RECOMMENDATION

FOR

TRANSIT

Masters of every Bourbon vessel must ensure that before and during transit
the following precautions are taken in order to prevent a piracy attack.
BEFORE TRANSIT
1/ If possible remove the fenders on the stern. If the bow is too high : fenders
could remain there.
2/ Deck supervisor or Bosun have to check and report to the bridge that all
watertight doors are closed and locked.
3/ Crew members must remain inside secured accommodation. Nobody is
exposed on deck except in an emergency to safe life.
4/ All entrances to the accommodation and engine room have to be secured
from the inside (some work should be done to reinforce the locks).
DURING TRANSIT
1/ Never give your location by VHF. Except, in the case of an attack, to
initiate the distress signal.
2/ Never stay drifting, always keeping a minimum speed of about 6 Knots.
3/ During the night 1 officer & 1 AB will always be at the bridge (the
watchman must concentrate his watch on the stern).
4/ If transit during the night is a few miles away from the Rig/FPSO... All
external lights must be switched off.
5/ Close all port hole covers in the cabins.
6/ If detection of suspect boat: turn-off navigation lights, then, safety
permitting - change course.

IN CASE OF PIRACY ATTACK


BEFORE BOARDING
When approached by a detected speed boat:
1/Start the alarm - Acoustic signal : __ _____ __ _____ ; time 30

All the crew except the navigation module and chief engineer join
the piracy attack muster point.
Crew - Piracy attack muster point (mess)
Captain, OOW - Bridge
Engineer in duty Chief engineer - Engine control room

RESTRICTION MOVEMENT
The vessel is considered in restricted movement when she is
engaged in operations in the field, on a river transit or when the
movements could cause some damage to the vessel or any other
facilities.
The Captain cannot move the vessel quickly and can not leave the
bridge to join the safe haven immediately.
In this case you must be prepared to have pirates on board.
As long as the pirates are not on board, the Captain have to try to stop
operations then MANOEUVRE the vessel to safety.

In this case they will be able to follow the citadel procedure.


MANOEUVRE CAPACITY (CITADEL PROCEDURE)
1/ If detection of suspect boat: turn-off navigation lights, then, safety
permitting - change course and increase the speed.
2/ In case of chase by a hostile boat the vessel will increase his speed
and MANOEUVRE in order to create a maximum wave.
a/ If the security vessel is close to your position proceed to her.
b/ If there is no security vessel, sail as fast as possible to deeper water.

3/ During the chase if the pirates fire on the vessel:


-The first reaction is to get down on the deck
- Master and OOW should reduce their silhouette and hide behind any
protection, available on the Bridge.

4/ During the chase captain will assess the situation and


decide whether to move to the safe haven:
NO GO : If the situation dictates, the crew will stay in the muster
point. (Mess).
GO : Master decides to move to the Citadel / Safe Haven.

When captain have joined safe haven :


Chief engineer closes the safe haven and locks the door

PIRATES ONBOARD
DONT WORRY, KEEP CALM, KEEP QUIET AND FOLLOW THE ORDERS

Do not attempt to arrest the intruders yourself


Pirates usually come for money and sometime for the captain
and officers.
In many cases pirates come, take, and leave.

Contact with pirates:


Follow scrupulously the orders of your aggressors
Do not look them in eyes, look at your shoes (they could
interpret it as a rebellion)
If somebody recognize a pirate better to say: its first time
you are meeting him
Control your movements (do not risk to make them panic)
Keep your hands in sight (do not put them behind your back
or behind an object)
If you are hit, protect your face, curl up into a ball to protect
your vital organs (liver, spleen, eyes, genitals)
You should not react

IN CASE OF KIDNAPPING / CAPTIVITY


Just to remind you that everything will be done to obtain
your liberation
You must follow scrupulously the instructions of the pirates,
be respectful and speak normaly
You will find, that you may become disorientated and
depressed(during the first days)
Avoid any political and religious discussion .
Always give a neutral opinion.
Eat and Drink and make exercise if you can!
Be aware of the " Stockholms Syndrome", it is the normal
feeling which you believe, increases your chances of survival.
If there are several of you, help , support the weakest
If you have the opportunity to escape, think carefully before
acting. Statistically, your best option, lies in your liberation
after negotiations.

In case of police intervention


Go to the ground immediately (you will have less chance of being hit
by stray bullets)
Do not move
Prepare to be unceremoniously handled by your rescuers
Be prepared to give the maximum information on the health of the
hostages and identify pirates / kidnappers.

CONCLUSION
Detection in time and good reactions could fail a piracy attack.
