DEAR READERS!
Current worldwide global social-economic, cultural, scientific and technical, and other
various changes affect the quality of education in the Kyrgyz Republic.
Integration process of European standards and the Bologna Process revealed the
need for deep reforms in the education system, and the Kyrgyz education system in particular. As a result, there have been developed program documents on teaching Kyrgyz as a
native language and as the second (foreign) language and determining the level of Kyrgyz
language proficiency among citizens of the Kyrgyz Republic and foreign countries. We have
also developed the KYRGYZTEST evaluation system and defined level requirements to state
language proficiency based on European standards.
Kyrgyz Language Proficiency Level Requirements (A1 Elementary) is the main document of the KYRGYSTEST system. Developed in accordance with the National Program
Development of the State Language and Improvement of Language Policy in the Kyrgyz
Republic for 2014-2020, this document will introduce you to the testing procedure of the
KYRGYZTEST system based on mandatory requirements for a given level.

FOREWORD
While developing the Requirements to the Elementary Proficiency Level of
the Kyrgyz language, the authors considered the principles and main directions of
methodological materials related to teaching of world languages as second and foreign:
English (Common European Framework of Reference: Learning, Teaching, Assessment");
Russian (Requirements of the Russian as a Foreign Language); Turkish (Requirements of
the Turkish as a Foreign Language); Japanese (Requirements of the Japanese as a Foreign
Language), etc.
The KYRGYZTEST level system corresponds to that of the European system.

In accordance with the European scale, the KYRGYZTEST system puts forward the
following requirements for A1 level:
the Learner of the Kyrgyz language can understand and utilize everyday phrases
and make simple sentences;
the Learner can introduce the self and other people, ask questions about ones
personal data and answer similar questions,
the Learner can engage in a simple conversation if spoken to in a friendly manner,
accurately and slowly.
Command of the A1 proficiency level will allow a citizen of the Kyrgyz Republic
or a foreigner to communicate on a limited number of topics, preliminarily on subjects
surrounding personal (everyday) situations, and less on topics related to public (social
and cultural) situations. At the same time, communication in educational and professional
environments will be limited to several simple phrases. As the proficiency of the Learner
develops (A-B-C), the ratio of involvement in communication subjects will change towards

a decrease of topics on personal and public spheres and an increase of topics on educational
and professional spheres (see Diagram #1). Improvement of communicative competencies,
including linguistic, socio-linguistic and pragmatic competencies, will allow addressing
a wide range of communication tasks, i.e. perform a larger number of communicative
intentions.
The development of communicative competencies among learners is controlled by a
series of tests that measure the knowledge of vocabulary and grammar of a given level,
as well as the maturity of receptive and productive speech activities (listening, reading,
writing, and speaking).
This normative document describes the requirements to the elementary proficiency
level of the Kyrgyz language (A1), provides samples of practice tests on a given level, as
well as samples of speaking clich. Mastering of level A1 will approximately take 100-120
academic hours.

PART I. REQUIREMENTS TO THE ELEMENTARY

1. COMMUNICATIVE COMPETENCY CONTENT
1.1 Communicative tasks and

Establishing a contact with someone; greeting and


farewell; meeting someone new; introducing the
self or the other; attracting attention; addressing
someone; expressing gratitude for something;
expressing regret or apology; responding to
gratitude, regret, or apology from someone using
simple phrases.

information about a fact, event, subject, presence
or absence of someone or something, about a
quantity, ownership of objects, about an action,
time, place of an action on an elementary level;
Expression of intention, request, requirement,
agreement, disagreement, and refusal using

1.2 REQUIREMENTS FOR SPEAKING ABILITIES


During the course of study, a user/learner is to attain the following necessary speaking

Understands everyday phrases related to satisfying simple


and specific everyday needs when they are pronounced slowly,
legibly and with repetitions.
Is able to follow a very slow, well articulated speech with
long pauses that help understand what has been said.
Understands questions and instructions and can find an
address following simple instructions.
Comprehends numbers, prices and time.

1.2.2 Reading

Understands the general idea of simple information texts and


simple short descriptions, especially if they contain illustrations
and explanations.
Understands very short, simple texts by distinguishing
familiar names, words, and simple sentences, for example, by
rereading fractions of texts.

Can perform based on a simple written instruction,


especially if it contains illustrations.
Comprehends familiar names, words, as well as very simple
sentences in announcements, posters or catalogues, postcards,
as well as the content of textbooks of a given level.
1.2.3 Speaking
(dialogue)

Can participate in a dialogue if the interlocutor repeats


the phrases slowly, or paraphrases them at request, and if that
person helps to express what one is trying to say. Can ask simple
questions and answer them within the boundaries of familiar
topics or topics of ones interest.

Can write simple notes to friends.


Can describe where s/he lives.
Can fill out a form including personal data.
Can write separate, disconnected phrases and word combinations.

Can write a short letter or a message with a dictionary,
fill out forms, enter last name, ethnicity, address in the hotel
registration form.

1.3 ASPECTS OF SPEAKING ACTIVITY

Has quite a limited vocabulary or words and phrases that


help to tell about the self and to describe certain situations

Can partially control the use of several drilled simple


grammar and syntactic constructions

Fluency

Can very briefly express thoughts, and pronounce several


phrases mostly built with the memorized phrases. Pauses a
lot to find a relevant phrase, to pronounce the less familiar
words and to correct mistakes.

Interaction

Can ask questions about someone and tell about the self.
Can respond to a conversation, but communication relies on
repetitions, paraphrasing and corrections of mistakes.

Coherence

Can connect words and groups of words with the help


of simple conjunctions, such as and and then, to express
linear sequence.

including common social norms of the speech etiquette.

3. MINIMUM VOCABULARY REQUIREMENT FOR LEVEL A1


The A1 vocabulary requirement is 850 words that allow for communication within
the levels thematic and intentional minimums. The vocabulary is built around the subject
themes, the most frequently-used words and the principle of minimalism. The active
vocabulary of the A1 level contains personal (everyday) and public (social-cultural) spheres
for the most part, and educational and professional spheres to a lesser extent.

PART II. TESTING PROCEDURE


KYRGYZTEST administers paper-based, computer-based and on-line tests.
Tests are administered in two stages:
The first stage includes registration, issuance of an Identification Code, and
determination of the testees level.
The second stage comprises taking the test (paper-based, computer-based, or online).

2.1 REGISTRATION AND DETERMINATION

receives an Identification Code.

A test lasts 2 hours and 45 minutes:

Prior to a test, carefully listen to the administrator for instructions.


Questions related to test procedures should be addressed to the administrator prior to

The subtest includes 70 tasks of 4 types of tasks:
1. Closed type tasks with one correct answer;

1. Brief information about the KYRGYZTEST system.
KYRGYZTEST is a system of evaluation of the state language proficiency by
citizens of the Kyrgyz Republic and foreigners.
2. What documents do I need to register?
To register for a test personally, or to submit a collective registration application, you
need to come to the National Testing Center, the MoES of the KR. You need to have a
personal identification document or a letter from the organization you represent. You
can also send your application to: info@kyrgyztest.gov.kg
3. Where can I take the test?
After the official registration, you can take the test at the National Testing Center,
Ministry of Education and Science of the Kyrgyz Republic located at: room 108a, #257
Tynystanov Street, Bishkek.
4. Please, tell me about the levels of KYRGYZTEST.
The KYRGYZTEST system, in accordance with the international scale of language
proficiency (European-wide language competency evaluation scale) comprises the
following levels: 1 elementary, 2 basic, 1 average, 2 above average, 1
high, 2 high proficiency.
5. Who can take the test? Are there age eligibility requirements?
All citizens can take the test: state and municipal servants; students and schoolchildren,
labor migrants, that wish to assess their Kyrgyz language level.
There are no age eligibility requirements.
6. For which categories of the citizens of the Kyrgyz Republic is it mandatory to take the
KYRGYZTEST test?
According to the requirements stipulated in the National Program Development of
State Language and Improvement of Language Policy in the Kyrgyz Republic for
2014-2020, all state and municipal servants must test their state language proficiency.
7. Are there level requirements for different categories of citizens and when will they be
introduced?
Yes, there are. According to the requirements stipulated in the National Program
Development of State Language and Improvement of Language Policy in the Kyrgyz
Republic for 2014-2020, by 2018 state and municipal servants must know Kyrgyz as
their native- on C1 Level, and representatives of other ethnicities- on B1 Level.

8. What types of test does KYRGYZTEST administer?


KYRGYZTEST administers three types of tests: paper-based, computer-based, and
online.
9. What skills does the test measure?
Each test comprises five sub-tests: vocabulary grammar, listening, reading, writing
and speaking.
10. What is the identification code issued during the registration?
To ensure confidentiality, your personal data (last name, first name and middle name)
will be stored in the database in the form of an identification code.
11. If I fail the test, will I take my test fee back?
No.
12. If I am not in the country during the registration, can I delegate someone to register
me with my documents?
Yes. You can also register by writing to our e-mail or by phone: (+996 312) 66-21-59.
13. What is the purpose of the Self-Evaluation Sheet?
Statements in the Self-Evaluation Sheet will help you assess your level of the Kyrgyz
language, take the test, or prepare for the test of a relevant level.
14. When and how can I receive my test results?
If you take a computer-based or online test, results of subtests Vocabulary-Grammar,
Listening and Reading will be ready at once. Results of Writing and Speaking sections,
along with the total score, will appear on the KYRGYZTEST site within 5 hours after
the test. Results of paper-based test are available and can be sent to your e-mail address
within 4 days.
15. Can I track my results on the Internet?
Yes. You can do that on our website www.kyrgyztest.gov.kg and learn your result by
entering your identification code that you received during registration.
