Water Regulatory Bodies of Johor (BAKAJ)

The mission and vision of this organization is being a world class organization in 2020 and able
to cooperate with other agency, NGO, corporate sector, and society to achieve sustainable of
environmental and quality of pure water.
They are also having their own strategy for their good. The first one is managing the changing
process as best as possible to reduce the obstacle to achieve the objective of department. Second,
build the capacity of organization with have a world class staff team. Third, use new technology
to observe with effective for whole catchment area. Fourth, increase the efficiency of raw water
use by bringing a high income for the state of Johor. Fifth, strengthen the training and retraining
for all stakeholders to embrace the principles of water resources management.
They have four objectives in the organization. First, change the perceptions and practical of
community who care and loving the environment. Second, increase the revenue for the state of
Johor through licensing the raw water and effective water resource management. Third, create
awareness among the society about the importance of the environment overall. Lastly, make
Johor become one of the best places to work, career and resident.
They have eleven services unit which are administration management, human resources, finance
and budget, legislation/act/rules, serving customers, agreements/documents, enforcement,
training, licensing, local authority (LA) land and annual report. The function of Catchment
Management Unit is to manage the catchment area with integrated. Second, they standardize and
examine sample of analysis of raw water. Third, they monitored and examine the quantity of
water at the reservoir and river. Fourth, they analyze the hydrology data and level of reservoir.
Fifth, they align and manage research catchment area need. Sixth, investigate and take an action
regarding the pollution of reservoirs. Seventh, manage and review on the Environment Impact
Assessment report (EIA). Eighth, manage, monitor and maintain the existing dam structure based
on Guidelines for Operation, Maintenance and surveillance of Dams. Ninth, coordinate and
manage the information management system, GIS, remote sensing for river basins and dams.

For the Water Resources Management Unit, the function this department is monitors the
implementation of the Johor-Singapore Agreement. Second, monitor the implementation of the
Johor-Malacca Agreement. Third, analyze the hydrological data. Fourth, implement the sample
and analyze the quality of raw water. Fifth, coordinate and monitor the collecting of raw water
revenue from PUB Singapore, Malacca government, the plant operator, factories and others.
Sixth, monitor the cleanliness rivers research. Seventh, investigate the causes of pollution and
take an action against the polluters of the river. Eighth, manage and collect revenue of the water
sources. Ninth, coordinate and manage the program of water resources management and water
quality. Tenth, provide, updating software and website content. Eleventh, keep the data record
and documents of the assets of water supply and water resources. Lastly, conduct research for the
improvement of water resources.

In July 2016, Johor BAKAJ made an urgent requested for additional supplies of 22 million liters
per day of treated water from PUB Singapore, citing supply system shutdowns due to pollution
in the Johor River.
