Leaders Address
Fellow Canadians,

For the last term, great progress has been made under the government that I am so proud to say that the
Conservative Party led. That progress happened for one reason; the Canadian people affirmed their trust in
us. At the ballot box last election, the people of this nation voted for a united nation; They voted for a
sovereign nation; They voted for a proud nation; And finally, they voted for a greater nation. We have worked
hard to ensure that their demands have been met. To continue working for unity, sovereignty, pride and
grandeur, we once again, humbly ask for the approval of the Canadian people at the same ballot box. There
is no greater honour for myself and my party than to serve the Canadian people, but we need your approval
to do so.

This term, we have done a lot for Canada. Our record speaks for itself, with so much great legislation being
passed, and so much awful legislation defeated at our hands. We have won many a victory this term, against
the divisive and unpatriotic agendas of the house, and I believe strongly that those victories have led to
genuinely improved circumstances for the people of Canada.

This election, the message that I want to give to the Canadian people, is that we are One Nation, One People;
We are One Canada. It doesnt matter if you speak English or French, or if your heritage is native , Chinese,
French, German, or British. If you are in Canada, and you believe in the values of this nation; are willing to
work for those values, you are a Canadian. Weve done good for this nation for the past term- Let us keep on
working to make more good happen together. I hope that this election, the Canadian people reaffirm their
faith in us, and keep Canada on the right track for the generations to come.

Economy Plan
We are a fiscally conservative party. Weve made and fulfilled our pledge to Canadians last election to
keeping the government out of their pockets. Our budget, one of the most fiscally responsible in recent
history, has eliminated public spending, abolished wasteful taxing, and finally created a surplus; for which
now Canada has entered a era of prosperity.

Weve done this term so far:

- Elimination most excessive public spending: Through our budget, weve created a surplus no other governing party
has pledged to do. Once again, we reiterate that bureaucracy is no friend to Canada, or to the taxpayer, and we
believe that there is plenty that can be eliminated in the state provision of services. Weve consolidated ministries
and cut costs in the government, and the resulting surplus can be given back to the Canadian people.
- Abolition of wasteful taxing: We have cut income tax and abolished not only the inheritance tax, but most of the
bureaucratic welfare system and introduced a more streamlined negative income tax system. This is not only ending
the irresponsible tax grabs that results in debt, but it reduces the government intervention in the monetary affairs of
Canadians.
- Surplus Budget: We ensured that another balanced budget was delivered. The Conservatives delivered Canadas
first balanced budget last year- Canadas Most Comprehensive Budget, and we have done it again. Conservatives
are the only party truly responsible with the economy; and the only party to consult a budget with the Canadian
people.

What we plan on doing next:

- Continue reducing government influence on economy: It is against the will of the people of Canada
for its government to unnecessarily restrict the natural cycle of the free market. As a start, we will
commit to locking the tax-free allowance to half the current median wage at $13,800. Such will be
reviewed at each budget in consultation with the people. We also plan on phasing out government
control in the monetary supply.
- Continue to invest in infrastructure: We will set aside a fund of $8bn to spend on several grand
infrastructure projects, as part of our aims to create an economic powerhouse.
- Cutting more taxes and tax relief: Taxes are once more another issue weve tackled. Not only cutting
income tax, we plan on lowering the corporate tax by at least 10%. Moreover, we plan on lowering the
Capital Gains tax by at least half across the board. We will also plan on giving two years tax free to
SMEs (Small, Medium Enterprises), to give them a head start on sustaining and innovating. Taxes
continue to be unaffordable in some cases, and the only way to economic stability is if we focus on
job creation over short term revenue.

Business and Trade Plan


We are the party of Canadian business, and the party of business. Under this Conservative government, we
have given businesses and job creators the region to do what they do best, in a strong and competitive
environment. Weve cut corporate tax, gave tax relief to the small business, but it is time we continue to make
the environment even better.

Our next steps:

- The Buy Canadian campaign: Canada has many thriving industries; however many corporations do
not encourage investing and using Canadian labor, products and services for the sake of lowering
costs. Alongside our tax cuts to corporations and tax freezes, we will start the Buy Canadian
campaign with the motto- Buy Canadian and Hire Canadian.
- Pro Exportation Campaign: In conjunction with our Buy Canadian Campaign, we plan on opening and
working towards expanding our exportations of Canadian made products. The Conservative Party
will aim towards a national and international campaign to advertise Canadian as quality, and
affordable products.
- Free trade with the UK: As the European Union Article 50 in the United Kingdom has been activated,
we plan on investing in a independent trade deal with the newly independent nation.
- Lowering Corporate Tax: The Conservatives have already managed to get Canada the lowest
corporate tax rate in the G7, but the people deserve better. The corporation tax strangles enterprise
and job creation, stealing the hard earned wealth of small businessmen up and down the nation, and
discouraging foreign companies from building a base in Canada. As outlined in our economy plan,
we will cut at least 10% of the present corporate tax rate.

Infrastructure and Transport Plan


We are a large, diverse country. We are a party with a unifying goal. The Conservative government
has supported legislation to connecting our citizens, whether by road, cable, rail or air. We plan on
affirming that in the next term.

Government should be using spending to help people, and should we have a chance to spend a
portion of a surplus, it will be on infrastructure, and transportation. Many provinces have poor
connections, and that will stop with a Conservative Government.

We pledge to:

- Ensure that the Trans Canada Highway is expanded and more routes introduced: Currently, the
Trans Canada is a major vein as our highway system, however it only goes from the Eastern
Coast to the Western Coast. We plan on making sure that the routes to the north are a part of
the highway system; making sure that the entire country is connected by a unitary system of
transportation.
- Building the Nunavut Highway: Nunavut is the largest territory in Canada with a rich history, yet
it has no routes to accessing it. Our government has committed to starting the project to build a
highway, and we will continue to protect it in the next term.
- Building the High Speed System with the Atlantic Commonwealth: Much has been put into the
project to build an effective service between our neighbouring state down south, and Ontario.
We plan on putting forth that project.
- Planning the Canadian High Speed Rail system: For too long, the rail system in Canada has
been second class to those in China, United States, and Europe. The Conservative Party will
ensure that the plan to create a rail system that can transport from coast to coast in less than
half a day be in place.

Social Policy and Democracy Plan


We are a culturally traditional conservative and patriotic party. We believe that the government should not
impact, or divide the society we know today. When social reform is needed, we will commit to communicating
with you, the Canadian people.

We believe that Canadians are what makes Canada, and that to achieve a stable and functioning society, the
government simply needs to allow Canadians to be patriotic and be moral. There is no need to intervene and
to ban lifestyles needlessly - simply to allow Canadians to be proud, patriotic, and to love their nation.

Weve made great work towards our democracy, whether the fact we passed a Electoral Reform act, or
applied to making sure that the society in Canada remains as stable, and progresses to be better than ever
before; We plan on continuing the same program.

- Maintaining our Democracy: We support the Westminster model of government. The Westminster
model is not only a crucial part of Canadian heritage, but genuinely the best model of governance
that the civilised world has ever had. The Westminster model allows for strong and stable yet
restrained and democratic government. We see no reason to radically reform Canadas current
constitutional arrangements with either our Commons & Senate, or with Her Majesty the Queen.
- Patriotism of our Country: Patriotism is one of the greatest virtues that hold up our country. The
Conservatives are a firmly patriotic party. We love Canada, a country of great heritage, of proud
values. It may not be a specific policy, but we guarantee consultation with the Canadian people
comes first, rather radical ignorant reform that we have seen previously.
- Privatising the CBC: Our country has continued to be misinformed by a bureaucratic media
corporation that underperforms no matter how much revenue is allocated towards it. We plan on
privatising the CBC, and allowing the free market to work its fate.
- Heritage Act: We will work towards a national heritage curriculum to be adopted as part of provincial
education.
- Nominating the Supreme Court of Canada: We have nominated a slate of balanced, well respected
judges. We plan on continuing to nominate a full slate of Supreme Court Justices, balanced and
willingful for the betterment of this country.
- Uniting under the Maple Leaf: H eal the divisions of the country by working with constituencies and
adopting a unifying motive to solve the previous governments negligence.
- Eliminating the barriers to open charities: At the moment, there are much too much barriers allowing
individuals to make a step in bettering their communities. We plan on passing an act to abolish those
blockades to goodwill.

Governing Policy
The government should never control its people. The people should, and with this Conservative government,
weve brought back: a government for you, the citizens of Canada. We plan on continuing in the next term the
same democratic governance that you have elected us for.

To increase the government effectiveness and decrease the bureaucracy that stands due to terms of radical,
unethical reform, we have shrunk the projected Conservative ministry. At the present moment, there are 21
ministries, certain with minimal purposes. Our plan will consolidate that into less than 12. 10 ministries
occupying tax dollars to maintain the independent department, increasing the bureaucracy and decreasing
the voice of the Canadian people. Weve already done much to cut, but more stands to be moved and
absorbed.

Power will be centralized by each ministry, aligning the cabinet to be working together with sub ministries to
produce collective results.

We have done, and continue to pledge towards:

- Consolidating the cabinet: Reform collectively the Canadian Ministry, merging similar ministries and
repurposing new ones. We plan on continuing to cut the unnecessary ministries that perform no
duties in a portfolio that is only in name.
- Adopt proper government communication: Whether there will be a coalition, we will work towards a
strong bond of voice so nothing is hidden; synergizing the governing parties. Furthermore, there will
be an elected government position of a press secretary, to be the official publication of media the
government seeks to say to the Canadian people, pending cabinet approval.

Justice and Immigration P


olicy
We believe in the defence of home, family & property. T he Conservatives believe that Canadians have the right to defend
themselves. Whether it be strengthening private property rights, reforming inadequate gun laws, or halting the government
surveillance of your personal life, the Conservatives will fight for you.

This time around, weve fought for your safety, from the notable law cases arguing for unnecessary deaths in a snowstorm, or
speaking out in times of deep sorrow; this government is here for you and protecting your interests as Canadians.

We also want a strong border. Immigration should be judged on the quality far more than the quantity. There has been
countless times where a candidate who does not show patriotic values than another candidate who does, is chosen to have
citizenship due to the bureaucratic mess that has plagued the process.

- Reforming the Points: We would reform the points-based Canadian Immigration System. Canada is not immigrant
dependent, and should be selective in the immigrants it takes in. Canada has a limited amount of resources and jobs,
and as companies outsource to foreign nations, that pool of employment is shrinking. A Tory government has and will
continue to put uncompromisable Canadian jobs first.
- Cutting the Syrian Refugee Program: T he current plan to bring in unvetted refugees is unacceptable. We plan on
cutting the percent of refugees allowed into the country by 40%.
- Mandatory Language Fluency: Being able to communicate and speak the languages of this country is a must to be
successful. We wish for our immigrants to be successful. Therefore, we will make it compulsory to learn either English
or French and pass a language test. This way we ensure that those who seek to come are prepared to take on
Canadian society.
- Blocking Criminal Immigration Following the new system of immigration, those who have been out of the prison
system for under a decade shall not be allowed to come to Canada. The risk for more wrong doing is far greater than
the reasons for excessive immigration.
- Stronger Property Rights: W e believe in stronger private property rights. Your house, your rules. Canadians should be
trusted to manage their own homes and families how they wish.
- Supporting gun rights: One of the most basic rights that citizens should have is the right to defend themselves. The
Tories firmly support this right, and would make the process of owning a firearm, and defending your home, far
easier.

Environment and Energy Policy


We believe that it is of the utmost importance that Canada decreases its reliance on fossil fuels.
Canada needs to make sure its future is secure in both its supply of energy and its environment. We
believe that private innovation and a competitive market in renewable energy is key to a greener,
sustainable Canada, that can face the needs of the future.

- Tax incentives: We would give tax breaks and cuts to the renewable energy industry. A key to
Canadas thriving future is our expandable market in renewable energy. The Conservatives
want to ensure that there is a good incentive in private investment in green, safe, energy. We
would encourage private investment and developments in green industries. This would not just
make sense environmentally, but would be a major job creator and give a huge boost to the
Canadian economy.
- Abolishing Energy Taxes: We will remove taxation on cars powered by clean energy. Our
transport must be clean, and in a nation so reliant on cars, we see it as totally necessary to
ensure that the environmental effect is minimised. We would effectively incentivise driving a
green, clean car. Canadian motorists have no need to be punished and taxed excessively; they
need to be able to have the competitively priced option of a car thats good for our planet.

Defence and Foreign Policy


Canadas foreign policy should be first and foremost based around national independence. C anada needs to be a nation
independent in its actions, and acting upon its best interests - not upon those of foreign powers. We are a force to be
reckoned with if we want to be. We must stand up for Canadian interests and Canadian sovereignty above all when abroad.

- Committing to the Military: We will commit to raising the military budget to higher than 3% of GDP. Weve got the
proven track record of high quality military spending in the past, but there is continued progress to be made. Canada
needs to be an independent force, and the Conservatives will truly make it one.
- Reinvigorating the Navy: We would also heavily invest in the Canadian Navy, a sadly neglected area of our armed
forces. A shame done by previous governments, who refuse to commit, and allow a already failing department, we
will make that change.
- Supporting Veterans: We seek to expand veteran benefits - no man who has put their life on the line for Canada
deserves to be homeless or hungry. We plan on reaffirming more veteran benefits such as tax cuts, rather than the
basic discounts for many services.
- Canada First: We would follow a foreign policy of defending Canadian sovereignty first and foremost. The most
important thing our nation has is its sovereignty. Without it, we have nothing. We must not go down the road that
many civilised nations in Europe have gone down, and to have our sovereignty questioned and degraded.
- Arctic Protection: The Arctic has and is our land. Simply letting other nations walk in and claim a portion because they
have expansionist interests is not fair. Alongside our plan for the military, we plan on deploying our defence to the
north to keep our firm land that has been for many years.
- Review NATO membership: NATO has been an awkward relationship- large membership commitments, no returns.
We plan on reviewing and negotiating what we feel should be our interests in NATO.

Canada must stand up for its sovereignty, and make its voice heard. Our primary policy for both foreign & defensive policy is
making sure that Canada acts independently.

Education and Home Affairs Policy


We believe in a home affairs policy that prioritises liberty and independence. The government needs
to get out of your life. The Conservatives would pass laws that stop government surveillance and
excessive state interference in the private lives of citizens.

Canadians deserve a strong, fluid curriculum. In education, we feel it is important to attempt to lessen
state involvement. We would like to move towards a school voucher system, as opposed to the current
system of many schools being outright operated by the state. Our philosophy is based around
individual choice for parents and families. Furthermore, it would be based off of history, teaching
Canadian values and Canadian activities.

- Minimizing the State: W e will try and decrease state involvement in the educational process
where it is unnecessary.
- Promote Private Education for All: T he Conservatives would like to promote private education
by introducing a school voucher system to allow children from all income groups to attend a
private school, provided they are good academically (at the discretion of the school involved).
We feel that the state may have overstepped its boundaries in education and want to allow
parents and children alike more say in where they go to school.
- Protecting Canadian Rights: W e would pass strict laws preventing government surveillance.
Private, Canadian citizens, have a right to privacy and liberty. We would make absolutely sure
that those rights are preserved. Many governments disrespect liberty. The Conservatives would
not.

What we stand for.


The Conservative Party of Canada is a party with a wide range of ideologies. We are a broad tent,
right wing party that represents each Canadian with a strong set of principles and ideas behind us.

Souverainisme - Supporting patriotism, national independence and a sovereign nation above all else.
Canada, and her provinces, are sovereign over themselves. The CPC will not negotiate one inch on
that fact. This ties in with our strong belief in the pragmatic, nationalist exercise of power.

Fiscal Conservatism - The philosophy of prudence in government spending and debt, and ensuring
that a balanced budget is delivered, as well as opposition to deficit spending.

Cultural Conservatism - Preserving the heritage of our nation's, borders, and culture, through allowing
the people and their culture to thrive.

One Nation Conservatism - We respect the role of hierarchy in society, and the place of pragmatism in
government, and whilst wishing to reduce the size of government, we will not forget our poorest
citizens.
