Meeting HFB/HAF/Fraport Greece

Minutes of Meeting, 03 March 2016

HAF requested that agenda for future meetings will be sent earlier in order to allow them to
prepare for a meeting accordingly.
1. Discussion of the required scope and manpower per airport
Airport table was filled with information on manpower provided by HFB and HAF. The table
is attached to the minutes including an overview on work hours and shift factor.
HFB and HAF mentioned that the definition for medical assistance (first aid) differs between
them. According to HFB, medical services belong to EKAV (GR: EKAB). HFB provides Basic
Life Support (BLS) in emergency situations of fire and rescue.
Stephan Syring highlighted that structural firefighting will be an additional task for airport
firefighting services. Furthermore, it is necessary that all fire fighters receive medical
education.
HFB and HAF will receive job descriptions and minimum training requirements according to
number of required staff.
According to the current legislation, in order to become a fire fighter, somebody has to sit
on exams and attend a 2.5 years course. Prior to this, everybody who wanted to become a
fire fighter, he could attend a 4 months course.
HFB has strong grounds to believe (e.g. unemployment in Greece) that it shall be able to
achieve a regulatory exemption and eventually employ 350 fire fighters and train them
within 4 months. HFB shall not undertake to provide (within this 4 month period) training
specialized on aircrafts etc.
HFB gave the following estimates based on current figures for annual salary and equipment
costs at SKG and JTR:
SKG: 47 people, annual salary: 1,350,000 EUR, and if we include the equipment (i.e.
c. 2.000EUR/person) the total amount is 1,450,000EUR
JTR: 35 people, annual salary: 1,012,000 EUR and if we include the equipment (i.e. c.
2.000EUR/person) the total amount is 1,100,000EUR
2. Discussion of responsibilities at each airport and future options
HAF could provide full scale firefighting services at PVK. All 13 other airports could be
covered by HFB. Proposals will be developed accordingly based on information (job
descriptions, minimum training requirements) to be provided by Fraport Greece.
HFB made aware of a possible legal problem when HAF will cover civilian aircrafts. HAF will
clarify.
3. Discussion of possible shift hours (24 h shifts)
Both, HAF and HFB, will provide proposals based on 24 hour shifts.

4. Discussion of flexible annual shift models


Overview on work hours and shift factor is attached to this minutes.
5. Discussion of multi-use options for firefighting staff
A list of firefighting-relevant tasks is attached to these minutes. Fraport Greece will provide
list with additional tasks to be clarified with HAF/HFB if these tasks can be covered.
6. Required qualification and training for fire fighters (prior to CCD)
Fraport Greece will provide minimum training requirements.
7. Responsibilities of coast guard in regard to sea rescue
HFB explained that according to law, the Coast Guard is responsible for the sea whereas HFB
is responsible for lakes and rivers.
8. Insurances and liability
HFB is not insured by insurance company. They are protected by GR legislation for all
damages they might cause (needed or not). HAF will check coverage of services to civilian
aircrafts.
9. Time frame for contract and Service Level Agreement
Both, HFB and HAF, could provide a proposal approximately within 1 month, subject to the
provision of job descriptions and minimum training requirements by Fraport Greece.
10. Contract procedure
Contracts with HAF and HFB have to be signed by the corresponding ministers.

Possible services fields for the efficient use of personnel


serving in the Fire Rescue Service
Airport fire services can also provide various services in addition to their original
tasks. However, this is linked to certain conditions.

These conditions are based on legal / regulatory requirements, and the primary task:
Legal requirements, such as the response time of 2 or 3 minutes, must be
respected (Aircraft Rescue & Fire Fighting, ICAO / EASA-Regulation), as well
as the requirements for the response time for structural/building fire protection and optionally the medical emergency services.
The major tasks (rescue, firefighting, technical rescue, civil protection, first
aid emergency services) require that the physical and mental readiness even
after the additional services is still sufficient to cope safely with incident situation.
Moreover, connected to the original tasks secondary tasks must be fulfilled.
In particular, the training of employees must not be restricted; the used firefighting equipment must be available to operations anytime.
There are many possible areas where airport fire department employees can
be active; however, it depends on the size of the airport, and the airport fire
service organization. The technical equipment (for example, workshops) and
staff training needs to be adapted.
