I. Cause of Corruption in the Philippine Government

Corruption is one of the most grave social issues our country face today. For decades it
has long been a signus to our nation. Corruption is the biggest disease infesting the
world at this time. It is the root cause of a countrys failure and all these factors follow
suit- malnutrition, poverty, unemployment, illiteracy and more making it the ultimate
cause of a countrys failure. Corruption to a countrys system is similar to a virus of a
computer system. A virus damages the working mechanism of a computer system
likewise damages the whole countrys working mechanism. Corruption is like a
communicable disease, symptoms can be seen throughout the world.
The forces that drive corruption is extremely strong and have a tremendous capacity to
morph. To name, some of they key drivers, I would emphasize is political funding. In
most countries of the world, wherein corruption is endemic, there is a huge problem in
the way in which political finance is raised, frequently from corrupt sources in order to
back a political party or candidate on the assumption that contracts would be awarded
corruptibly once the candidate or party is in power.
Corruption is a worldwide evil phenomenon and its particularly damaging to developing
countries. Extreme poverty exists on a global scale is due to the individuals in our
banks, government and big corporations. How do banks fit into the corruption? They
are the credit creators. Nations access to this credit which created the debt money that
will be owed back to the bank can never be repaid. Attached to this debt money, is
compounded interest which can never be repaid because the only ones allowed to
create money are the banks. As a result an exponential growing national debt. The
government is the biggest factor because they are the policy makers and tax collectors.
The corrupt politicians create policies that benefit the corrupt banks and corporations.
These same politicians create taxation policies that lead to wealth redistribution from
the poor to the wealthy bankers. Because the taxes benefit the corrupt banks and
corporations the people who can least afford to be taxed carry the majority of the
burden. Corruption adversely affects not only the economic efficiency but also the
democratic exercises in the sense of public morale and morality. It limits the ability to
achieve the millennium development goals as proposed by the UN. How can we attain
a sound government and prosperity of a nation when corruption is institutionalized to
regulatory and supervisory mechanism. Corruption eats all the institutional capacity of
government, disregards the prosecutors and buys them public office.

Corruption is the greatest problem ever faced by the masses that led to a vast loss of
money throughout. Tracing back, there have been evident discoveries of this act
executed within the Philippine government. One of the most famous would be the
political scandal involving the alleged misuse by several members of the Congress of
the Philippines of their Priority Development Assistance Fund (PDAF). Discoveries
have shown that these projects were never put into action and the money would go to
a bogus non-government organization. It was then discovered that these officials spent
the money for their own personal desires. Billions of pesos were stolen from the
Filipino people. The money would have helped the countrys current situation but it all
went to unworthy government officials.
II. Civic Values
Civic values help the population as a whole to live harmoniously in a community. Its
anything one does for the betterment of his/her fellowmen. The importance of civic
values leads the way for us to be locally and globally oriented. For us to embrace
values such as respect, equality and freedom. It sets the end goal of shaping
responsible citizen.
The major subgoals of civic values is to acquire knowledge from history, the social
sciences and other related areas. To develop skills to think and process information
and develop appropriate democratic values, beliefs and dispositions. Promoting the
quality of life in a community, through both political and non-political processes.

This would allow us to perform community duties such as church duties, volunteering
work in food and fund drives, red cross, health and promotion awareness and more.
For example, in times of natural disasters, people come to the aid of each other to try
to meet their basic needs. Another example would be as a duly citizen to our country is
to report to the proper authorities, the crimes and other unlawful activities occurring in
the government. Lastly paying proper dues/ taxes to the government. These and many
others are only a few examples of civic values.

III. Leadership and Service

Leadership and service are inseparable ideas. They are a pair. Without one, the other
isnt as effective. Only effective when combined. They form a relationship together
similar to a couple. In order for someone to lead, one must be willing to serve. The very

idea of leadership implies that one gives of themselves for others. A leader must never
expect others to do something they will not do first.

Leadership is a continuation of service. When an organization aims to build a

sustainable and superior service culture, the role of leadership team is of utmost
importance. One of the most critical elements in building a superior and sustainable
service culture is the role of leadership. In our work with many organizations, in a wide
range of industries and in cultures all over the world, there are leadership behaviors of
successful leaders who bring their organizations to a higher level of service
performance, and build culture that keeps that service strong overtime.

A leader should declare service a top priority. Be a great model to be someone who is
walking the talk be it with customers, suppliers, partners, people who report to leaders
and people that leaders work with. The definition of service is taking action to create
value for someone else. And a service leader is a role model with that kind of focus, not
whats in it for me but instead of what I can do for you.
