, poem, news, short stories, features, or they can
also express their opinion by an online forum provided in the internet. They are able to share
experiences throughout their blogs to others from all over the world. I think it will be an
interesting activity for them, and it will lessen their time to visit the negative or porn sites
existed.

Since the education sector plays a vital role in economic development, Education system in
developing countries should align with the fast evolving technology because technological
literacy is one of the required skill in our current era. ICT can enhance the quality of education
by increasing learner motivation and engagement, by facilitating the acquisition of basic skills
and by enhancing teacher training which will eventually improve communication and exchange
of information that will strengthen and create economic and social development.

Conclusion
Technologies have great potential for knowledge dissemination, effective learning, and efficient
education services. Yet, if the educational policies and strategies are not right, and if the

prerequisite conditions for using these technologies are not met concurrently, this potential will
not be realized.
