Abstract

The California Teacher Performance Expectations (TPE) Domain C Engaging


and Supporting Students in Learning. The article Exploring Quality programs for
English Language Learners in Charter Schools: A Framework to Guide Future Research.
Education Policy is summarized with a focus on the need to emphasize the importance of
language development and material understanding. Domain C and the
Article are then compared to discuss what insight the article provides to
meeting the expectations set under the CTE and Domain C with a special
emphasis of TPE 7. Finally, a look at teaching to English Language Learners
in a mathematics classroom is provided.

TPE 7: Teaching English Learners
Domain C, TPE 4 through 7 looks at a teachers ability to ensure that students are engaged and
challenged while at the same time requiring teachers to differentiate instruction to meet the need
of all of their students. Within TPE 5 teachers are charged with ensuring that students
understand what they are to do during instruction and monitor student progress toward academic
goals as identified in the academic content standards (California Teaching Performance
Expectations, 2013 p. 13). TPE 7 discusses the importance of differentiating instruction for
English Language Learners. In addition to being able to differentiate instruction, teachers take
the time to learn about their students and their backgrounds to be able to meet the needs of their
students.
Article Summary
This article focuses on charter schools in particular but the wider research can be applied
more broadly to other types of schools and to older students as well as younger students. One of
the main takeaways of the article is the need of school to focus on the material that is being
taught to the English Language Learner and also the development of language as well. English
Language Learners need to be able to excel in both the material and the language and therefore a

focus on that language development is important. Because language and content are
inextricably intertwined, effective content instruction for ELLs must pay explicit attention to
language development to help ELLs learn content through language at the same time that they
learn about language. (Garcia 2016).

Relationship between Domain C and the Article


Domain C TPE 7 focuses on the need to understand English Language Learners and their
background, including their language, to be able to effectively develop material and help the
student learn. This article goes deeper to point out that an English language Learner will be
unable to move forward with the substantive material unless there is a dual focus on their
learning of the language. If they student does not learn the language they will be unable to
understand the subject specific material presented to them.

English Language Learners Development in Mathematics


Math is considered a universal language and many believe that English Language
Learners have a shorter learning curve in math because they dont have to rely so heavily on the
language that they may not have developed fully. While this may be the case, it is still important
to differentiate instruction in a math classroom to ensure that ELL students have what they need
to be able to enhance their language development and learn the substantive mathematics
material. One of the ways to do this is to provide them a work buddy who knows their language
and is also fluent in English. This way they can ask questions and get additional information
during the transition period.
