HIRING OF CONSULTANCY SERVICES FOR CIVIL ENGINEERING JOBS
FOR THREE (03) ONSHORE HPHT EXPLORATORY WELLS IN NELP-VI
BLOCK: KG-ONN-2004/1 IN EAST GODAVARI DISTRICT OF ANDHRA
PRADESH & YANAM DISTRICT OF PUDUCHERRY, INDIA FROM FIRMS /
ORGANISATIONS / CONSULTANCY FIRMS.

PREAMBLE:

OIL INDIA LIMITED (OIL), a premier National Oil Company with its
Headquarters at Duliajan, Assam, India, engaged in exploration,
production & transportation of crude oil & natural gas is planning for
drilling and testing of 12 Nos. of Exploratory Wells in NELP-VI block: KGONN-2004/1 in East Godavari district of Andhra Pradesh & Yanam district of
Puducherry in East coast of India.

2.0 The Block KG-ONN-2004/1 of 549 SqKm area has been awarded by
the Ministry of Petroleum & Natural Gas (MOP&NG), Govt. of India, under
its New Exploration Licensing Policy (NELP) round VI, to the consortium
of Oil India Limited (OIL), A Govt. of India Enterprise (with 90% stake as
the Operator) & GeoGlobal Resources (GGR: Barbados) with 10% stake as
the partner for the Block, for carrying out extensive & expeditious
exploration for Petroleum & Natural Gas in the region. This 549 SqKm
comprises of 511 SqKm on land area in the district of East Godavari,
Andhra Pradesh (AP) and that of 38 Sq.Kms. in the district of Yanam,
Puducherry (UT).

COMMUNICATION TO THE BLOCK:

4.0 The communication to the Block KG-ONN-2004/1 is available


through air, water, rail & road as given below and shown in Figure-3:

(Besides the above, the Block has a good network of State &
District Roads and a number of small townships as shown in
Figure-2)

5.0 In general, the entire block KG-ONN-2004/1 is thickly populated
with villages and towns. About 20% of the area is covered by the river
Godavari and about 30% of the area hosts coastal swamps & forests.
Out of the 511 SqKm in East Godavari district of AP, 176.34 Sqkm
covers parts of the Reserve forest area in the region. The 38 SqKm in the
district of Yanam, Puducherry (UT) is thickly populated township. The
entire Block has alluvial covers and a considerable portion of the nonforest part of the Block is covered with paddy fields, Mangroves, coconut
grooves, cash crops and fish / prawn ponds etc. The surface logistics
(due to major rivers, wildlife sanctuary, Reserve Forest etc.) in the Block
is shown in Figure-3.

LOGISTICS OF THE BLOCK KG-ONN-2004/1:


6.0 The Block, at the coastal part of the KG basin, shares the major
geomorphologic units of the KG basin like (i) Upland plains, (ii) Coastal
plains and (iii) Recent flood and delta plains. The western upland plains
present a topographic relief varying between 20 m and 200 m. The
general gradient of the basin is towards east and southeast. The eastern

coastal plain with a maximum width of 50 km includes landforms mainly


of marine origin. The marine sediments rest in general on scoured
surfaces and form bars, barrier islands and tidal flats further seaward.
Linear ridges of sand bars are present parallel to the shoreline. The rivers
are braided in the upper flood plain and meandering in the lower flood
plain. The Godavari delta, where the Block lies, is lobate and partially
effected by wave action. The Godavari river branches into three main
distributaries in the lower delta plain and the sands are distributed by
wave action into sand bars, parallel to the coast. The shifting of the river
course during the growth of the delta is indicated by the presence of
abandoned channels. The shelf is narrow near the river mouths and
widens in the bay areas.

7.0 As discussed above, the entire Block KG-ONN-2004/1 (549 Sqkm)


is fraught with innumerable surface challenges due to extreme difficult
logistics. Nearly 30% of the Block is wildlife sanctuary (121 Sqkm) &
inaccessible Reserve Forest (55 Sqkm), about 20-30% of the area is
drained by river Godavari & its tributaries. The Block also encumbers
coastal transition zones with palm groves, inaccessible coastal forests,
thorny bushes, a large number of tidal creeks, salt zones etc. The coastal
zones are mostly unapproachable through land. The sketch showing the
quantitative (approx.) demarcation of various topographical features in
the Block KG-ONN-2004/1 is given in Figure-4. A part of the Block is
also occupied by major industries like that of RILs near Gadimoga & a
number of private salt zones etc.

Drilling Commitment:
8.0 As per committed Minimum Work Program (MWP) along with other
activities, the consortium needs to drill 12 (twelve) exploratory wells
within February 2012. Out of the 12-wells, 2-Wells will be of 2000 m, 2wells will be of 4000 m, 1-well will be of 4500 m and the remaining 7wells will be of 5000 m depth. OIL is planning to drill the first few wells
in the south-eastern part of the Block.

9.0 BROAD SCOPE OF SERVICES OF THIS EOI No. OIL/ KGB/CIV003/KKD-08/2010


OIL INDIA LTD(OIL) a premier public sector undertaking of Govt of India engaged in
drilling & exploration activities for hydrocarbon invites Expression of Interest(EOI)
for prequalification from reputed and established Company / firm or Organizations
meeting requisite criteria for Consultancy Services for providing comprehensive
consultancy Services for construction of Bridges, roads, drilling plinths, rig
foundations and other related Civil Engineering jobs for three onshore HPHT
Drilling plinth and approach road in NELP-VI Block:KG-ONN-2004/1 in East
Godavari District of Andhra Pradesh & Yanam District of Puducherry,India. The area
is around 70KM from Kakinada City, District Head Quarter of East Godavari, Andhra
Pradesh.

Scope of Work:

I. Detailed method, specifications, schedule of items, estimates for construction of


new approach roads for movements of heavy rig equipments & consumables to the
proposed drilling sites considering latest relevant IRC specifications.

II. Comprehensive report for Deployment of a Semi Permanent/Permanent/Floating


Type Bridge for Class A or Class AA loading capacity whichever is greater with
approach road for crossing a river around 150 m width. The scope includes
investigation for hydraulic & soil data (if required), design, drawing specifications
with complete estimate of the bridge. For design & specifications the relevant
IRC/IS/erection of the bridge have to be considered including its approaches will be
carried out through a single contract for which the consultant has to prepare the
NIT documents.

III. Consultant has to furnish detailed design, drawings with specifications and cost
estimate for foundations of the Drilling rig. The Type of Drilling Rig shall be
furnished during consultancy Service.

IV. Construction details, drawings/ schedule of items, specifications and estimates


for preparation of drilling Plinth, approach road, effluent pit etc considering all
relative factors. The site plan also includes the related structures such as barites
ramp, Chemical godown, Crew huts, offices etc required in drilling plinth during
drilling operation.

V. If required the consultants have to furnished the details method to be adopted


for strengthening/development of existing bridges, culverts, roads upto IRC Class A
or AA load carrying capacity, smoothing of sharp turnings and construction of
passing places for heavy field vehicular movements with detailed specifications and
cost estimates(from Kakinada city to proposed Drilling sites). Works will also
include for obtaining approval for strengthening/development jobs of existing
roads, bridges and culverts, widening of sharp turnings and construction of passing
places from appropriate authority such as State PWD,NGO and other Statutory
bodies taking into account of existing laws and regulations of the area.

VI. To obtain approval from concerned Electricity Board or authority for


raising/shifting of existing HT lines all along the road(from Kakinada city to
proposed Drilling sites) to facilitate rig and field vehicular movements.

VII. Preparation of detailed estimate for Civil Engineering jobs for Sl. no. II, III, IV&V
as per approved rates of Civil Engineering jobs of the area and NIT documents.

VIII. The necessary approval from Pollution control board (if required EIA) is also
required to be carried out by the consultant. The permission for utilizing existing
roads, bridges, culverts etc. from PWD or concerned authority have to be obtained
by the consultant to carry out our drilling activities.

IX. Preparation of detail bar chart schedule after clearing all statutory permission,
covering all activities of Civil engineering jobs keeping in view the overall project
schedule. Works also includes to Co-ordinate, inspect, implication in order to secure
completion of entire jobs conforming to plans, specifications and approved
schedule.
X. Prepare safety procedure for compliance by the work persons during execution of
works.

10.0 PRE-QUALIFICATION AND EXPERIENCE FOR EOI:


Criteria for selection of consultants:

OIL invites Expression of interest for the consultants interested for the above
assignment. It is proposed to shortlist the Consultants who either singly or in
association with others will be capable of rendering professional services in the
fields of work mentioned above and such shortlisted consultants may be invited
later to submit their consultancy proposals. Among others the following shall be the
guiding criteria, broadly for the selection of a consultancy Services:

Applicants must possess the following:

1. The consultant/consultant firms must have experience in successfully


completing such type of consultancy services for renowned organizations
during the last 5(five) years.
2. The Consultant/Consultant firms should be well conversed with relevant
specifications of Bureau of Standards(BIS) as well as other
specifications/circulars published by IRC and CPWD/State PWD from time
to time.
3. The firm should be profit making and should have annual turnover of
approx. Rs.1.00 crore during the last financial year. The proof of Annual
Turnover should be either in the form of Audited Balance Sheet or
Certification from Chartered / Cost Accountant firm along with Profit and
Loss account indicating their membership / code.
4. PF code number issued by the appropriate Govt. Authority or exemption
certificate from the concerned authority or a declaration in stamped paper
that provisions of the PF Act are not applicable to him / them and in
case the PF is to be deposited later on, the same will be deposited
by the bidder.
5. Service Tax/VAT Registration number.
6. PAN No

Submission:
Following information/documentary evidences (clients certificates) must
form a part of the EOI:
(i)

Company name

(ii)

Company corporate details & profile

(iii)

Total No. of years of experience with details of relevant


experience of last five years including cost, project structure
and other pertinent details.

(iv)

Name of Managers and key technical personnel complete with


resumes.

(v)

Detailed contact address with e-mail address for further


communication

(vi)

The firms should also submit a brief note on the methodology/equipment


which will be utilized by them during the course of consultancy job.

(vii)

All the certificates and documentary evidences submitted in support of


the above should be clearly legible and duly attested by gazetted
officer along with official seal. Incomplete certificates or documents
will not be considered for evaluation.

(viii) Company has the right to check the original certificates / documents at
any point of time if desired and the required documents should be
produced for authentication.

(ix)

OIL INDIA LIMITED reserves the right to curtail/enhance the


scope of the work stated above, if required .The details will be
indicated in the final tender documents.

(x)

The parties found suitable by the company will be furnished with


complete set of tender papers covering all details of work. The bid closing
and opening time and date will be indicated on the tender documents.

However, any additional information (not spelt out by Oil India Limited in
this document) furnished by the participating firm for correct assessment
of the strength of the firm will be most welcome.

Based on the information and documents forwarded along with EOI, OIL
may short-list the parties for a detailed discussion at NOIDA (UP)
/KAKINADA (ANDHRA PRADESH) /BHUBANESWAR (ORISSA), INDIA.
EOI should be submitted through e-mail followed by hard copy in a
closed envelope super-scribing Expression of Interest No OIL/ KGB/CIV003/KKD-08/2010 for Hiring of Consultancy Services for Civil Engineering
jobs for three (03) onshore HPHT exploratory wells in NELP-VI Block: KGONN-2004/1 at the following address latest by 13.00 Hrs. (IST) on
08/02/2010.
