Good News and Progress in our Schools
Woodmont The 4th graders participated in a research class conducted by Ms. Raj, media
specialist. Students are researching US presidents and countries.
Woodmont The Student Council is participating in Morristown Memorial Hospitals Hats
Off for Helmets, a logo contest promoting head safety during outdoor activities.
Woodmont Students in the 4th grades participated in a Valentine Book Swap to promote the
love of reading and friendship during Valentines Day. Their class also wrote 100
compliments for staff and students in celebration of Valentines Day and the 100th day of
school.
Woodmont They are hosting a recycling fundraiser of outdated electronics to raise money
to buy supplies and tools for the Outdoor Classroom.
Woodmont The second grade entered the Zaner Bloser handwriting contest. The winner is
Riya John and she will have her handwriting paper entered in the nationwide contest.
Woodmont Ms. Wyks 2nd grade and Ms. Panagos (ESL) Traveled to Russia, students got
to try Russian potato dumplings with sour cream, take a picture tour of Moscow and St.
Petersburg, learn about the Russian alphabet, listen to Russian childrens music, and watch a
Russian cartoon.
Woodmont - Classes participated in Digital Learning Day.
Woodmont Students purchased shirts for Restore the Shore and raised $2,000.00.
Valley View Students enjoyed Fire and Ice presented by Mad Science of Morris and
Sussex. The event was sponsored by the PTA Cultural Committee.
Valley View Families enjoyed Brain Wash, an interactive Family Night which included an
authentic game show with a host, buzzer, and lock-out system.
Valley View Students demonstrated their understanding of the scientific method by
presenting their experiments to staff, peers and family members at the annual Science Fair.
Valley View Students in grades Pre K-2nd grade are taking part in the primary reading
incentive program entitled, Be a Smart Cookie. A large cookie poster displayed on each
classroom door will record the number of books the children read or that were read to them

between February 11th and March 8th. The class that reads the most books will win an ice
cream party.
MTHS The Robotics teams competed at the VEX NJ open league. Congratulations to the
team of Vivan Mo, Jane Lu, Diana Blasi, and Ranvir Singh who won the prestigious Design
Award.
MTHS At the District 2 wrestling tournament, the Mustang Wrestling Team advanced
seven athletes for a chance to wrestle at the state tournament in Atlantic City. The top three
finishers will qualify for the Region I Tournament. Finishing in 3rd place were Lawrence
Bueno and Ethan Fox, 2nd place were Michael Glasser, Anthony Fano and Adam Fano. The
2013 District 2 Champions were Parker Meytrott and Jordon Marks.
MTHS The Wrestling Team finished 2nd place in the Waldwick Team Tournament. The
tournament was a fundraiser for the Joe DAugustine Memorial, a former wrestler at
Waldwick High School that lost his life fighting overseas for our country.
MTHS Congratulations to Andrew Tedeschi who broke the schools winter track 3200
meter record with a time of 9 minutes and 38 seconds. Good luck to him and the tract team
when they compete at the Eastern Championship. At the State Sectional, Andrew also placed
4th in the mile and 5th in the two mile and Jenay Crispyn finished 5th in the girls shot put.
MTHS The Key Club held its 32nd Annual Volleyball Marathon. A record 72 teams
participated in this years event and almost $8,200.00 was raised for the Eliminate Project.
MTHS Congratulations to the Forensics Team. The winning team was Team Pensuwan.
MTHS Adriana Paldino, Jesse Warech and Tara Dodgson had their artwork accepted into
the very prestigious, Fresh Perspective Exhibition at the Morris Museum. Jesse and
Adrianas ceramic work and Taras digital photograph were three of fifty pieces selected by
the museum out of 440 entries from high schools around NJ. This artwork will be displayed
at the Morris Museum from April 11th through June 9th.
MTHS Lean Wis and Cassandra Harasts were selected to be Athletes of the Year by USA
Track and Field for 2012.
MTHS George Ohashi, Booker McLean, Vijay Solanki and Jones McKeni set the schools
indoor track 4x400 meter record with a time of 3:30.07.
MTHS In a pool of over 300 schools from 46 states, Canada, and South Korea, the
Montville Forensics Team had fifteen students advance into the out rounds of the tournament
over Presidents Day weekend. In JV Lincoln Douglas Debate, we congratulate Kelly Xiang
and Muhil Ravichandran. In Student Congress, we congratulate Rob Del Mauro, Nina
Schulze and Abe Mendelson. In Dramatic Interpretation, we congratulate Nicole Jablonski.
In Original Oratory, we congratulate Danielle Zhang, Stacy Wang, and Noah Weinflash. In
Extemporaneous Speaking, we congratulate Saif Yasin, Monica Coscia and Cristine Oh. In
Humorous Interpretation, we congratulate Josh Feldman, Jason Tuckman and Eden
Weinflash. The Forensics Team qualified sixty competitors to the State Tournament.
Hilldale The Student Council and the student representatives coordinated a Deal or No
Deal game show. They raised over $1,000.00 for Memorial School in Union Beach, NJ.
The school was devastated by Sandy and the entire school community had to relocate to a
vacant school in Hazlet. This money will be used for the 8th grade graduation.
Hilldale Ms. Minskys class posted signs in school as reminders not to liter and wrote to
President Obama with ideas how to make our environment cleaner and are hoping he will
write back.
Hilldale The 4th grade Science Superstars Club designed and constructed their own bridges
out of one hundred Popsicle sticks and Nel Lichters bridge that held 80 pounds was the
winner.

Hillsdale As part of the 4th grade study of author Patricia Polacco, they penned their own
novels and produced beautiful stories filled with original photographs, language and a strong
moral lesson.
Hilldale Media Specialist, Jason Jones, announced that over 50 students completed six or
more hours of reading for Six Flags Read to Succeed program. These students will receive
free tickets to Six Flags Great Adventure for their efforts.

BE IT THEREFORE RESOLVED, that the Montville Township Board of Education does
hereby affirm the Superintendents recommendation on Harassment, Intimidation and Bullying
regarding the HIB report dated February 5, 2013 to February 19, 2013.

BE IT RESOLVED, that the Montville Township Board of Education authorizes participation
in the New Jersey State and/or School Employees Health Benefits Program per the attached
Resolution (Document J.3).

RESOLVED, that the Montville Township Board of Education approve District Health
Professionals to receive CPR and Defibrillator training by Ms. Bonnie DiCola on March 13,
2013 and to receive CPR cards at a cost of $20.00 each, not to exceed a total of $160.00.

RESOLVED, that the Montville Township Board of Education ratifies budget transfers for
the period ending January, 2013 as listed on (Document K.2).

Financial Reports January, 2013


WHEREAS, the Montville Township Board of Education has received the Report of the
Board Secretary and the Treasurers Report for the month of January, 2013 (Documents
K.3a and K.3b respectively), and
WHEREAS, the reports of the board secretary and treasurer are in agreement; and
WHEREAS, in compliance with N.J.A.S. 18A:17-9 and 18A:17-36 the secretary has certified
that, as of the date of the report, no budgetary line item account has obligations and payments
(contractual orders) which in total exceed the amount appropriated by the district board of
education except as noted, and that transfers have been submitted for approval of the Board at
subsequent meetings.
NOW, THEREFORE, BE IT RESOLVED, that in compliance with N.J.A.S. 18A:17-9 and
18A:17-36, the board of education certifies that, after review of the monthly financial reports
of the board secretary and treasurer, and upon consultation with the appropriate district
officials, to best of its knowledge, no major account or fund has been over expended in
violation of N.J.A.S. 18A:17-9 and 18A:17-36, and that sufficient funds are available to meet
the districts financial obligations for the remainder of the year; and
BE IT FURTHER RESOLVED, that pursuant to P.L. 2004 Ch. 73 (S-1701), the board
certifies that after review of the secretarys monthly financial report and upon consultation
with the appropriate district officials, that there are no budgetary transfers that cumulatively
exceed 10% that would require the approval of the commissioner of education; and
BE IT FURTHER RESOLVED that a copy of the reports (Documents K.3a and K.3b) shall
become a part of the minutes of this meeting.

Use of Facility Requests


WHEREAS, the group(s)/organization(s) listed on (Document K.4), have requested the use
of school facilities; and
WHEREAS, these requests comply with policy #7510, Use of School Facilities unless a
waiver is so indicated:

THEREFORE BE IT RESOLVED, that the Montville Township Board of Education
approves the listed group(s)/organization(s) to rent/use the requested facilities; and
BE IT FURTHER RESOLVED, that the school business administrator is hereby authorized
to issue permits for these requests but that the board continues to reserve the right to
withdraw approval or permission at any time.

Disposal and Sale of Technology Equipment


WHEREAS, district officials have determined that certain technology equipment is obsolete
and are recommending the disposal of said equipment; and
WHEREAS, N.J.S.A. 18A:18A-45 permits Boards of Education to dispose of equipment and
supplies by sealed bid or public auction; and
WHEREAS, The Local Unit Technology Pilot Program and Study Act, P.L. 2001, c.30
authorizes the Department of Community Affairs, Division of Local Government Services to
waive various provisions of the Public School Contracts Law to assist local units including
boards of education in selling surplus personal property no longer needed for public purposes
through the use of online auctions; and
WHEREAS, the New Jersey Division of Purchase and Property has entered into a cooperative
contract with GovDeals, Inc. to facilitate sales through online auctions.
NOW THEREFORE BE IT RESOLVED, that the Montville Township Board of Education
approve the disposal of equipment per the attached request (Document K.5), in accordance
with policy #7300, Disposition of Property; and
BE IT FURTHER RESOLVED, that the Montville Towhsnip Board of Education is authorized
to enter into an agreement with GovDeals, Inc. through the State of New Jersey Cooperative
Purchasing Program (system identifier 1 NJCP); and
BE IT FURTHER RESOLVED, that the Montville Township Board of Education approves the
sale of said equipment as follows:
1) The sale of the equipment shall be conducted through GovDeals pursuant to State Contract
A-83453/T2581 in accordance with the terms and conditions of the State Contract. The
terms and conditions of the agreement entered into with GovDeals is available online at
gov.deals.com and also available from Montville Township Board of Education.
2) The sale is being conducted online and the address of the auction site is gov.deals.com.
3) The sale is being conducted pursuant to Local Finance Notice 2008-9.
4) A list of said equipment to be sold is attached, (Document K.5).
5) The equipment as identified shall be sold in an as-is condition without express or implied
warranties with the successful bidder required to execute a Hold Harmless and
Indemnification Agreement concerning use of said equipment; and
BE IT FURTHER RESOLVED, that the Montville Township Board of Education reserves the
right to accept or reject any bid submitted as determined to be in the public interest; and
BE IT FURTHER RESOLVED, that the Business Administrator is hereby authorized to take
any and all steps necessary to comply with the requirements of Local Finance Notice 2008-9
and to implement the online auction of the surplus property.

Annual Maintenance Support Fee School Wires Web Hosting: 2013-2014


RESOLVED, that the Montville Township Board of Education approve an annual Web
Hosting Software License Fee, with Schoolwires, Inc. of State College PA, in the amount of
$11,750.83.

State Contract Award Communications Data Line Service: LightPath


WHEREAS, there exists a need to upgrade the communication data lines for the district; and
WHEREAS, the Public School Contracts Law (18A:18A-5) states that services rendered by a
public utility that are under the jurisdiction of the Board of Public Utilities are not subject to
competitive bidding; and
WHEREAS, competing quotes for this service were solicited and are on file in the office of the
business administrator; and
WHEREAS, the Public School Contracts Law (18A:18A-5) further states that a contract to a
company providing voice and/or data services may be awarded for a term not exceeding five
years.
THEREFORE BE IT RESOLVED, that the Montville Township Board of Education awards a
service agreement to Cablevision Lightpath, Inc., of Jericho, New York and its subsidiary
Cablevision Lightpath NJ LLC, to provide Communication Data Line Services, for the period
July 1, 2013 to June 30, 2016, at a monthly cost of $16,800, as stated in the attached service
agreement (Document K.7), which shall remain on file in the office of the business
administrator; and
THEREFORE BE IT FURTHER RESOLVED, that it has been determined that the district is
eligible for reimbursement through the FCCs telecommunications refund program (E-Rate), at
the rate of 37% of the above noted monthly cost and that the district administration will
complete all requisite documents in order to secure this funding; and
THEREFORE BE IT FURTHER RESOLVED, that a brief notice of this action shall be printed
once in the Daily Record, stating its nature, duration service and amount, and that the resolution
and contract are on file in the office of the Board of Education in the following form:

Notice of Award of Professional Services Contract
At its regular meeting of March 5, 2013, the Board of Education authorized the awarding of a
contract for telecommunications to Cablevision Lightpath, Inc., of Jericho, New York and its
subsidiary Cablevision Lightpath NJ LLC, to provide data line services to the district for the
period July 1, 2013 to June 30, 2014. The contractual amount is $16,800 per month. This
resolution and contract are on file and available for public inspection at the Board of
Educations offices located at 86 River Road, Montville, New Jersey.

Joint Parking Lot Paving Project with the Township of Montville


WHEREAS, the Township of Montville has plans to pave the parking lot at the 86 River Road
complex in Montville, NJ; and
WHEREAS, district officials have determined that the board of educations leased portion of
said parking lot is in need of repair.
BE IT THERFORE RESOLVED, that the Montville Township Board of Education approves
the paving of its leased parking lot at 86 River Road in Montville, NJ in connection with the

Townships planned project at a cost of $27,000 from its maintenance escrow account for the
board of education offices.

Insurance Consultant Services Brown & Brown Benefit Advisors


WHEREAS, there exists a need for the appointment of insurance consultants to provide
employee benefit consulting services to the Montville Township Board of Education, effective
July 1, 2013 to June 30, 2015; and
WHEREAS, the Public School Contracts Law defines insurance consulting services as
professional services not subject to competitive bidding;
THEREFORE BE IT RESOLVED, that the Montville Township Board of Education appoints
Brown & Brown Benefit Advisors, of Livingston, New Jersey, as Insurance Consultants, for
the period July 1, 2013 to June 30, 2014 at an annual fee of $45,000, as stated in the firms
proposal (Document K.9), which shall remain on file in the Business Office; and
THEREFORE BE IT FURTHER RESOLVED, that a brief notice of this action shall be printed
once in the Daily Record, stating its nature, duration service and amount, and that the resolution
and contract are on file in the office of the Board of Education in the following form:

Notice of Award of Professional Services Contract
At its regular meeting of March 5, 2013, the Board of Education authorized the awarding of a
contract for insurance consulting services to Brown & Brown Benefit Advisors, of Livingston,
New Jersey, to provide employee benefit insurance consulting services to the district for the
period July 1, 2013 to June 30, 2014. The contractual amount is $45,000 per the firms
proposal. This resolution and contract are on file and available for public inspection at the
Board of Educations offices located at 86 River Road, Montville, New Jersey.

BE IT RESOLVED that the Montville Township Board of Education approve the following
subscription busing rates for the 2013-2014 school year:

BE IT FURTHER RESOLVED that the school business administrator is authorized to advertise
said rates and commence the acceptance of subscribers.

WHEREAS, school district policy and N.J.A.C. 6A:23A-7.3(a) provides that the Board of
Education shall establish in the annual school budget a maximum expenditure amount that may
be allotted for such travel and expense reimbursement for the 2013-2014 school year; and
WHEREAS, maximum expenditure amount allotted for travel and expense reimbursement for
the 2012-2013 school year was $100,000; and
WHEREAS, travel and expense reimbursement has reached a total amount $16,113 as of
January 31, 2013;
NOW, THEREFORE, BE IT RESOLVED, that the Montville Township Board of Education
hereby establishes the school district travel maximum for the 2013-2014 school year at the sum
of $100,000; and
BE IT FURTHER RESOLVED, that the School Business Administrator shall track and record
these costs to insure that the maximum amount is not exceeded.
WHEREAS, N.J.A.C. 6A:23A:5.2 (a) mandates boards to establish annually prior to budget
preparation, for public relations and each type of professional service a maximum level of
spending for the ensuring school year; and
WHEREAS, the tentative budget includes the following appropriations

WHEREAS, the Administration needs to notice the board if there arises a need to exceed said
maximums. Upon which the board may adopt a dollar increase in the maximum amount
through formal board action; and
WHEREAS, the Board and Administration wishes to minimize the amount of paperwork
involved in this area;
NOW, THEREFORE, BE IT RESOLVED, that the Montville Township School District Board
of Education establishes maximums for professional services in the areas listed above at a level
