the NAVAREA coordinator is the authority charged with coordinating, collating and
issuing NAVAREA warnings for a designated NAVAREA.
Subjects for NAVAREA Warnings
4.
NAVAREA warnings are concerned with the information which ocean-going
mariners require for their safe navigation. The broad guidelines for subjects
considered suitable for broadcast as NAVAREA warnings are mentioned in Para
4.2.2 of the Joint IHO/IMO/WMO document Special Publication no. 53 is as
appended below:(a)
Casualties to lights, fog signals, buoys and other aids to navigation
affecting main shipping lanes;
(b)
The presence of dangerous wrecks in or near main shipping lanes
and, if relevant, their marking;
(c)
Establishment of major new aids to navigation or significant changes to
existing ones when such establishment or change, might be misleading to
shipping;
(d)

Presence of large unwieldy tows in congested waters;

(e)
Drifting hazards (including derelict vessels, ice, mines, containers,
other large items, etc.);
(f)
Areas where search and rescue (SAR) and anti-pollution operations
are being carried out (for avoidance of such areas);
(g)
The presence of newly discovered rocks, shoals, reefs and wrecks
likely to constitute a danger to shipping, and, if relevant, their marking;
(h)

Unexpected alteration or suspension of established routes;

(j)
Cable or pipe-laying activities, the towing of large submerged objects
for research or exploration purposes, the employment of manned or
unmanned submersibles, or other underwater operations constituting potential
dangers in or near shipping lanes;
(k)
The establishment of research or scientific instruments in or near
shipping lanes;
(l)

The establishment of offshore structures in or near shipping lanes;

(m) Significant malfunctioning of radio-navigation services and shore-based


maritime safety information radio or satellite services;

(n)
Information concerning special operations which might affect the safety
of shipping, sometimes over wide areas, e.g., naval exercises, missile firings,
space missions, nuclear tests, ordnance dumping zones, etc.
(p)

Acts of piracy and armed robbery against ships;

(q)
Tsunamis and other natural phenomena, such as abnormal changes to
sea level;
(r)

World Health Organization (WHO) health advisory information; and

(s)

Security-related requirements

Sources of Information
5.
Request for promulgation of NAVAREA warning is received from a number of
marine/shore authorities. A request may also be sent from any ship/vessel at sea
through a Hydrographic Note / FAX / email regarding any urgent navigational
information for issue of a NAVAREA warning. The various sources of information are
as appended below:(a)

Procedures for promulgation and routing of NAVAREA warnings


6.
The procedures to be followed by requesting authorities for promulgation and
routing of NAVAREA warnings are as appended below:(a)

Warnings of Routine nature.


(i)
Warnings concerning casualties to navigational aids, hazards,
fleet exercises, routine firing by naval coastal battery etc are to be
forwarded directly to O i/c Naval Chart Depot (Mumbai) with a copy to
Chief Hydrographer (NAVAREA VIII Coordinator) at NHO, Dehradun.
The authentication of such information by their originator is to be
ensured by Naval Chart Depot (Mumbai) prior to issue of NAVAREA
warning.
(ii)
Requests for NAVAREAs due to scheduled repair to
navigational aids e.g. Stoppage of DGPS transmission, Maintenance of
Lighthouse, planned salvage operations etc should be received
minimum three working days prior to the scheduled operation.
(iii)
Agencies (DGLL, Port Authorities, Coast Guard, Ship Owners
etc) are to notify the NAVAREA VIII Coordinator/NCD (MB) as soon as
possible for issue of NAVAREA warning in case of any urgent
navigational information (missing/drifting buoys, sunken

vessels/obstruction etc) which may be a danger to shipping or to the
mariner.
(b)
Warnings for Special Operations like rocket /missile firing covering wide
areas (including adjacent NAVAREAs).
(i)
Warnings of confidential nature such as special operations/missile
test firing etc are to be referred by the originating agencies to IHQ MoD
(Navy)/DNO in time, for accord of approval of the text of the message.
The request for NAVAREA warning along with IHQ MoD (Navy)/DNO
approval is to be forwarded to the Chief Hydrographer so as to reach
minimum ten working days prior to the scheduled trials/launch date
(definitive launch window) by the originating agency.
(ii)
The concerned authorities shall provide information about the
Danger Zone Co-ordinates, Time duration of exercise and Safeguards, if
any. The concerned authority shall take into account the impact of
designated area on the safety of maritime traffic & economical
operations. The danger zones shall be calculated in accordance with
range safety guidelines so as to keep clear of shipping lanes and
inhabited land mass. Amplifying details like name, address (postal &
email id), telephone numbers (fax/mobile no) of contact persons are also
to be provided.
(iii)
The agencies may refer to the latest nautical charts and
publications for the existing dangers and navigational information. The
Notices to Mariners and NAVAREA warnings in force can be also be
downloaded from the official website of National Hydrographic Office
(www.hydrobharat.nic.in).
(iv)
Firing exercises conducted by Indian Army Air Defence College,
IAF over areas which fall outside the designated firing and exercise
areas as specified in Special Notice No 9 of Indian Notice to Mariners Special Edition 2008 are also to be referred to IHQ MoD (Navy)/DNO by
the concerned authorities.
(v)
In the case of danger zone coordinates extending into other
NAVAREAS (neighbouring countries) or close to international
boundaries all necessary clearance /approval from Ministry of External
Affairs has to be taken by the conducting agencies.
(vi)
The originating authorities are to notify the Chief Hydrographer,
NHO (NAVAREA Coordinator) if there is any change in the trials/launch
dates for cancellation and issue of fresh NAVAREA warning.

(c)
Warnings pertaining to Scientific/ Exploratory Surveys, establishment of
offshore structures (Oil rigs/platforms), Cable and Pipe-laying activities.
(i)
Warnings pertaining to scientific/exploratory activity by Indian/
foreign vessels within the Maritime zones of India (EEZ) are
promulgated after obtaining the security clearance of the MoD by the
IHQ MoD (Navy) /DNI. Inspection of documents and other
administrative/legal issues is carried out by IHQ MoD (Navy) /DNI in
accordance with Ministry of Defence guidelines. The Naval security
inspection of the vessel is carried out subsequently by respective
Headquarters Offshore Defence Advisory Group (HQODAG). Further,
clearance of the area is obtained from DG Shipping, Indian Navy and
Coast Guard with respect to the prevailing situation. The NAVAREA
warning is thereafter promulgated by NCD (MB) on recommendation
from FODAG keeping the Chief Hydrographer, NHO (NAVAREA
Coordinator) informed.
(ii)
The concerned Exploration & Production (E&P) operator, Ship
Owner/Manager/ Agent conducting such activities should forward
request to IHQ MoD (Navy) /DNI minimum 30 days prior to conduct of
such operation for verification and security clearance requirements. If
the area of operation falls within the established ship routing system, the
requesting authority should obtain a clearance from DG Shipping for
conduct of such operation prior to forwarding the application to IHQ MoD
(Navy) /DNI. The required security clearance from FODAG is to be
provided to the NCD (Mumbai) / NAVAREA Coordinator a minimum of
seven working days in advance of the scheduled operation.
(iii)
The concerned agency is to provide complete details of the
operation, communication particulars, the time duration and the
clearance required in order to avoid danger to shipping/rig
operators/mariners.
(iv)
The concerned Exploration & Production (E&P) operator, Ship
Owner/Manager/ Agent is to make a fresh application to IHQ MoD
(Navy) /DNI & FODAG for extension of seismic survey/exploratory
operations beyond the date promulgated in the NAVAREA Warning. The
area of operation and extended time duration is to be intimated by the
conducting agencies minimum seven days in advance. A fresh
NAVAREA warning shall be issued by NCD (MB) under intimation to the
Chief Hydrographer, NHO (NAVAREA Coordinator). In such cases
approval of FODAG for fresh NAVAREA warning is to reach NCD (MB)
minimum three days in advance.

(d)
Warnings pertaining to Scientific/ Exploratory Surveys in Adjacent
NAVAREA(s)
(i)
Warnings for surveys falling in areas beyond NAVAREA VIII limits
and warranting promulgation by the adjacent NAVAREA Coordinator are
to be referred by the originator to Ministry of External Affairs and obtain
necessary clearance/approval. It is also to be referred to IHQ MoD
(Navy) /DNO & DNI under intimation to the Chief Hydrographer for
passing the text of such warnings to the concerned NAVAREA
Coordinator(s). The request for such NAVAREA warnings should reach
the Chief Hydrographer (NHO) ten days in advance of the scheduled
operation.
(ii)
The conducting agencies are to obtain a specific clearance from
IHQ MoD (Navy) /DNO /DNI for any operations/surveys being conducted
close to neighbouring countries or close to international boundaries. All
necessary clearance /approval from Ministry of External Affairs will be
taken by the conducting agencies. The limits of warnings under this
category will be as follows:Region/Country

scientific

(i)
Requests for warnings pertaining to establishment of research or
scientific instruments should reach the Chief Hydrographer, NHO
minimum three working days in advance of the scheduled deployment.
The complete details of the system viz. sensors attached, type of buoy,
the shape, colour, mooring/securing arrangement, light characteristics,
period of deployment and date of recovery is to be provided with the
request for NAVAREA. Further a monthly/ quarterly status of the position
and operation of the research instruments should also be forwarded to
the NAVAREA coordinator.
(ii)
If these research or scientific instruments (ODAS buoys etc) are
deployed in or close to main shipping lanes, prior approval of DG
Shipping should also be taken by the concerned agencies.

(iii)
Approval of the IHQ MoD (Navy) /DNI is to be obtained for such
deployment of all research/scientific instruments by the concerned
agencies. If the area of operation lies in adjacent NAVAREA or near
IMBL, the necessary clearances from Ministry of External Affairs (MEA)
is also to be obtained by the originating agencies
(f)
Warnings pertaining to Acts of Piracy, SAR operations, Security related
information, Health Advisory, Tsunami etc
(i)
Warnings pertaining to Acts of Piracy are transmitted in the
NAVAREA broadcast immediately on receipt and shall remain in force
for 72 hours. The national /international anti-piracy control centre,
Maritime Operation Centres, MRCC and other concerned agencies are
to notify the NAVAREA coordinator of the piracy attack by fastest
available means. Amplifying details regarding position, time and means
of attack may also be included.
(ii)
Requests for warnings pertaining to SAR operations, Security
related information, Health Advisory; Tsunami etc are to be forwarded
directly to NCD (MB) keeping the NAVAREA coordinator (NHO)
informed.
Releasing of NAVAREA Messages
7.
The Officer-in-charge Naval Chart Depot (Mumbai) shall be responsible for
numbering, editing of the text, prioritizing and releasing of all the NAVAREA
messages on behalf of the Chief Hydrographer. The authentication of information of
routine nature if forwarded directly to NCD (MB) is to be ensured by O i/c NCD (MB)
prior transmission. He is also responsible to promulgate the cancellation of NAVAREA
warnings containing information that are no longer valid.
Safety and responsibility of agencies
8.
The responsibilities of agencies seeking NAVAREA promulgation and other
authorities as covered in the preceding paragraphs are summarized below:(a)
Special Operations. The NAVAREA warnings issued by the NAVAREA
Coordinator, the Chief Hydrographer to the Government of India are merely
advisory in nature. This is relevant especially in the case of warnings pertaining
to special operations like missile/rocket firing covering wide areas over the sea.
It is the responsibility of the concerned agencies namely DRDO/ISRO, IAF,
Army Air Defence College etc conducting the special operations like
missile/rocket launching to specify the exact co-ordinates of launch, the exact
danger zone and the launch window. In doing so they are to

take into account the latest Notices to Mariners and NAVAREA warnings in
force which are available in the official NHO website (www.hydrobharat.nic.in).
The concerned agencies may also to refer to the latest editions of nautical
charts and publications, if available and confirm that the planned operation
does not hamper any other activity or has any economic ramifications The
responsibility of agencies involved in providing necessary clearances is as
appended below:(i)
The originating agencies are also to refer the request for
NAVAREA promulgation to IHQ MoD (Navy)/DNO for approval of text of
message.
(ii)
IHQ MoD (Navy) / DNO is to forward the approval so as to reach
the NAVAREA Coordinator ten working days prior to the scheduled
trials/launch date.
(iii)
In case of operations covering wide sea areas e.g. DRDO/ISRO
two definite launch dates of limited time duration (maximum five hours)
is to be specified by the originating agency.
(iv)
The originating agencies should inform all agencies including
FODAG, DG Hydrocarbons, local Port offices, Fisheries department etc
about the special operations well in time. The agencies are to resolve
issues bilaterally in case of overlapping requirements. The list of
addressees to be informed is placed at Appendix B.
(v)
FODAG is to confirm the presence of any oil rigs/seismic vessels
within the danger zone and inform concerned vessel, E& P operator.
(vi)
The Officer-in-Charge, Naval Chart Depot (Mumbai) is to
promulgate NAVAREA warning after clearance from FODAG about oil
rigs/seismic vessels in the danger zone.

(b)
Warnings pertaining to Seismic surveys, establishment of offshore
structures, cable and pipe-laying activities.
(i)
The originating agencies are to take necessary clearances from
IHQ MoD (Navy)/DNI and FODAG for the operation.
(ii)
FODAG to undertake the naval security inspection of the vessel
post clearance from IHQ MoD (Navy)/DNI. Approval for
promulgation of NAVAREA warning is to be forwarded by FODAG so as

to reach Naval Chart Depot (Mumbai) seven working days prior to the
commencement of seismic survey/operations.
(iii)
In case of an extension of seismic survey by the vessel or drilling
operation, the concerned agency /E & P operator is to submit request to
IHQ MoD (Navy) /DNI & FODAG for promulgation of a fresh NAVAREA
Warning minimum seven days in advance. In such cases approval of
FODAG for fresh NAVAREA warning is to reach NCD (MB) minimum
three days in advance.
(c)

Warnings for deployment of scientific/research instruments.


(i)
The requesting agencies like NIO, NIOT, and INCOIS are to
obtain clearance from IHQ MoD (Navy)/DNI as per MOD Guidelines
prior deployment.
(ii)
Approval of DG Shipping should be obtained in case the area falls
within or close to the established shipping lanes.
(iii)
If the area of operation lies in adjacent NAVAREA or near IMBL,
the necessary clearances from Ministry of External Affairs (MEA) is also
to be obtained by the originating agencies.
(iv)
Status of buoys is to be forwarded on quarterly basis to the Chief
Hydrographer for updating of in force NAVAREA warnings.

(d)
Warnings pertaining to SAR/Man Overboard/ Vessel capsizing etc.
The agency requesting for promulgation of NAVAREA warning e.g. MRCC,
Port authorities, VTMS are responsible to pass up to date information on the
status of SAR ops/Man overboard etc so as to cancel the NAVAREA warning
or issue a fresh NAVAREA warning/ Notice to Mariners. They are to provide the
time duration and cancellation details to the NAVAREA Coordinator. It is the
responsibility of the originators like DGLL, Port Authorities etc to provide status
of drifting buoys, derelict vessels and provide time frame for rectification of
defect and cancellation of NAVAREA Warning.
(e)
The requesting agencies will monitor all safety messages and
NAVAREA Warnings well before and after the scheduled activity. They are to
ensure that the activity commences only after the NAVAREA Warning has been
issued/promulgated by the NAVAREA Coordinator/ the Chief Hydrographer. No
activity is to commence should the concerned warning not be promulgated in
time. In case of any accident arising out of non-compliance with the same, the
agency concerned will be held responsible for any damage and/or loss of life

that may arise. The requesting agencies are required to monitor all messages
through the Inmarsat SafetyNET for the said purpose.
9.
Chief Hydrographer.
The Chief Hydrographer to the Government of India
is the NAVAREA VIII Coordinator. He is responsible to collate and assess information
concerning all events that significantly affect the safety of navigation within the
NAVAREA. The Chief Hydrographer shall be the central point of contact for all matters
concerning to NAVAREA warnings including the monitoring of their broadcasts and to
ensure that the messages originated have been correctly transmitted. The
responsibilities of NAVAREA Coordinator are described in Para 3.2 of Joint IMO/IHO
Special Publication S-53.
Structure of NAVAREA warning
10.
NAVAREA warnings are consecutively numbered throughout the calendar
year, commencing with 001/YY at 0000 UTC on 01 January. All NAVAREA warnings
shall be broadcast only in English in the International NAVTEX and SafetyNET
services in accordance with IMO resolution A.706 (17), as amended. The minimum
information which a mariner requires to avoid danger is HAZARD & POSITION.
Amplifying remarks may be included in order to provide sufficient extra details to
clearly identify the significance of the hazard and to assist mariners in recognizing
and assessing its effect upon their navigation. The time, date and duration of the
event shall be included if known. The text of a navigational warning shall contain
specific message elements, identified and ordered by the reference numbers shown

NAVAREA warnings are broadcast from Pune LES, daily at 1000hrs and 2200
hrs UTC through INMARSAT. In case of any urgent information or emergency, they
can be transmitted at any time. All in force NAVAREA VIII warnings are broadcast
through

SafetyNET via LES Pune for six weeks until cancelled. The NAVAREA warnings are
forwarded to the following agencies for promulgation/broadcast:-

(a)

COMNETCEN (Mumbai):- For transmission to IN Ships

(b)
Director, Pune LES: - For transmission through GMDSS, in accordance
with International Safety Net Manual.

The recommended list of addresses is appended below. The list is not exhaustive
and should be regarded as a guideline depending on area of operation. Additional agencies
