Background

Thailands Halal Foods:

Muslims, recognized in their faith and fidelity in Islam religion, share a majority proportion
in more than 1.8 billions of the world populations. The combination of diverse races and
ethnic founded the Muslim Communities residing in different 50 countries or more
worldwide. In response to the Policy that Thailand aims to be the Kitchen of the World,
Halal foods or permitted foods for Muslims then become the key success means towards such
goal. The foremost priority role is to focus on standardization and upliftment of the high
standard quality of Thai Halal Foods to be in accordance with Islamic law and Codex
Standard, as all Thai Halal products must acquire the certification of nutrition, hygiene, as
well as qualified export quality standard.

The first Halal Science Center:

On August 13th, 2003 The Royal Thai Cabinet granted the budget allocated for the
establishment of the Central Laboratory and Scientific Information Center for Halal Food
Development (Halal-CELSIC) at the Faculty of the Allied Health Science, Chulalongkorn
University, Bangkok, as the core Halal science network of the country. This Halal-CELSIC,
to date, has expanded its linkages in more than 10 laboratories based in several universities
and institutions throughout the country. Halal-CELSIC, later, in collaboration with scientists
from several faculties of Chulalongkorn University succeedingly concurred to establish the
newly formed Halal Science Center (HSC) of Chulalongkorn University resuming all tasks
and responsibilities from Halal-CELSIC.
Scientific Service:

HSC, well-equipped with modern and advanced scientific devices including LC/MS/MS,
GS/MS, HPLC, GC, ICP, AA, FTIR, UC, Realtime-PCR etc specifically provides all
analytical services and research for detection of contamination detrimental to Halal food
manufacturing, e.g. animal fatty acids, animal proteins/DNA, gelatin, alcohol, microbial
contamination, etc.

The staffs of HSC consist of scientists with Ph.D. and Master degrees in biochemistry, food
and nutrition, pharmaceutical science and medical technology, professionally handling
laboratory analysis, researches and consultative provisions in Halal food standards so as in
establishment of Halal GMP/HACCP as well as Halal-QHS/ISO 22000 to the food
manufacturers, restaurants, and other food service industries.

HSC is responsible in sales and distribution of all books on Halal GMP/HACCP written or
published by its notable scientist staffs in conjunction with the National Food Institute,
Ministry of Industry.

HSC, in cooperation with The Faculty of the Allied Health Science, offers the Bachelor
program in Nutrition and Dietetics as to produce the best qualified and well trained Graduates
specialized in Halal food standard, food manufacturing and food certification.

Negara Thailand yang 95% lebih penduduknya non-muslim, kini mulai ikut mengembangkan
industri produk halal. Hal tersebut ditandai dengan didirikannya The Halal Science Center,
Chulalangkorn University Thailand oleh Prof. Dr. Winai Dahlan.

Bila kita mendengar nama Winai Dahlan, tentunya kita akan teringat dengan nama salah satu
tokoh besar Indonesia pendiri organisasi Muhammadiyah yaitu KH. Ahmad Dahlan. Telusur
punya telusur, ternyata Prof. Dr. Winai Dahlan merupakan cucu dari KH. Ahmad Dahlan.
Ayah beliau ialah Irfan Dahlan, yang merupakan anak keempat dari KH. Ahmad Dahlan.
Mulanya Irfan Dahlan pergi menuntut ilmu agama ke Pakistan. Setelah menyelesaikan
studinya di negeri tersebut, ia berniat kembali ke Indonesia. Keadaan Indonesia saat itu
sedang tidak aman karena sedang terjadi perang. Irfan Dahlan pun memutuskan untuk tinggal
sementara di Thailand sambil menunggu situasi aman. Disana Irfan Dahlan bertemu
jodohnya, seorang wanita kelahiran Thailand keturunan Jawa. Dari pernikahan keduanya,
Winai Dahlan pun lahir di negeri gajah putih tersebut.

Dalam dunia pendidikan, Winai Dahlan tercatat sukses menyelesaikan studinya di


Chulalangkorn University Thailand, di Food Nutrition, Faculty of Allied Health Science.
Chulalangkorn University sendiri tercatat sebagai 200 besar universitas terbaik dunia.
Sedangkan untuk gelar Doktor, beliau meraihnya dari Universite Libre de Bruxelles, Belgia
jurusan Medical Biology.

Setelah merampungkan studinya, Prof. Winai Dahlan memilih mengabdikan dirinya sebagai
ilmuwan di universitas Chulalangkorn. Beliau juga dipercaya menjadi ketua Riset Lipid and
Fat Science. Beliau juga produktif menulis jurnal lokal maupun internasional mengenai
pangan dan gizi. Ribuan artikel beliau juga dimuat di majalah Weekly Magazine sejak tahun
1989. Keilmuan Prof. Winai Dahlan telah diakui dunia, bahkan beliau pun masuk sebagai 16
ilmuwan Islam paling berpengaruh di dunia.

Buah jatuh tak jauh dari pohonnya. Seperti halnya kakeknya KH. Ahmad Dahlan yang aktif
memperjuangkan Islam, Prof. Winai Dahlan pun turut melakukan hal yang sama, namun
melalui ilmu yang beliau kuasai. Beliau pun mendirikan Halal Science Laboratory di Faculty
of Allied Health Science. Ternyata laboratorium tersebut dilirik oleh ASEAN, sehingga
berkembang menjadi Halal Science Training Center for ASEAN sejak tahun 1998.
Pemerintah Thailand pun turut memberikan dukungan, sehingga dibukalah dua cabang di
Pattani dan Chiang Mai, sebagaimana dilansir dari sosok.kompasiana.com.

Lembaga tersebut kemudian berubah nama menjadi The Halal Science Center yang kini aktif
mengembangkan:
1. Metode-metode deteksi, termasuk melalui DNA, FID (Flame Ionization Detection)
technique, dan sebagainya.

2. Mengembangkan teknologi informasi dan komunikasi mengenai produksi pangan


halal. Sistem canggih ini memungkinkan pihak otoritas untuk dapat memastikan
kehalal-haraman suatu produk dengan sekali tekan tombol. Sistem canggih ini mampu
menampilkan proses produksi suatu produk, mulai dari bahan baku hingga menjadi
produk jadi.

3. Mengembangkan sistem informasi kehalalan produk kepada konsumen. Konsumen


cukup men-scanning barcode produk melalui telepon genggam mereka untuk
mengetahui kehalalannya.

Prof. Winai Dahlan berkata, Apa yang kita inginkan adalah makanan yang halal dan thayyib.
Halal berarti halal bagi manusia untuk dikonsumsi dan dimanfaatkan, sementara thayyib
mengacu pada baik, aman, sehat dan higienisnya suatu produk. Ini berarti bahwa halal bukan
hanya untuk umat Islam. Halal baik untuk semua umat manusia.
