Hon'ble Chief Minister Sri K. Chandrashekar Rao has expressed


his heartfelt sympathies on the demise of Chilkur Sri Balaji Temple's
Trustee and Chief Priest Srinivasa Raghavacharyulu. In a statement
here, the Chief Minister praised the great services rendered by Srinivasa
Raghavacharyulu for the development of Sri Balaji Temple, Chilkur and in service of the
Lord. The Chief Minister has recalled the selfless service rendered by the Chief Priest
who lived up to the ripe age of 104 years and how he put his members of the family
also into service of the Balaji. He conveyed his condolences to the members of the bereaved
family.

GOVT. FRAMES SERVICE RULES FOR HEREDITARY ARCHAKAS
Nearly two decades after the apex court judgment to frame service rules and conditions,
the State government has taken a step in that direction. The government issued a GO on
Thursday saying it had decided to frame The Andhra Pradesh Charitable and Hindu Religious
Institutions and Endowments Hereditary Archakas Qualifications and Emoluments Rules,
2017. The measure will help preserve the traditional Hindu Temple System especially in
small village temples.
The rules will be applicable to hereditary archakas of all Charitable and Religious Institutions
other than the Tirumala Tirupati Devasthanams (TTD), who are recognised as hereditary
archakas as per the provisions of Act No.17/1966 and are continuing in religious service of
any kind.
The government also proposed the Hereditary Archaka Scheme for those institutions
where the system was recognised. It had also decided to categorise the hereditary archakas
as Pradhana Archaka and Archaka.
However, only archaka category is applicable to 6(c) institutions.
According to information, there are 141 temples classified as 6(a) institutions whose
annual income is Rs. 25 lakh and above and 784 temples classified as 6(b) institutions whose
annual income is between Rs. 2 lakh and Rs. 25 lakh in the State. The priests in these temples
are working with a consolidate pay of about Rs. 10,000 a month. In fact, the archakas were
paid the minimum remuneration of Rs. 5,000 a month until November last year.

EDITORIAL... RELIEF AT LAST FOR ARCHAKAS!!
Thousands of Temples served by Hereditary Archakas are going to be revived by a
historical GO Ms.No.76 issued on 17.2.2017
We are thankful to the Honble Chief Minister of Andhra Pradesh Sri N. Chandra Babu
Naidu for taking care of Poor and downtrodden Hereditary Archakas of small temples whose
continuation was a big question mark. Before we learn the reasons, here is the background.
The temples Archakas and other Employees situation is unfortunately the sad story
of one such experiment by the Government which was started in 1987. It went to the Supreme
Court. The Supreme Court appointed two committees namely, The Pay Scales Committee and
the Archaka welfare Committee. The reports were accepted by the Government and put before
the Supreme Court in 1997. The Supreme Court ordered its implementation in 1997 itself.
The Government conveniently ignored these recommendations and watched the Temples being
shut down. Again in 2004, a new Government came and an All Party meeting happened on
the Archakas and their abysmal plight... Its report was followed by the Select Committee report
in 2007 which resulted in the Endowments Act being amended in 2007. Again the Act remains
unimplemented even after 9 years.
The Government constituted a Committee in 2010 in view of a strike by temple non-
gazetted employees and Archakas of Vijayawada Kanakadurga Temple, Srisailam, Simhachalam,
Annavaram, Yadagirigutta, Dwaraka Tirumala, Basara, Vemulawada, Badrachalam, and other
temples protesting that the Government fulfills their demands. The Government set up a Committee,
vide G.O.Ms No. 1303, Revenue (Endt.I) Department, dated 20 October 2010.
The sub-committee gave its report to the government on better emoluments to all temple
employees numbering over 20,000 in the undivided State of Andhra pradesh on January 5,
2011 and it was approved.
We all should know that not one paisa comes from the Government to Temples, and
hence the Government and its wise Bureaucrats need not sit on these reports on temples for
years together. Many issues still plague the Temples like retirement benefits, Hereditary Archakas
succession rules and their service issues etc., but none of them are being considered for
implementing.
The State Government is taking 21.5 per cent of donations made by the devotees to
temples. The Endowments Department is being run with taxes collected from temples. The
salaries of Endowments Department Employees, Executive staff, Commissioner and the likes
are being paid from these funds. While these employees were considered Government Employees,
Temple employees are being treated as second class citizens. Apart from the implementation
of PRC, regularisation of services of Non-Muster Rolls and compassionate appointments were
some of their main demands which are still pending.
Even after Amending the Endowments Act in 2007, the Service Rules of Hereditary
Archakas was not implemented for over 9 years.
We are thankful to the Honble Chief Minister of AP Shri N Chandrababu Naidu
for responding to the demands of the Archaka community and issuing the long awaited
GO on the pending service rules. We are also eternally thankful to Sri I.Y.R. Krishna
Rao, Chairman Archaka Welfare Trust for taking this up with the Government, convincing
the Honble CM on the need for such a GO and following it up with the concerned
officials on a day to day basis.
This is a landmark measure and will be eternally remembered by all the Archakas whether
Telangana or Andhra Pradesh with a sense of gratitude. O

Tirumala: Telangana chief minister K Chandrasekhar Rao on Wednesday said all the contentious issues

correcting the injustice meted to this community over the years due to the draconian 30/87 AP Endowments Act. The
Archakas in the State of Andhra Pradesh have prayed for peace and prosperity in all temples as a thanksgiving
measure yesterday in a spirit of satisfaction after a long drawn struggle lasting over several decades. It is heartening

KCRS DONATION NOT FROM TAXPAYERS MONEY: TPM It is made out of Common Good Fund
The Temples Protection Movement has taken exception to the criticism against the donation made by Chief
Minister K. Chandrasekhar Rao to Tirumala temple on Wednesday. TPM convener M.V. Soundararajan, in a
statement here, said the donation was not made using taxpayers money as claimed by some, but it was out of
Common Good Fund (CGF), which forms the Hindu temples income that is purely devotees money.
The Tirumala Tirupati Devasthanam (TTD) had, in the past, also donated crores of rupees to the fund before the
bifurcation and 42 % of the same was now part of the Telangana CGF. If Rs. 5 crore was used to gift ornaments to
the Lord, there was no need to raise a hue and cry, he said.
The temples income was also being used to pay the salaries of the Endowment Department staff. If that was
not objected to, why should the offering made to the Lord at Tirumala by the Chief Minister be flayed, TPM

"NOTHING WRONG IN KCR'S OFFERINGS"
Hyderabad : The Temples Protection Movement convenor M.V. Soundararajan has sought to rebut the criticism
that public money was used to purchase the gold ornaments offered to Lord Venkateswara in Tirumala by Chief
Minister K. Chandrashekhar Rao, by pointing out that the Rs.5 crore was spent from the Common Good Fund
(CGF) of the Endowments Department and not from the public exchequer.
In a statement here on Thursday, Soundararajan argued that the CGF is based on percentage of Hindu temples'
income and it did not constitute any money from the tax payer. That the expenses for making the ornaments were met
from the CGF were mentioned in a GO No.23 dated 24.2.2015, he pointed out.
He also said that there was a demand for payment of arrears to the tune of hundreds of crores, due from the TTD,
be paid to the CGF. This money could be utilised for protection of low income temples of Telangana.
Dr. Soundararajan said that the practice of paying Haj subsidy from CGF was stopped in Karnataka after Justice

UNFAIR TO SEE YOGA AS A SET OF EXERCISES: PM
Prime Minister Narendra Modi on Friday said it was unfair to see yoga as just a set of exercises, that it brought about inner
peace and helped one live in harmony with nature.
Speaking at the Mahashivaratri celebrations after inaugurating the 112-foot bust of the Adi Yogi at the Isha Yoga Centre near
here, he said that yoga helped one live in peace with himself or herself, for it ushered harmony in body, mind and intellect.

TRUE FACTS OF KCR'S OFFERINGS TO BALAJI Dt : 23rd Feb 2017
It is heartening to note that Honble Chief Minister Shri K. Chandrasekar Rao has prayed for peace
and prosperity for the people of both States of Telangana and Andhra Pradesh after making his historic
thanksgiving donation to Lord Balaji at Tirumala.
While a section of the National TV media unfortunately missed the wood for the trees on reporting
this historic occasion, Lord Balaji himself has blessed the sentiment and the wish with which the above
donation was made. Coincidentally the Sampangi (Champak) Sapling that Honble CM had planted in the
premises of Chilkur Balaji Temple in July 2015 to launch the Telanganaku Haritha Haram (The biggest
afforestation initiative). The Tree blossomed and the very first flower was offered to Lord Balaji yesterday
at Chilkur temple.
Since the fundamental objection to Honble CM KCRs historic donation by a section of the National
Media is due to mis-information that this is out of tax payers money, we clear the same...
The actual facts are as follows:-
1. The donation is out of Common Good Fund (CGF) which is based on percentage of Hindu Temples
income i.e Purely Hindu devotee's money not at all tax payer's money. (refer G.O.Ms.No 23 dated
24.2.2015) GO Faxed to you....
2. TTD has in the past also donated crores of rupees to this fund before bifurcation and 42% of the
same is now part of Telangana CGF fund and if 5 Crores is used to adorn Him with ornaments we
should not be raising any hue and cry for the same.
3. There is also a demand that arrears due from TTD towards this CGF fund before bifurcation which
runs to hundreds of crores be given for the protection of low income temple of Telangana. Hopefully
by grace of Lord Balaji this will happen now.
4. In the past in Karnataka Haj subsidy was funded from CGF fund of Hindu devotees money and was
stopped after Justice Rama Jois Committee faulted it strongly as unconstitutional. There was no such
hue and cry raised by the media at that time.
We hope in the light of the above facts the media will correct the narrative on the historic donation
made by the Honble CM KCR to Lord Balaji of Tirumala. Let us wish for peace and prosperity for people
in both States of Telangana and Andhra Pradesh and the whole country.
NEWS NOTIFY SERVICE RULES FOR HEREDITARY ARCHAKAS
The Telangana Archaka Samakhya has welcomed the decision of Andhra Pradesh Chief Minister N. Chandrababu
Naidu in conceding the long-standing plea of the community and for notifying the service rules for hereditary
archakas (priests). A GO was issued by the Andhra Pradesh government on February 16.
Samakhya president Rangarajan in a release said notification of service rules would help the traditional Hindu
temple system, particularly in small village temples. He urged the Telangana government also to notify similar
service rules for the Archaka community in the State and help the small village temple system in the State.
Long-pending demand The Samakhya had represented to both the Andhra Pradesh and Telangana governments
last year to approve the service rules for the hereditary archakas which had been pending for several years.
The Supreme Court had ordered implementation of reports submitted by two committees Pay Scales Committee
and Archaka Welfare Committee in 1997 itself. But the plight of Archakas did not improve as the Act was not
