ThisisanupdatetoClassNews34/2016issuedon8November2016.IMO
releasedthetextofresolutionsMEPC.278(70)onAmendmentstoMARPOL
AnnexVIandMEPC.282(70)on2016GuidelinesforthedevelopmentofaShip
EnergyEfficiencyManagementPlan(SEEMP)whichareattachedhereforeasy
reference.

Additionally,thisClassNewsreflectsthelatestdateforthenextMEPCsession
(MEPC71)asIMOdeferredthistoJuly2017.

AmendmentstoMARPOLAnnexVIrequiringmandatoryfueloilconsumptiondata
collectionandreportinghavebeenadopted.Thesewillenterintoforceon1March
2018,withthefirstreportingperiodbeingforthe2019calendaryear.

IMOhaspreviouslyagreedtoaddressshipenergyefficiencythroughathreestep
approach:

1.Datacollection
2.Dataanalysis
3.Decidingonwhatfurthermeasures,ifany,arerequired

TherecentIMOMEPC70meetingworkedonthedatacollectionstageandadopted
amendmentstoMARPOLAnnexVI,Chapter4.Thesemeanthat:

Shipsof5,000GTandabovewillberequiredtosubmittotheirAdministration
annualreportsonfuelconsumptionandtransportworkparameters,viaa
methodologytobeincludedintheShipEnergyEfficiencyManagementPlan
(SEEMP).
Uponverificationofthesubmitteddata,theAdministrationswillissuetotheships
aStatementofCompliancerelatedtofueloilconsumption.
Finally,theAdministrationswillsubmitaggregatedatatotheIMO,whichwill
maintainananonymisedIMOShipFuelOilConsumptionDatabase.

Shipownersandoperatorswillneedtostartconsideringthemeansforcollectingthe
fueloilconsumptiondatathatismostappropriateforeachshipandupdatingthe
SEEMPsoftheirshipstoreflectthisprocess.

AdditionalIMOguidance

MEPC70adoptedresolutionMEPC.282(70)on2016Guidelinesforthe
developmentofaShipEnergyEfficiencyManagementPlan(SEEMP),which
supersedesthe2012Guidelines(MEPC.213(63))andprovidesguidanceon
developingashipspecificmethodologyforthecollectionandreportingoftherequired
data.

TheIMOisalsodevelopingDraftGuidelinesforAdministrationdataverification
proceduresinordertoassistAdministrationswiththeverificationofthereporteddata
andtheissuanceoftheStatementofCompliance.MEPC71(July2017)isexpectedto
finaliseandadopttheseguidelines.
