1.

INTRODUCTION:
Ranjit Sagar dam hydro electric project have four number units of 150
MW each with additional 10 % capacity for overload on River Ravi near
village Thein, 40 kilometer from District: Pathankot, Punjab. The
generating voltage is 13.8 KV stepped up to 220 KV through 62.5 MVA
single phase 13.8KV/220KV/3 Generator Transformers. For feeding the
internal load i.e. generator auxiliaries and lighting loads of the
powerhouse and 220KV switchyard, 2 Nos Dry Cast resin Type
transformers with 1250KVA capacity are installed in the powerhouse.
RSD power house site is located near village Thein in Pathankot
district of Punjab state with geographic coordinates of 32 026 30N and
750 4330E. The project site is about 40 kilometers from Pathankot
which is on New Delhi-Jammu railway line. Pathankot is 480 kilometers
from New Delhi, capital of India. PSPCL store is located in workshop
complex at Shahpurkandi in district Pathankot of Punjab which is about
15 kilometers from Pathankot.
This office intends to replace the existing damaged 1250KVA,
11KV/415V, dry type cast resin station transformer. The existing
transformer consists of off-load tap changer with tapping range of
+7.5% to -2.5% in steps of 2.5%. The 11KV side of transformer is
connected through 3*185 (sq. mm) aluminium conductor XLPE cable .
The LV side is connected through bus duct.
2. Brief Description of Exisiting Sub-Station Transformer
RSD Powerhouse is having 4 Nos 150MW Generating Units. For meeting the load
requirement of auxiliaries of generating units, lighting load and load of Cranes and lifts
etc installed at RSD powerhouse two nos 1250KVA, 11KV/415V Dry Type Cast Resin
type sub station transfomers have been installed. These transformers are fed from two
independent 11KV from 66KV Ucha Thara Substation. In case of failure of any of the
11KV feeder the load could be shifted to one no. Sub Station Transformer with the help
of bus coupler. One no. 1250KVA dry cast resin type transformer with similar rating is
kept as spare.
This office intends to replace the existing damaged 1250KVA, 11KV/415V, dry type cast
resin station transformer. The existing transformer consists of off-load tap changer with
tapping range of +7.5% to -2.5% in steps of 2.5%. The 11KV side of transformer is
connected through 3*185 (sq. mm) aluminium conductor XLPE cable . The LV side is
connected through bus duct.

The above equipment being procured is to be installed in the power houses which
operate under the following conditions prevailing at Ranjit Sagar Dam .

4. SCOPE
4.1 The specifications covers the design, manufacturing, testing, supply and delivery of
11KV/415V, 1250 KVA dry type station transformer with mandatory spares for
Ranjit Sagar Power House as given below:

4.2 The dry type transformer is to be installed indoor. The dimensions of the existing
transformer are attached as Annexure-1. The Bidder may visit site on any working
day for assessing space availability.
4.3 Unloading at destination is within the scope of PSPCL.
4.4 The spare parts should be identical and of same rating to facilitate interchangeability.
4.5 All tools and tackles etc. required for erection and O&M activities is within the
scope of supply.
4.6 Dismantlement of old transformers and erection of new transformers is within the
scope of PSPCL. However, Testing and commissioning at site shall be done by the
Engineer of the firm under the supervision of Firms engineer & in the presence of
PSPCL engineer for which no additional charges shall be payable.

All standards, specifications and codes of practice referred to herein
shall be the latest editions including all applicable official amendments
& revisions as on date of opening of bid. The following standards &

such as IEC, BS, USA, VDE etc will also be considered it they ensure
performance and constructional features equivalent or superior to
standards listed above. In such a case the supplier shall clearly
indicate the standards adopted, furnish a copy in English of the latest
revisin of the standards alongwith copies of all official amendments
and revisions in force as on date of opening of bid and shall clearly
bring out the salient features for comparison.
6. DESIGN AND CONSTRUCTION
a) The Transformers shall be natural air cooed and suitable for indoor installation. The
dimensions of existing transformer is as per Annexure-1. The transformer shall be
double wound resin cast dry indoor type with delta connections on HV side and star
connection on LV side. The arrangement of the winding shall be such that there is
electrical and magnetic balance under all conditions of operation. The design,
treatment and construction of the transformer and bracings of the windings shall be
such as to withstand the heavy mechanical and thermal stresses which may be
experienced under conditions of daily cycles of heating and cooling due to
fluctuations in loads and of dead short circuits on either side of the transformers.
b) CORE:
The core shall be made from laminations of cold rolled low loss, nonaging, high permeability, grain oriented silicon steel. The
laminations shall be held rigidly by steel frame which shall clamp
them together to prevent vibrations. A coat of resin shall be applied
on the core so as to prevent it from corrosion.
c) WINDING:
The HV and LV windings shall be of high grade, electrolytic solid
drawn high conductivity copper encapsulated type winding. The
inter turns and end turns of the HV & LV winding shall be insulated
for protection against surges and transients. The insulation used
shall be of Class-F or better. All permanent current carrying joints in
the windings and leads shall be welded or brazed. In case of strip
conductor, the corners shall be rounded off to eliminate risk of
injury to inter-turn insulation during winding and other operations.
The coils shall be pre- shrunk during manufacture so that it is
extremely unlikely that any future shrinkage will take place in
service. The windings shall be so designed that all coils assemblies
of identical voltage rating shall be interchangeable.
The temperature rise of winding measured by resistance method
shall not exceed 90 degree Celsius. The coils shall be non-

flammable and self-extinguishable. The winding shall not absorb


humidity. The transformer shall be suitable for switching on at full
rated voltage and load without and drying process after it has been
stored for long time. The coils of transformer shall be so insulated
that the transformer is free of partial discharge and the transformer
has excellent short circuit capability as these transformers are
meant to be connected directly to generator bus being high fault
feeding source (i.e. very small Z source)
The casting of the windings shall be carried out in vacuum i.e. VCC.
Various constituents of the epoxy shall be heated in separate
vacuum ports to eliminate dissolved gases and moisture. The epoxy
shall be casting winding molds to completely dried windings under
vacuum to have voidless embodiment and excess epoxy shall be
sawn off and sharp edges removed and smothered by machining.
d) PROTECTION AGAINST THERMAL OVERLOADING:
The transformer shall be protected against thermal overloads. The
provision of separate alarms and trip contacts shall be made to
initiate alarm trip circuit in case temperature of winding of each
limb (Phase) exceeds preset limits. 220V DC control supply is
available for the purpose.
e) PAINTING OF TRANSFORMER:
Transformer shall be provided with painting as per standard practice
and that paint shade shall be of 631 (epoxy) as per IS-5

g) BUSHING:
i) The Electrical characteristics of bushings shall be in accordance with IS: 3347 and IS:
2099 LV bushing terminals for phase and neutral including bushings shall be identical
and of same current rating to facilitate inter-changeability. The bushings rods shall be
suitable for the thimbles.
ii) The bushings shall have high factor of safety against leakage to ground and shall be so
located as to provide adequate electrical clearances between bushings of various voltages
and between bushings and grounded parts.

iii) Bushings of identical voltage shall be interchangeable.


iv) Clamps and fittings made of steel of malleable iron if any shall be galvanized.
v) Each bushing shall be so co-coordinated with the transformer insulation that all flashovers will occur outside the tank. All bushings shall have puncture strength greater than
dry flash over value.
vi) All the bushings shall be provided with adjustable arcing horns, if required. During any
flash-over across the arcing horns, the arc shall remain away from the bushing insulators.
h) INTERNAL EARTHING ARRANGEMENT:
a) Earthing of core clamping structure:
The top main core clamping structure shall be connected to
the enclosure/cover body by a copper strip. The bottom
clamping structure shall be earthed by one or more of the
following methods.
i) By connection through vertical tie-rods to the top structure.
ii) By direct metal to metal contact with the cover base
maintained by the weight of the core and windings.
iii) By connection to structure on the same side of the core as
the main earth connection to the enclosure cover.
b) Earthing of magnetic circuit:
The magnetic circuit shall be earthed to the clamping
structure at one point only. The connection to the link shall be
on same side of the core at the main earth connection.
c) Earthing of coil clamping ring:
The coil clamping rings are of metal at earth potential,
each ring shall be connected to the adjacent core clamping
structure on the same side of transformer as the main earth
connection.
i) AXLES AND WHEELS:
Transformers are to be provided with wheels and suitable locking
arrangement shall be provided to prevent the accidental movement
of the transformers.
All wheels should be detachable and shall be of cast iron or steel
as required wheel to be provided suitable for use on floor track and
shall be so placed that pulling and lifting machine can be used to
move the transformer if required.
j)

EARTHING TERMINAL :
Two earthing terminal, capable of carrying for 4 seconds the full
load voltage, short circuit current of the transformer shall be
provided. Provision shall be made at position close to the two

bottom corners of the enclosure frame for bolting the earthing


terminals to the enclosure structure to suit local conditions.
k) PROTECTIVE ENCLOSURE:
Open ventilated enclosure shall be fabricated from best commercial
grade low carbon steel suitable for winding. The enclosure unit shall
be sufficiently strong for movement of complete assemble unit in
any direction without causing damage to winding and components.
It should have a noise less and vibration free operation. Suitable
guides shall be provided for positioning various parts during
assembly and dismantlement. All the parts of the transformer
requiring independent handling during assembly or dismantlement
shall be provided with lifting eyes of lugs. The enclosure shall be
provided with two suitable copper alloy lugs for grounding. All
opening in enclosure shall be adequately covered with wire mesh to
prevent entry of dust and small living creatures.
l) ACCESSORIES
The transformer shall be complete with the following accessories which are the
minimum and not the least.
i)
Rating and Diagram Plate.
ii)
Earthing terminal with lugs
iii)
3 No. PT 100 temperature sensor with WTI scanner.
iv)
4 No. Bi-directional rollers.
v)
Lifting lugs.
vi)
Off circuit tap links.
vii) Suitable HV Cable termination as per site requirement.
viii) Suitable LV Cable termination as per site requirement.
ix)
Any other item considered necessary by manufacturer and not
covered above.
m) TERMINAL MARKING, TAPPINGS AND CONNECTIONS:
The HV and LV terminals suitable for existing cables. Terminal
marking is to be done as per the provisions of IS: 2026 (part-1)1977. Each transformer shall be provided off load tap changer with
tapping range of -2.5% to +7.5% in steps of 2.5% with accuracy of
+/- 5%.
7. OPERATIONAL REQUIREMENTS:
a) FREQUENCY :
The transformer shall be suitable for continuous operation at rated output as well
as 10% overload with a frequency variation of + 3% from normal frequency of 50
cycles per second without exceeding the specified temperature rise.

b) VOLTAGE :
The transformers shall operate without injurious heating on any tap under
following conditions provided increase in voltage is not accompanied by
reduction in frequency.
i)
At rated KVA with voltage variation of + 10% of the voltage
corresponding to particular tap.
ii)
The transformer shall be capable of delivering continuously
the rated current at a voltage equal to 105% of rated
voltage without exceeding the limiting temperature rise.
iii)
Transformer shall be capable of operating at a voltage
approximately 25% above normal rated voltage for a
period not exceeding one minute and 40% above normal
for a period five seconds in the event of minute load
rejection.
c)

SHORT CIRCUIT STRENGTH AND IMPEDANCE:


Transformers shall be designed and constructed to withstand
without damage the thermal and dynamic effects of external
short circuit under conditions specified in IS-2026 (part-I).
Percentage impedance for principal tap at 75 C shall be 4 % for
all the 3 nos. transformers. The thermal short circuit
withstanding ability shall be demonstrated to the purchaser by
calculations. The duration of short circuit current to be used for
calculation of thermal withstanding ability shall be 2 secs.

d) TEMPERATURE RISE:
The average winding temperature rise will not exceed 90 C with
class F insulating material and temperature rise to be measured
at the lowest tap of transformer and with ambient temperature of
air as 50 C.
e)

INSULATION LEVEL:
Certain inevitable factors such as temperature rise due to
continuous operation at full load rated power in indoor conditions
moisture in power plant, electrical and mechanical stresses shall
considerably affect the conductance of the insulating material.
These factors must be considered while selecting insulating
materials for these transformers to ensure optimum life to
equipment. The insulation level employed shall be capable of
withstanding power frequency and impulse test voltage as per
IS : 2026/(part-III) and insulation to earth shall be uniform .

f)

NOISE LEVEL :

Noise level shall not exceed 80 db. And every care shall be taken
to ensure minimum noise.
g)

FLUX AND CURRENT DENSITY:


i)
The transformers shall be so designed that the maximum permissible flux
density for core and yoke material shall not exceed 1.90 tesla at normal
voltage, frequency and ratio.
ii)
The maximum current density for HV and LV winding material shall not
exceed 300 A/sq.cm.
iii)
The transformers shall be suitable for over fluxing up to 125% for 1 min
and 140% for 5 sec without injurious heating .
h) SUPPRESSION OF HARMONICS:
The transformers shall be designed with particular attention for
the suppression of harmonics especially the third and fifth so as
to eliminate waveform distortion and any possibility of highest
frequency of disturbance, inductive effect of circulating currents
through neutral causing influence with communication circuits.
Percentage of harmonics at normal voltage and at maximum
system voltage shall be stated in the tender. Harmonics shall be
measured during final testing of the transformer.
8) TOLERANCES:
Various tolerances on technical parameter shall be as under :a) Impedance:
Maximum tolerance allowed on impedances at all taps shall be as
per IS-2026 Part-I latest addition.
b) LOSSES:
No positive tolerance shall be allowed on guaranteed no load
losses, load losses and auxiliary losses individually.
c) WEIGHTS:
No negative tolerance shall be allowed on weight of copper,
weight of CRGO etc.
9) INSTRUCTION PLATES AND MARKINGS:
All gauges, maters, instruments etc. shall have dials of scales
calibrated in metric system units. All name plates, instrument plates,
warning signs and any marking whatever on the equipment and its
parts and accessories shall be in English language, idioms , words and
meanings in current use in India. In order to facilitate sorting and
erection at site, every part of the plant and equipment shall be suitably
marked.
10) BOLTS & NUTS :
i.
Steel bolts and nuts exposed to atmosphere with suitable finish like cadmium plated
of zinc plated shall be used.

All nuts, bolts and pins shall be locked in position with exception of those external to
the transformer.
All bolts, nuts and washers in contact with non-ferrous parts which
earry current shall be of phosphor bronze where the transfer of
current in through bolts.
If bolts and nuts are placed such that they are inaccessible by
means of ordinary spanners, suitable special spanners shall be
provided by the supplier.

11) FIRE PROTECTION:


All apparatus, connections and cabling shall be so designed and
arranged as to minimize the risks of fire and any damage that may be
caused in the event of fire.
12) LABLES AND PLATES:
The labels shall be of material capable of withstanding continuous
service. These should ensure permanence of lettering and shall avoid
dazzle from light. Labels mounted on dark surfaces shall have white
lettering on black background. Danger notices shall have red lettering
on a white background.

The rating plates shall give the information as per the requirement of
IS:2026.
ii)
All plates shall be of non-corrosive material.
iii)
Labels shall be attached to panels with brass screws of with steel
screws which have received rust preventive treatment.
13) STORAGE AT SITE:
Complete instructions regarding the storage of the equipment at site
shall be furnished by the contractor. If at any time after the arrival of
equipment at site, contractor of his representative desires to draw the
attention of the purchaser to the conditions of storage which in his
opinion might affect the state of the equipment stored, he shall do so
in writing to the purchaser.
14) ELECTRICITY RULES:
All works shall conform to the rules in force under the Indian electricity
Act and other applicable legislations.
15) DRAWINGS:
The successful bidders after the award of the contract shall supply five
copies of the following drawings within 21 days after the receipt of
purchase order, which will describe the equipment in detail for
approval by the purchaser. Purchaser (i.e. Punjab State Power
Corporation Ltd.) purchasers ref. No. (i.e. P.O. no. & date, specification

No.) Rating of transformer should invariably be specified on each


drawing. Bill of material in respect of each drawing must indicate the
quantity, make and specification of each item.

elevation, side elevation with all fittings and accessories etc. The
following information must be specifically included on this drawing.
a) Electrical clearances, minimum as well as actual.
b) Thickness of transformer tank bottom, side & top plates.
c) Type, shade, shade no. and thickness of transformer paint.
d) Weight of windings, core, untanking mass, transportation
mass and dimensions etc.
Detailed drawing of bushings, showing plan elevation, terminal
details, mounting details, make and type number incorporating
electrical characteristics, description of various parts, total
creepage/protected creepage distance, total weight of bushing,
dimensions, short time rating etc.
Foundation details along with embedments.
Rating and diagram plate.
CORE DRAWINGS:
a) Core dimensional drawing showing frame size (elevation plan ),
limb and yoke sections along with step details and calculations
for flux density and make of CRGO.
b) Calculations for no load current, no load losses and
characteristics of the core material shall also be furnished.
c) Make of CRGO and sub-supplier Name for cutting of CRGO shall
be given in the drawing.
WINDING DRAWING:
a) HV, LV and Regulating winding conductor cross-sections along with calculations
for current density.
b) Make of copper used and insulating paper/press board used shall
be given in the drawing.
c) Name of the vendor for processing of copper shall be given.

16) ADDITIONAL DRAWINGS:


The following drawings shall be supplied for reference and record in
addition to the above drawings enlisted.

17) INSTRUCTION MANUALS:


The successful tender shall be required to supply 10 sets of instruction
manuals per transformer, each properly bound in hard cover. Each set
shall consist of the following.

Erection, operation & maintenance manual for transformer.
Precautions prior to application, if any.
Any other information/date/documents/instructions considered
necessary by the manufacturer for efficient functioning of the
transformer. The supplier shall also be required to supply one set of
drawings listed above on superior quality tracing cloth/paper
suitable for reproduction.

18) INSPECTION AND TESTING:


The supplier shall carry out all Type tests as well as routine Tests on
the Transformers as per IS 11171-1985 with amendment if any. Type
tests shall be carried out on one transformer of each rating and
routine tests on all Transformers.
If reports of type tests performed at NABL accredited/Recognized Test
House, on a similar Transformer are furnished, the purchaser may
accept these as evidence of type tests. However the purchaser
reserves the right to carry out certain type tests, if feel essential.
Temp. Rise Test as per IS-2026/IEC-354 latest amendment
shall be carried out on one number of transformer free of
cost.
All tests of Transformers and Auxiliaries shall be done in accordance
with IEC/IS recommendation.
A written notification shall be sent to the purchaser at least two weeks
in advance, indicating the time and place of factory tests so that the
purchaser of his representative could witness these tests. Also, the
test Certificates for this performed on Core, winding & Tank during
manufacturing are to be submitted by the supplier at the time of
inspection by PSPCL.
Repair/rectification of modification of the transformer for any defect
which occurs during or after the tests shall be in the scope of the
supplier.

19) PACKING , DISPATCH AND DELIVERY:


The supplier shall be responsible for suitable packing of all
equipment and marking of the consignments so as to avoid any
damage during transit, storage and to ensure correct dispatch to the
destination. Damages to equipment/material in transit due to improper
packing shall be to suppliers account. All parts requiring protection
from moisture shall be especially packed to prevent ingress of
moisture. No parts of any kind shall be packed inside other larger
parts. Heavy parts shall be so mounted that there is no difficulty in
attaching slings etc for unloading at destination.
All parts shall be adequately marked to facilitate field erection.
Boxes and crates shall be marked with contract number and shall have
a packing list enclosed, showing the parts contained therein.
The weight and dimensions of the heaviest package of
transformer shall be so arranged by tender that the transformer can be
transported up to site in Indian railways. It will be the entire
