In case you havent been out-n-obout to take a look for
yourself, this is the scene looking east off of the Milk
River Bridge on Highway 24 (Fort Peck Hiway) as ice
jams have caused it to raise to 22.64 feet as of 8:00
this morning. Flood stage is 25 feet. Frenchman Creek
near the international border (northeast of Whitewater)
reported a gage reading of 12.60 feet . Flood stage there
is 12.0 feet. Minor flooding from snow melt runoff will
continue today. Continued above normal temperatures
are contributing to the breakup of river ice throughout
the area. Rivers can rise very quickly as ice jams
occur, and flooding can occur with very little warning. If
flooding occurs, seek higher ground and do not cross

Cooler weather is on its way, though, and the National
Weather Service in Glasgow has issued a Winter Storm
Watch which is in effect from this evening through
Thursday. Heavy snow that sticky, good snowball-
making kind of stuff will make travel extremely
difficult. If possible, time any travel to avoid traveling
during the snow storm. The National Weather service
advises that now would be an excellent time to stock up
on food, medical, and household supplies as roads can
sometimes take days to clear.

JoAnn Zaborowski
JoAnn (Pluhar)
Zaborowski, age 67, of St.
Marie, MT, passed away
on Saturday, February 18,
2017 in Billings, MT from
complications following
surgery.
JoAnn was born
September 28, 1949 in Great
Falls, MT to Leonard Charles
and Betty Yvonne (Garlock)
Pluhar. She grew up on the family ranch near Cohagen,
MT and attended the Pluhar School just a quarter of a
mile from the house, with her uncle, Art Pluhar, being
one of her teachers. She attended high school in Jordan
and graduated in 1968 and then went on to attend and
graduate from dental hygienist school in Denver, CO.
In September of 1971 JoAnn met Skip (Edwin)
Michael Zaborowski in Great Falls while playing flag
football. In the process, Skip talked a friendly police
officer into loaning him the hand cuffs and JoAnn soon
found herself handcuffed to the flood lights on the police
car! The next three months Skip and JoAnn spent a lot of
time together at the J Bar T Club and were married there
on December 17, 1971.
Skip was in the Air Force and was transferred to San
Angelo, TX, so JoAnn went with him and that is where
their first son, Adam Russell, was born on August 16,
1973. On January 25, 1980, their second son, Leonard
Edwin, was born in Athens, Greece. Their family traveled
all over the world until 1991 when Skip retired and they
moved to St. Marie.
JoAnn worked for the St. Marie Condo Association
until 1997; she then took a position at the VFW Post
3107 in Glasgow as bartender and bar manager. She also
worked part-time at the St. Marie post office. She retired
from the VFW on September 30, 2016 and took up
working with her beads, and spending more time with
Skip and their furry feline, Grumpy.
JoAnn is survived by her husband, Skip; sons, Adam
(Meribeth) of Rapid City, SD and Leonard (Leanne) of
the USS San Diego (LPD-22); grandchildren, Justin,
Suzanne, and Scott; great grandchildren, KyAnn and
Raelyn; her five brothers, Russell, Steven, Christopher,
Lynn and Randall; and her two sisters, Lorraine and
Hazel, as well as numerous nieces and nephews.
She was proceeded in death by her parents.
A private family service has been requested. Should
friends desire, memorials may be made to VFW Post
3107.

Charlie Frost
Charles Charlie Henry
Frost, 87, went to be with the
Lord on February 16, 2017.
Charles was born June 10,
1929 to parents Henry M.
and Josephine (Klein) Frost
in Dubuque, IA and was the
youngest of four children.
Charlie attended St. Anthonys Catholic School in
Dubuque before joining the United States Marines in 1951.
He served three years in the Marines, part of that time in
Korea. On April 24, 1954 he married Rose Marie DesJarlais.
Four children were born from this marriage; Rita, Jolene,
James and Steven.
While raising their children in Dubuque, IA, Charlie
worked at the Water Treatment Plant. In 1968 he and his
family moved to Fort Peck, MT, where he started his job in
the Power House as a Custodian, but sometime later moved
back to Dubuque for two years before again returning back
to the open arms of the people of Fort Peck. He worked as a
guard before changing to Power House Mechanic from 1971
to 1989 for the Corps of Engineers.
Charlie and Rose divorced in January of 1974. He continued
to raise his children as a single parent until they were full
grown. Finding new love, hr married Thelma L. Decker on
October 5, 1979. In addition to hid four children, he would
now share his love with Thelmas four children; Jacque,
Stanley, Jody and Doug.
Charlie and Thelma retired from the Corps of Engineers
in June of 1989 and moved to Lewistown. In 2010 Charlie
and Thelma moved to Glasgow and resided at Nemont
Manor. There was no one that Charlie couldnt win over in
friendship no matter where he went. There was no one he
couldnt make laugh or smile, he was a natural charmer.
He is preceded in death by his parents Henry and
Josephine; brother, Robert and sister-in-law, Lucille;
sister, Lorraine and bother-in-law, Hugo; sister, Virginia
and brother-in-law, Henry; grandson, Devon Frost; step-
grandson, Kris Decker; son-in-law, Ray Allie and former
wife, Rose Frost.
Charlie is survived by his loving wife, Thelma of
Glasgow; children, Rita Allie of Nashua; Jolene Debolt of
Billings; James (Robyn) of Comfort, TX and Steve (Michele)
Frost of Glasgow; step-children, Jacque Burner of Glasgow;
Stanley (Diane) Decker of WA, Jody (Mark) Nystrom of
SD, and Doug Decker of ID; numerous grandkids; great-
grandchildren; and Deb Stein and Deb Carson who knew
Charlie as their second dad.
Funeral service will be held on Monday, February 27,
2017 at St. Raphaels in Glasgow at 1:30 p.m. Bell Mortuary is
in charge of arrangements.

OBITUARY
Charles Rice
Charles A. Rice, age 63, passed
away on February 13, 2017 at the
family home, west of Glasgow,
Montana from complications of
diabetes and heart disease.
Charles was born on
September 21, 1953 in Glasgow,
Montana to Thomas R. and Lucile P.
Rice. he lived his life in the Glasgow
area. He graduated from Glasgow
High School in 1971.
After completing High School, Charles attended
Northern Montana College in Havre, graduating in June of
1977 with a Bachelors Degree in elementary education. Upon
his completion of higher education schooling, he student
taught in the Irle School in Glasgow and became a full time
elementary teacher at the Northstar Elementary School
at the Glasgow Air Force Base and at the Glasgow School
District and especially at the Eastside School and Southside
School for 22 years. Thomas and Charles ran the family farm
at the same time as Charles teaching career. Mr. Rice as he
was fondly known by his students, retired from teaching in
2002. He then spent his time running the family farm and
taking care of his aging parents until their passing.
Charles was well liked by his students and the teaching
staff. He had a caring way for students needing extra attention
and was always kind-hearted and patient with helping them
learn their studies. He helped many a student in the 5th
and 6th grades pass the grade successfully. He enjoyed the
teaching aspect of the job and his students antics. He relished
the teacher get-togethers for many a scheduled pot lucks. He
had a patient, loving heart and was generous with teaching
people many things outside of the school situation also.
Charles was a faithful son, devoted brother, fantastic friend
with a mischievous nature and terrible teaser who could
pester you unrelentingly. He will be sorely missed by all the
family and friends that he has left behind.
Charles is survived by Brother Richard Rice and spouse
Darlene Rice of E. Wenatchee, WA; Nieces Dawn Goins
(husband Rick, and their children: Kelcey (son, Alex), Shay,
Brooke, Gabby, Gabe) of Spokane, WA; Niece Kris Sanders
(husband Craig, and children: Christopher (wife, Charli &
son, Matthew), Kelsey (husband, Gabe), Brittney, Ashley)
of Colbert, WA; Nephew Robert Rice (wife Margie, and
their children: Jasmine, Chelsea, Kaylee) of Quincy, WA.
Sister Cherie Lowry and spouse Michael Lowry of Palmer,
Alaska, step-children Michele Jensen (husband Joe, and
their children Dariane, and Natasha) of Pasco WA, Darren
Lowry (daughter Riley Morten-Lowry) of Alaska. He is also
survived by the many friends, family and acquaintances that
he has burned favorite memories into their hearts.
In lieu of flowers, the family requests that donations be
made to the Valley County Historical Society in his name.
A visitation will be held on Thursday, February 23, 2017
with family receiving friends from 6:00 to 8:00 PM at the
Bell Mortuary in Glasgow. Funeral services will be Friday,
February 24, 2017 at 1:00 PM at the Bell Mortuary. Burial
will follow services at Highland Cemetery. A reception will
be held following burial (2:30 PM) at the Glasgow Elks
Lodge.
