Standard Operating Procedure for On-site Meter installation Testing

The periodic testing of consumers metering installation to confirm the healthiness


should be done scrupulously in accordance to this procedure and IS 15707.

Planning:
The metering installation needs to be tested periodically; the frequency of
testing is based on the Contract Demand.
Contract Demand Frequency
i. Up to 1MVA Annually
ii. Above 1 MVA & up to 3MVA Six Monthly
iii. 3 MVA & Above Quarterly

The schedule should be planned in such way that the duration between two
testing dates should not be more than as below
Frequency Duration bet two tests Tolerance

Six Month Six Month + One Month
Quarterly Four Month + 15 days

The keys of the installations must be with testing team.


The testing visit although is planned; it should be surprise to consumer.
Before proceeding for testing, the copy of latest energy bill from Circle office
and tamper report of the meter from MDAS should be obtained.

Instrumentation:
Testing equipments required for the testing should be of adequate accuracy
class, calibrated from NABL laboratory and maintained properly.
Following minimum equipment & accessories are essential for on-site testing.
a. Electronic reference standard Meter with clamp (class 0.2 or better)
b. Clamp-on Ammeter Class 1 or better.
c. Multimeter Class 1 or better
d. MRI /laptop along with cables
e. Tool kit
f. Scientific calculator
g. Metering Installation testing formats
h. Seals
Confirming Accuracy of Metering system
Before starting the test the seal verification of kiosk and meter should be done.
If the seals are found tampered the testing should be started only in presence of
O & M representative and consumer representative. The O & M representative
should be asked to prepare Panchnama.
ERS meter should be connected to auxiliary power supply if possible, to avoid
burden on PT circuit. While connecting PT circuits the neutral should be
connected first and then all phases should be connected. While connecting
clamp CT should be first connected to ERS and then should be clamped to
Current circuit. The direction of CTs should be confirmed while connecting
clamps. The clamp CT jaws should be clean (preferably should be cleaned
using anti-corrosion liquids once in month) and closed firmly as little air gap
can lead to major error in recording.
The Setting of ERS meter should be done to match the CT ratio and PT ratio of
Meter. So that the meters and ERS will have voltage and current in same units.
The vector diagram should be checked to confirm the grouping at MTC. The
same should be stored in ERS memory.
The current and voltages on meter and ERS should be recorded simultaneously
for confirmation. The % THD for voltage and current should be recorded. The
phase sequence of supply should also be recorded.
The instantaneous PF should be noted and if it is on leading side, consumer
should be ask to switch off some capacitor units to make the PF on lagging
side.
Testing can be started only if the load current is >5% of Ib and PF is between
0.5 lag to Unity. (Ref: IS 15707 Cl 12.4 table 3). If load is very low consumer
should be asked to increase the load for test duration otherwise testing should
be rescheduled.
The errors of meter under test should be recorded in scanner mode. Minimum
5 errors should be recorded. Number of pulses for scanner test should depend
upon the load current however the minimum time for one error should not be
less than 40 sec.
Cumulative and Zone-wise energy reading should be noted and total of zone
energies should be confirmed with cumulative reading.
Test of registration should be conducted for 30min. The initial and final
reading should be recorded either from high resolution display or from MRI in
calibration mode.
Test should be started by noting the initial RD and periodic values of RD
should be recorded with time.

During the test, sample readings of HT and LT current and voltage should be
recorded. The number of samples should be adequate to consider for the load
fluctuations. The apparent Power in KVA on ERS should also be recorded
The error for registration should be calculated based on standard energy
recorded by ERS and units recorded by meter.
Calculation of PF for the test duration should be done based on KVARH and
KWH difference.
Average KVA should be calculated based on various samples of HT and LT
current and voltage and should be confirmed with MD calculated for the test
duration.
After completion of test all meter data should be retrieved using MRI or
Laptop.

Interpretation of test results

If the meter errors (for scanner as well as registration) exceeds above limits,
decision to replace the meter may be taken. The same meter should be tested at
laboratory in presence of consumer to confirm the error. If the error is
significant the necessary assessment should be communicated to in
coordination with Circle office.
If the meter errors are within limit however there is noticeable difference in HT
/LT KVA and units on HT and LT side the decision to test CT and PT may be
taken to verify whether CT are saturated or errors are deviated than their
accuracy class.
If RTC of meter is drifted more than 5 min for 0.5s class or more than 2 min for
0.2S class meters, it should be adjusted through MRI/laptop.
Meter data should be analysed for tamper events.
Copies of the tamper data of meter, instantaneous values & Vector diagram
from ERS should be annexed with test report and preserved for reference in
future.

Installation Audit
The entire installation should be inspected to ensure the healthiness of the
metering installation.
There should be dedicated access road to metering installation from public
road so that testing or vigilance team can reach easily without delay.
There should not be any switch or disconnectors before metering kiosk to
prevent unauthorised access to kiosk.
The incoming cable should be laid through a trench covered with the grill.
Cable should be visible till the metering kiosk.
The metering shed should be well maintained and kiosk should be sheltered
properly to avoid the exposure to rain, dust and moisture.
The metering room should have adequate ventilation, clean and adequate
space from all sides of the kiosk
There should be provision of auxiliary supply for testing equipments, light and
fan in the metering room.
The access to metering room should be restricted for authorised person only.
The earthing strips should be connected properly and free from corrosion. The
earthing strips should not overlap each other.
The secondary wiring from CT/PT to meter should be free from joint, and
should be having proper ferruling.
Transformer capacity should be in commensurate to CD.
There should be provision of LT metering of 0.5S class preferably with
multifunction meter.
The supply voltage level should be in commensurate to CD as per SOP. If there
is deviation bill should be verified to confirm whether the voltage surcharge is
applied accordingly.
The energy bill should be checked to confirm the consumption pattern, tariff
and other charges such as Express feeder charges etc.
