r eighteen years now,


the Leyte Normal University has been holding the title
as the only Center of Excellence
for Teacher Education in the
whole of region VIII a distinction
bestowed upon institutions which
have accomplished their academic duties to benefit stakeholders
and the community at large in an
outstanding manner. As such,
it is dedicated to taking the lead
among the knowledge builders
of the region not only in terms of
high intellectual standards but
also in terms of world-class research and extension services.


This tradition of excellence
in the university, however, was not
developed overnight. It is the fruit
of labor of a body of determined
spirits fired by persistence and
commitment to their duties. More
importantly, it is an attestation to the
effective and exemplary leadership
of the university over the years.

Year 2013 was a year of
great challenge for the university
brought about by super typhoon
Yolanda. This year also marks a
milestone for LNU as it welcomes
its third University President, Dr.
Jude A. Duarte, in a solemn investiture ceremony held on July 11,
2013. Just like his predecessors,
Dr. Duarte is determined to give
his 100% commitment and to use
all his expertise, talents and skills
to improve the university within his
term. True indeed, LNU soared
high in his first year of stewardship as it garnered remarkable
achievements, both academic and
non-academic, definitely brought

about by his efficient direction.



As the Center of Training
for the Department of Education
(DepEd), the university played
host to approximately 4,000
DepEd teachers who participated in the mass training for Grade
8 teachers in the month of May
wherein some members of its faculty served as trainers in various
learning areas. This activity is in
consonance with the universitys
aim of forging partnership with
other government agencies, academic institutions and industries
for institutional development and
for its pool of educators to perform
best in the school of experience.


To accentuate its participation in the globalization of education, it has entered into bilateral
agreement with Tra Vihn University (TVU) of Vietnam, originally
called Tra Vihn Community College (TVUCC) in 2013 to be the
exclusive international recruitment
agent in Vietnam for LNU, which
hosts Graduate Students from
Vietnam for the program Doctor
of Arts major in Language Teaching. LNU also regularly conducts
the Globalization Training Program for Korean students from
Hannam University since 2005.
Contributing to the Universitys honor and prestige were the
awards and recognitions received
in various competitions such as its
being declared the overall champion in the Philippine Organization
of Science and Technology Educators (POSTE) Regional Convention held in Maasin City, Southern
Leyte on August 23 25, 2013,
overall champion in the 2013 ReInstruction

gional SCUAA Meet on October 20-24, 2013, and the


awarding of Prof. Pablo Amascual III, Chief Administrative Officer, as 2013 Dangal ng Bayan Awardee.

Meanwhile, the faculty completed a total of
fifty-two (52) researches; eleven (11) were presented in regional, national, and international conferences, while eleven (11) were published in journals
and in or as books. The Research and Development Office (RDO) also launched the first ever published dictionary for Mother Tongue-Based Multilingual Education (MTBMLE) educators entitled
Syahan nga Usa ka Yukot hin Mga Pulong nga
Agsob Gamiton ha Winaray last July 16, 2013.
And if an institutions reputation is measured by its
performance in board examinations, then LNU really
deserves to be highly acclaimed as it once again
obtained 100% passing percentage in the 2013 Licensure Examination for Social Work and achieved
an overall passing percentage of 35.17 in the Licensure Examination for Teachers (LET) for Elementary Level as against the 31.18 % national passing
percentage, and 51.62% for Secondary Level as
against the 39.75% national passing percentage.

Notwithstanding these accomplishments, LNU
has not rested on its laurels. It shall continue to face
more challenges, hurdle so many obstacles, and
conquer so much heights. Indeed nothing can stop
this university from achieving and moving forward.

were encountered in the year
2013, the Leyte Normal University remained true to its
unwavering spirit of providing
only the finest in teacher education, arts and sciences, and
management and entrepreneurship.

Seven curricular programs offered by the College
of Arts and Sciences were revised this year, namely Bachelor of Science in Information
Technology (BSIT), Bachelor
of Science in Social Work
(BSSW), Bachelor of Arts in
Communication
(ABCom),
Bachelor of Arts in Political
Science (ABPolSci), Bachelor
of Science in Biology (BSBio),
Bachelor in Library Science
(BLIS), and Bachelor of Arts
in English (AB English). The
BSIT program revision has
already been approved by
CHED and the LNU Board of
Regents, while the other programs are completing requirements upon CHEDs recommendation.

The Bachelor of Science in Hotel and Restaurant Management (BSHRM),
Bachelor of Science in Tourism, Hotel and Restaurant
Management (THRM) and
Bachelor of Science in Home
Arts and Entrepreneurship
(BSHAE) programs were also
revised and such amendments were duly certified and
approved by CHED for implementation in SY 2013-2014.

a prime mover of educational excellence in Eastern Visayas, LNU puts its best foot forward to meet
the expectations and standards of the Accrediting Agency for Chartered Colleges and Universities
(AACCUP). Thus, in the previous years, the university was awarded as the Center of Excellence
for Teacher Education, Center for Teaching Excellence, Center of Training for DepEd Certificatory and INSET
Programs, CHED Program Cluster Implementer, and CHED ETEEAP Implementer for Teacher Education.

Examination for Teachers (LET). Through the efforts of the LNU Review Center, marked improvement was seen in the recent board exam results. It continues to revisit the curriculum and teaching
methodology which can also help prepare future educators, most especially that the Commission on Higher
Education and the Department of Education have to embrace innovations in technology and globalization
towards ASEAN 2015.

e Leyte Division Officials headed by Dr. Manuel P. Albao, ASD and Dr. Crisanto T. Daga, EPS,
together with LNU officials headed by Dr. Jude A. Duarte, Dr. Malaquias Conde, Dr. Jose Hermosura, and Dr. Elizabeth Quimbo conducted a deployment orientation at the LNU-CTE. A total of 632
practice teachers were trained during the 1st and 2nd semester.

e AB Com unit was able to establish an internship partnership with one of the leading magazines
in the region, 8 Magazine, apart from the other media and non-media outlets where ABCom interns
are deployed every semester.


The Library Science Unit facilitated the library practicum of 20 BLIS students at the LNU College Library, LNU-ILS Library, Cebu City Public Library, Cebu Doctors University Library, National Archives of the
Philippines and the Visayas State University.

A new linkup for the training of practicum students was finalized through a memorandum of agreement (MOA) with the Municipal Social Welfare Office of Carigara, Leyte. Twenty practicum students were
assigned to six barangays in Carigara to provide them with direct social work practice at the micro and mezzo
levels.

e LNU Sirang Theatre Ensemble

was nominated as one of the
national finalists in the 26th Aliw Awards
2013 for their performance of the zarzuela
Tarahiti, Bubunok, Babaha. The theatre
was nominated as Best Cultural Group and
Best in Musical Production while Prof. Jose
Lianza was nominated as Best Musical
Stage Director. The awarding ceremony
was held last October 8, 2013 at the Manila
Hotel.

The faculty similarly performed other
research related tasks which are considered duties of academic professionals everywhere. These include serving as advisers,
panel members, editors, secretary and among
other assignments both for undergraduate and
graduate student researches.

Several seminars and trainings on
research, which helped maintain the zest for
being active in this discipline, were also attended
by selected faculty members. For quite some
time the faculty have groped and searched for
their place in the research world. Questions as
to what can one contribute has always remained
in the balance. Now it can truly say that it has
started to carve a name for the university in that
place. It is the fact that there is ultimate power
and potential usefulness of the basic knowledge
derived from this exercise. As Dr. Carl Sagan
quotes, Somewhere, something incredible is
waiting to be known.

was able to establish major projects for 2013.

Firstly, the research grant from CHED for the
Five Language Classified Dictionary was awarded to the
coordinators for the projects implementation. To support
this endeavor, A Grammar Workshop of Philippine Languages was also conducted by various speakers from
UP Diliman and was attended by DepEd teachers, LNU
faculty, writers from the region, and students.

A newly published book, Syahan nga Usa Ka
Yukot hin mga Pulong nga Agsob Gamiton ha Winaray:
Pagpurulongan nga Waray Inenglis Para han mga
Magturutdo ha MTBMLE (First One Thousand Commonly Used Words in Waray: A Waray-English Dictionary for MTBMLE Teachers), was launched in July 2013.
This was a project headed by Voltaire Oyzon, Dr. Evelyn
C. Cruzada, and Mark Fullmer.

Finally, the Pasidungog Eduardo A. Makabenta
Para Han Siday 2013, a literary contest to inspire young
people to write in their native tongue and to regain pride
for Waray language and culture, was successfully held
with its new set of winners.

Ex

tension services is one of the


four-fold functions of the University. In fact, it has become a criterion-component of accreditation. The University is not only accredited on the basis
of its excellence in teaching, research and
production functions but also of its service
to the community.

The
Leyte
Normal
University,
grounded on its commitment to be of assistance to the public, has forged ties with
identified barangays, agencies and other
schools that form the backbone of its main
goal of involving the whole academe for
a university-wide extension related activities thereby actualizing long-term plans
set to establish a greater impact to its
clientele.

The varied extension activities
were undertaken by the different colleges
to further strengthen university-community relationship through mutual cooperation and support of planned extension
programs. This institution will maintain to
provide technical, educational, social, and
health services to identified communities
so long as these are within the universitys capability and resources.

provided medical-physical examination to
student clients: 1, 717 first year students prior
to enrolment, 1,104 NSTP students prior to Scouting
activity, 881 fourth year students prior to practicum
assignments, and 147 athletes prior to the Regional
SCUAA Meet 2013. The unit issued 175 medical certificates to scholars, SSC aspirants, and ROTC students
and conducted a medical consultation to 1,660 students
who need immediate health interventions. It has also
conducted the following activities: Annual School Health
Week Celebration, Health Lecture on HIV-AIDS, Blood
Sugar and Cholesterol Testing, Multivitamins Sampling,
and Osteoporosis Screening.

provided routine dental examination for a total
of 3,802 walk-in dental patients of the university, gave dental consultation and treatment to 965 college
students and 112 Integrated Laboratory School pupils who
need immediate dental services, rendered routine dental
health services to 1,545 students for tooth extraction and
oral prophylaxis, conducted routine dental health examination to 1,683 incoming first year students and 520 fourth
year practicum students, and performed tooth extraction
to 82 students during the Health Week Celebration last
February 6, 2013.

e LNU Cafeteria reported a net income of P745,396.71. In addition, Mrs.


Arlene Gaspay, the cafeteria manager, qualified for NCII TESDA Based
Assessment in June, 2013.


The LNU House catered to Korean Exchange Students of the January and
June2013 batches, K-12 participants, guests during the installation of Dr. Jude A.
Duarte as University President, SCUAA participants, and other walk-in clients.


During its operation from January 2013 until prior to the onslaught of Typhoon
Yolanda in November 2013, the Hotel Cash Revenue amounted to P1,016,361.50.

emerged champions in the
Regional State Colleges and Universities Athletic Association (SCUAA) Meet
2013. Besting ten other state colleges
and universities in Region 8, the LNU
athletes and participants, armed with
sheer determination, long hours of
training and home court advantage,
stepped up to the plate winning a total
of 95 gold medals, 26 silver medals,
and 32 bronze medals.

For the first time in more than two
decades, the Leyte Normal University
took on the formidable task of hosting
the annual Regional SCUAA Meet. From
the promotional activities like the Fun
Ride and Fun Run, to the nightly shows
l i k e t h e M r. a n d M s . S C U A A , W e l c o m e
Night, Dancesport Competition and

and dance was held in honor of the
guests and participants from the eleven
state colleges and universities in the
region. All of the sports and non-sport
events were capped off with the Paalam
Night celebrating not only the triumph
of the athletes, but also the memories
made and extraordinary camaraderie
felt by everyone who took part in the
yearly SCUAA gathering.

will. LNU has definitely become a better
university under his leadership after
that natural catastrophe.

of the university are also noted for their dedicated
and conscientious delivery of their functions as public
servants. One of them Prof. Pablo Amascual III, Chief
Administrative Officer, is highly esteemed not only by
his co-workers but also by everybody who knows him
because of his outstanding devotion to his profession
as manifested by his regular attendance and prompt
arrival at his office, and his render of extra working
hours without asking for an overtime pay.

Yes, these are ordinarily asked of every government employee; but what makes them extraordinary
for him is that he is visually impaired due to a condition
called diabetic retinopathy. He has accepted his fate
with holy indifference and with total surrender to Gods
will. In one of his interviews he stated, I learned to live
by faith and not by sight. Sometimes we dont need our
eyes to see; we just have to accept that things will turn
out the way God wills it to be.

Prof. Amascual has spent almost his entire professional career at LNU as a part-time teacher and as
Resident Ombudsman of the university on top of his
responsibilities as Chief Administrative Officer. He also
continues to conduct researches despite his impairment. Among his recently published and/or presented
papers in conferences are President Sergio Osmea
in Tacloban: 1944-1945 in the prestigious Journal of
History in 2010 and Rollercoaster Ride: the Ups and
Downs of American Foreign Policy vis--vis the Philippines,1898-1989.


When asked by those who are amazed and
curious about how he is able to accomplish all these,
he would answer, I dont have to change because of
my physical disability. I just have to continue what
Ive been doing and that is quality service. It takes
more than just determination and courage to serve.
If I can do it, then everyone can. If I can serve even
without the full use of my senses, then how much
more those who are blessed with physical capabilities?


Despite the darkness that surrounds him, he
is able to cast light upon others, which others eventually noticed. In recognition of his outstanding contribution to the academe, the Philippine National Historical Society, and the Philippine government as a
whole, he was accorded the 2013 Dangal ng Bayan
Award, one of the highest recognitions given to government employees, in a ceremony in Malacaang
Palace.


Being one of this years awardees, he has
this to say: Anyone who is really serious in doing
his work, do more than what is expected, and spend
extra mile to serve others can bring himself closer
to the recognition I got. To those who deserve the
award but are not nominated and noticed, never give
up and continue your exemplary performance. You
may not get the award in this world but the more
important award is waiting for you in the afterlife.
