5 Hanjin ships held in Chinese limbo! Nowhere


to go and nothing to do

HANJIN Shipping has posted a document on its website stating that five of its containerships are being held off
Chinese ports as of September 26. Three of these ships are categorised as "arrested", as the vessels were detained
under court orders, Hanjin told Lloyd's List. They are the 4,253-TEU Hanjin Dusseldorf, the 9,000-TEU Hanjin
Sooho at the port of Ningbo, and the 6,100-TEU Hanjin Rotterdam at the port of Yantian. Another two ships are
categorised as "vessel departure/arrival not available", referring to vessels held by ports or terminal operators without
court orders, the spokesperson added. These two are 4,300-TEU Hanjin Kingston at Ningbo and the 3,560-TEU
Hanjin Turkey at Xingang. A further two ships - then 13,092-TEU Hanjin Green Earth and 2,900-TEU Hanjin
Piraeus - were 'under way' to Shanghai. The Hanjin Green Earth was scheduled to arrive in Shanghai at 1000 hrs
on Tuesday, but Lloyd's List Intelligence data showed the ship did not enter the port but was anchored offshore near
Shanghai. Hanjin Piraeus, currently sailing in the India Ocean, is due to call at Shanghai on October 3. Hanjin said
the company is trying to arrange for the two vessels to return to Busan - one of its designated "safe haven ports" - as
they cannot obtain China's approval for the injunction against attachment of assets obtained in its native South Korea
earlier this month. So far, Hanjin has secured nine 'safe haven' ports outside of Korea - Singapore, Hamburg, Long
Beach, Algeciras, Valencia, Oakland, New York, Seattle and Manzanillo - where its ships can safely unload their cargoes
without fear of arrest by creditors. But China remains an 'unfriendly' location, as the jurisdiction does not support
automatic recognition of overseas insolvency proceedings; neither does it provide other avenues like in the US, where
foreign companies such as Hanjin can apply for Chapter 15, according to Sloma & Co partner Zhou Qi. source:

P&I Priority Over a Ship Mortgage: Meet the


New Crew Claimants

Cases of vessel and crew abandonment are increasingly in the headlines, as freight rates sink to levels that can fail to
cover shipowners operating expenses.Traditionally, the mortgage bank would come to the crews relief, paying
outstanding wages and arranging repatriation. This was not so much altruism as recognition that the crew wages claim
already had priority over the mortgage, and the fact that a sale of the vessel would not proceed with a striking crew
on board who refused to deliver up possession. However, this solution to crew abandonment depended on there being
a mortgagee willing to take swift action and a local legal system with the rule of law which enabled enforcement of the

parties rights. On occasion, the mortgagees ability to intervene could also be impeded by the automatic stay
resulting from a filing under Chapter 11 or similar bankruptcy protection laws. To address the issue of abandonment of
seafarers, amendments to the Maritime Labour Convention (MLC) will enter into force in January 2017. The
amendments will be implemented in Hong Kong through the Merchant Shipping (Seafarers) (Working and Living
Conditions) Regulation (L.N. 69 of 2016) (the Regulation). Section 59 (1) of the Regulation provides that:
(1) A financial security must be in force in respect of a ship to ensure that any seafarer employed to work on board
the ship is provided with assistance when the seafarer is abandoned.
Having adopted paragraph 9 of Standard A2.5.2 of the MLC (s. 59(2)(b)), the Regulation requires that the financial
security, which will be provided by the P&I Club, must be sufficient to cover (i) outstanding wages and other
entitlements due from the shipowner to the seafarer, limited to four months; (ii) the cost of repatriation; and (iii) the
essential needs of the seafarer. Standard A2.5.2 of the MLC paragraph 12 (adopted in the Regulation by s.59(2)(b))
further provides that the insurer shall, up to the amount it has paid in accordance with the applicable law, acquire by
subrogation, assignment or otherwise, the rights which the seafarer would have enjoyed.
In common law jurisdictions such as Hong Kong, it may be necessary for the P&I Club to obtain the courts approval of
the payments and also the insurers subrogation to the crews rights. This would ensure that the P&I Club will receive
the priority conferred by the crews maritime lien. In future shipping bankruptcies, it is likely that the P&I Club will
bring subrogated crew claims against the vessel and its court sale proceeds, being the only remaining source of
reimbursement. Mortgagees and others interested in the proceeds may need to verify the underlying crew claims to

Norwegian Cruise Line Celebrates Fifty Years

Norwegian Cruise Line is celebrating 50 years of operation this year. On December 19, 1966, the M/S Sunward made
her first voyage from Miami to the Caribbean signifying the birth of Norwegian Caribbean Lines. Now, as Norwegian
Cruise Line, the group is a global cruise brand with 14 purpose-built ships sailing to more than 300 destinations
worldwide. The cruise line was founded by Knut Kloster and Ted Arison, with just one 8,666-ton, 140m cruise ship/car
ferry, Sunward. Arison soon left to form Carnival Cruise Lines, while Kloster acquired additional ships for service in
the Caribbean. Norwegian pioneered many firsts in the cruise industry including the first combined air-sea program
(marketed as "Cloud 9 Cruises") which combined low cost air fares with the cruise. It was also the first cruise line to
develop new ports in the Caribbean, including Ocho Rios in Jamaica. Like the original Sunward of 1966, Norwegians'
second ship, the Starward had the capability to carry cars. Later, this area was turned into cabins and public spaces.
Norwegian made headlines with the acquisition of the France in 1979, rebuilding the liner as a cruise ship and
renaming her Norway. The conversion cost more than $100 million. At the time, the Norway was significantly larger
than any existing cruise ship, and exploited the extra space available by adding a greater than usual variety of onboard
entertainment. Her success paved the way for a new era of giant cruise ships. Norwegian has expanded to other parts
of the world, including Alaska, Europe, Bermuda, and Hawaii. Between 1997 and 2001 the company also operated
cruises out of Australia under the name
Norwegian Capricorn Line.Its subsidiary
Orient Lines, founded in 1991 to run the
Marco Polo, was acquired in 1998.
Norwegian itself was acquired by the Star
Cruises, subsidiary of Malaysia-based
Genting Group, in 2000.

and San Juan, Puerto Rico. This fall, Norwegian Cruise Line will cruise to the Far East for the first time since
Fall/Winter 2001-2002, with Norwegian Star sailing to the region for several unique itineraries that also feature firstever visits to The Gulf and India.
This winter, Norwegian Sun will journey south for a season for a range of seven, 10 and 14 day sailings departing
from Santiago (Valparaiso), Chile; Buenos Aires, Argentina; and Rio de Janeiro, Brazil. Rounding out the fleet this fall
is Norwegian Jewel, sailing seven-day itineraries to the Mexican Riviera from Los Angeles; Norwegian Spirit, sailing the
Mediterranean and the Canary Islands from Barcelona; and the recently renovated Pride of America, sailing weekly

Hanjin's predicament raises questions over


future of THE Alliance: Drewry

THE Hanjin bankruptcy leaves the proposed carrier grouping THE Alliance at a size disadvantage vis-a-vis its rivals,
leaving Drewry's Container Insight Report wondering about a likely replacement carrier. The container shipping
industry is in a state of flux at the moment and nobody can honestly say they know for certain what the landscape will
look like six months from now, observed London's Port Technology International. Even before Hanjin Shipping filed for
bankruptcy protection the industry was preparing itself for big changes to the make-up of the major shipping alliances,

which from April, 2016 are scheduled to downsize from four to three. However, Hanjin's impending demise and
uncertainty surrounding new membership agreements and regulatory approval have clouded the picture. Hanjin was
one of six carriers along with Hapag-Lloyd, "K" Line, MOL, NYK and Yang Ming that in May, 2016 announced they
would form THE Alliance to serve the east-west container trades from the Q2, 2017. The South Korean carrier was the
second largest of the group with 460,000 TEU in nominal ship capacity in the East-West routes before it exited the
stage in August. Hapag-Lloyd's merger with United Arab Shipping Co (UASC) will add 315,000 TEU in East-West
capacity so it bridges some, but not the entire gap.Expectations that there would be an eighth partner (UASC being
the seventh) were confounded when it emerged that the financially troubled Hyundai Merchant Marine (HMM) was in
talks to join the world's two largest carriers Maersk Line and MSC in the 2M alliance. Calculating potential market
shares for the three proposed mega-alliances is complicated by the fact that HMM's deal with the 2M lines is yet to be
concluded and that no one knows who will pick up Hanjin's capacity, which was five per cent of east-west ships in
August.In the US, the Federal Maritime Commission (FMC) has requested more information to consider the proposal of
the OCEAN Alliance members CMA CGM, Cosco, Evergreen and OOCL, although there is no suggestion that the move
will cancel or even push back the scheduled April start.While acknowledging that making perfectly accurate market
share projections is impossible at this stage, Drewry says that THE Alliance will be far smaller than its two rivals. When
Drewry asked the major carrier in THE Alliance, Hapag-Lloyd, how they planned to handle the loss of Hanjin there was
no indication in its reply that they are looking to bring in anyone else. Hapag-Lloyd said: "THE Alliance is creating its
future product at the moment and it will be a very competitive product in all east-west trade lanes with attractive port
coverage, comprehensive port-to-port connections and competitive transit times."Surprisingly, in the current era of
competitive-cooperation between lines there are still a few non-alliance affiliated carriers that might be targets. The
uncertainty over what the industry will look like is less than ideal as shippers prepare tenders for shipping contracts.
Drewry's view is that with so much uncertainty, shippers will probably look to hedge their bets with the alliances at the
beginning and see which one works best for them in the long-term. source: Schednet

Hong Kong Competition Commission Publishes


Proposed Block Exemption Order for Liner
Shipping Sector

On 14 September 2016, the Hong Kong Competition Commission published its first proposed block exemption order
(BEO) for certain liner shipping agreements, accompanied with a statement of preliminary views setting out reasons
for its proposed decision. This follows the BEO application made by the Hong Kong Liner Shipping Association (HKLSA)
on 17 December 2015. The Commission invites interested parties to submit representations about the proposed BEO
as well as the Commissions provisional position on the BEO application.
What is a BEO?
Under section 15 of the Competition Ordinance (Cap. 619) (the Ordinance), the Commission may issue a BEO for a
category of agreement (which has potential to harm competition) where it is satisfied that such category of agreement
enhances overall economic efficiency. Agreements that fall within the scope of a BEO will be exempted from the
application of the first conduct rule (click here for our Hong Kong Competition Law Investigation Series to learn more
about BEO).
What does the proposed BEO cover?
The Commission intends to issue a BEO for vessel sharing agreements (VSAs), but not for voluntary discussion
agreements (VDAs), which were both sought to be exempted. VSAs are agreements between shipping lines on certain
operational arrangements (i.e., joint operation of liner shipping services, capacity adjustments and joint operation or
use of port terminals and related services), and are often compared to code-sharing or alliance agreements of airlines.
VSAs in the simplest form may provide for the transfer or reciprocal exchange of container slots, while more
sophisticated VSAs may include coordination of the parties respective sailing schedules and the operation of joint
services. On the other hand, VDAs are agreements between carriers for other commercial issues relating to particular
shipping routes. They provide for the exchange and review of market information, supply and demand forecasts and
business trends, and may also involve the issuance of pricing recommendations. The Commission considers VSAs
generate sufficient economic efficiencies to justify exclusion from the application of the first conduct rule, in that they
result in, among other things, increased quality of service (through broader service coverage and higher service
frequency), costs efficiencies and decreased costs of entry and expansion. In contrast, it was not considered that rate
stability, service stability and rate and surcharge transparency as claimed to be benefits arising from VDAs justify the
grant of an exemption. Under the proposed BEO, activities undertaken pursuant to VSAs will be exempted if (1) the

combined market shares of the parties to the VSA do not exceed 40 percent; (2) the VSA does not authorise or require
parties to engage in anti-competitive behaviour (i.e., price fixing, output restriction and market allocation); and (3)
parties to the VSA are free to withdraw from the VSA without penalty upon reasonable notice. The proposed BEO also
provides for the basis of calculating market shares in the liner shipping market. It was proposed that the duration of
the BEO would be for five years and the Commission intends to review the BEO four years after its commencement.
What is the next step?
As required under section 16 of the Ordinance, the Commission calls for representations from interested parties on the
proposed BEO and its provisional views on the BEO application. Specifically, the Commission asks for substantive
information and empirical evidence that are relevant to the BEO assessment of both the VSAs and VDAs. A nonexhaustive list of specific issues have been provided by the Commission identifying matters that interested parties may
wish to address, including whether VSAs or VDAs give rise to economic efficiencies, terms of the proposed BEO and
proposed transitional arrangements. The Commission will take into account the representations received in reaching a
final decision relating to the BEO application. The deadline for submitting representations to the Commission is 14
December 2016. It should be noted that representations submitted will be accessible by the public on the
Commissions website, and parties should consider providing a non-confidential version for uploading if confidential
information is to be included.
Why is the BEO important?
The proposed exemption provides legal certainty and safe harbour to the liner shipping sector, which is important
given Hong Kongs status as one of the busiest and most significant ports in the world. The proposed BEO is broadly in
line with the EU approach, where exemption has been granted to VSAs but not VDAs. However, it appears to be more
restrictive than the position in the US and Singapore, where both VSAs and VDAs are permitted, respectively by
specific legislation and block exemption order, despite the fact that in the US liner agreements involving discussion and
fixing of rates would have to be filed with and reviewed by the Federal Maritime Commission, the US maritime
regulator. In China, international liner shipping agreements are required to be filed with the Ministry of Transport
within 15 days of execution, and could be subject to investigation if they harm fair competition. The National
Development and Reform Commission, one of the antitrust regulators in China, is currently looking into VDAs and in
particular how they influence the price setting process of carriers. Given the significance of the liner shipping sector to
the Hong Kongs economy, interested parties will want to carefully consider the terms of the proposed BEO and the
preliminary views of the Commission, and to make necessary representations before the consultation closes.

New LNG Carrier Delivered to MISC Berhad

MISC Berhad (MISC) held the naming and delivery ceremony of its new LNG carrier, Seri Camellia. The 150,200 cu.
m. Liquefied Natural Gas (LNG) carrier is the first in a series of five MOSS-Type LNG carriers ordered from Hyundai
Heavy Industries Co., Ltd. (HHI) by MISC. Upon their delivery, these new LNG Carriers will be chartered to PETRONAS
for the next 15 years. The naming ceremony was graced by the presence of Y. Bhg. Tan Sri Sidek Hassan, Chairman of
PETRONAS and was officiated by his wife and the vessels Lady Sponsor, Y. Bhg. Puan Sri Dato Wan Noorlina Wan
Hussin at the HHI Shipyard in Ulsan, South Korea. It is a historic occasion for MISC as Seri Camellia will be part of the
new generation of the Seri C Class LNG fleet, comprising MOSS-Type vessels that provide a more robust and superior
cargo containment system and ensuring a higher degree of operational flexibility for MISC to operate in harsh

The new generation of LNG carriers incorporate
state-of-the art technologies in various forms including the Integrated Hull Structure (IHS) with four spherical tanks
shielded by the continuous cover, which improves the overall structural strength of the hull. Additional green
technology features adopted for these new carriers include energy efficiency, emissions reductions, biodiversity
management and end-of-life disposal. These features also include the installation of the Selective Catalytic Reduction
(SCR) system for the diesel generator to comply with the latest IMO Tier III requirement and the Ozone Ballast Water
Treatment System. The carriers will be powered by an Ultra Stream Turbine (UST) plant, and installed with pre-swirl
duct and Propeller Boss Cap Fin (PBCF). The MOSS-Type newbuilds are part of MISCs long term fleet expansion
programme to cater to the energy transportation needs of PETRONAS. They have been designed for worldwide trading
capability to enable them to call at all major LNG terminals in the world.Upon the completion of its naming ceremony
today, Seri Camellia will embark on its maiden voyage from South Korea to Bintulu, Malaysia. Her delivery brings the
current number of MISCs LNG fleet to 26 vessels, further augmenting MISCs position as a reliable and safe
transporter of LNG. The remaining four vessels are currently under construction in South Korea and will be completed
on a staggered basis and delivered to MISC in due course.MISC is one of the worlds largest single owner-operators of
LNG vessels and for over three decades, have safely delivered more than 400 million tons of LNG. In 2015, MISC

The importance of shipping in supporting and sustaining todays global society makes it indispensable to the world and
to meeting the challenges of the sustainable development agenda, top UN officials declared today, as the international
community marked World Maritime Day. Maritime transport is the backbone of global trade and the global economy,
said the UN chief in a message on the World Day, which is observed annually on 29 September, and whose theme this
year is Shipping: indispensable to the world Everybody in the world benefits from shipping, yet few people realize it.
We ship food, technology, medicines, and memories. As the worlds population continues to grow, particularly in
developing countries, low-cost and efficient maritime transport has an essential role to play in growth and sustainable
development, he added Indeed, the Secretary-General said that shipping helps to ensure that the benefits of trade
and commerce are more evenly spread. No country is entirely self-sufficient, and every country relies on maritime
trade to sell what it has and buy what it needs. Much of what we use and consume in our everyday lives either has

other options as demand for their services diminishes ahead of mass flow metered or MFM bunkering becoming

they said the standard of surveying in the Middle East is not as high as in Singapore, so we went there, he said.
The company, which has 16 staff, began planning the move in January when it saw business prospects were not good
in Singapore next year, he said.Potential Inspection Services, which has seven staff, has also ventured overseas,
opening an office in Hong Kong in August, director Daniel Phua said.There are more business opportunities in Hong
Kong for bunker surveyors as mass flow meters are not mandatory there, he added.Frontier Marine Services, which
has one surveyor, is mulling working in Hong Kong or Fujairah, its sole proprietor Aizat Hamid said. The move to find
new markets is based on industry feedback that some charterers may take on bunker fuel in Hong Kong or at
Malaysias Outer Port Limits when MFM bunkering becomes mandatory in Singapore as they anticipate prices there will
be lower, trade sources said. These charterers believe the price of MFM bunkering in Singapore will be higher as barge
owners will try to recoup the fixed and operating costs of the meters, even though this has yet to be seen. HD Marine
Services, which has eight surveyors, said it would move its operations to Malaysia if it could secure customers there.
Malacca is developing its port; we hope demand for bunkers will develop and our services will be needed, director
Chris Lim said. If branching out overseas is not feasible, bunker surveyors could upgrade their role to Authorized
Verifier, said Potentials Phua. SPRING Singapore, an agency of the Ministry of Trade and Industry charged with
helping Singapore enterprises grow, administers an Authorized Verifier Scheme open to any company wanting to take
on the role of verifications and stamping of weighing and measuring instruments for trade use. This will reduce
turnaround time and compliance costs, said SPRING Singapore on its website. SME bunker surveyors should also
consider merging, Phua said. Smaller companies should consider merging to make use of resources efficiently and not
undercut each other, said Phua. In the past, there was a trend in which surveyors decided to form their own
companies after having worked for one; perhaps it is now time to do the reverse. However, small surveyor company
owners said they preferred to rely on their own network for surveying jobs. We are a small player, we dont set
trends. Well just wait and see what happens next year, said a surveyor at a three-man unit. There are 59 accredited
bunker surveyor companies and 329 surveyors in Singapore, around 80% of which are SMEs, including 20 with 1-3
staff, according to the Maritime and Port Authority of Singapores website. If consolidation was not feasible, bunker
surveyors could do marine cargo inspections or loss adjusting, industry sources said.For instance, a consignee engages
a marine cargo surveyor to inspect for damage to crates of canned food, fruits, electronic consumer goods. Specialized
knowledge is required for perishable goods, which bunker surveyors could be trained in, industry sources said. A loss
adjuster goes one step further and provides an estimate of the value of any loss.All this work supports marine
insurance claims, said a bunker trader. There are still jobs; its not to say there are none, said a surveyor from Ouzo
Marine, a two-man outfit. Most smaller bunker surveying companies rely on bunker surveying as their sole source of
income, but this is not enough as the bunkering landscape has changed, said Phua. Instead, surveyors need to be
more proactive about their future, he said, but adding it was a misconception that bunker surveyors had not embraced
advances in technology.In fact, mass flow metered bunkering require surveyors to perform new and additional tasks
such as verifying the integrity of the mass flow meter system, checking the seals and the wire beneath the seal, and
inspecting zero-verification records, he said.Whether there will be fewer bunker surveying jobs in Singapore once
MFMs become mandatory remains to be seen, but what is clear is that if bunker surveying companies do not innovate,

remained unclear. The slide in the physical market looks set to remain although talk of a tight Atlantic may well slow

We closed the week on a steady note on Panamax paper with prompt support tested but ultimately holding despite a
weaker than expected index. With a spate of fixing in with basins ultimately leading to some easier numbers its likely

Ship Finance: Chinese Leasing Companies


More Prominent Role

With ship finance from the traditional lending base more difficult for many to access since the global financial crisis,
Asian finance has increased in prominence globally. Within this wider trend, one recent development has been Chinese
leasing companies providing finance under not only traditional financial leasing structures, but also under an operating
lease model.
An Emerging Source
In the main, activity by Chinese leasing companies in the shipping sector has been undertaken through financial lease
arrangements, under which the lessee typically manages the unit, takes ownership at the end of the lease, and
generally is regarded as the primary owner of the unit. However, there has also been a trend towards Chinese leasing
company activity under an operating lease model. Here, the leasing company retains ownership of the vessels at the
end of the charter period, with the assets remaining on the lessors balance sheet. Since the start of 2013, Chinese
financial leasing companies have accounted for orders of around 12.2m GT under operating lease models, about a
quarter of tonnage ordered by Chinese owners.
New Starts
While this form of Chinese leasing company activity was responsible for some orders in 2012 and before, these

15 they accounted for an average of 3.4m GT per annum of orders in this way. Some of the early orders were by
BOCOM and Minsheng for large boxships for CMA-CGM and MSC. Chinese leasing companies have since broadened
their portfolio, with ICBC Financial Leasing placing orders this year for ten very large ore carriers (VLOCs) for Vale.
These orders are characteristic of the preferences of Chinas leasing companies, with long-term charters with reputable
owners providing stable income. Subdued newbuilding interest has also motivated some Chinese builders including to
establish their own leasing arms to help win orders, with further yard-affiliated companies understood to be in the
pipeline.
And Old Ones
The Chinese leasing companies have also expanded their secondhand portfolios, acquiring under the operating lease
model an estimated 3.3m GT since the start of 2013. Many of these vessels have been bulkers, after the original
owners cancelled orders or encountered financial difficulties. They have also been active in buying tonnage from
shipping companies and leasing units back to them, helping the sellers to free up funds. Top tier clients have again
been targeted, with recent deals including products tankers with BP and VLOCs with Vale.
A Greater Presence
So, Chinas leasing companies have expanded their activities, and today account for the ownership, under the
operating lease model, of a fleet of 8.2m GT (6% of the Chinese-owned fleet) and an orderbook of 6.7m GT (20% of

Newcastle to get cruise ship terminal

NSW's second major cruise ship terminal will be built in the Port of Newcastle. The $12.7 million multi-purpose
terminal will be 3000 square metres and similar in scale to Sydney's White Bay Terminal. The Hunter region will be
able to grab a bigger slice of the growing cruise ship industry once the facility is built, Premier Mike Baird said on
Tuesday."This project secures the future of cruise shipping in Newcastle and gives the city and the region the
opportunity to compete for the growing east coast tourism trade," he said. Local tourism officials have been lobbying
the state government foryears for a permanent facility to be built to replace the temporary marquee. The Queen
Elizabeth liner had to rotate almost 360 degrees so it could reverse into a berth at the port earlier this year. "The
new terminal will not only attract new cruise ships to the annual cruise season but could also be used as a home port
for cruises, which means for the first time passengers could start and end their journeys in Newcastle," Planning
Minister Rob Stokes said. The terminal's construction and associated flow-on economic activity is expected to generate

departed from the Columbus Quay
with 11 hours delay and started the

Unfortunately the same
failure appeared less than an hour
later, near Robben Plate on 25 km
from the port. The ship dropped
anchor and requested assistance. At the scene were dispatched two Svitzer salvage tugs, which towed the cruise
vessels to the Columbus Quay for repairs which were expected to be completed in the evening. All the passengers
were safe and without injuries. The local authorities requested special survey and inspection of the cruise liner before
return in service. The cruise ship ALBATROS (IMO: 7304314) has overall length of 205.00 m, moulded beam of 26.00
m and maximum draft of 7.50 m. The deadweight of the vessel is 5,123 DWT and the gross tonnage is 28,518 GRT.
The ship was built in 1973 by STX shipyard in Helsinki, Finland. The owner and operator of the cruise liner is V.Ships
Leasure. She was lengthened in 1983 to accomodate 1,000 passengers at Lloyd Werft. Today, she is operated by
Phoenix Seereisen and quite popular in the German market. Her sisters are also still in service, sailing as BLACK

Operation to move 16,000-tonne oil rig onto


ship begins

The Transocean Winner grounded on the Isle of Lewis during a storm last month.
An oil rig which ran aground in the Western Isles will be moved onto the back of a huge ship this week before being
taken to Turkey and dismantled. The 16,000-tonne TRANSOCEN WINNER grounded near Carloway on Lewis during
a storm on August 8. It was towed to safety two weeks later and taken to Broad Bay on the far side of the island. The
colossal OHT HAWK, which arrived in the islands last week, will sink below the surface of the bay and the Transocean
Winner will be towed into position above it. The 60,000-tonne vessel will then rise slowly back to the surface, lifting
the rig onto its back. Work to remove the eight anchors weighing the Transocean Winner down in Broad Bay gas
already begun, a process which will take around 24 hours. The operation was expected to be completed on Friday but
could continue until yesterday Saturday. Salvage expert Hugh Shaw, who is overseeing the move, said: "Our
intention all the way along has been to get this operation under way without endangering life or the environment
around. "All the preparation work has been done in anticipation of this moment so that we could be ready when the
time comes as it now has." Coastguard aircraft will survey the area for pollution during the operation. Two of the
Transocean Winner's four fuel tanks ruptured in the collision and spilled about 53,000 litres of diesel into the sea. Most

First masters degree in offshore

What's believed to be the world's first masters degree in decommissioning has been launched by the University of
Aberdeen in partnership with Robert Gordon University. Both universities said today that they are developing a suite of
joint masters degrees focusing on key aspects associated with safely dismantling old oil rigs and platforms such as
engineering, project management, business, law and health. It comes ahead of a wave of decommissioning across the
UK North Sea which experts estimate will be worth between 30bn to 60bn. The recent oil price rout has led to some
of these platforms being retired sooner-than-anticipated. Unions urged the government to ensure the UK is able to
benefit from the North Sea's multi-billion pound break-up, after a decommissioning contract for an oil platform in the
UK North Sea went to a Norwegian firm earlier this year. Professor Ekaterina Pavlovskaia from the university of
Aberdeens school of engineering said: "The climate is right for us to launch this innovative Masters degree in

second SSV, we are now ahead of

such, there is a possibility that we will
now be delivering the vessel significantly
ahead of the mid-2017 target", he
added. DAVAO DEL SUR is the second
of two landing platform dock (LPD)-like
vessels acquired under a contract worth
USD92 million signed in June 2014
between PT PAL and the Philippines. The
PN commissioned the first-of-class, BRP
TARLAC (601), in June 2016. The
platforms are the largest-ever ships to be operated by the PN, with each featuring a full load displacement of 11,583
tonnes. Each vessel can accommodate a crew of 126, and has a lift capacity for 500 troops

Scottish ballast water treatment said to beat


UN compliance costs

GLASGOW's Ballast Water Containers (BWC), a Malin Group company, has recently begun trials with its Seaforth
containerised ballast water treatment system.Designed for the heavy lift, logistics and barge owners, the Seaforth
Ballast Water Treatment is portable being held in a 20-foot shipping container.The Seaforth system is designed to
complement existing barge ballasting operations. It does this through the treatment of the sea-going ballast intake or
discharge using a mobile deck mounted solution."This ensures that existing barge equipment, such as portable deck
mounted ballast pumps and load out/in operations, remain largely unchanged," said the company statement. Said
Malin managing director John MacSween: "The IMO Ballast Water Management Convention, will enter into force in
September 2017 leaving many barge owners with a real headache around compliance. "In the current depressed
freight market, the cost for outfitting every barge with a complaint, on board system is, in many cases, prohibitive, and
in some, impossible."Our system offers an alternative means of compliance and allows owners to buy time and either
defer or remove significant portions of CAPEX altogether,?said Mr MacSween. Each system can treat up to 500 cubic
metres of ballast water per hour which provides more than enough capacity for typical heavy lift sea-going ballasting
operations, which usually have a pumping requirement of 200-300 cubic metres per hour. The system also has the inbuilt capability of treating multiple ballast tanks at once via auto flow balancing technology."To minimise the risk of
non-compliance, the Seaforth system incorporates continuous monitoring technology to automatically re-circulate

Asia Tankers-VLCC rates to soar on growing

Freight rates for very large crude carriers (VLCCs) are set to rise further next week, fuelled by a raft of cargoes from
West Africa and the Middle East amid tight tonnage supply, ship brokers said on Friday. VLCC freight rates hit a multimonth high on Thursday. The optimism among owners is punchy - I think the market has legs on it and could easily
increase by another 10 points (on the Worldscale measure)," a European supertanker broker said on Friday. That
would be a rise of around $10,000 per day in earnings for a VLCC from the Middle East to Asia, freight rate data on the
Reuters Eikon terminal showed. "Rates have come from $10,000 per day and owners have been able to whack it up to
$20,000 day. They have doubled earnings in a week - this momentum is not something you can easily curb," the
broker said. The momentum picked up after the number of supertanker cargoes from West Africa climbed by around
25 percent since on Shell lifted force majeure on Bonny light crude exports from Nigeria on September 6, 2016 "West
Africa is the big change with 10 extra cargoes compared with a normal month," a second European supertanker broker
said.The number of cargoes from West Africa is expected to rise next month with eight cargoes of Qua Iboe crude oil
from Nigeria, under force majeure since a pipeline issue in July, scheduled to be shipped, according to loading plans
shown to Reuters. Exports of Qua Iboe crude could rise further in November with 285,000 barrels per day (bpd)
provisionally forecast, according to an initial loading programme "There are still cargoes to be done from West Africa
with three or four for October loading. There have been 40 plus cargoes so far from the Middle East in the 10 days to
October 20," the second tanker broker said. There could be a similar number of fixtures for the final 10 days of
October."October will be a big month. A lot of ships dispersed from the Middle East to West Africa which has thinned
out the list of available tonnage," the second broker added. VLCC rates from the Middle East to Japan climbed to
around W38.25 on Thursday from about W32.50 last week, the highest since Aug. 22. That was an increase in
earnings from $13,567 to $19,961 a day. Rates for VLCCs from West Africa to China soared to W50 on Thursday
against W43 on the same day last week.Charter rates for an 80,000-dwt Aframax tanker from Southeast Asia to East
Coast Australia were almost unchanged at W66.75 on Thursday compared with around W67.50 last week.

Zeebrugge gaat in zijn achterhaven niet minder dan 156 hectare ontsluiten om tegemoet te komen aan de vraag van
spelers in de autobehandeling. Dat zal ruimte scheppen voor een capaciteitsgroei in die sector naar zo'n 4 miljoen
eenheden.Nu de containertrafiek door de herschikkingen in de lijnvaart slabakt, is het rorogebeuren de groeimotor bij
uitstek van Zeebrugge geworden. Het shortseaverkeer in de voorhaven is daar de ene brandstof van, de
autobehandeling in de achterhaven de andere.In die tweede sector heeft de kusthaven zijn zinnen gezet op een forse
capaciteitsuitbreiding, kondigt Joachim Coens aan. De vraag naar uitbreiding bij de bestaande operatoren is bijzonder
groot. De respons op de oproep voor de resterende 58 hectare op de linkeroever van het Zuidelijk Kanaaldok, ten
zuiden van de Bastenakenkaai en van de installaties van ICO, was van die aard dat we zowat het dubbele van die
oppervlakte nodig zouden hebben om alle kandidaten tegemoet te komen, legt de gedelegeerd bestuurder van
havenbeheerder MBZ uit. Ook met de 28 hectare achter de dwarskade en in zuid-westhoek van het dok kan die honger
niet volledig gestild worden. Daarom zet Zeebrugge een bijkomende ontwikkeling op stapel. Aan de hoek tussen het
Verbindingsdok en het Boudewijnkanaal richting Brugge wil het havenbestuur 70 hectare bouwrijp en concessieklaar
maken. Het Boudewijnkanaal zou daar aan de oostzijde over een lengte van ruim 1,1 kilometer verbreed (van 70 tot
250 meter) en uitgediept worden (tot -10 meter) om toegankelijk te zijn voor zeeschepen. De westkant zou
ongemoeid worden gelaten. Daar is de bouw voorzien van tunnelelementen voor de Antwerpse Oosterweelverbinding
in Antwerpen. Die elementen worden in een sleuf gebouwd en vervolgens onder water gezet om ze weg te slepen.
Eens die klus geklaard is, is het een kleine(re) moeite om de resterende aarde weg te graven en te baggeren.
De drie zones waarvan sprake, zijn samen goed voor 156 hectare. Die komen bovenop het bestaande, 390 hectare
grote areaal in het achterhaven dat vandaag al voor autobehandeling dient. We hadden niet gedacht al die ruimte zo
snel nodig te hebben, maar gelet op de vraag is dat dus wel het geval, onderstreept Joachim Coens. Om de
bijkomende terreinen te ontsluiten, gaat MBZ ze voorzien van kaaimuren. Aan de dwarskade van het Zuidelijk
Kanaaldok zijn de werken al langer gestart in het raam van de uitbouw van de Hanse Terminal van ICO in de zuidoosthoek. Die kaaimuur met een lengte van 400 meter zal in het voorjaar van 2017 klaar zijn.Daarnaast besliste de
raad van bestuur van MBZ vorige week om ook de nog ontbrekende 1.070 meter kaaimuur op de linkeroever in het
verlengde van de Bastenakenkaai aan te leggen. De bouwvergunning is aangevraagd en de aanbesteding zal in
principe volgend jaar gebeuren. Wanneer die afgewerkt is, zal het hele dok voorzien zijn van kaaimuren. De 1.130
meter lange kaaimuur aan het Boudewijnkanaal zou dan in de jaren na 2020 volgen. Coens raamt de investering in al
die kaaimuren op circa 70 miljoen euro. Die financile inspanning is volledig voor rekening van MBZ. Het is een
duidelijk signaal dat we verder willen inzetten op de sterke troef die automotive voor ons is, zeker nu de
concentratiebeweging in die sector zo in ons voordeel speelt", klinkt het. De terreinen aan de kant van het
Boudewijnkanaal palen rechtstreeks aan de ICO-terminal aan de Bastenakenkaai. Ze vormen daar samen met die
gronden een soort schiereiland dat veel weg heeft van de installatie die de autobehandelaar op de Antwerpse
linkeroever uitbaat. Maar over de toewijzing van deze (en andere) concessie(s) kan Coens nog geen enkele uitspraak
doen.
Hij sluit echter niet uit dat het komt tot een herschikking van bepaalde concessies zodat terminaluitbaters voor hun
installaties de optimale lay-out vinden die beantwoordt aan de groei van hun bedrijvigheid. Coens werd ook
gevraagd naar een goede plaats voor de bouw van de door Zeebrugge gewilde Zeesluis. Hij hield de boot af na een
suggestie van de verouderde Visartsluis, die rechtstreeks uitgeeft op het Boudewijnkanaal. De verschillende
alternatieven worden momenteel onderzocht en die procedure loopt. We wachten af wat die zal opleveren. Twee van
de drie opties die op tafel liggen, situeren zich evenwel in de zone van de Visartsluis.Alle beslissingen effenen het pad
voor een verdere, spectaculaire aangroei van de autotrafiek. Vorig jaar kwam die uit op 2,43 miljoen nieuwe wagens,
een nieuw record waarmee Zeebrugge zijn herwonnen koppositie op die markt verstevigde. Het cijfer voor 2015 ligt de
helft hoger dan in 2010 (1,60 miljoen) en bijna twee keer hoger dan het resultaat na de zware terugval door de crisis
(1,29 miljoen in 2009). Dit jaar noteert de autobehandeling in de kusthaven een plus van bijna 20% en de
verwachting is dat Zeebrugge zowat 2,8 miljoen nieuwe wagens zal laden of lossen. Het is een ongeziene prestatie. Als
Zeebrugge zijn ambities kan waarmaken, zal zelfs dat echter maar een tussenstap zijn. Met de 86 hectare die we aan
het Kanaaldok op de markt brengen, kan de trafiek met nog eens 600.000 wagens stijgen. Dan zitten we al op 3,4
miljoen eenheden. Die capaciteit zal tegen 2020 een feit zijn. Voeg daar 70 hectare aan de kant van het
Boudewijnkanaal aan toe en dan komt daar nog eens een half miljoen eenheden bij. Dat brengt het totaal op wat
langere termijn op niet minder dan 3,9 miljoen wagens, schat Coens De MBZ-topman rekent daarbij met een
gemiddelde overslag van 7.000 wagens per hectare per jaar. Dat cijfer kan stijgen als de autobehandelaars hun
activiteiten opdrijven en een hogere productiviteit per hectare halen. De extra autotrafiek zal zich onvermijdelijk
vertalen in extra jobs, benadrukt Coens nog. Het tewerkstellingseffect zal verder toenemen. Het is vandaag al
aanzienlijk, met tweeduizend werknemers in dat gebeuren en bijkomende aanwervingen aan de kant van de
havenarbeiders.Zeebrugge wil de ontwikkelingen in die automotivesector op de voet blijven volgen. Het havenbestuur
plant in samenwerking met het Europacollege in Brugge een congres over de toekomst van de auto-industrie in
