Situation
The National Guard is responsible for:
Providing the Governor with the full spectrum of capabilities in the
event of an emergency within the state while remaining a full
partner in the Global War on Terrorism (GWOT).
In order to fully assess the impact of the National
Guards GWOT commitment and future force
structure changes, the National Guard will initiate
the development of a Joint Combined State
Strategic Plan (JCSSP) to ensure that the governors
have sufficient capabilities to support domestic
missions.

Operational

The Governor, through the Joint Force


Headquarters-South Carolina (JFHQ-SC) will
control military operations within the state
using organic assets of the Army and Air
National Guard.
The JFHQ-SC may also request the use of Non-
Guard State assets, State Defense Forces, and
additional assets from outside of the state
through existing mutual aid agreements with
other states or through the EMAC

JFHQ-SC Mission

Maintain trained and equipped forces as reserve


components of the Army and Air Force and perform
missions as directed by state or Federal Authorities.
Support command and control of all assigned Army and
Air National Guard forces.
Establish the capability to provide one or more joint task
force command elements for command and control of
Homeland Defense, & Defense Support to Civil Authorities.
Provide expertise and situational awareness to DoD
authorities to facilitate integration of federal and state
activities.

Vision
To achieve Full Operational Capability (FOC) by 30 Sep 06 in the
mission areas of Homeland Defense, Emergency Preparedness for
domestic emergencies, Defense Support of Civil Authorities, and
Homeland Security (HS).
To command, control and sustain all assigned, designated or
apportioned forces capable of providing situational awareness and
concurrently function as the executive agent for military planning
and coordination with local, state and federal agencies.
To be capable of receiving, staging and onward integration of
assigned, OPCON or TACON forces and facilitate the deployment,
employment and redeployment of all assigned or attached forces in
the State's AOR.

Purpose of the SAEI:

states ability to handle Hurricanes, Wildfires
and other state missions
SAEI helps identify potential NG gaps
supporting state disaster planning (to include
terrorist threats/incidents). This benefits both
the states and the NGBJOC
SAEI links NG capabilities to non-DoD
planning

Step 1: Units are assigned a code describing its ability to


respond to each event:
P = Unit has Personnel only that could respond
E = Unit has Equipment only that could respond
Y = Unit has Both Personnel and Equipment that could respond
N = Unit has No ability to respond

Step 2: Rate the overall SAEI Event Category


Green = State/Territory has the capability to respond
Red = State/Territory does not have the capability to respond
N/A = State does not typically respond

SAEI Further Guidance

If a state does not respond to a particular


emergency/situation, all of the units would be marked
with an N. The overall category would then be marked
as N/A.
Example: With regards to Winter Storms, HI would
mark all of its units with an N and Choose N/A for the
overall category rating.
States should only rate their units on the ability to respond
to in-state requirements (do not include ability to send
units out-of-state).

NOTE: When making the assessment of each unit for the SAEI, assess
each unit based upon asking the question: Is This Unit Structured
in a Manner That It Could Be Utilized to Support This Event?

This section is looking at the suitability of the unit for supporting


this event rather than assessing the units Current Status. We
and you will be able to assess the status of each unit by the remarks
codes and unit ratings that youve entered for that unit in the Top
10 portion of the JCSSP. The four codes utilized in the SAEI
(Y,N,P,E) serve as reference indicators for the Potential Use of the
unit versus its Current Ability due to issues relating to training,
deployments, manning, equipment, etc

The Future Is Here..


During FY 2004, 3 National Security Special Events
required National Guard leadership and forces
provided support to the DHS.
These events formalized the use of a National Guard
Officer, in a dual USC Title 10 and Title 32 status as
a Joint Task Force Commander.
For these events, the Title 10 and Title 32 forces were
under a single command and control configuration.
These events and the concept of the operations
involving the incorporation of the Title 32 forces
established a baseline precedent that will serve this
nation in the security and defense of its homeland.

available, the most appropriate option will be chosen on a case by
case basis.
If dual status is sought, NGB and State NG are consulted to
determine feasibility and their concurrence.
USNORTHCOM requests preliminary approval through the JS
to the SECDEF to implement then

Primary purpose is to familiarize all key J-Staff and Senior
Military and State Leadership with the operational and legal
steps required to activate and deploy a dual status JTF.
With the assistance of NORTHCOM, J3, South Carolina will
develop a scenario to exercise C2 capabilities of the JFHQ-SC
to respond to catastrophic threats in the states AOR.
Immediate Objective:
Establish a J-TTX Planning Cell to develop the CONOPS for a
Spring 2006 Exercise as an additional component of the States
Annual Hurricane Planning Conference.
Technical Assistance
NORTHCOM J3 on-site 10 Sep 05 to assist Planning Cell and brief
Senior Leadership.
