Situation
The National Guard is responsible for:
Providing the Governor with the full spectrum of capabilities in the
event of an emergency within the state while remaining a full
partner in the Global War on Terrorism (GWOT).
In order to fully assess the impact of the National
Guards GWOT commitment and future force
structure changes, the National Guard will initiate
the development of a Joint Combined State
Strategic Plan (JCSSP) to ensure that the governors
have sufficient capabilities to support domestic
missions.

Vision
To achieve Full Operational Capability (FOC) by 30 Sep 06 in the
mission areas of Homeland Defense, Emergency Preparedness for
domestic emergencies, Defense Support of Civil Authorities, and
Homeland Security (HS).
To command, control and sustain all assigned, designated or
apportioned forces capable of providing situational awareness and
concurrently function as the executive agent for military planning
and coordination with local, state and federal agencies.
To be capable of receiving, staging and onward integration of
assigned, OPCON or TACON forces and facilitate the deployment,
employment and redeployment of all assigned or attached forces in
the State's AOR.

available, the most appropriate option will be chosen on a case by
case basis.
If dual status is sought, NGB and State NG are consulted to
determine feasibility and their concurrence.

JTF/TTX-2006 Concept
Primary purpose is to familiarize all key J-Staff and Senior
Military and State Leadership with the operational and legal
steps required to activate and deploy a dual status JTF.
With the assistance of NORTHCOM, J3, South Carolina will
develop a scenario to exercise C2 capabilities of the JFHQ-SC
to respond to catastrophic threats in the states AOR.
Immediate Objective:
Establish a J-TTX Planning Cell to develop the CONOPS for a
Spring 2006 Exercise as an additional component of the States
Annual Hurricane Planning Conference.
Technical Assistance
