Aaron Leach repeatedly denied his
mother’s request to join the military when
he graduated from high school. Leach,
21, was afraid he’d have to go to war and
he’d be killed in action.
Unfortunately for Leach, his fear came
true. However, it was only miles from
his home, as he was murdered leaving a
party on June 19 on the 11500 block of
Lottsford Terrace in Mitchellville.
For Millicent Edgar, who has done
everything in her power to keep her
children safe, it is the worst-fear-come-
true for a mother. “Losing a child is just
the worst thing ever,” said Edgar of her
son, whom she described as a “fun kid”
who loved music. “I don’t even feel right
being here myself. I would rather have
my home foreclosed on or lose my job –
anything but this.”

career in the legal profession
and has held some prominent
roles. One of those roles
include her current position as
clerk of the Prince George’s
County Circuit Court. Magee
boasts her leadership roles as
what sets her apart from her
opponents.
“When you look at
the records of all of my
opponents, none of them have
the same record that I do,”
Magee said. “I’m the only one
that has worked solo where I
had to make all the decisions,
policies and the standards.”

extensive background in

Attorney office. He was an
assistant state’s attorney in
Prince George’s County from
1989 to 1993. He returned
to the office in 1996 and
was appointed deputy state’s

River south of Baton Rouge.
“The cultural losses
as a consequence of the
BP disaster are going to
be astronomical,” says
Advocates for Environmental
Human Rights (AEHR) co-

“There is no other culture like
Louisiana’s coastal culture
and we can only hope they
won’t be entirely erased.”

Prince George’s County officials are desperately trying to
grow the commercial tax base in the county. However, they’re
fearful there are perceived hurdles to making this happen.
“In the minds of some, the county may be perceived
as a place where it’s difficult to do business,” said Kwasi
Holman, president and CEO of the Prince George’s Economic
Development Cooperation. “When you compare the actual
time it takes to move projects forward, that is not an accurate
perception.”
This is an especially sour subject with Holman and many
other officials given the hoops the county has had to jump in
their bids for two separate General Service Administration
contracts (GSA) with the Department of Homeland Security
(DHS) and the Department of Health and Human Services

Obama to Host Africa Independence Celebration
President Barack Obama, the son of a Kenyan man
and White American woman, will host a 50th anniversary
celebration of 18 African nations’ independence in the capital
this summer, government officials told Reuters.
“It will not just mark the 50th anniversary of independence
but will really look forward and invite young leaders from each
of those countries to discuss the future as
well,” the unnamed official reportedly said.

BET Founder Brings Business to Haiti
With the rainy season creating additional strife in
earthquake-ravaged Haiti, BET founder and business mogul
Bob Johnson is bringing new hope to the Caribbean nation.
Johnson’s investment company, RLJ Companies, partnered
with Global Building Solutions following the January natural
disaster to develop mass housing and now has new plans to
bring work and financial assistance to Haiti.
The venture, named Caribbean Opportunity Holdings,
will construct factories in the island nation that will build
construction materials, according to a press release issued by
the company.

Black Caucuses, Mayors Push for Federal Action on Clean
Energy Policies
On June 29, members of the Congressional Black Caucus,
Hip Hop Caucus and National Conference of Black Mayors
converged in Washington, D.C., to push for federal action on
clean energy and climate policies.
The mayors met with members of Congress in the House
and Senate, as well as administration officials to draw attention
to the matters. One year after the House passed the historic
clean energy and climate legislation, the Senate still has not
enacted a similar legislation.  
In addition, the mayors highlighted efforts to improve
the sustainability of their respective cities through the “Green
the City” initiative and explained why Congress should moves
to reduce pollution, create jobs and improve the environmental
condition of people in urban communities.

investigation, according to Sgt. Michelle Reedy, spokeswoman
with the Prince George’s County Police Department
(PGPD).
Leach, Edgar said, tried to break up an incident in which
a male partygoer had broken a bottle in an attempt to cut
someone else. She said Leach was successful in calming the
person down at that point, but she believes that it was the same
person who later shot and killed her son. When asked, PGPD
officials would neither confirm nor deny those details as an
investigation is ongoing.
This is the second high-profile murder in Prince George’s
County this month. The murders of Maryland State Trooper
Wesley Brown and Leach have many in the community angry
over gun violence in the county.
“In the wake of the senseless killings during the past two
weeks – one a young man at a house party in Mitchellville, the
other a Maryland State Trooper in Forestville – it pains and
angers me that these two tragedies occurred in Prince George’s
County,” said Derrick L. Davis, candidate for District 6 County
Council and current chairman of the board for the Maryland
Automobile Insurance Fund.
“Gone are two sons of Prince George’s county – one whose
life was cut short at the age of 21 trying to do the right thing
by breaking up an altercation at an event meant for people
to celebrate success, a life snuffed out before allowing us a
glimpse of his fullest potential,” Davis continued, “the other a
24 year old role model in his community, a true mentor and god
brother to young men in and around Seat Pleasant, who was
simply working extra hours off-duty to earn money likely to
support his mentoring efforts.”
Edgar, a nurse at Washington Hospital Center, has treated
gunshot victims on many occasions. She says she understands
the damage violence does to the communities in the district.
She has now come to grips with the fact that it can strike quiet
communities, like the one she lives in and the one where her
son’s life ended.
“It doesn’t matter where you live,” she said. “It just doesn’t
matter if you live in Sursom Cordas (a Washington, D.C.
housing project known for crime) or Mitchellville. It’s not safe
anywhere.”
Edgar pledges that her son’s death will not be in vain. She
says with all the attention his murder has garnered, she will
make sure something positive comes out of it. “Something
good is going to come from this,” she said. “Since it happened,
I’ve seen people that I haven’t seen in years because people are
just tired of this.”

Tragedy in the Gulf
As chairman of the House
Coast Guard Subcommittee, I
have been deeply involved in
determining how and why the
Gulf oil spill occurred and –
equally important – what we
must now do to assure that
such a disaster never happens
again.
Recently, I returned to
the Gulf for a second on-
site congressional briefing.
We flew over the spill by
helicopter, and the physical
assault of the damage was

in the air. On what were once pristine wetlands and beaches,
animals and vegetation were dying.
Beyond these personal observations, the sheer scope of
the damage that our nation and her resources have suffered is
staggering.
By comparison, imagine oil gushing up from a mile
below the surface of Baltimore’s Inner Harbor – and then
spreading throughout the Patapsco River and on into the entire
Chesapeake Bay. If the Gulf oil spill were happening here in
Baltimore, that oil would now be polluting every square inch
of water and land north to Philadelphia and south to Annapolis
and Washington, D.C.
This is the scope of the environmental damage that we now
must overcome.
I give President Obama and his administration credit
for acting swiftly to contain the damage – to the extent that
mitigation is possible with current technology. I’m determined
the Coast Guard, as the lead disaster agency, will have all the
resources we can provide.
However, if we are to avoid future disasters, we also must
determine why and how this devastation in the Gulf of Mexico
occurred.

Facebook friends alerted me to
Said’s death with a link to the page “I am Khaled Said” which
was set up on June 11, five days after he died. It now has more
than 225,000 fans.
Many Egyptians on Facebook changed their profile picture
to one of Said alive - bright eyed, clean cut, looking barely
old enough to shave despite his 28 years. Others switched to a
picture of his corpse – teeth missing, lip torn, jaw broken and
blood pouring from his head. His family has confirmed it is
indeed his shattered body.
But Generation Facebook doesn’t just vent online.
Facebook, Twitter and YouTube aren’t just for party pictures
or flirting but have become slingshots aimed at a regime
Generation Mubarak never imagined they could take on.
Social networking sites connect activists with ordinary
people who are joining demonstrations in numbers unheard of
in Egypt: a protest outside the Interior Ministry in Cairo was
the largest in living memory against police brutality.
In Alexandria, Said’s hometown, up to 8,000 Egyptians
wearing black protested along the corniche; some recited verses
of the Koran and Bible.

Land of the Free, Home of the Brave Redux
I love music and football. And in many ways my love of
both comes from the same place – high school band.
Years ago, when I was a teenager, I was a decent musician,
playing four instruments – piano, acoustic guitar, saxophone
and clarinet. Working with those instruments and being in the
band connected me with a wide variety of musical styles and
types; even today it is easier to list music I don’t like than to list
music I do like.
I say all this as a preamble to discussing “The Star Spangled
Banner” and Independence Day.
Before every football game, we played “The Star Spangled
Banner.” We were usually in the stands, on the end, playing
more onto the field than to the crowd. I realized early on that
despite knowing the words, I’d never paid attention to the
message, at all, until I learned to play the music.
I found that when I played it, or heard it played and sung
well – some people can mess up even the best music – that it
had the power to move my spirit. Today, under the conditions
of done well, it is still one of my favorite pieces of music. I’m
always moved to sing the words.
That is where the disappointment sets in.

We must be unafraid to make the
cause-and-effect connection between
eight years of lax regulation and
secret meetings during the Bush
administration and the consequence
of those policies that we now are
experiencing: the worst environmental
disaster in our history.
Congressional investigations
have determined that British
Petroleum – by placing short-term
profits over environmental safety
– bears the primary responsibility
for this tragedy. House Energy and
Commerce Committee Chairman
Henry A. Waxman and Subcommittee
Chairman Bart Stupak have found that
BP “appears to have made multiple
decisions – for economic reasons
– that increased the danger of a
catastrophic well failure.”
The evidence of culpability is compelling. British Petroleum
was determined to drill for oil more than 5,000 feet below the
surface of the Gulf – a depth at which the pressure is so great
that human beings (and most of our technology) cannot operate.
The Committee investigation also has revealed that BP –
determined to save time and costs in its Deepwater Horizon
project – failed to undertake at least five steps that could
have averted the disaster. Specifically, Chairman Waxman
has asserted, BP used a more risky option for the well casing
(or steel tubing); failed to secure the connections (casing
hangers) between pipes of different diameters; and failed to
install enough devices to center the pipe in the hole, thereby
increasing the danger of cracks in the surrounding cement.
The company failed to utilize a “cement bond log” to test
the integrity of the cement – and also failed to fully circulate
the drilling mud, thereby missing the pockets of gas that later
flowed up and destroyed the drilling rig.
In short, BP cut short-term costs and created a long-term
disaster. Equally compelling, we do not yet know whether these

to Said’s death (it was picked up by an independent Egyptian
daily) and filmed that Alexandria silent protest (it has gone
viral).
Generation Facebook’s embrace of the social networking
site has made Egypt its No. 1 user in the Arab world and 23rd
globally. Egypt has the highest number of blogs in the Arabic-
speaking Middle East.
The Interior Ministry claims Said died after swallowing
a pack of drugs. Activists say undercover police beat him to
death after he posted an Internet video, which his family said
showed police sharing the profits of a drug bust.
After the public outrage, including at his funeral in
Alexandria which at least 1,000 people attended, a new
autopsy was ordered but it just confirmed the ministry’s initial
claim. Generation Facebook went into action: the Khaled Said
Facebook page urged Egyptians to dress in black and to hold
silent protests across the country.
Many Egyptians replaced their profile pictures with banners
announcing the place and time of the protest they would be
attending.
At anti-police brutality protests on June 12, activists held
banners with a picture of Mubarak next to one of Said before
and after his death. In power 29 years, Mubarak is the longest
serving ruler in Egypt’s modern history. For every one of those
years Egypt has been under a state of emergency that has turned
it into a police state where torture is systematic and where there
are an estimated 12,000 to 14,000 detained persons.
That juxtaposition of pictures of Said alive and dead
chillingly brought home for Generation Mubarak what living
under emergency law their entire lives has meant. If any
thought arbitrary arrests and detention happened to others –
political activists or the outlawed Muslim Brotherhood – they
learned that Said was involved with neither.
If they imagined police brutality was confined to criminals
or the poor, such as 13-year-old Mohamed Abdel-Aziz whose
battered body brought prosecutors to tears in 2007 as they

words and this country won its fight for freedom, we have still
not figured out how to live up to words in the song.
As we approach this birthday of the country, we are faced
with some huge problems. Rampant unemployment, a tanked
and stalled economy and growing numbers of citizens facing
daily survival have forced racial and class issues – largely
hidden until now – out into the light.
We seem to have forgotten what people knew then – that we
stand or fall together. Those brave people that fought for this
country’s independence – representing a totality of the racial
and ethnic groups that lived here – knew that, did that, and the
United States of America was born.
It’s that spirit that’s reflected in “The Star Spangled Banner.”
We fought hard, together, against the odds, against superior
power and possibly numbers. And despite the fear, pain, losses
and sorrow, as the day dawned, our symbol of hope, freedom
and independence still stood. It blew “fitfully,” tattered and a bit
worn from the attacks, but it was still there for all to see. The
stars and stripes stood proudly as a symbol of the “land of the
free and the home of the brave.”

moratorium on drilling any new wells below 500 feet – a
decision with which I completely agree. Just because we
can drill a mile-deep well does not mean that we should –
especially if we cannot prevent (or immediately repair) any
catastrophic failure.
Our hearings and my experience in the Gulf also have
impressed upon me that we must review and strengthen safety
standards and oversight for all offshore drilling, including
drilling in the more shallow depths less than 500 feet.
This continuing oversight, moreover, should be by
government experts or independent analysts – and strict conflict
of interest restrictions should apply. As Coast Guard Adm. Thad
Allen has observed, our nation must enter an era of “ruthless
oversight.” Our natural heritage – and our economy – are at
stake.

electrocuted by police who arrested him for allegedly stealing four
packs of tea, then Said’s shattered face was their wakeup call.
Occasionally a few officers are convicted of torture but they
usually return to their jobs after cosmetic sentences. That won’t
change as long as emergency law is in effect. A month before
Khaled Said’s death it was extended for two more years.
Blogs and social networking didn’t invent courage –
activists have been protesting against Mubarak for years – but
have connected Egyptians and amplified their voices.
In 2007, two police officers were sentenced to three years
in jail for sodomizing a bus driver with a stick. Evidence used
against them included video the officers shot of the assault that
blogger Wael Abbas posted to his site.
Dozens more videos exposing police brutality have gone
online. There’s an anti-torture Web site with a hotline to report
incidents. There’s another with advice on what to do if you’re
tortured or beaten up by police.
Egyptians make another link – between Mubarak and
successive U.S. administrations which for years have been his
biggest ally and whose support has been vital for his 29-year
political survival.
It’s not just U.S. administrations that have ignored
Mubarak’s oppressive rule. Media focus on Iranian
demonstrators and online activists who deservedly garner
headlines for their courage, but those same media outlets
ignore their Egyptian counterparts because Mubarak is “our
friend” and stands stalwartly against the kind of Muslim
fundamentalists who run Iran.
“Khaled is our Neda,” Generation Facebook says, citing the
young Iranian woman whose death in a post-election Tehran
demonstration last year was captured by mobile phone.
If she was the everywoman whose on-camera demise shook
our eyes open to the Iranian regime’s brutality, then Khaled Said’s
shattered face could belong to any one of Generation Mubarak.
Mona Eltahawy is a syndicated columnist.
But where have all those free and brave people gone?
Is it because we believe we’ve conquered all potential
external threats that we’ve decided to conquer each other? Or
have so many generations passed that we’ve forgotten that a
chain is only as strong as its weakest link? We cannot have
a growing group of poor and unemployed and have a strong
country. Those basic ills impact so much a person’s life and
spill so easily into the life of a community ... even if we are
not able to care for the sake of humanity, can we not see the
pragmatic wisdom in caring for our own sakes?
As we celebrate this our 234th year as a country, perhaps we
can start to look towards a future where we work to make each
other strong instead of just ourselves, because we realize that
a strong citizenry – employed, healthy, productive, safe, brave
and free – is the foundation for a strong nation.

Woman” event on June 19, the buzz continues. Reviews

Resurrecting a Rivalry: Baltimore and D.C. Find Other Ways to Compete

There’s a sports rivalry
between Washington, D.C.,
and Baltimore. Md., that
can’t be captured by the
professional leagues. The
cities’ two football teams –
the Washington Redskins
and Baltimore Ravens – play
nearly every preseason but
meet only once every four
years in the regular season
due to NFL scheduling.
Neither of the cities’
baseball clubs – the
Baltimore Orioles and
Washington Nationals – has
finished with a record greater
than .500 since the Nationals
franchise was launched in
2005.
Since the two cities’ only
shared professional sports are
MLB and the NFL, locals are
forced to rely on collegiate
and high school sports as
well as alternative measuring
sticks such as Saturday’s
(June 26) District vs.
Baltimore street ball game, to
tussle over bragging rights.

Locker Room and held at
Morgan State University’s
Hill Field House, the
basketball matchup lacked
true rivalry-type intensity,
but it certainly didn’t lack
star power. Former Baltimore
high school player and
current Sacramento Kings
small forward Donte Greene
joined forces with Morgan
State star Reggie Holmes to
lead the Baltimore team.

Washington University
center Pops Mensah-Bonsu
teamed up with Tennessee
Volunteer guard Bobby Maze
and international hoopster
Andrew “SpongeBob”
Washington, both
District locals, to pace an
undermanned District squad.
Mensah-Bonsu and
Washington led the charge for
the Washington team, which
played much of the game
with only six players. The
6-foot-9-inch Mensah-Bonsu
regularly found his way to
the rim for crowd-pleasing
dunks, while Washington
supplied the perimeter
defense and led the team
in scoring with 22 points.
But in the end, Greene and
Holmes proved too much in
the makeshift “Battle of the
Beltway,” leading Baltimore
to a 70-66 win. Holmes and
Greene combined for 45
points, highlighted by a three-
point shooting exhibition
from Holmes, Morgan State’s
all-time leading scorer.
Despite a close game
and a fairly successful
crowd turnout, play-by-play
announcer Miles Rawls was
hesitant to add Saturday’s
game to the history books
of storied beltway battles.

In the opening scene of
Grown Ups, a Black kid
(Jameel McGill), who has
very obviously double-
dribbled during a basketball
game, unreasonably calls the
referee a racist for blowing
the whistle on him. That scene
sets the tone for the rest of
a movie that is essentially a
series of offensive one-liners
coming mostly at the expense
of African Americans.
Unless you enjoy laughing
at outdated stereotypes
suggesting that Blacks are
loud, stupid, lazy, smelly,
promiscuous and criminal,
you might like to pass on this
insensitive exercise in bigotry
masquerading as a buddy
flick. Don’t be fooled by the
fact that Chris Rock is one
of the movie’s stars; what’s
served up as humor here is
cruel, hateful, and anything
but funny.
Let me offer a few
examples, so you can judge
for yourself:
Rock’s character, Kurt, is
chronically unemployed, a
situation that doesn’t sit well
with his resentful, expecting-
again wife (Maya Rudolph)
or with her terminally-sassy
mother (Ebony Jo-Ann). Still,
the shiftless slacker returns
their stinging barbs by telling
his overweight mother-in-
law, “You look like Idi Amin
with a propeller on his head.”
Meanwhile, she’s supposedly
so ignorant that she says, “I
think I just sat on your adding
machine,” when she actually
crushed a cell phone. Granny
is also oversexed, which is
proven by how she insists on
French kissing Kurt’s friend,
Lenny (Adam Sandler) as a
greeting at a funeral, no less.
Kurt can’t contain his
carnal urges either, as he’s
caught putting the moves on
his pal’s young nanny. Plus,
he’s able to have intercourse
with his nine-months pregnant
wife “because the baby thinks
he’s getting a Tootsie Roll.”
Even Kurt’s prepubescent
son (Nadji Jeter) is depicted
as lusting after a friend’s
breastfeeding mom (Maria
Bello) by asking, “Can I have
some of her milk?”
Furthermore, granny
is relentlessly classless
and crude, whether she’s
releasing one annoying fart
after another, or exposing her

Ups.
unsightly bunions in public.
And when she demands a big
meal, she’s asked whether
it’s her last before she gets
the electric chair. Then, in
the end, she gets what she
apparently deserves, when she
trips and falls face first into
a pie comprised entirely of
whipped cream.
Young Black females
fare no better, such as Kurt’s
daughter (China Anne
McClain) who wonders
whether “we get to hang
ourselves” at the sight of
a tree swing she mistakes
for a lynching rope. Then
there’s this dubious exchange
between Kurt and a friend
(Tim Meadows) over who
is more intimidating to
Caucasians.
“When White people see
me come into a store, they get
scared,” Malcolm, the friend,
boasts.
“Yeah, when White
people see me coming into a
store, they run,” Kurt retorts.
When not poking fun at
African Americans, Grown
Ups takes aim at other
minority groups, and at the
mentally and physically-
challenged. “I don’t know
if you’re looking at me,” is
a mean-spirited line leveled
at a guy who’s cross-eyed.
And there’s a running joke
involving a deferential Asian
American (Di Quon), so
dumb she probably couldn’t
count to two if you let her
take off her bra.
The principal plot revolves
around the 30-year reunion of
members of a championship
basketball team (Sandler,
Rock, Kevin James, Rob
Schneider and David Spade)
in honor of their recently-
deceased coach (Blake Clark).
Despite bringing along
their wives and children to
the lakefront retreat, they
degenerate into a bunch of
self-indulgent, potty-mouthed
brats over the course of an
irreverent July 4 weekend.

Zarifa Roberson, 30, is outspoken, resourceful and
independent. She also has been physically handicapped by the
disease arthrogryposis multiplex congentia, which affects the
body’s joints and their movement.
However, in 2004 she launched and founded Individuals
with Disabilities Express About Life, a magazine that caters
to urban youth and young adults who suffer with different
handicaps and disabilities. The magazine recently re-launched
in January 2010, after taking a four-year hiatus while
Roberson completed her graduate degree in rehabilitation
counseling.
In 2010, i.d.e.a.l. partnered with the Baltimore League
for Disabilities after Roberson’s professor at Coppin State
University, Janet Spry, suggested she use them as a resource
venue. Roberson brought her older magazine issues to The
Baltimore League for Disabilities and the organization was
impressed with her coverage of people with disabilities,
such as Amanda from “America’s Next Top Model” and DJ
Supalee. The league signed on to print 1,000 free copies of
her magazine until she established a strong following and
advertising base.
Since i.d.e.a.l.’s re-launch in 2010, two new sections have
been added to the magazine, “Voicing Your Opinion” and
“Krip Hop.” “Voicing You Opinion” is an editorial section
spearheaded by writer Morgan Amos designed to give people
with disabilities advice about the programs and opportunities
available to them.
Roberson said her goal is to “provide people with the
right resources… A lot of people don’t know about DORS
[Maryland State of Department of Education Division of
Rehabilitation Services] or RSA [Rehabilitation Services
Administration] which can help you find jobs or help fund
college tuition.”
Krip Hop is an initiative started by Leroy Moore, a staff
writer at i.d.e.a.l. Though Krip Hop has more of a following
on the West Coast, Moore’s goal is to highlight hip-hop artists
and entertainers with disabilities. This section gives exposure
to entertainers with disabilities who are not readily accepted in
the music and entertainment industries.
Roberson, who says she will be the next Oprah, has a clear
vision for the project.
“I want i.d.e.a.l. to be a mix between ESSENCE and
Cosmopolitan magazine.”
To help with this venture, i.d.e.a.l. has added a model
profile section to the magazine that highlights models with
disabilities and gives them added exposure in the fashion
business. Additionally, Roberson, who is openly bisexual, said
a dating column will be featured in the summer edition.
“There is a stigma that people with disabilities aren’t
self-sufficient and want someone to take care of them, this is
untrue.”

As an outreach ministry
for sick children in the HSC
Pediatric Center (formerly
the Hospital for Sick
Children), The Carolina
Club of New Southern Rock
Baptist Church held its
annual baby shower recently
at the church located at 750
Buchanan St. N.W. The club
served a delectable meal to
the members and friends
of the church who had
contributed to the shower
either by donating clothes or
giving monetary support.
During the shower, the
committee accepted and had
on display new or slightly
used clothing that will be
given to the Pediatric Center.
According to Sue Hamlin,
president of the club,
donations of clothing, sizes
for infants, toddlers and boys
and girls ages 6 through 12,
will be accepted up through
July 1. There is also a need
for diapers, sneakers and
musical crib toys.

The District of Columbia Water and Sewer Authority (DC Water) is soliciting bids
for Invitation No. 100010: Enhanced Nitrogen Removal Facilities - First Contract:
Slurry Wall and Tankage.
The following listing enumerates the major items of work included in this contract:
o Excavation, backfill, excavation shoring and embankment construction
o Slurry wall constructionoSea Wall construction
o Concrete tanks, structures and channel construction
o Steel piling
o PCB-contaminated soil testing and removal
The project requires completion within 900 consecutive calendar days.
This project is estimated to cost between $100,000,000 and $150,000,000.
Bid Opening Date is August 11, 2010.
This project maybe be funded in part by the U. S. Environmental Protection
Agency (EPA) and is an open market procurement. A Fair Share Objective for
Minority and Women´s Business Enterprises participation in this work of 32%
and 6%, respectively, has been established. The program requirements are fully
defined in USEPA´s Participation by Disadvantaged Enterprises in Procurement
under EPA Financial Assistant Agreements - May 27, 2008”.
