INTRODUCTION
Emergencies and disasters can occur any time without warning. Unexpected events
might happen such as an accident or medical emergency away from home or even
within the home where specialized treatment is not available in the area, or perhaps
where the care and assistance from family is not helpful. Ones life, nowadays, is
somehow unpredictable due to a lot of health threats, vehicular accidents,
catastrophe, and unexpected events that normally take place at home such as heart
attacks, seizures, and falls. Such situations need immediate response which helps
the situation to be quickly controlled and could prevent panic, decrease the
possibility of injury, death and damage. Moreover, access to comprehensive, quality
health care services is important for the achievement of health equity and for
increasing the quality of a healthy life for everyone.
LifeHotline is committed to providing the citizens and visitors of the city of
Tuguegarao including its nearby municipalities with the fastest and most efficient
response possible to emergency calls, while ensuring the safety of its personnel. It
is our goal to contribute to the quality of life of our community by giving efficient,
reliable, courteous, responsive and professional emergency services.
Our agency functions interdependently with the government and private sectors,
working closely within an established protocol to help ensure that patients are
transported to the most appropriate facility as quickly as possible which
encompasses a range of related activities, emergency dispatch call, response to the
scene by ambulance, treatment and triage by our emergency personnel, and
transport to a care facility via ground. Importantly, it also includes medical direction
provided through pre-established medical protocols or a direct link to a hospital or
physician. In addition, witnesses and bystanders at the scene of an accident can
have access to inform our agency thus hastening the referral and transport time of
the patent to a hospital facility.
Time is the driving factor in case of emergencies and if medical attention is not
provided then and there a mishap may turn out to be fatal. The most common cases
where immediate medical attention is required are main road or highway mishaps,

epileptic convulsions, cardiovascular seizures and major mass scale accidents.


Immediate medical help is to be provided to the victim or victims and by trained
professionals only favorably paramedics. A basic first aid is to be provided to the
patient and it can be done so effectively if a well trained technician is there. Our
agency aims to provide the help a person or many people need while stuck in an
unpleasant or unprecedented event. Such services if provided efficiently are greatly
valued and those providing the service are held in great respect.
EXECUTIVE SUMMARY
LifeHotline is the first and only dedicated "Emergency Quick Response" (EQR)
service in the Cagayan, living up to our mission and vision of providing the most
reliable and efficient emergency medical response service.
Being the only fully-equipped ambulance service to respond to life-threatening
situations, LifeHotline is the trusted industry leader. Our ambulances contains eh
latest of medical technologies giving us the pride to call it as "emergency rooms on
wheels" and our experienced, well-trained and courteous staff is always ready to
provide the best nursing and medical care. We are constantly striving to improve so
as to better serve our client communities.
At LifeHotline we pride ourselves on our rapid response to any medical emergency.
We commit our team to be on the site of incident within 30-45 minutes after the call
is dispatched, but we believe that the quicker we get there, the more lives we can
save. While the emphasis of EQR is placed on getting to the patient's side in the
fastest possible time, once there, attention and priority shifts to stabilizing and
transporting the patient to the nearest hospital or to the hospital of his choice. All
our patients are thoroughly endorsed to the receiving hospitals and to the doctorson-duty. Because of our sizeable network of doctors and hospitals, LifeHotline can
ensure that our patients will have a room and a receiving doctor the sooner he gets
there.
And if a team is not able to run for an incident, we make sure that the municipality
nearest to that place of incident is well informed. This is where our coordination with
the Local Government Unit (LGU) takes place. But our work does not end in the
transfer of information to the LGU, all nearest hospitals will be also informed about

the current situation. We will be giving them the necessary information on what to
expect if the referred patient comes to their doors. This is for the hospital to prepare
in advance the equipment and care needed by the patient the moment he arrives.
LifeHotlinecan be of membership-based rescue service. However, to better answer
the needs of non-members, we developed the safety zone concept, thereby allowing
us to increase substantially the number of people covered while still providing the
most affordable price. In this time, we have learned to adapt very quickly to the
unique needs of each type of business and to the types of emergencies that occur
in them. These range from horrific car accidents to bombings, from heart attacks to
suicides and to the joys of delivering babies in the most unusual of working
environments. Whatever the situation, LifeHotline is always there when you most
need us.
We exclusively manage all emergency cases - as well as the clinic, dental,
diagnostics and drug testing needs of people in and out of the province.
MISSION
Life Hotline is a community-based public health and public safety service that
provides and manages the integrated prehospital care system for the town of
Sanchez Mira and nearby municipalities to improve the health of the community

service area and being a recognized leader in innovative, cost-effective, clinically
sophisticated delivery of comprehensive emergency medical services.
OBJECTIVES
1. Improve quality of care
Maintain the highest level of care. With regulation of what services that can
transport to the emergency room, LifeHotline ensures that the quality of care within
Tuguegarao and nearby municipalities are receiving the highest standards. With the
ability to transport to the nearest hospital, this ensures that the patient is being
transported to the most appropriate facility.

2. Improved response times


When there is an emergency, it is the goal of LifeHotline to have an ambulance on
scene within 10-15 minutes.
3. Increased billing revenues
By providing non-emergency transportation and regulating what services can
transport from within the city limits, LifeHotline will gain additional revenue that are
now being sought by other ambulance services outside our area.
4. Reorganization of structure
LifeHotline could have better organization structure and employee moral with the
creation of a General manager position and changing from part time to full time
staff. This would ensure that LifeHotline would become ones primary job and
therefore their priority.

by emergency respondent during the emergency response until patient is

cost fee.

INDUSTRY ANALYSIS
Presently there is an alarming increase in the statistical trend of accidents
worldwide. According to the World Health Organization, road traffic injuries caused
an estimated 1.26 million deaths worldwide in the year 2010, from 1.24 million in
2000. Half of all road traffic deaths are among pedestrians, cyclists and
motorcyclists, and adults aged between 15 and 44 years account for 59% of deaths.
In the Philippines, accidents are one of the leading causes of mortality as they are
the 4th leading cause of death for all ages. The top five leading causes of death due
to injury in the Philippines, for all ages, are assault, transport accidents, accidental
drowning and submersion, intentional self-harm and accidental falls.
Emergencies may crop up anytime and anywhere. It may be a severe accident or a
flight passenger's sudden heart attack. Whatever be the nature of the emergency it
always needs help at hand and as fast as possible. This is where our agency sets in.
Time is the driving factor in case of emergencies and if medical attention is not
provided then and there a mishap may turn out to be fatal. The presence of an
emergency medical team could save a number of lives every day.
Although health promotion and disease and injury prevention should be core values
of any health system, many acute health problems will continue to occur. The
incorporation of a basic level of emergency medical care into health care systems
will continue to have a significant impact on the well-being of populations. It would
respond to the self-perceived needs of populations and decrease the long-term
human and economic costs of illness and injury. The basic but effective level of
emergency medical care our agency provides responds to perceived and actual
community needs and improves the health of populations.

MARKETING PLAN

The marketing strategy in this type of business needs extensive promotion and
time. Steps in collaboration with the internal and external establishments must be
planned well since Life Hotline would be one of the first agencies with emergency
care service within the municipality.
The initial plan is to consult a marketing associate to inquire on strategic planning
on advertising the agency. Next is to coordinate with the officials within the private
and public sectors in the hospitals, clinics, health centers, and other establishments
within Tuguegarao City presenting the aim and signature objective of the agency to
provide a timely, fast response to emergency and acute medical cases.
Setting up a creative website presenting the vision, mission, location, and overview
and contact numbers of the agency will be done. Televisions, radio, newspapers,
and telephone directories will also be utilized thus aiding in advertising the agency
more easily. Referrals from physicians and other people within the linkages
connected to our agency would also be helpful in promoting the agency.
Strategies to carry out a timely response and an effective ambulance transport will
be executed.

OPERATIONAL PLAN
LifeHotline is novel in that it placed a team of highly specialized paramedics in the
field, responding to the most critical calls for medical assistance, especially cases of
cardiac arrest and most frequently road accidents.
The venture will start from the immediate call coming from a witness or bystander
at the incident perse. A patient or bystander can easily access the agency via
LifeHotlines emergency telephone number (*102) for medical assistance. The
citizens or bystanders rapid responses to an accident can greatly impact the
chances of patient survival. Calls to the *102 hotline are received by professional
dispatchers who determine the most appropriate level of care needed. Call
dispatchers are trained to provide pre-arrival instructions for most medical
emergencies, and guide the caller through lifesaving steps until the Emergency
responders from LifeHotline arrives. The call dispatcher will then relay information
to the Emergency Team / paramedic team which includes the location of the
incident, the casualties and how severe the cases are. Moreover, the call dispatcher
will also contact the nearest hospital to alarm them ahead of time.
LifeHotline Emergengy Responders arrive at the incident the fastest possible,
providing immediate basic life support medical care that includes advanced first aid
and CPR/AED to stabilize the patient. Also, they provide Advanced Life Support (ALS)
services out-of-hospital emergency medical care for critical or life-threatening
injuries and illness.
Once a patient is stabilized, it is determined whether transport to a hospital or clinic
for further medical attention is needed. Transport is provided by the LifeHotlne
ambulance.
LifeHotline will also cater ambulance conduction by schedule with a fee. The
process of advance payment as what we call it starts when a customer arrives at
the agency to schedule or reserve private ambulance conduction at their date of

choice. The agencys call dispatcher will gather data that will be relayed to the
Emergency Responders. All ambulance conduction offered by the LifeHotline will be
assisted by highly specialized paramedics.
LifeHotline will do weekly inventory of supplies and assessment of machines and
other equipments. LifeHotline assure customers that the rescue ambulance will be
regularly check for functionality and troubleshooting. Moreover, LifeHotline will
utilize latest and high standard medical equipments to assure the best quality care
service.

ORGANIZATIONAL PLAN
This is operated through partnership of four registered nurses equipped with the
necessary skills and knowledge to run a business in line with their profession. Duties
and responsibilities will be delegated to each staff of the company whom are
knowledgeable enough to know their designated functions for better operation.

Technicians (EMT)which are notified through call dispatches or message as the need

STRENGTH OF THE BUSINESS
Our agency will be in partnership with the public and private sectors, there by
hastening communication from the spot of accident to the preferred area of referral.
The business runs 24/7 to accommodate all calls and ensure a time efficient
response within Tuguegarao City and nearby municipalities. In addition, by standers
and eye witnesses can contact our agency to aid in fast response.
The location of our agency will be at the old Paragua Building at Carig Sur,
Tuguegarao City, in front of Cagayan Valley Medical Center, to have a close contact
with one of the most sought tertiary hospital establishment.
Moreover, the staffs of the agency are equipped with trainings and eligibilities to
ensure an effective emergency response.

WEAKNESS OF THE BUSINESS


Since the objectives our agency is giving a fast response in cases of emergency,
confirming if calls are valid will be time and supply consuming. Prank calls may be
encountered.
Responding to emergency cases during our first year of business may be difficult
especially when there are numerous calls and locations of the emergencies are far
from the agency.
Furthermore, continuous patient care may be delayed when the hospital of choice
have limited resources n responding to the case.
OPPORTUNITIES
The principal of the ventures will find linkage with the best hospitals of Tuguegarao
City such as Cagayan Valley Medical Center, St. Paul Hospital and Dr. Ronald P.
Guzman Medical Center as well as to the district hospitals of the nearby
municipalities such as Iguig, Amulung and Alcala. In doing so, transfer of critical
patients to the appropriate and or nearest healthcare facility would be accessible.
Moreover, it will seek connections to the Police Department and Fire Department.
LifeHotline will also merge with Victory liner and other private organizations.
Linkage with pharmaceutical companies and emergency medical supplies will be at
hand for constant supply of medical facilities and drugs needed to render the
quality service to our clients.
THREATS
Healthcare institutions itself will be a threat for our venture since clients may not
immediately accept the business process. They will most likely choose to go directly
to the hospital of choice for medical treatment than to contact our agency. Also,
since the business is just starting out and the business itself is new to the people,
the people might not embrace it at first.

LifeHotline will ensure safety especially during disasters. The agency is equipped
with fire alarm and fire extinguisher, so with a smoke detector and fire exit so that
when fire arise, security and safety of the people is ensured.
In the event of fire in facilities that can potentially store hazardous waste,
employees are instructed to activate the fire alarm in order to begin occupant
evacuation procedures. In the event of a release of hazardous chemical waste, an
immediate assessment of the spill must be made by the by the Emergency
Response Team. The assessment must be provided to the City Police Officers in
order to implement an appropriate response of internal or external emergency
response resources.
LifeHotline will take all reasonable measures necessary to ensure that fires,
explosions, and releases do not occur, recur, or spread to other hazardous materials
at the facility. The agency will provide a label in all hazardous materials handled,
used and disposed by the facilities. Since, the agency is geared with fast emergency
response team, it will be easier to address such unexpected issues and less assured
that any incident will be coordinated with the proper authorities.

Life hotline provides a majority of ambulance services. Equipment used are designed
and constructed to meet medical performance objectives and prioritize patient safety. Services
offered are designed to meet emergency cases.
