DIVISION 1 - GENERAL REQUIREMENTS

SECTION 01011 PROJECT REQUIREMENTS


PART 1 GENERAL

1.1 Work required by this section

A. General: This section pertains to the provision of all general Project requirements necessary
to coordinate, administer, and properly produce the complete Project.

1.2 Special Requirements

A. General: The Drawings, General Conditions, applicable portions of Division 1, and the
executed Agreement are all a part of this Section as if here in written out in full. Should there
be a discrepancy between specifications and General Conditions, the most stringent shall
apply.

B. Accident Prevention and Safety: Comply with all applicable laws, ordinances, rules,
regulations and orders of governing authorities having jurisdiction for the safety of persons
and property and protect them from damage, injury or loss. Erect and maintain, as required
by conditions and progress of the Work, all necessary safeguards for safety and protection,
including fences, railings, barricades, lighting, posting of danger signs and warnings against
hazards. Where prevention of construction accidents is not regulated by code or ordinances,
comply with AGCAs Manual of Accident Prevention in Construction. Contractor shall be
solely responsible for initiating, maintaining and supervising all safety precautions and
programs in connection with the Project. All scaffolds shall be built in accordance with all
requirements of local, state, and federal laws and regulations.

C. Review of the Contract Documents: Contractor shall carefully study and compare the
Contract Documents with existing conditions at the Job Site and shall immediately report in
writing to the Engineer/MCPS Project Coordinator, as indicated by the contract, any error,
inconsistency, or omission that may be discovered or any materials, systems, procedures, or
methods of construction, either shown or specified, which is felt to be incorrect, inadequate,
obsolete, unsuitable, for the purpose intended, or which would not be satisfactory to
guarantee as specified. The Contractor shall not proceed with any work in such areas until
written instructions are received from the Engineer/MCPS Project Coordinator.

1. Before ordering any material or doing any work, the Contractor shall verify all
dimensions and check all conditions in order to be assured that they properly reflect
those of the Contract Documents. Any inconsistency shall be brought to the
immediate attention of the Engineer/MCPS Project Coordinator. In the event that
discrepancies occur between ordered material and actual conditions, of which the
Engineer/MCPS Project Coordinator was not notified beforehand, costs to correct
such discrepancies shall be borne by the Contractor.

D. Conduct of Operations: During the life of the Contract, at all times conduct operations at the
Job Site and at the access/entrance point to the Site in such a manner so as not to endanger,
inconvenience or interfere with occupants of adjoining buildings or properties: this includes all
trucking operations and parking of workmens vehicles.

1. Work to be completed in a timely workmanlike manner; fumes, odors, materials and


work procedures will be controlled to protect occupants and property from harm and
damage.

2. The Prime Contractor shall furnish the services of an experienced supervisor,


stationed on-site, who shall be in charge of the work and provide direction to the crew
at all times. MCPS reserves the right to impose financial penalties to the contractor
should projects be discovered to be manned without apparent supervision.

3. The Prime Contractor shall be responsible to furnish color coded identification badges
for all individuals working at the jobsite. Badges shall indicate name of employee and
company employed by. Color of badges shall differentiate trades and/or companies.

4. The Contractors and employees:

a) Will be required to check in and out daily at the facilities main office.

b) Are required to wear color coded identification badges at all times.


Identification badges shall be colored differentiating individual trades and/or
companies working at the site.

c) Are not to routinely use facility equipment and buildings, i.e., telephones,
lounges, toilet rooms, parking lots, etc. The MCPS Project Coordinator will
designate such facilities authorized for Contractor use.

5. All work shall be scheduled to the mutual satisfaction of the School


Administration and the MCPS Project Coordinator to avoid conflicts with school
activities.

6. The building is expected to be occupied throughout the stated period allowed for this
work.

7. Work area must be left clean and ready for use after the installation. The Contractor
must remove all debris generated by the work from the premises daily.

E. Communication/Project Software:

1. The Contractor shall have on the jobsite at least one (1) person fluent in English.

2. The Contractor must provide to the MCPS Project Coordinator cellular


telephone numbers of the project manager and superintendent/foreman to
allow for day-to-day direct communications.

3. MCPS employs the use of e-Builder for project documentation and management.
The contractor may be requested to utilize this web-based software and submit
various data, documents and requests through the e-Builder program.

F. Salvage and Demolition:

1. The Contractor must fill-out completely Appendix B Capital Improvement HVAC


Projects Energy Management System (EMS) Authorization Form.

2. The Contractor shall perform all demolition work, as shown on the Contract
Drawings, and as required for the existing equipment removal and/or replacements.

3. Material to be removed shall be removed with extreme care by skilled workmen,


fitters, electricians, plumbers, finishers, so that remaining utilities, sitework, piping,
finishes, or other systems are not damaged and are left in good condition. Any
material or equipment indicated to remain, or existing finish or appurtenance, etc.,
which is damaged by the Contractor, shall be replaced or repaired to its original
condition, subject to the approval of the MCPS Project Coordinator.

4. Existing piping and electrical work, which remain in service, shall be properly
terminated, capped, or connected, as indicated and/or as necessary. Piping shall be
terminated in walls, below floor, and above ceilings where it will be concealed. In
general electrical connections to equipment shall be removed back to the originating
main source and not terminated at the first convenient point.

5. MCPS reserves the right to retain ownership to any and all equipment and material
scheduled for removal.

6. All materials removed in the process of demolition and not designated to be retained
by MCPS, whether or not salvageable, shall become the property and responsibility
of the Contractor and shall be removed from the site by the Contractor.

7. The contractor shall complete Appendix D for all refuse removed from the project
site, including individual loads for recycling or salvage. Completed forms should be
returned to the party compiling the project documentation package.

G. Waterproofing:

1. Where any work involves piercing of waterproofing, the method of installation shall be
as approved by the MCPS Project Coordinator before work is done. The Contractor
shall furnish all necessary sleeves, caulking and flashing required making openings
absolutely watertight.

I. Protection of Materials:

1. The responsibility for care and protection of all work rests with the Contractor until it
has been tested and accepted. After delivery, before and after installation, the
Contractor shall protect materials against theft, injury and damage from all causes.

2. The Contractor shall receive, properly house, handle, hoist and deliver to the proper
location, all materials required for the contract. Materials damaged in any way prior
to final acceptance shall be replaced as directed by the MCPS Project Coordinator.

J. Painting:

1. Unless otherwise specified, all fabricated or assembled surfaces normally painted


shall be thoroughly dry and free from all rust, grease, and scale and shall receive the
manufacturers customary shop priming coat. All instruments, gauges, and
equipment having enameled finish shall be protected.

2. All pipe hangers, clamps and supporting steel not provided with a corrosion-proof
finish shall be painted.

3. Paint all existing walls, doors, and frames damaged during the work to match
existing. Where existing walls require repainting, extend new paint over the entire
wall to the nearest corner.

4. Paint all new work in classrooms, offices, corridors, and similar finished spaces.

5. Paint type shall be suitable for the surfaces to which they are applied; i.e. wood
piping, casework. Prime raw surfaces as required by paint manufacturer prior to
applying undercoat and finishing coat. Newly painted surfaces shall require primer,
undercoat, and finishing coat; existing painted surfaces requiring repainting shall
receive one (1) finish coat.

Paint:

a. Exposed piping and/or insulation

b. Wood, CMU (new or existing)

c. Pipe enclosures

d. Any damaged surfaces

e. Casework damaged or modified to accommodate installation of new
work. When casework painting is required, all casework, etc., along
the wall shall be painted to present a harmonious finish; i.e.
noticeable patch painting will not be acceptable.

6. Finish paint types, in general, shall be semi-gloss interior alkyd enamel, applied in
strict accordance with manufacturers recommendations. Colors in classrooms, etc.,
shall match existing or be selected by the MCPS Project Coordinator; up to three (3)
different colors may be selected. Accent painting shall be performed to match and
blend with existing. Approved paint manufacturers are Duron, Sherwin-Williams,
Benjamin Moore, Glidden, and Fuller-OBrien.

K. Ceilings:

1. All existing ceilings required to be removed shall be re-installed with care. All
damaged ceilings shall be replaced with new ceiling. All new materials shall match
existing.

L. Testing (Pressure):

1. After installation, the Contractor shall demonstrate that all new equipment is
operating in a satisfactory manner. All rotating equipment shall be lubricated.

2. The Coordinator shall be notified forty-eight (48) hours in advance of all tests and all
tests shall be conducted to meet specifications and/or the satisfaction of the MCPS
Project Coordinator.

3. All equipment used in testing shall be provided by the Contractor and approved by
the MCPS Project Coordinator; and shall be such as to properly develop and
maintain test pressure.

M. Operational Testing:

1. General Operation Tests: After the completion of systems and auxiliary equipment,
the following tests shall be made in sequence:

a. Operating test of the entire apparatus continuing for eight (8) hours, or as
indicated by the MCPS Project Coordinator, after all equipment is operating
at normal capacity. Any alterations, additions, etc., necessary to cause the
systems and equipment to function properly in accordance with specification
requirements.

b. After all equipment is found to function satisfactory as determined in the


preceding test, the Contractor shall run a general operating test under normal
conditions, during which all necessary adjustments and changes required for
proper operation shall be made. This test shall be continued until the
systems operate without frequent adjustment and repairs to equipment.

N. Fire Stopping:

1. Fire stopping shall be installed at all new penetrations or at existing penetrations


where Contractor is doing new work, of fire rated barriers. Fire stopping materials
shall form an effective barrier against the spread of flame and hot gases and to
maintain the integrity of time rated construction. Fire stopping materials shall
completely fill voids around penetration regardless of geometric configuration.
Insulated pipes and ducts penetrating rated barriers shall be insulated with material
that provides same performance of fire stopping material.

O. Sitework:

1. To minimize interference of construction activities with flow of facility traffic, keep


roads, walks, and entrances to grounds, to parking, and to occupied areas of the
building clear of construction materials, debris, and standing construction equipment
and vehicles. Coordinate access to site and staging with the MCPS Project
Coordinator.

2. Provide temporary protection against damage of all grounds where work is to be


performed. When necessary to cross curbing, sidewalks, or similar construction, they
shall be protected by well-constructed bridges.

3. Upon completion of all work, repair lawns, landscaping, fences, roads, curbs,
sidewalks, parking areas damaged as a result of the work; restoring damaged items
to condition as good as existed prior to damaging. Damaged lawns shall be sodded;
damaged shrubs and trees shall be replaced.

P. Roof Work and Materials:

1. All roof work and materials shall be by the roofing contractor holding the roof
warranty. Roofing warranty information will be provided by MCPS. If the warranty
has expired, roof work and materials shall be by an MCPS approved roofing
contractor.

2. Lay plywood on roof in all work areas. Secure plywood to prevent plywood from
blowing off of roof. Remove plywood when work is completed.

Q. Systems Cleaning:

1. Water System:

a. Initial Pipe Flushing:

Isolate new systems from existing, employing valved by-pass piping as


necessary. Remove loose dirt, mill scale, metal chips, weld beads, rust, and
like deleterious substances without damage to any system component.
Bypass factory cleaned equipment unless acceptable means of protection
are provided and subsequent inspection of hideout areas takes place.
Isolate or protect clean system components, including pumps and pressure
vessels, and remove any component, which may be damaged. Open all
valves, drains, vents and strainers at all system levels. Remove plugs, caps,
spool pieces, and components to facilitate early debris discharge from
system. Sectionalize system to obtain debris-carrying velocity of six feet (6')
per second, if possible. Connect dead-end supply and return headers as
necessary. Install temporary strainers where necessary to protect down-
stream equipment. Supply and remove flushing water and drainage by
various type hose, temporary and permanent piping and Contractor's booster
pumps. Flush until clean as approved by the MCPS Project Coordinator.

b. Cleaning:

1) Using appropriate chemicals pre-approved by MCPS, circulate


systems at normal temperature to remove adherent organic soil,
hydrocarbons, flux, pipe mill varnish, pipe joint compounds, and like
deleterious substances not removed by flushing, without chemical or
mechanical damage to any system component. Any blockages from
corrosive product deposits shall be cleaned with a non-corrosive

chemical composition approved in advance by MCPS. Removal of
tightly adherent mill scale is not required. Keep isolated equipment,
which is "clean" and dead-end piping from being contaminated with
debris. Circulate each section for not less than four (4) hours, velocities
of 6 fps if possible. Blow-down all strainers, or remove and clean as
frequently as necessary. Drain and prepare for final flushing. (Water
Treatment specifications supercede this requirement)

c. Final Flushing:

1) Return systems to conditions required by initial flushing after all


cleaning solution have been displaced by clean make-up. Flush all
dead ends and isolated clean equipment. Gently operate all valves
to dislodge any debris in valve body by throttling velocity. Flush as
needed to accomplish a water sample test result of alkalinity and pH
not exceeding alkalinity and pH of fill water. Supply MCPS Project
Coordinator with written test results.

2) Install new, clean strainers after final flushing.

2. Restoration:

Restore connections of new work to existing and circulate entire building system for
twenty four (24) hours. Inspect and clean strainers after the completion of the twenty
four (24) hour system operation. Inspection of strainers shall be performed in the
presence of the MCPS Project Coordinator.

R. Temporary Site Sign:

1. The Contractor shall provide a site sign as indicated in Appendix C and install (prior
to start of construction), maintain, and upon completion of the Work, demount the
sign.

2. Except as otherwise specifically approved by the Owner, do not permit other signs or
advertising on the job site.

3. The sign becomes the property of the Contractor and may be re-used.

1.3 Cooperation With Governmental Agencies & Public Utilities

A. General: Contractor shall be responsible for making all necessary arrangements with all
governmental departments, public utilities, public carriers, service companies and
corporations owning or controlling roadways, railways, water, sewer, gas, electrical,
telephone, and telegraph facilities such as pavements, tracks, piping, wires, cables, conduits,
poles, guys, etc., including incidental structures connected therewith, that are encountered in
the Work order that such items may be properly shored, supported, protected or relocated.

B. Give all Proper Notices: Comply with requirements of such parties in the performance of
Work, permit entrance of such parties on the Project in order that they may perform their
necessary Work, and pay all charges and fees made by such parties for this work, unless
otherwise specified.
