INDUSTRIAL MINING LICENSE FOR PROPOSED
QUARRY

Project: Metal Quarry at Kongaslanda, Getamanna, Beliatta.

Project Proponent: Maga Engineering (Private) Ltd.

1.0 AIM AND SCOPE OF THE PROJECT.

The aim of the quarry project is to produce and supply the metal required for development

activities in the area and to supply metals to highway construction project from Godagama to

Beliatta

2.0 LOCATION OF THE PROPOSED MINING SITE.

The proposed Metal excavation area is located at Getamanna GN division in Beliatta

Divisional Secretariat, Hambantota District.

3.0 DEVELOPMENT AND PRODUCTION PROGRAM.

The aim of this report is to formulate a quarry mine development and production program. Ore
reserve estimation, mine plan, mine schedule, mine development, production sequence, drilling
and blasting are shown in the following paragraphs. The main objective is to produce high
quality metals in environmental friendly manner.

3.1 ORE RESERVE.

The quarry area is situated in a hilly area. The difference between top area of the land and flat
areas is about 75 m. In situ estimated rock quantity is around 396,000 m3 in this land and this
quantity may be sufficient for 20 years quarry operation according to planned production
target (IML/B category).

3.1.1 Estimation of Mineable Reserves.

Average Mineable length of the quarry = 110m


Average Mineable With of the quarry = 60m
Average Mineable Height of the quarry = 60m
Therefore mineable reserves of the rock materials = 110 60 60
= 396,000 m3

3.2 MINING PLAN.

The proposed mining entity will be a mechanized surficial quarry, where rock will be extracted
by the open cast bench blasting method using compressed air driven hand drills for drilling,

Normal Detonators with dynamite and ANFO as primer/main explosives. Other major
activities are removal of rock mass and boulders, mucking, scaling, breaking and loading.
Estimated monthly production is about 525 cubes in initial stage. In second stage the project
proponent expects to increase production capacity up to higher level ( by upgrading mining
license to IML/A category).

Mining of the metal will be carried out with the machineries such as excavators or loaders.
Dump trucks will be used to transport the material to the metal required construction site.
Water browser will be engaged in spraying water to the access roads.

Since there are few some trees are available in the proposed site which has environmental and
commercial value, the areas for the excavation will be identified before commencing the
operation. The selection of area will be done in such a manner to avoid the trees without
disturbing them. It is recommended to carry out excavation by only remove the bushes and
under growths for minimum environmental impacts.

The mine schedule and development sequence, which is given below is simple &
comprehensive.

3.3 MINE SCHEDULE AND MINE DEVELOPMENT.

Preparation of roadways to reach initial quarry mining points at the center of the site. A
bulldozer, an excavator and a motor grader, if required, will be employed for this
purpose.

Removal of weathered rock layer, if available in considerable thickness, together with


associated rock boulders beneath overburden, with an excavator or by blasting, if
required.

Removal of existing over burden which consist of loose residual soil is being done by
combination of excavator and dump truck. Removed over burden soil will be stored at
suitable location for future use as filling materials in case of filling excavated land due
to metal excavation.

Preparation of access roads which facilitate the movement of men and machinery to the
land.

Construction of culverts drains and silt traps etc. in order to facilitate an efficient
drainage of run-off water as well as the prevention of water pollution by silt and other
particulate matter.

The site will developed to open pit mine with benches where bench height not exceeded
10m (see fig. 1).

3.4 ENVIRONMENTAL PROTECTION PLAN.

The proposed quarry has been so planned, that the disturbance of existing environment within
the site and surrounding area will be kept at minimum. Therefore, the environmental effect
caused by the proposed quarry mine will be negligible and recoverable, as the following
precautions will be taken to prevent or / and mitigate those possible effects.

Dust Generation:
Blasting, excavation, loading and transport will be the causes for dust generation.
Mitigation Measures Water spraying, dust filters, development of green belt.

Soil Erosion:
Due to the excavation of quarry & soil the earth can be subject to the soil erosion.
Mitigation Measures Silt traps, trenches, ponds and culverts.

Ground vibration:
This generates mainly due to blasting.

Mitigation Measures Control blasting, proper drill hole design.

Air Blast Over Pressure:


This generates mainly due to blasting.
Mitigation Measures Control blasting, proper drill hole design, proper stemming.

Noise:
This generates due to drilling, blasting and machinery usage.
Mitigation Measures Development of green belt, noise barriers.

Fly rocks:
These events are mainly occurred due to blasting.
Mitigation Measures Covering the blasting face using metal plates, rubber tyres, sand bags,
geo textiles.

Further all the restrictions and limitations enforced by CEA, GSMB or any other regulating
authority will strictly be followed, ensuring the environment friendly nature of the project.

3.5 MINE RESTORATION.

The level of ultimate quarry floor will be normal ground level of the surrounding area, so that a
need for reclamation will arise at the end of quarry life. After a rehabilitation of the ultimate
quarry floor by re-spreading top soil, the land can be used for construction or agricultural
purposes or any other suitable purpose with a minimum effort.

3.6 MITIGATORY MEASURES.

To minimize the possible impacts to the environment due to the quarrying activities the
following measures will be implemented.

Reservation from the boundaries


According to the guidelines of GSMB & CEA, suitable reservations will be maintained at the
boundaries of the quarry mine land. Especially a reservation of 10 m width will be kept along
the land boundary.

Preventing soil erosion


The natural drainage network shall not be obstructed during the metal excavation. Silt traps
will be constructed at the proper locations to avoid siltation due to the soil erosion during rainy
season. Such a location for silt trap is identified along the road. If any siltation noticed during
the excavation of metal, additional silt traps will be constructed at suitable locations.

The silt traps will be constructed after a complete study on the drainage pattern of the area and
location of water bodies in the surrounding area.

Dust suppression
Water will be sprayed on the access roads to the site in regular intervals to avoid dust
generation. Vehicles will be completely covered when transport the metal.

4.0 ENVIRONMENTAL MONITORING PLAN.


Water Quality Monitoring Plan

If any water wells are available near to the proposed quarry mine land they will be selected to
measure water levels before and after starting the operation of the quarry mine land if required.
These measurements can be done once in two months in order to identify the impacts from the
soil excavation activities to the ground water level.

Mine Restoration Plan

The level of ultimate quarry floor will be normal ground level of the surrounding plains, so that
a need for reclamation will arise at the end of quarry life. After a rehabilitation of the ultimate
quarry floor by re-spreading top soil, the land can be used for construction or agricultural
purposes or any other suitable purpose with a minimum effort.
