About DOFE
Department of Foreign Employment (DoFE) is a government institution that falls under the
Ministry of Labor and Employment. With 108 recognized destinations around the world, this
department concerns with job placements for Nepalese citizens in foreign lands. Not only does it
oversee the procedures related to foreign employment, but also ensures good working conditions
for those going to work abroad. All the procedures relating to traveling abroad for employment
are undertaken under the supervision of this particular department.
Introduction
DoFE, as a central body, controls and felicitates the process of foreign employment for Nepalese.
All the stakeholders like insurance, orientation centers, recruitment agencies and medical centers,
including bank converge together at the DoFE which then progresses recruitment processes for
each Nepali individual trying to go abroad for employment. The system is easy to follow with
notifications and alert messages to guide users forward in the right direction.
Henceforth is the step by step tutorial for using DoFE application software for RA Login. First is
Registration.
RA Registration Process
Any Recruitment Agency wanting to work with DoFE as its stakeholder needs to first register with
the system. Each step of registration is explained below:
Step 1:
RA representative has to first visit DoFE office and provide its email address. RA official will enter
the email address to the system. The RA will then receive an email. The email reads as is shown in
the screenshot below:
Step 2:
Open your inbox to find an email with the registration link. Please remember, the registration link
has a validity of 7 days only.
Click on that registration link and following form (Image I and II) will appear:

Fill up each of the fields with appropriate information:
Licensed Recruiting Agency Details:
Recruitment Agency Name*: Enter the name of your recruitment agency
PAN/VAT No.*: Enter the unique PAN or VAT number code for the company
Fixed Asset: Enter all the tangible property that your firm owns
Current Asset : Enter all the liquid assets, meaning info about cash or bank accounts
Estimated No. of Workers: List the number of employees you currently have
Registered At*: Select the firm your RA is registered at from the drop-down
Registration Number: Enter your registration number
Address Info:
Enter the country, corresponding region, zone, district, VDC/Municipality, ward number, city, tole,
street, state and house number.
Contact Info:
Supply the post box number, telephone number, Fax, Mobile number and email address for your
Recruitment Agency.
Finally, Click on Save. You have now filled up the form for registering the recruitment agency.
At this point, expect an email with the username and password that you can use to log into the
system.
Step 4:
Check your inbox for an email with username and password as shown in the screenshot below:
Now, your Recruiting Agency is successfully registered. You can now access your own dashboard
by entering the given username and password.
System Login
For an RA to start working in this automated system we have created, the first step is to log in to
the web application via the username and password previously set. Given below is the login
window:
Please enter your Username and the corresponding Password and click on Sign In.
Forgot Password
In case youve forgotten your password, click on Forgot Password? And you will be directed to
Password Recovery as shown in the screenshot below:

Captcha Text: Enter the text seen inside the box for verification and click on Next
You will then see a message box communicating you to check your inbox for further process:
Click on the link to follow it and you will be led to a following page where you can supply new
password to change the old one.
Home Screen
Once you Sign In, you will then be led to the home screen as seen in the series of screenshots
below:

As you can see, the stepwise procedures for an RA to follow has been specified under different
sections. The major ones being: Profile, Management, Pre-Permission, Final Approval and
Renewal. Each of these sections have sub modules that control specific tasks.
Also, to the far left side, you have Dashboard that helps with quick navigation through modules
that are listed in the page.
To the rightmost corner, you can see a Settings icon besides the welcome message, from there
you can edit profile and log out.
Now, let us learn more about each of the modules.
Profile
First list of modules is Profile. Here, concerned Recruitment Agency manages its profile and also
oversees the approval process along with the account details.
RA Profile
Follow RA Dasboard>Profile>RA Profile to find the registered Recruitment Agencys complete
profile. Following page will appear (Image I and II):

As you can see in the red box above, under different headings, different tabs provide you specific
information about the RA. Refer to the screenshot below:
Each tabs are explained below:
Edit: To edit any information from the basic profile tab, click on Edit icon placed on the bottom left
corner of the page. This will open up the edit form, as shown in the series of screenshots below:

Here, listed is the detail of labor representative if you have already entered one.
Actions: Hover your mouse over Actions to find options on Edit, View and View Change Log

Click on the Edit option under Actions to find the following Edit page (image I and II):

Make changes as per your requirement and click on Save.

As you can see, listed is the log of labor representatives changed so far, if any.
Click on Cancel to return to previous window.
Add Labor Representative
To add labor Representative, click on Add New button placed under the labor representative tab.
Following add new form will appear:

Fill up the form with appropriate details and click on Save to confirm.
Proprietor Tab
Follow: Dashboard>RA Profile>Proprietor Tab to find or add information about the proprietor.
Following page appears:
Actions>Edit
The Edit option will open up an edit form as shown in the series of screenshots below (Image I, II
and III):

Listed in the table will be the log of proprietor changed so far, if any.
Click on Cancel to return to previous window.
Add Proprietor
To add proprietor, click on Add New button placed under the proprietor tab. Following add new
form will appear (Image I, II and III):

Fill up the form with appropriate details and click on Save to confirm.
Master Document Tab
Follow Dashboard>RA Profile>Master Document tab to find all the master documents listed.
Remember, only the documents that have been added during registration will be shown here.
Click on View to see the preview of the uploaded document and Click on Download to save a
copy in your system.
More
Under Dashboard>RA Profile, if you look to the far right corner, you will find a More button as
shown in the screenshot below:
If you click on it, you will find further options to find details about the Recruitment Agency you
registered. Details include:
Proprietor Share
Go to More>Proprietor Share to find details of the share each proprietor owns:
Hover your mouse over Actions to find Edit, View and View Change Log options, Each will open
up the respective information.
Click on Add New to input details about a new share details. Following add new form will appear:
Fill up each fields with appropriate details and click on Save to confirm and Cancel to discard the
addition.
Agent Representative
Hover your mouse over Actions to find Edit, View and View Change Log options, Each will open
up the respective information.
Click on Add New to input details about a new agent representative. Following add new form will
appear (Image I, II and III)

Input details about the new agent representative and click on Save.
Managing Director
Select More> Managing Director to view the current managing director. Following view page will
appear:
Here, click on Edit to find a form where you can change any of the information about the
managing director.
Physical Infrastructure
Select More> Physical Infrastructure to view info about the existing physical infrastructures of the
company. Following view page will appear:
Click on Edit to find a form where you can update any information about the changed or added
infrastructures.
Cash Deposit
Follow More>Cash Deposit to view details about the cash deposit of the company. Details will be
listed as in the screenshot below:
Hover your mouse over the Actions button and click on View to access further details about the
concerned cash deposit in new page.
Bank Guarantee
Follow More>Bank Guarantee to view details about the bank guarantee of the company. Details
will be listed as in the screenshot below:
Hover your mouse over the Actions button and click on View to access further details about the
concerned bank guarantee in new page.
Approval
Follow: RA Dashboard>Profile>Approval. The approval process for Recruitment Agency leads to a
verification log page as shown in the screenshot below.
Account Detail
To access the details of the RA account detail regarding the transactions that have been carried
out so far, follow: Dashboard>Profile>Account Detail. Following page will appear:
The name of the recruitment agency and its account number, its balance and last updated date
is listed in the table. For further details, hover your mouse over Actions and click on the View
option. Following page will appear with further details on the account:

Management
Follow Dashboard>Management to handle the managerial tasks regarding the agency and work.
Here, branches are set up and roles are specified.
It has two modules, as shown in the screenshot below.
The User Management manages the task-related job sharing among RA officials whereas the
Branch Management helps set up system for each of the office branches created.
User Management
Follow Management>User Management to manage officials according to their jobs specialization.
The user management page looks as is shown in the screenshot below:
1. Add New: Click to add new user role and its details
2. Quick Search: Enter specifics to search for a particular user
3. Actions: Hover your mouse over actions icon to find Edit, View or Activate/Deactivate
options. Note: you cannot Edit or Activate/Deactivate primary user.
The Edit option opens up the form page where you can edit each detail to make changes. The View
page gives a profile page with details corresponding to what had been filled up in the form.
The Activate/Deactivate button, when clicked, pops up a confirmation message box asking
whether you want to activate a user role if its deactivated and deactivate if its already active.
To Add New User Role
To add new user role, under the Management>User Management module, select Add New button.
Following form will appear:
Change any detail that you want to edit from the form fields and click on Save.
Branch Management
Follow Management>Branch Management to manage the branches of the office. You can add new
branches, activate/deactivate available branches or edit branch information here.
As you can see in the image above, a list of branches appear along with their details.
1. Add New: Click to find a form you need to fill up for adding a new branch
2. Quick Search : Enter the name of the branch and choose whether it is active or inactive
3. Actions: Click to find Edit, View or Activate/Deactivate options. Please Note: Main branch
cannot be Activated/Deactivated.
To Add New Branch
To add new branch, click on the Add New button placed under branch management, a form will
appear, as is shown in the screenshot below:
Supply details to each of the fields: Basic Info, Address Info and Contact Info regarding the branch
you are going to add. Then, click on Save. Make sure you fill out correct information for fields
marked with Asterisk * as they are mandatory.
To Edit a Branch
To edit any branch that has already been added, follow Management>Branch Management
module, and under Actions, select the Edit option corresponding to the branch you want to edit.
Following page will appear:
Change any detail that you want to edit from the form fields and click on Save.
Pre-Permission
Recruitment Agency needs to take permission from DoFE before preparing any group of applicants
for foreign employment. Such permission is termed as Pre-Permission.
Once an RA is registered, it can fill up a form to ask for permission to take Nepali workers abroad
for job. This process is done from the RA Dashboard. And once this process is done, the request
for permission shows under Pre-Permission.
Pre-Permission has two modules under it: Pre-Permission Request and Approved List.
Please Note: As soon as you open the pre-permission modules, you will notice a message box to
ask for permission of location enabling, as shown in the screenshot below:
Click on Allow to grant location request to the system and Block to stop it from locating you.
Pre-Permission Request
Follow Dashboard>Pre-Permission>Pre-Permission Request to request the approval of the
demand list for your Recruitment Agency. Only after the approval of pre-permission request can
the company start processing individuals for working abroad. Given below is the screenshot of
pre-permission request page:
1. KDN/BPN Type: KDN/BPN number is the unique internationally pre-assigned number for
each RA. Here, select whether your company has KDN/BPN number or none
2. KDN/BPN No: Enter the unique internationally pre-assigned number
3. Save and Close: Click to save the pre-permission request you just added
4. Save and Add New Skill: Click to save the info added so far and also to add new work skill
5. Cancel: Click to discard the pre-permission addition
Save and Add New Skill
This option as seen in the bottom of the add new pre-permission form, allows you to save the
addition made so far and to add new skill. Click on it and you will be directed to the following
page:
Here, click on the Add New Skill button as outlined by Red box in the image above. Following add
new skill form will appear:
Fill up the demand list by entering skill, qualification required, number of workers (male/female)
and other facilities as is provided by the company.
Once completed, click on Save to confirm the addition of new skill.
Request Pre-Permission
Once the company is added and its pre-permission details are entered. You will now have to
request for a pre-permission. To request for pre-permission, go to Actions and hover your mouse
over the button. A Request option will appear. Click on it. A warning message will appear.
Click on Ok. You will then receive a confirmation message, like the one shown below, confirming
the successful update of pre-permission status.
Edit Pre-Permission
To edit any of the lot number listed under pre-permission, follow: Actions>Edit. An edit form will
appear, as shown in the screenshot below.
Approved List
To find the list of approved pre-permission requests, go to: RA Dashboard>PrePermission>Approved List. Following page will appear:
1. Quick Search: Enter the lot number and click on search icon for quick search
2. Lot No.: Lists the lot number of the group approved
3. Approved By: Lists the authority who approved pre-permission request
4. Approved Date: Lists the date in which it was approved
5. Actions: Click on the icon to find View and View Candidate List option.
The top left corner will bear the lot number for candidates that are listed in that particular lot. In
the table, as marked by the red box, you see names of the individuals along with their passport
number, skill, status, pre-requisite details like orientation, insurance, medical and cash deposit.
These individuals are the ones that group under the same lot number.
Add Candidate
The Add Candidate button, as seen in the individual registration page, will open up a page as
shown in the screenshot below:
Enter the passport number and click on Add New. An add candidate form will then appear
as shown in two screenshots below:

Fill up the form with details of the candidate and click on Save to confirm.
Actions
Also, the actions button under view candidate list will show further options: View, Request,
Cancel request and View log as are explained below:

When you click on view under Actions, following page (Image I and II) will appear with all the
details of that individual.

Actions>Request
The request button under Actions will further the pre-permission request for approval from the
admin. Click on Request, a warning message will appear. Click on Ok. You will then receive a
confirmation message confirming the successful update of pre-permission status.
Actions>Cancel Request
To cancel any requests already made, go to Actions>Cancel Request. A new page will appear
where you can enter remarks as shown in the screenshot below:
Actions>View Log
Click on View log to find the log of the individual pre-permission request. A page will appear with
all the logs as shown in the screenshot below:
Final Approval
Final approval for RA consists of a single module that aids in adding new company to the list of
companies.
The list shows the companies that have requested for approval along with details like country,
email, work type and status. Those who have a green check mark placed in their approved status
have already been approved.
1. Quick Search: To search for specific company from the list, select the country from the
drop down and enter the name of the company. Click on search icon
2. Actions: Click to find the option for View, that helps show complete details on the
company
Add New Company
To add new company in the list, follow: RA Dashboard>Final Approval>Company Add Request>
Add New. Following company add request form page will appear:
Here, enter specifics about the company, contact info and work type and click on Save. Following
confirmation message will appear:
Renewal
Your Recruitment Agency needs to renew its license yearly with regard to the fiscal year. For that
reason, Renewal module comes in handy.
RA Renewal
To Renew your Recruitment Agency, follow: RA Dashboard>Renewal. Following page will appear:
Add New: Click to add new renewal process for your Recruitment Agency
Also, as you can see, listed here is the renewal process your company has gone through so far. It
lists the date of renewal (From and To), Agencys status, renewal requests status, name of the
bank RA does transaction from and the amount paid.
Add New
The Add New button under Renewal helps add a new renewal process. Click on it to find a form
as shown in the screenshot below:
Here, in the space that is provided, select the type of document you are uploading and upload
the required documentations for renewal. Click on Save to confirm.
Actions
The actions button under RA Renewal process shows further options for Edit, View and View Log.
Actions>Edit
Click on Edit to find a page as shown in the screenshot below:
Select the Document Type from the drop down. Upload new document by clicking on Add
Document. Or, if you want to remove the document already added, click on the cross on the far
right of the documents. Make changes as per your requirement and click on Save.

Click on View to find details as shown in the screenshot below:
View option under Master Document will allow you to preview the document
Download option will help you download the document
Actions>View Log
Click on View log to find the log of the renewal request so far as shown in the screenshot below:
You can further view details from Actions>View option as seen on the view log page. Following
approval log message box will appear:
