MANDATORY LEARNING : GUIDELINES FOR THE YEAR 2016-17 :

We refer to e-Circular No. CDO/STU-MNDTRY LEAR/5/2015-16 dated 15/06/2015 on the


captioned subject.

EXISTING INSTRUCTIONS : ( For 2015-16 ):

02. REVISED INSTRUCTIONS ( For 2016-17) : Based on the experience, feedback,


suggestions received from various departments/employees, instructions on mandatory
learning have been modified for the current year. The modified guidelines/instructions for the
year 2016-17 are as under :

An Executive has to complete first 10 lessons on HMM which was


to be done up to 2016 and then to complete the required no of
lessons for the current year i.e. 2016-17 to become eligible for the
allotted marks.

Those executives who have already completed HMM topics


earlier, those lessons will be carried over and given credit in their
current year AARF.

Once an executive completes all the HMM topics successfully, full


credit for the same will be awarded to him in AARF in subsequent
years.

Officials promoted to TEGS VI during 2016-17 will be required to


complete

ii. Officers in All officers in Scale IV and V will have to complete 20 mandatory
Scale IV & V role based e-lessons + one course from the list of 44 approved
certification courses of the Bank ( Listed in Annexure).

Due credit will be given to the officials who have already completed
some of these courses from the list of approved courses earlier.

In case there is no role change during the year 2016-17 and the
official has already completed the mandatory role based
e-lessons in 2015-16 or before, the official will have to complete
any other 20 e-lessons from the basket of total e-lessons.

In case an official has not completed the mandatory role based


e-lessons in 2015-16 or before, the official will have to complete
the remaining mandatory e-lessons besides taking up the
additional e-lessons.

In case an official performs more than one role during the year, the
official will be required to complete any of the 20 e-lessons out of
the basket of mandatory e-lessons mapped to all these roles.

Due credit will be given to the officials who have already completed
all or some e-lessons earlier, which are not considered for scoring
yet. However, no credit will be given for e-lessons which have
been successfully completed during 2015-16 or before but have
subsequently been deactivated because of obsolescence or other.
Due to deactivation of e-Lessons, there is a possibility that for an
employee, who has completed 20 ML e-Lessons last year, the
status is shown as incomplete in this year.

No scores for self-learning will be awarded to officials without the


completion of mandatory role-based e-lessons or approved course.

In case there is no role change during the year 2016-17 and the
official has already completed the mandatory role based e-lessons
in 2015-16 or before, the official will have to complete any other 30
e-lessons from the basket of total e-lessons.

In case an official has not completed the mandatory role based


e-lessons in 2015-16 or before, the official will have to complete
the remaining mandatory e-lessons besides taking up the
additional e-lessons.
In case an official performs more than one role during the year, the
official will be required to complete any of the 20 Mandatory
e-lessons out of the basket of mandatory e-lessons mapped to all
these roles + 10 other e-lessons from the basket of available
e-lessons on the portal.

However, if during 2014-15 or 2015-16 the official completed less


than 20 mandatory e-lessons he/she will have to complete
remaining mandatory e-lessons plus other e-lessons to arrive at
total of 30 e-lessons to get full marks.

Due credit will be given to the officials who have already completed
all or some e-lessons earlier, which are not considered for scoring
yet. However, no credit will be given for e-lessons which have
been successfully completed during 2015-16 or before but have
subsequently been deactivated because of obsolescence or other.
Due to deactivation of e-Lessons, there is a possibility that for an
employee, who has completed 20 ML e-Lessons last year, the
status is shown as incomplete in this year.

No scores for self-learning will be awarded to officials without


the completion of minimum mandatory role-based e-lessons
as mentioned above.
iv. POs / TOs (i) All POs / TOs will be required to complete any 72
e-lessons, out of the basket of 85 e-lessons, 15 days before the
confirmation test to be eligible for appearing in their confirmation
test.

(ii) If TOs have already completed all or few of these


e-lessons before being appointed as TO, due credit will be given to
them.

v. Clerical All confirmed clerical staff will complete the following mandatory

In case there is no role change during the year 2016-17 and the
employee has already completed the mandatory role based e-
lessons and e-capsules in 2015-16 or before, then the employee
will have to complete any other 10 e-lessons + 10 e capsules from
the basket of total e-lessons and e-capsules.

In case an employee has not completed the mandatory role based


e-lessons/ e-capsules in 2015-16 or before, the employee will have
to complete the remaining mandatory e-lessons / e-capsules
besides taking up the additional e-lessons / e-capsules.

In case an employee performs more than one role during the year,
the employee will be required to complete only the stipulated
number of e-lessons/ e-capsules out of the basket of mandatory
e-lessons/ e-capsules mapped to all these roles.
Due credit will be given to the employees who have already
completed all or some e-lessons/e-capsules earlier, which are not
considered for scoring yet. However, no credit will be given for
e-lessons/e-capsules which have been successfully completed
during 2015-16 or before but have subsequently been deactivated
because of obsolescence or other. Due to deactivation of
e-Lessons, there is a possibility that for an employee, who has
completed 20 ML e-Lessons last year, the status is shown as
incomplete in this year.

03. Following category of officials/ employees will be exempted from the purview of
Mandatory Learning for the year 2016-17 :-
All Employees ( including those on probation also ) with Visual impairment classified under
the category Persons with Disabilities.
1. Officials posted Overseas as JIBO/IBO/SIBO or for any other assignment.
2. Officials on deputation to outside organizations, Associate Banks, Subsidiaries.
Further, officials/employees of Associate Banks/ Subsidiaries posted to State Bank of
India will also be exempted from the purview of Mandating Learning.
3. All Telecom operators/ Head and Senior Draughtsman, Armourer, pharmacist, Hindi
Translator, Nurse, A.C. Plant Operator, S.T. Plant Operator, Electrician (Electrical
Supervisor), Control Room Operator, Sewage fitter, Plant Assistant.
4. Steward, Encoder Machine Operator, Data net Operator, Bradma Machine Operator,
Data entry operator, Cashier operating electronic cash register, Mill checking
assistant.
5. Officials on contractual employment.
6. Medical officers (both full time and part time).
7. Officials/Employees joined or confirmed in the Bank on or after 1st October of the
current financial year.
8. For Officials/Employees promoted in the Bank on or after 1st January of the current
financial year.

04. The Chief General Manager of the Circles/ Head of Departments will have to send the
lists of employees along with their PF No, Name, Designation etc. ( both hard copy and soft
copy), falling under any of the categories mentioned in sl. no 03 above to STU, Corporate
Centre for exemption.
05. The Chief General Manager of the Circles/ Departments is empowered to exempt the
branches / employees with very low connectivity and also employees posted in branches in
difficult locations. However, this discretion is to be exercised judiciously as it involves
operational risk. Further, in case of some natural calamity, social unrest or employees are on
long leave for more than 180 days etc. the CGM may also exempt such employees.
Circles/Departments will have to send the lists of employees along with their PF No, Name,
Designation etc. (both hard copy and soft copy), to STU, Corporate Centre for exemption by
15th February, 2017.

06. In case officials are repatriated back from overseas assignment or from outside
organisations and if their stay in the Bank, after repatriation/returning from deputation, is
more than 90 days, they will have to complete stipulated Mandatory Learning requirement
during this period of stay.

07. All ATIs/SBLCs should ensure that during the training period, the participants complete all
the e-lessons/e-capsules. For this purpose, the participants need to be given extra time after
the sessions.

08. For any clarification in future, DMD & CDO will be the final authority.

09. Please bring the contents of this Circular to the notice of all concerned and arrange
accordingly.
