attacked the Bharatiya Janata Party

party MP Sudip Bandyopadhyay's

The Rapid Action Force has been

the media.
Some cars parked in the alley leading to the office were vandalised and
stones were pelted at the building.
The police said no one has been
arrested yet in connection with the
violence. The BJP workers present in

FOREIGN

BUSINESS

Positive global cues buoy Indian equities

Mumbai, Jan 3 (IANS) Positive global indices, along

with value buying and short covering, buoyed the Indian
equities markets on Tuesday.
However, prolonged outflow of funds, coupled with a
depreciating rupee, weak domestic infrastructure output
growth and caution ahead of the two-day GST (Goods
and Services Tax) council meeting to be held later in the
evening, arrested the upward trend of the benchmark
indices. The key indices, which opened on a cautious
note, swayed into the positive territory during the midafternoon trade session. However, profit booking
dragged the indices lower to close on a flat note -marginally in the green. "Markets ended with modest
gains on Tuesday after a weak opening," Deepak Jasani,
Head - Retail Research, HDFC Securities, told IANS.
"Technically, the Nifty seems to be in consolidation
mode after the recent run up. The underlying short term
trend of the Nifty nevertheless remains up after moving
above the recent highs of 8,100," Jasani added.
The wider 51-scrip Nifty of the National Stock
Exchange (NSE) inched up by 12.75 points or 0.16 per
cent to 8,192.25 points.
The barometer 30-scrip Sensitive Index (Sensex) of
the BSE, which opened at 26,616.92 points, closed at
26,643.24 points -- up 47.79 points or 0.18 per cent from
the previous day's close at 26,595.45 points.
The Sensex touched a high of 26,724.40 points and a
low of 26,488.37 points during the intra-day trade.
The BSE market breadth was tilted in favour of the
bulls -- with 1,851 advances and 897 declines.
On Monday, profit booking pulled the Indian equities
markets lower. The barometer index was down 31.01
points or 0.12 per cent, while the NSE Nifty fell by 6.30
points or 0.08 per cent.
"The markets witnessed volatile movements as market
participants remained cautious ahead of the two-day
GST council meeting, which begins later in the day,"
SMC Global Securities said in a commentary to IANS.
"It could be seen that foreign participants are sitting
on the selling side and they are eagerly waiting for the
announcements, which the government may announce
in its Union Budget 2017-18 scheduled on February 1,
before making any fresh buy side positions in the
market."
In terms of investments, provisional data with
exchanges showed that the foreign institutional
investors (FIIs) sold stocks worth Rs 500.49 crore,
whereas the domestic institutional investors (DIIs)
purchased scrip worth Rs 562.27 crore.
Besides, the Indian rupee weakened by 10 paise to
68.33 against a US dollar from its previous close of
68.23 to a greenback.
According to Dhruv Desai, Director and Chief
Operating Officer of Tradebulls, volatile USD/INR
futures prices brought volatility in the domestic markets.

Citing examples to prove his point on demonetisation,
Singh said the sale of milk has increased during the
period of note ban and mentioned higher sale of Amul,
Mother Diary and Delhi Milk Scheme."Before
demonetisation the average sale of milk by Amul per

increased to Rs74.25 crore per day in NovemberDecember. Similarly, before demonetisation the average
sale of Mother Dairy milk was 28.06 lakh litre, the
average cost was Rs11.42 crore. After demonetisation it
has increased to 29.61 lakh litre per day. In NovemberDecember the average cost is Rs12.05 crore per day.
Under Delhi Milk Scheme average sale was 2.70 lakh
litre per day and average cost was Rs1.05 crore per day.
After demonetisation it has increased to 2.76 lakh litre in
November-December," Singh said on Thursday while

Facebook blocks photo of nude Neptune statue, retracts

Cabinet and notified. One month's time will be given to
the public to make claims or objections regarding the

published by March this year, sources said.
In today's meeting, the DC made it clear to the
corporate representatives that the companies will have to

The DC also said that major development projects of
the Central government could not be implemented due
to delay in formation of Municipal Corporation.

Goyal said all the safety audits will be conducted by
the Director General of Mines Safety (DGMS).
"If any third-party expert assistance is required, I am

The minister said in the Jharkhand mine that caved in,
18 bodies were recovered so far and rescue operations
were still going on.
"I have ordered a detailed investigation through the
DGMS as well as a team of experts will be studying the
accidents and causes of it," he said.
In Jharkhand, mining operations were stopped a few
weeks back. The accumulated overburden was being

there was some fault line in the solid strata, he said
trying to explain the cave-in.
Goyal, who is in charge of Power Ministry, said two

them for growth. We need to clearly assess the
challenges and opportunities for our technology

Modi noted that the Technology Vision 2035
document released at last year's Science Congress, was
now developing into a detailed roadmap for 12 key
technology sectors. Further, the NITI Aayog was
evolving a holistic science and technology vision for the
country.

Hundreds of Sikh NRIs offer voluntary service at Patna event
THE AVENUE MAIL

Jamshedpur, Wednesday, January 04, 2017

Patna, Jan 3 (IANS)

Hundreds of devout Sikh
NRIs have trooped in here
for
celebrations
in
connection with the 350th
birth anniversary of the 10th
Sikh Guru Gobind Singh,
and are enthusiastically
performing 'seva' or
voluntary service. These
NRIs -- including businesswomen, doctors, lawyers,
technical consultants and
professionals from other
fields -- are quite gung-ho
about their selfless religious
activities.
They said they were
lucky to get an opportunity
to participate in the
religious event and do
something for thousands of
devotees from India and
abroad
who
have
congregated at Takht Sri
Harimandir ji Patna Sahib - the birthplace of Guru

Gobind Singh -- as well as

other Sikh holy places to
participate
in
the
celebrations.
The celebrations kicked
off on Tuesday and will
continue till January 5.
Jaipal Kaur and Kiran
Kaur, both NRIs from the
United Kingdom, said they
were quite happy and
considered themselves
fortunate to serve as
'sevadars' or volunteers at
the 'langar' (community
kitchens) at Takht Sri
Harimandir ji Patna Sahib,
about 10 km from state
capital Patna, during the
celebration of the 'Prakash
Utsav' or birth anniversary.
Both said hundreds of
NRI Sikhs from the UK, the
United States, Canada,
Australia, Italy, Germany
and
France
were
enthusiastically offering

voluntary services -- one of

the core tenets of Sikhism -at different 'langars' in 'Guru
ki Nagri' (Guru's abode)
sprawled between Patna
and the historic gurdwara.
The devotees have been
put up in three tented cities
and elsewhere.
"This is the first time I am
visiting the birthplace of
Guru Maharaj. I consider
myself lucky to do service
at the 'langar'," said Jaipal, a
consultant with IBM in the
UK. Kiran, settled in the
United Kingdom, said
nearly 150 NRI Sikh
women from that country
were serving as 'sevadars' to
take care of the dietary
needs of the devotees.
"I am really the lucky one
to get to perform 'seva'. My
life has got some meaning
now," Kiran said.
"We have taken leave

Vel Arch

from our respective offices

to spend nearly two weeks
here to serve the devotees,"
she added. Mandip Singh
from Canada said he was
serving at a 'langar' in the
tented city near here for the
last three days.
"It is a matter of immense
satisfaction for me. I will
continue to serve at the
community kitchen till
January 5." Surjit Singh

from California pointed out

that community service was
an essential part of the Sikh
religion.
"I can say no more than
that I feel privileged to work
as a 'sevadar' here," Surjit
said. Makhan Singh from
New York said: "It is a rare
privilege to serve at the
Patna Sahib gurdwara.
There is no work bigger
than this -- to offer your

services at the community

kitchen here." Baba Maan
Singh, based in Birmingham in the UK, said most
NRI devotees were well
aware that it was a once-ina-lifetime opportunity.
"NRI devotees are
helping with cooking,
cleaning utensils, mopping
floors and serving food to
the devotees," he said.
"It is a matter of pride for
us that we got a chance to
attend the 'Prakash Utsav'
and work as 'sevadars',"
London-based
Omkar
Singh said. These NRI
devotees were all praise for
Bihar Chief Minister Nitish
Kumar for making the
celebrations a mega event.
"I never imagined that
such amazing arrangements
will be made for the
celebrations in Patna and
the Patna Sahib gurdwara,"

US-based Gurcharan Singh

said. About 350 members,
including 60 women from
UK-based Guru Nanak
Nishkam Sevak Jatha led by
Bhai Mohinder Singh
Ahulwalia, have also
arrived here to offer
voluntary service at
different
community
kitchens. "It is a big
moment for all of us," said
Parbinder Singh, one of the
members of the group. His
views were echoed by
another group member
Baba Sukhveer Singh.
Devotees from within the
country have come mainly
from Punjab, Delhi,
Haryana, Uttar Pradesh,
Uttarakhand, Maharashtra
and West Bengal. Tight
security is also in place for
the safety of devotees
coming from outside Bihar.

SC junks plea against appointment

of Justice Khehar as next CJI

New Delhi, Jan 3 (IANS) The Supreme Court on

Tuesday dismissed a petition challenging the appointment
of Justice Jagdish Singh Khehar as the next Chief Justice of
India (CJI) in succession to incumbent Chief Justice T.S.
Thakur when he demits office on Wednesday morning.
Justice Khehar will be sworn-in as the Chief Justice of
India by President Pranab Mukherjee on Wednesday. The
President on December 19 appointed Khehar as the 44th
Chief Justice of the Supreme Court.
The bench of Justice A.M. Khanwilkar and Justice D.Y.
Chandrachud through a brief order dismissed the plea by
Tejsingh Ashokrao Gaikwad that Justice Khehar is not
qualified to become the Chief Justice as he had authored a
judgment holding as unconstitutional the National Judicial
Appointments Commission for the appointment of judges
to higher judiciary. The petitioner had sought direction
restraining the Centre from administering the oath of office
of the Chief Justice of India to Justice Khehar. The
petitioner had contended that by virtue of being the Chief
Justice of India, Justice Khehar would have the power to
recommend the appointment of seven judges to the top
court. The five-judge Constitution Bench headed by Justice
Khehar had on October 16 declared as unconstitutional the
Constitution (Ninety-ninth Amendment) Act, 2014, and the
National Judicial Appointment Act, 2014.

No truce in Samajwadi Party despite Journalist gunned down in Bihar

Mulayam-Akhilesh meet

Lucknow/New Delhi,
Jan 3 (IANS) Hopes of
truce after days of crisis in
the warring Samajwadi
Party remained grim on
Tuesday despite a last
minute effort to broker
peace between the factions
led by Mulayam Singh
Yadav and his son and Chief
Minister Akhilesh Yadav
amid a battle over the
party's symbol, the cycle.
On his return from New
Delhi, a day after he
claimed his right over the
party before the Election
Commission, SP chief
Mulayam Singh was
closeted with his son at his
residence for more than
three hours.
Party veterans had hoped

that the two sides would

shake hands, two days after
the son dethroned his father
as the President of the ruling
party in poll-bound Uttar
Pradesh. But they stuck to
their guns, a party source
told IANS in Lucknow.
In middle of the meeting,

Mulayam Singh called his

younger brother Shivpal
Singh Yadav and the
meeting concluded without
making much headway, the
source said.
The
source
said
conditions for the "peace
deal" deliberated upon by

the first family were the

return of Mulayam Singh as
the party chief but with a
new nomenclature - founder
President.
Akhilesh Yadav would,
however, hold sway over
the decision making process
of ticket distribution for the
assembly polls due this
year.
It was also proposed that
Shivpal Yadav, one of the
nagging problems between
the father and son, would be
given a "larger role"
nationally. Akhilesh Yadav
reportedly stuck to his nonnegotiable demands.
Mulayam Singh was not
ready for the "package" and
soon it became evident that
hopes of peace had dashed.

Jusco Shramik Union AGM turns chaotic, ends in a jiffy

Jamshedpur: The annual

Shramik Union was convened on
Tuesday ahead of the forthcoming
elections. Not unexpectedly, the
meeting witnessed pandemonium
leading to a hurried end of the
AGM without any conclusion on
the name of electoral officials for
the union polls.
The AGM was organized at
Utkal Association, Sakchi. It
started off around 3.15 pm. The
deputy president of the union BK

proceedings. The union members

to each district by RBI to
facilitate a need based
approach. "The indicated

starting the day's proceedings.
Thereafter, the union treasurer RK

report. Chaos resulted when the
vice president of the union DK
Singh came on the stage and tried
to take the mike in his hands in
order to raise a question on some
issue. Soon a struggle ensued
among the members to get hold of
the mike. Both factions raised
slogans against each other. While
the commotion continued, Dubey
announced the name of former

Tata Workers Union member CS

upcoming polls. He also
presented the proposal for cooption of union president
Raghunath Pandey and SL Das
which was passed by the
employees by raising of hands.
The ruling faction of the union
ended all formalities of the AGM
within five minutes. This and the
co-option proposal were opposed
by the rival faction.
Sources said the labour
department may have to intervene
in the matter to give legitimacy to

the AGM of either the ruling

faction or the rival faction.
Interestingly, neither Raghunath
Pandey nor SL Das attended
today's AGM.
Apprehending tension during
the AGM, labour department had
deputed a magistrate at the AGM
venue. Heavy deployment of
police personnel was made at the
venue. CCTV cameras were also
installed for the purpose.
The union president said the
AGM was the victory of the
workers. He said the co-option
issue was taken care of during the

AGM. He said the polls were

announced and the electoral
officer had assumed charge of his
work.
On the contrary, VD Gopal
Krishna, former union president
said, "It is not possible for
Raghunath Pandey to ensure his
victory through unfair means. He
has retired. He should now quit
the union with honour. The
employees have rejected him in
co-option at the AGM. Very soon
the union polls will be led by the
union vice president S Alam. The
union polls will be held soon."

Supreme Court verdict can

stir up Indian sport

By Veturi Srivatsa

Supreme Court bench, headed by outgoing Chief Justice Tirath Singh Thakur, on
Monday finally put its stamp on the Justic Rajendra Mal Lodha Committee report
by ordering the removal of Anurag Thakur as president of the Indian cricket board
and Ajay Shirkey as its secretary. It took a year for the apex court to bring an end to a long,
bitter argument over a new template for transparency, accountability and good governance
to what is considered as the best run and financially sound sports orgnaisation.
The verdict is on expected lines, except that it could have had a relook at the one-stateone-vote and the tenure of office, if certainly not the age cap of 70, and somewhat modified
the order. Curiously, though the verdict has been delayed till a day before Thakur is to lay
down his office. The only logical explanation could be to give the board to exhaust all its
avenues to argue the historic case.
The board kept arguing that there was nothing wrong with its administration, citing how
well it has spent its money in creating excellent infrastructure throughout the country to
pave the way for India to become number one team in the world. The court was obviously
not impressed as the independent auditors appointed by the board itself found leakages
and siphoning of funds by some of its state units without submitting certificates of utility.
The court has, however, did not accept the names suggested by the Lodha Committee
to run the affairs of the board board in the interim after sacking the top officials and instead
requested legal luminaries Fali Nariman and Gopal Subramaniam to help it in nominating
persons of impeccable integrity for the panel of administrators.
The court has not left the matter to rest by removing Thakur, it has also initiated
contempt proceedings against sacked board chief. He has to respond as to why he should
not be held liable for obstructing the implementation of the court's directions on reforms.
In his initial reaction to the verdict, Anurag Thakur said for him it is not a personal battle,
the fight is for the autonomy of the sports body.
Even as he stated that he respects the court judgment, he took the cue from former
board president Sharad Pawar, saying if the apex court feels that board can do better
under retired judges, I wish them all the best.
Pawar told the captains of the industry at the FICCI annual General Meeting a couple
of weeks ago that the Supreme Court, which has so far been guiding how to run the
country, will now decide how to organise cricket! He did not want to elaborate his remark
for what he said "fear of facing contempt of court proceedings". As the case dragged on
for a year, some of the state associations were putting the succession order in place their
kin to take over. But that may not allow them to run either the board or their state units with
remote control all that easily as the CEOs will now on be calling the shots.
Rats have already started fleeing. A couple of them did in the last two months when the
Lodha Committee exposed the misdeeds of these state units. The first state to announce
that it will fall in line soon after the judgment is Andhra Pradesh, whose secretary Gokaraju
Gangaraju, Member of Parliament from Andhra, belonging to Bharatiya Janata Party like
Anurag Thakur, the young MP from Hamirpur in Himachal Pradesh.
Like a good politician Gangaraju defended the delay in seeing the virtues in the Lodha
Committee recommendations and quipped: Everyone was together but now that the
verdict is out there is no question of defiance!
As Gangaraju added that the board officials have spent long enough to know how to run
the administration, implying the politicians in the board will go about their work.
The same politicians can create chaos, more so in the states, but as the Lodha Panel
have made sure there are enough safety valves to implement the July 18 apex court order.
They could disregard timelines up to a point, but will realize now that they cannot disobey
any longer as there is no escape route. As Justice Lodha said his committee's report could
as well be a model standing order for other sports orgnaisations in the country, ending the
"monopoly of a few people in controlling them for years and decades". Neither the IOA,
along with its affiliated state units, nor the national federations will easily accept it, but they
can be compelled to do so like the apex court did in the case of the cricket board. Indian
sport is in the process of a great churning and something good will come out of it.

India's great school education

challenge : Crisis in BIMARU states

Khushboo Balani

y 2020, India will

have the worlds
largest working
population-- 869 million -but an IndiaSpend analysis
of indicators on literacy,
school enrolment, learning
outcomes, and education
spending across four states
-- with 43.6 per cent of
Indias
school-age
population between the
ages of five and 14 -revealed that India is
unprepared to educate and
train its young population.
Overall, India's literacy
rate has increased 8.66
percentage points to 74.04
per cent between 2001 and
2011, according to Census
data, but wide variations
exists across states.
The crisis in education is
especially apparent in the
four BIMARU states of
Bihar, Madhya Pradesh
(MP), Rajasthan and Uttar
Pradesh (UP) -- with 445.1
million of India's 1.2 billion
population and some of the
lowest literacy rates in the
country, according to
Census 2011. Bihar had a
literacy rate of 61.8 per
cent, Rajasthan of 67.1 per
cent, UP of 67.7 per cent
and MP a rate of 70.6 per
cent in 2011, lower than the
all-India average of 74 per
cent. Kerala has a literacy
rate of 94 per cent, the
highest in the country.
School outcomes are also
lower in the four BIMARU
states. In 2014-15, fewer
students moved from grade
V to grade VI in UP, with a
transition rate of 79.1 per
cent, when compared to
Goa, with a transition rate
of almost 100 per cent in
2014-15, according to data

Vel Arch

from the Unified District

Information System for
Education.
In MP, as few as 34.1 per
cent of children in grade V
could read a grade II text in
2014, compared to 75.2 per
cent in the case of
Himachal
Pradesh,
according to the Annual
Status of Education Report
(ASER) 2014. Similarly, in
Rajasthan, 45.9 per cent of
children in grade V could
"at
least"
subtract,
compared to 87.4 per cent
in Mizoram.
Currently, only 2.5 per
cent of school-age children
between the ages of five
and 14 live in the four states
-- Kerala, Mizoram, Tripura
and Goa -- with the highest
literacy in India, compared
to 43.6 per cent in the four
BIMARU states, according
to Census 2011. Any
reform in education in the
BIMARU states would
have the greatest impact for
India. Over the next
century, 60 per cent of the

2017: 4 things India can look forward to

By Mukta Patil

n increased focus on
renewable energy, more
reliable power supply to
villages, growing spread of
Aadhaar
-- the national
identification system -- and greater
use and spread of the Internet.
Those, according to IndiaSpend,
are the four things India can look
forward to in 2017.
1. Increasing energy capacity and
the push for renewables
What we said: Renewable energy
installations would get a push in
2016, that would balance the
country's reliance on coal.
What happened: India said it
would install 16 GW of renewable
energy this year, with the aim of
reaching 175 GW by 2022. It had
installed no more than 3.9 GW as of
November 2016, according to a
progress report by the Ministry of
New and Renewable Energy.
The total installed energy
capacity of India, as of November
30, 2016, was 309 GW, and nearly
15 per cent came from renewable
sources, according to data from the
Ministry of Power. Between
September 2015 and September
2016, 8.5 GW of renewable energy
has been installed across the
country. While the installed wind
capacity increased 15.2 per cent or
3.7 GW over the year, solar energy
capacity increased by almost 4.2
GW or 96 per cent.
Despite the slow growth in wind
energy installation, the increase
puts India in the fourth position
world-wide after China, the US and
Germany.
India had targeted installation of
4 GW of wind capacity and 12 GW
of solar capacity, the two largest
contributors to the renewables
basket, in 2016-17. Eight months
into the financial year, it had
achieved no more than 40 per cent
of its wind energy target and only
17.5 per cent of its solar energy
target.
To achieve the 2017 target, the
government and private players
will have to install 2.35 GW of
wind and 11.8 GW solar energy.
India has a solar energy potential
of 750 GW -- 3.5 times mores than
its thermal installed capacity, which
currently accounts for 70 per cent
of generation capacity -- and solar
radiation is available for over 300
days a year
What to look forward to: Solar

Vel Arch

energy installations in India have

been rising steadily since 2010,
except for a dip in 2012-13. The
government hopes to install 100
GW solar energy capacity by 2022
(57 per cent of the renewable
energy goal of 175 GW), according
to the 2015-16 annual report of the
Ministry of New and Renewable
Energy.
The renewable energy ministry
has created a road map for the next
two financial years, 2017-18 and
2018-19. Over the next two years,
India will add 42.6 GW -- almost
equivalent to its cumulative
renewables capacity to date.
2. Rural electrification moving
ahead but power supply suspect
What we said: Up to 98.1 per
cent of all villages were electrified
by June 2016, according to the
Central Electricity Authority.
What happened: Prime Minister
Narendra Modi, during his
Independence Day speech on
August 15, 2015, announced that
all un-electrified villages in the
country (18,452) would have power
within 1,000 days, or by May 1,
2018.
Only 10 per cent rural
households need to have power for
a village to be considered
electrified, and quality of electricity
is suspect even then.
As many as 11,429 villages have
been electrified so far, according to
the latest release by the Ministry of
Power.
Out of the remaining 7,023
villages, 698 are uninhabited, 3,775
are
scheduled
for
grid
electrification, 2,502 are off-grid
because of geographical barriers,

and 48 are slated for electrification

by state governments, the ministry
said.
As part of the Deendayal
Upadhyaya Gram Jyoti Yojana
(DDUJY), inaugurated in July
2015, the government proposed to
provide free electricity connections
to 42 million rural households
below poverty line (BPL).
As on March 31, 2016, 23.2
million (over 50 per cent) BPL
households were provided with free
electricity connections, according
to a report by the ministry.
What to look forward to: Grid
connected villages could possibly
be electrified by the end of 2018.
However, it remains to be seen how
many households will actually have
access to reliable electricity, given
that several states such as Bihar,
Assam and Uttar Pradesh still
report that over 60 per cent of their
rural households are without
electricity.
3. Aadhaar focus to shift to North
East
What we said: Aadhaar
enrolments were likely to cross one
billion in 2016.
What happened: Aadhaar
enrolments crossed the one-billion
mark in April.
The number of enrolments had
reached 1.095 billion by December
2016, with 73.4 per cent of Aadhaar
holders over the age of 18 while
22.75 per cent between the ages of
five and 18.
What to look forward to: Less
than 75 per cent of people in Bihar,
Manipur, Jammu and Kashmir,
Arunachal Pradesh, Nagaland,
Mizoram, Meghalaya and Assam

had Aadhaar cards as of December

15, 2016, according to data from
Unique Identity Authority of India
(UIDAI).
These regions, especially the
northeastern states, might be the
focus of the programme in 2017, as
no more than 9 per cent of
Meghalaya's people and 6 per cent
of Assam's have Aadhaar cards.
4. India's Internet user
community 2nd largest in the world
What we said: Around 462
million Indians would be online by
June 2016.
What happened: By September
2016, total Internet subscribers in
India were 367.48 million,
according to a Telecom Regulatory
Authority of India (TRAI) report.
Minister for Communications
and Information Technology Ravi
Shankar Prasad said Internet users
will cross 500 million either by the
end of the year or in 2017.
India's Internet users per 100
population was low at 26 in 2015,
as compared to a world average of
43.9, according to World Bank
data.
What to look forward to: Internet
users in India will continue to grow
three times faster than the world
average, adding approximately 400
million users to its base in the next
five years, according to National
Association of Software and
Services Companies (NASSCOM),
a trade association.
"India's internet consumption has
already exceeded the US to become
number two globally. By 2020, the
internet is expected to penetrate
deeper into hinterland of the
country, helping create more
opportunities for everyone,"
Nasscom
president
R.
Chandrashekhar said.
As many as 75-80 per cent of the
new users will come from betterconnected rural areas, given the
saturation of services in Tier 1
cities, the Nasscom report said.
As more rural users come online,
regional-language services will see
a spike because 75 per cent of the
newly-added users will speak a
vernacular language, the report
said.

would come from the four

states of MP, Bihar, UP and
Rajasthan, while only 22
per cent would come from
the more developed states
of Kerala, Tamil Nadu,
Andhra Pradesh, Karnataka
and Maharashtra, according
to a 2003 study published
by The Economic and
Political Weekly. UP and
Bihar will have India's
youngest populations over
the next 10 years, as
IndiaSpend reported in
September 2016, together
accounting for 31 per cent
of Indians between five and
14 years. The productivity
of India's young population
would depend on how these
states improve health,
education and employment
opportunities, according to
a 2013 study published in
Asia and Pacific Policy
Studies. Variations across
states in India exist not only
in literacy and enrolment,
but also in factors that
might impact future
enrolment and learning.
For
instance,
life

expectancy at birth, one of

the factors found to affect
literacy in India, according
to a 2005 World Bank
study, varies across states.
For Maharashtra, the
state with a literacy rate of
82.3 per cent in 2011, the
projected life expectancy at
birth for 2011-16 was 70.4
years, based on this report
by
the
Population
Reference Bureau. In
comparison, MP, with a
lower literacy rate of 70.6
per cent, also had a lower
projected life expectancy at
birth of 61.5 years for 201116.
School enrolment is
affected by a number of
factors including parent's
education, wealth of a
household, midday meals,
infrastructure and more.
Still, the BIMARU states
spend less on education
than their more literate
counterparts. For instance,
MP spends Rs 11,927
($175) per student, while
Tamil Nadu spends Rs
16,914 per student, the

Economic and Political

Weekly
reported
in
September 2016. The per
student spending, at Rs
5,298, in Bihar is even
lower. Another important
factor, parent's education,
impacts school education,
according to a 2001 paper
published in the Review of
Development Economics.
As many as 99.1 per cent
mothers in Kerala -- the
state with the highest
literacy
-received
schooling, compared to
30.3 per cent mothers in
Rajasthan
in
2014,
according to the ASER Trends Over Time report.
Further, factors such as
wealth have a greater effect
on enrolment in poorer
states.
Overall, in India, children
from rich families are more
likely to be enrolled in
school than children from
poor families, but this gap
is greater in UP and Bihar
than it is in Kerala,
according to a 2001 study
by Deon Filmer and Lant
Pritchett, published in the
journal Demography.

India's continued growth is under threat but

elsewhere 2017 could herald a new world order
By Manoj Joshi

ecause time moves

on, the world is
always in a state of
flux. But regions and
countries move at a
different pace.
2016, however, was
marked by several long
term trends in key nations
and regions coming to a
head at the same time
giving us that special sense
of churn and dislocation.
The terror attacks in
Belgium, France and
Germany confirmed the
beginning of a long and
hard slog to contain Islamist
radicalism in Europe. With
Brexit, the unexpected
British decision to leave the
European Union, there are
signals that the European
Union itself was possibly
under threat.
Developments
In the United States the
election victory of Donald
Trump defied pollsters and
pundits, and now threatens
to upend the political order
in the world's sole
superpower and had
portentous consequences
for the world order which
the US has shaped since
World War II and which its
incoming
President
threatens to disrupt.
Our own contribution demonetization - may not
have shaken the world, but
it has certainly rattled India.
Just what will be its
consequences is something
we will watch out for in
2017. Prime Minister
Modi's New Year Eve
speech was supposed to
give us some clarity on the
issue, but it turned out to be
a damp squib. There are
other events in the year
gone by which have yet to
take a definitive shape -the
failed Turkish coup, the USIran rapprochement, the
UNCLOS arbitration court's
award in the South China
Sea, the failure of the Trans
Pacific Partnership - and
which can have wider
geopolitical consequences
in the year to come.
There is little doubt that

British PM May went to India at the head of

a business delegation with the aim of
bringing down barriers to commerce and
paving the way for a free trade agreement
following Brexit
2017's most momentous
development will be the
unfolding of the Trump
presidency. His rise,
statements and his Cabinet
appointments suggest that
the US is determined to
change the international
rules of the game.
This could have huge
implications for the global
trading system of course,
but more complicated could
be his efforts to re-write the
tenets of America's global
political doctrine based on
liberal internationalism.
Conventional wisdom has it
that the Trump doctrine
would push allies to spend
more on defence, but the big
question is whether the
alliance system can survive
the strain imposed on it by a
Trump presidency.
For Europe 2017 could be
a make or break year. There
are many elements in this
mix- a potential US
rapprochement with Russia,
the possible election upsets
in its two principal nations,
France and Germany, and
the rise if Islamist
radicalism.
Powerplay
In China, the event to
watch is the 19th
Communist Party Congress
likely to be held in
November. This is likely to
involve much jockeying for
power for it could decide
the succession to Xi Jinping

in 2022.
It offers Xi the ability to
shape the direction the party
and the country will move
because he will seek to put
in place a Central
Committee and politburo
which will reflect his
priorities.
In
these
circumstances, the Chinese
approach to the US will be a
cautious one, waiting to see
how things play out before
making any new moves.
For us in India, the UP
election outcome is easily
the most important political
event of 2017. With
demonetisation kicking in
and the Parliament still
locked, the chances of
significant reform that
could accelerate economic
growth is doubtful.
Perhaps this is as Modi
has calculated, putting all
efforts in the development
arena in a back-burner till
he consolidates himself
politically, which means
winning the UP elections
and consequently the
general elections of 2019.
Policies
Modi may be in a position
to control the narrative
domestically, but he will not
have an easy ride abroad.
For one thing, the
expected rise in oil prices
will remove the cushion the
Indian economy has
enjoyed since he became
Prime Minister.

Addressing the gathering,
SN Singh, labour union
leader said, it's very sad
that employees of Tayo

their salary for three
months.
It's a first incident in the
history of Tata Group that
employees are facing

They hope that Ratan Tata

would take steps to restore
Tayo Rolls which would
help the employees in

getting back their jobs.

SN Singh appealed the
workers not to panic and to
continue their protest till
they succeed.
Labour Union leader
further said, the labour
department had dismissed
the closing down of the
company but still the
workers have not received
the salary which is
unconstitutional. Inter

world. He emphasised that

"Make in India" initiative
of the Govt. of India would
push the country to be one
of the largest producers of
the automotive grade high

Hundreds of animals sacrificed

for divine blessings in Odisha

Bhubaneswar, Jan 3 (IANS) Hundreds of animals were

sacrificed as part of a tribal custom during the "Sulia Yatra"
in Odisha's Bolangir district on Tuesday.
The sacrifice of animals was carried out to appease the
gods.
Hundreds of animals, such as goats and buffalos, were
killed during the puja while the district administration and
police remained mute spectators.
Tribals of the district argued that they have been
observing this ritual for a long time and support animal
sacrifice during the celebrations.
"We performed the puja to appease the gods. People
offer animals as their wishes are fulfilled following the
blessings of gods," said Harihar Kanhar, chief priest.
As part of the custom, tribals first bathe the animals to be
sacrificed and anoint them with turmeric. The animals are
then hacked in the presence of thousands of people.
The district and police administrations only appealed to
maintain law and order during the annual festival.

No adverse effect of demonetisation

on the farmers : Union Agri Min
Union Agriculture Minister Radha Mohan Singh today
asserted there was no adverse effect of demonetisation
on the farmers and the farm growth in 2016-17 will be
much better than the last few years.
Citing examples to prove his point on demonetisation,
Singh said the sale of milk has increased during the
period of note ban and mentioned higher sale of Amul,
Mother Diary and Delhi Milk Scheme.
"Before demonetisation the average sale of milk by
Amul per day was Rs64.55 crore. After demonetisation,
it has increased to Rs74.25 crore per day in NovemberDecember. Similarly, before demonetisation the average
sale of Mother Dairy milk was 28.06 lakh litre, the
average cost was Rs11.42 crore.
After demonetisation it has increased to 29.61 lakh
litre per day. In November-December the average cost is
Rs12.05 crore per day. Under Delhi Milk Scheme
average sale was 2.70 lakh litre per day and average cost
was Rs1.05 crore per day.
After demonetisation it has increased to 2.76 lakh litre
in November-December," Singh said on Thursday while
listing out his ministry's achievements in the last two and
a half years.
The minister claimed that the growth in agriculture
sector will be higher during the current fiscal due to good
monsoon spell. He added that the Centre is ready to
procure pulses and other crops if rates fall below the
minimum support price (MSP) level.

New York, Jan 3 (IANS) A modest increase in dietary

zinc - about four milligrams - can
help reduce everyday wear and
tear on our DNA, says a study.
While most DNA damage is
harmless, some can have serious
ramifications and a decrease in the
body's ability to fix this wear and
tear may be an important
component of ageing.
"We were pleasantly surprised
to see that just a small increase in dietary zinc can have
such a significant impact on how metabolism is carried
out throughout the body," said lead researcher Janet King,
Senior Scientist at Children's Hospital Oakland Research
Institute in California.
"These results present a new strategy for measuring the
impact of zinc on health and reinforce the evidence that
food-based interventions can improve micronutrient
deficiencies worldwide," King noted.
Zinc is ubiquitous in our body and facilitates many
functions that are essential for preserving life.
It plays a vital role in maintaining optimal childhood
growth, and in ensuring a healthy immune system.
Zinc also helps limit inflammation and oxidative stress
in our body, which are associated with the onset of
chronic cardiovascular diseases and cancers.
Around much of the world, many households eat
polished white rice or highly refined wheat or maize
flours, which provide energy but do not provide enough
essential micronutrients such as zinc.
In the absence of sufficient zinc, our ability to repair
everyday wear and tear on our DNA is compromised.

Different ball game to be

married to artiste: Shaan's wife

Radhika Mukherji, who

tied the knot with singer
Shaan almost two decades
ago, says it's a different ball
game to be married to an
artiste.
Shaan has crooned
several love songs like "Jab
se tere naina", "Chand
sifarish" and "Suno na".
Has he ever composed a
special love song for his
wife?
"Yes, he had written
'Gumsum ho kyon'. I was
really angry with him and I
wasn't talking to him. We
went on a long drive. So, he
started singing the song to
me. He is romantic that
way," Radhika told IANS
over phone from Mumbai.
"But other than that...
there are times when I wake
up in the middle of the
night as he asks me 'What
do you think of the tune?'
But that's how it is... living
with an artiste. It's a
different ball game to be
married to an artiste," she
added.
What about a duet with
him?
"He can sing, I can dance.
I am a very good dancer,"
she said. But singing is not
her forte.
"I love music. I've grown
to understand music, but I
don't think I would like my
husband to stand and ask
'What is she doing?'," she

said when asked if she

would like to sing someday.
Their two sons Soham and
Shubh are also following in
their father's footsteps.
They sang "Bum pe laat"
from the Ajay Devgnstarrer "Himmatwala".
"Shubh has also sung for
Yash Raj Films. Soham
plays piano beautifully. He
is 15. His voice is cracking
now, so he gets conscious
when he has to sing. The
boys are inclined towards
music," said Radhika.
But as parents, they are
not pushing them to pursue
only music. "It's up to them
what they want to do," said
Shaan's wife, who believes

anybody can be a playback

singer.
"The kind of technology
that we have, you can make
an average singer (sound
good)... Make a few
corrections and record the
song. But an average singer
can't perform on the stage
as technology isn't there.
What you see is what you
get," she said. She might
not join the league of
singers in the family, but
she is happy to be a part of
the industry through
Happydemic, which is an
effort of love and passion

SpaceX to try new launch on Sunday

Barely three months after

one of its rockets blew up
on the launchpad destroying a $200 million
Facebook satellite with it SpaceX has said that it
plans to try again on
January 8.
The new launch date was
included in a report on
Monday that SpaceX
released on the explosion of
its Falcon 9 rocket at Cape
Canaveral, Florida, on
September 1, NBC news
reported.
The
"anomaly"
SpaceX's word - was
caused when supercold
helium led carbon fibres
and aluminium to cool at
different rates on the

second of the rocket's two

stages, the company said.
That opened the gaps
between two layers of the
overwrap, where liquid

oxygen escaped and got

trapped, it said.
That, in turn, caused one
of the protective layers to
"buckle," or fail. Static

emphasise your personality
and if chosen correctly, they
are capable of refreshing
your image. Don't shy away

also avoid dressing in one

says an expert.
Harkirat
Singh,
Managing Director at
Woodland Worldwide, has
rolled out a few tips on
styling your leather jacket:
* Dressing in just one
colour from head to toe
does not appear very
flattering. Break the
monotony by pairing blue
jeans with a black leather
jacket. A white T-shirt
peeking out from beneath
the shirt and a thick
woollen scarf will ramp up
the sophistication.
* To soften the look of
the sturdy looking leather
jackets, pair them with light
coloured cotton shirts.
Team them with a grey
trouser and tan shoes for a
smart formal look.
* Don't shy away from

of your jacket. As long as
you get the right colour and
cut, feel free to experiment
with different masculine
hues such as tan or grey. If
you want to go for a
brighter shade, make sure
that
you
carry
it
confidently.
* For a weekend lunch
with friends, wear a black
leather biker jacket with a
grey T-shirt and black jeans
to look cool and casual.

* If your style preference

is a little more on the
preppy side, reach out for a
plain jacket with leather
sleeves. It will add an edge
to your look. Add some
slim blue jeans and
fingerless gloves to
complete the look.
* Try teaming a black
leather
jacket
with
distressed grey jeans for a
polished yet off-duty look.

Contradicting a prevalent
perception, a new study
says that our brain
enlargement and dental
reduction did not happen in
lockstep. The findings
suggest that evolution of
brain and tooth size in
humans were likely
influenced by different
ecological and behavioural
factors. "Once something
becomes conventional
wisdom, in no time at all it
becomes dogma," said
study co-author Bernard
Wood, Professor at George
Washington University, US.
"The co-evolution of
brains and teeth was on a
fast-track to dogma status,
but we caught it in the nick
of time," Wood noted.
This research challenges
the common view that
reduction of tooth size in
hominins is linked with
having a larger brain.
The reasoning is that
larger brains allowed
hominins to start making
stone tools and that the use
of these tools reduced the
need to have such large
chewing teeth.

Anil Divan replaces Nariman to

suggest BCCI administrators
New Delhi, Jan 3
(IANS) The Supreme Court
on Tuesday appointed
senior counsel Anil Divan
in place of Fali Nariman for
recommending names of
the administrators to
oversee and supervise the
functioning of the Indian
cricket board.
A bench of Chief Justice
T.S. Thakur, Justice A.

D.Y. Chandrachud named
Divan after Nariman
recused himself.
The court on Monday
asked amicus curiae Gopal
Subramanium and Nariman
to suggest the names to

the
administration of the Board
of Control for Cricket in
India through its Chief
Executive Officer.
The court had given them
two weeks to suggest the
names of persons with
"integrity and experience in
managing a similar

The apex court also
clarified that cricket
administrators will be
allowed to hold office for a
cumulative period of nine

Ganguly on Tuesday calmed talk about him taking over as
the Board of Control for Cricket in India (BCCI)
President, saying "it's too early" to draw any such
conclusions. "It's better not to take my name. There is no
reason to take my name. It's too early," Ganguly told
reporters a day after the Supreme Court, in a historic
verdict, sacked board President Anurag Thakur and
Secretary Ajay Shirke for not implementing the July 18
recommendations of the Justice R.M. Lodha Committee.
The bench comprising Chief Justice T.S. Thakur, Justice
A.M. Khanwilkar and Justice D.Y. Chandrachud also said
that all the office-bearers of the BCCI and its affiliate state
units, who are in conflict with the recommendation of the
Lodha Committee, would demit office. Ganguly, who is
currently the Cricket Association of Bengal (CAB)
President said nobody has got any choice but to implement
the Lodha Committee recommendations in toto.

into their second innings
when
first
innings
centurion, opening batsman
Priyank Kirit Panchal, was
run out for 1 with the team
at 18-1.
Samit Gohel (49) and

Gujarat overcome the early
blow with a 69-run stand
for the second wicket.
But spinner Nadeem had
other plans. He started his
dangerous spell by cleaning
up Merai, before captain
and India wicket-keeper
Parthiv Patel (1) was caught

counter which earned him two points.

The Georgian showed excellent
technique to continue his domination
and complete what proved to be a
comfortable win at the end.
Pooja Dhandha then doubled
Jaipur's lead by defeating Punjab's
Manju Kumari 4-1.

pulled one back for Punjab by
overcoming a tough challenge from
Jaipur's Indian youngster Utkarsh
Kale in the men's 57kg category.
Vladimir, the reigning Olympic
champion, saw off a tough challenge
from Kale to notch up an 8-5 win.
Kale surprised Vladimir in the early
